This article examines how Frieda Miller and Esther Peterson, two influential directors of the U.S. Department of Labor’s Women’s Bureau after World War II, revived and continued the alternative view of public administration through a combination of primary and secondary sources. Miller, who served as director from 1944 through 1953, reestablished a social justice–centered view of public administration through the creation of a special advisory committee and the institution of a new agenda that stressed equality over economic security. Peterson, who served from 1961 through 1964, quickly moved the Women’s Bureau into a political network with women’s labor leaders and the John F. Kennedy presidential administration, helping to create the Presidential Commission on the Status of Women (PCSW) and to enact a federal Equal Pay Act.

The monograph is devoted to the history of medieval Russian and Byzantine teachings about the power of the sovereign and the reflection of these doctrinal ideas in the practice of public administration of the two peoples. The phenomena of the power of the sovereigns of the Byzantine Empire, Ancient Russia and the Moscow state are investigated and compared, and an attempt is made to answer the question of what is common and different in the foundations of the organization of power of these three states. The Byzantine influence on the political culture of Russia is still a subject of controversy, and therefore it is especially important to analyze the achievements of historical and legal science in this area for a reasoned discussion. Report B1: This report therefore aims at displaying the Status Quo of PVT Characterization in order to support PVT technology in its further development and applications. The report is hence of interest for researchers as well as public and private sector stakeholders. A key finding is that the reliability and durability of PVT modules are especially challenged at elevated temperatures and higher humidity loads. The test methods available from the IEC and ISO standards are covering the specifics of PV and ST module’s, most of which are similar for PVT modules, too.

The article considers the issue of state security in the context of the objective attention of public administration. Based on the semantics of the concepts of "state" and "security", elaboration of a set of approaches to the interpretation of these definitions, analysis of options for different authors in favor of certain approaches to the interpretation of the concept of "state security" formed and motivated the author's vision of this term such a state of protection of various vector interests of the state and its simple cluster unit - the citizen - which ensures the effective functioning of all spheres, industries, institutional sectors (including their units), mechanisms in general and the implementation of the functions and powers of the state institution in particular for their further development in a changing environment, external and internal threats. The proposed in some way unification approach allows emphasizing the content of the concept, as a logically related set of relevant objects, in the context of the prevailing philosophical nature of the phenomenon of "security", leaving open the "scope" of the concept for further more detailed detailing of its characteristics in the segment. theoretical foundations of the science of public administration in the field of public security concerning its elemental components. This approach provides a focus on the most general object-subject features of the concept while avoiding minor characteristics. The research analyses the implementation of the role of maximizing the level of security in the administration of justice in the context of the digital economy. Methodologically, the documentary observation research technique and, to process sources, sociological-dialectical analysis were used. Digitization as a transformational factor of many branches of social relations implies dependence on the implementation of a series of interdependent legal facts with digital technologies so that the action has a legal and concrete result. The digital level as a new platform for the implementation of a number of public functions posing new challenges for the public administration system and also determines the status of new functions that can provide a "digital future" with a positive development dynamic. Conclusion mode everything indicates that, these new functions can be austable in order to maximize security in the implementation of public functions in response to new threats. Particularly sensitive is the area of justice administration, which is also actively introducing many digital tools into the case-resolution process.

The status, dynamic, structure of sources of financing of leasing operations and tendencies of the development of the leasing services market in Ukraine in 2014-2018 have been considered. Today, financial leasing services are predominantly provided by financial companies, unlike in 2014, its share in the leasing market is 77.03%. The dynamics of the value and quantity of financial leasing agreements concluded by legal entities and financial companies have been considered. During the period under review, the largest value and number of financial leasing contracts were concluded by the legal entities and their value has increased in three times. The structure of the cost of financial leasing agreements by industry has been analyzed. The transport, agriculture, construction and services sectors are found to be the largest users of financial leasing services. The distribution of the value of the financial leasing contracts by its terms has been characterized and the agreements with the term of validity from 2 to 5 years are established. The structure of sources of financing of leasing operations has been investigated. It is established that their structure is dominated by equity of companies. The perspective directions of use of leasing