Abstract The article is devoted to the issues of improving the ecological condition of territories. territorial development is a complex and multifaceted issue. One of the main priorities of territorial development today is the issue of ecology. Environmental problems are global in nature. However, their solution belongs to the competence not only of international environmental organizations, but, first of all, of central authorities at the state level and territorial communities at the local level. One of the effective methods of analysis of the ecological condition of the territory for further development of mechanisms for cleaning the environment is the Habitat method. The methodology is proposed by the UN and is actively implemented to analyze the ecological status of territories. The article analyzes some elements of the methodology of assessment of territories, gives an example of analysis of territorial development of one of the cities of Ukraine. Based on the analysis, an algorithm for assessing the ecological condition of the territory has been developed and ways to form environmental policy at the territorial level through the formation of effective mechanisms for public management of territorial development have been proposed.

Public services represent an important dimension of quality of society, as they create the contextual conditions for people to further their quality of life. Romanian public administration reform has brought about a constant institutional transformation, which has influenced both the specific features and the quality of the services. This article aims to analyse trends regarding the perceived quality of public services in Romania, in European comparative perspective, using the data of the European Quality of Life Survey (2003–2016). The article aims to understand the low satisfaction with public services in Romania against the background of the public service reform measures taken by government in this period. The article describes the context of Romanian public administration and public service reform, the most important public policy measures adopted and the most important challenges. The lack of vision in the public service reform, the partial introduction of reform elements, the permanent and, sometimes, conflicting changes are issues that may have influenced the way in which the population perceives the quality of public services. The decentralisation process of public services and the insufficient allocation of public funds for delivering such services at local level might have an impact on their quality and quantity perceived by the population. Historically, there have been three paradigs of public management, namely, the Machiavelli-Hobbes Paradign (MHP), the Wilson-Weber Paradigm (WWP), and the Ostron-Hayek Paradigm (OHP). These paradigms have different characteristics ad face different challenges. After more than 100 years of development throughout the western countries, the WWP has achived its utmost, having emerged as an obstacle to further development. Given this, Western coutries are now embracing the OHP, and the New Public Management is a reform that is fostrering this transformation. In China, however, the situation is very differnt. Due to the feudal traditions and the dominant governance ethod (rule by man, not by law), public administration in China contains several aspects of the MHP. Currently, China's most pressing challenge encompasses instituting reforms that will cultivate a public administrative system where the rule of law prevails. The change to bureaucracy and establishment of WWP is ultimately more critical than the New Public Management.

We explore the relationships between gender, career ambition, and the emergence of executive leadership. Growing research in public administration shows that career systems shape bureaucrats’ ambitions, political behavior, and management. Yet career systems are not neutral conduits of talent: Administrators are more likely to pursue advancement when career systems favor them. This study proposes that women and men respond to gendered public career systems. Using national- and state-level data on public school managers in the United States, we find gender disparities in the career paths that lead educators from the classroom to the superintendent’s suite. Specifically, we find that female and elementary school teachers advance more slowly than male and secondary school teachers. We also find gender disparities in certification and experience among principals. Accordingly, female and elementary principals report lower levels of ambition. Such gendered career systems may lead to biases in policy agendas and public management.

The scientific article is devoted to the actual issues of the reform of the institute of local self-government in the conditions of further democratization of all spheres of public life. In the article the author proves the necessity of taking into account the positive experience of European countries at the certain time having also carried out municipal reforms at the certain time, the results of which provided not only a substantial strengthening of foundations of the functioning of the local self-government institution, but also a radical rethinking of the essence and content of local self-government in the process of further development of the state as a democratic, law-governed and social. Taking into account the European practice of functioning of local self - government, the first steps of reforming legal, organizational, material and financial bases of local self - government activity in Ukraine were proposed by the author. Special attention was paid to the issues of functional and financial decentralization. The necessity of reforming public authority in Ukraine and implementation at all levels of public administration of democratic principles in accordance with the provisions of the European Strategy for Innovation and Good Governance at the local level have been argued. Based on the above, the purpose of scientific research is not only to justify the need for consistent reform of local government as an important component of constitutional reform, but also proposals for its modernization on the basis of subsidiarity and decentralization, which in modern Ukraine will create and operate self-sufficient to solve their own socio - economic problems.

The article presents and analyzes the results of the May 2019 study of the digital developmentof districts, cities and territorial communities of Dnipropetrovsk region. It is through such researchthat we can identify critical territories, local digital development issues, and find ways to overcomethem. Meanwhile, in Ukraine, information development studies are conducted only at the nationallevel, bypassing the administrative-territorial units of regional subordination. Using the methodologyproposed at the Dnipropetrovsk Regional Institute of Public Administration of the National Academyof Public Administration, allows to carry out a comprehensive analysis of the use and development ofdigital technologies in these territories. The introduction of modern digital instruments into the practiceof regulating territorial development is conditioned by the priority of reforms of decentralization ofpower and public administration, the necessity of introducing new approaches, methods and meansof forming and implementing public policy and public administration in the conditions of theinformation society. The implementation of these tools should result in an efficient, transparent, openand flexible structure of local public administration, using the latest digital technologies aimed atsocial sustainable development and adequate response to internal and external challenges. The authorsdraw attention to the need to combine the efforts of different sectors of society within the frameworkof regional information programs, where the opportunities for cooperation between government,business and local authorities are much greater than at the national level. The paper notes the lackof a clear understanding and approval of plans for the digitization of public life, the implementationof e-governance and e-democracy tools in a number of administrative and territorial units, as well asthe lack of necessary and sufficient information on available best practices and mechanisms for theirimplementation. Proposals are given for the tasks of the Regional Electronic Dnepropetrovsk 2020Informatization Program and suggestions for improving the methods of digital development researchat the local level.

The relevance of the article is due to the vital need for sustainable development of the state, which is possible only if natural systems are preserved and the environment is maintained in an optimal state, and the integrity of biological and physical natural systems is ensured. The author considers the effectiveness of management of environmental problems on the example of the Republic of Chuvashia. Today, the Republic is advanced in terms of ecology. The priority of the state policy of the Chuvash Republic is environmental safety and environmental protection. The article deals with the most acute environmental problems in Chuvashia and their solution at the level of regional and local authorities: "integrated system of solid municipal waste management" and "improvement of the Volga river". The author gives examples of solving these problems at the regional and local level. Special attention is paid to the implementation of a concession project to create an intermunicipal system for processing and placing TCO. The project is based on a form of partnership between the state and business, which allows for long-term investments in socially significant objects. In Chuvashia, the leading concessionaire is JSC "waste Management", thanks to its work in the Republic for the year, more than 1.6 thousand tons of paper and cardboard were selected and sold, which is equivalent to 30 thousand trees. The article considers the need to implement the state environmental policy in order to protect the environment and the strategy of the state, thanks to which the environmental policy can be rationally implemented. The author emphasizes the role of state bodies in the formation and improvement of the ecological culture of the population, the educational level and professional skills and knowledge in the field of ecology.

AbstractFollowing the completion of the process of decentralisation of public administration in Poland in 2003, a number of tasks implemented previously by the state authorities were transferred to the local level. One of the most significant changes to the financing and management methods of the local authorities was the transfer of tasks related to culture and national heritage to the set of tasks implemented by local governments. As a result of the decentralisation process, the local government units in Poland were given significant autonomy in determining the purposes of their budgetary expenditures on culture. At the same time, they were obliged to cover these expenses from their own revenues.This paper focuses on the analysis of expenditures on culture covered by the voivodship budgets, taking into consideration the structure of cultural institutions by their types, between 2003-2015. The location quotient (LQ) was applied to two selected years (2006 and 2015) to illustrate the diversity of expenditures on culture in individual voivodships.

The author has analyzed the problem aspects of public administration of educational change in modern Ukraine. Special frameworks of public administration of educational change in an information society have been determined. The author has analyzed the categories of the implementation process of educational change. The author has explored the key features of external environment of such activity, formed by regulatory acts for settling relations in a particular area. The author has highlighted a set of contradictions of public management of educational change and recommendations for state agencies regarding the organization of an effective process of implementation of educational change as a social and political process with an emphasis on peculiar properties of the educational change. It is determined that the updated legal and regulatory framework of the educational sector, at the same time, extends the scope of professional freedom of teaching and, hence, sets high requirements for the professionalism of teachers. The change in the focus of educational activity by innovations is declared in terms of practice, interactivity and functionality. The teacher will now create educational and training programs tailored to the needs of students and local communities, will create an open learning environment, taking into account the potential of the school and involving the partners in the educational process. However, it has been proved that the methods of active and problem-searching approach defined in the updated normative provision of education in Ukraine require appropriate conditions for the educational process. An active student becomes an active citizen; school, school environment and class become a micro-society. Like the society itself, the school environment is not devoid of conflicts or problem situations. It is in these conditions that students have the opportunity to learn to consciously identify their own interests and gain experience in civic activity.

The digital transformation of the judiciary actualizes scientific problems of a managerial nature related to the search for more effective organizational forms of judicial activity in modern conditions. The purpose of the study is to justify the scientific concept of the organization of judicial activity, the content of which would make it possible to improve the processes of intrasystem management of the activities of the courts to achieve the goals of the formation of the information society and digital economy. The worldview and methodological basis were the work of scientists and the methods used by them in the analysis of the general theory of public management and public administration. The modern scientifically grounded concept of the organization of judicial activity is a system of guiding ideas that define, for a clearly defined perspective, the tasks, principles, directions and organizational and legal forms of public administration in the judicial sphere to achieve national goals. The content of this concept is an intra-system organizational and management activity, considered in two aspects: functional (goals, objectives, principles, directions, forms and means) and institutional (legal statuses, structure of the judicial organization, judicial self-government bodies, public service). It is argued that the intrasystem judicial management reveals the content of the analyzed concept. The authors, analyzing the terms «judicial management» and «judicial administration», consider them close, but not identical, the criterion for distinguishing them is the professionalization of subjects of organizational and managerial activity. The work defines the strategic goals of the judicial management, its main directions. The conclusion is substantiated that a new type of judicial organization will reflect its technological effectiveness and will result from the modification of its model: from the organization of judges and judicial personnel to the model of a unified organization of judges, court administrations and information systems. This organizational regularity will need to be taken into account in judicial reform plans.
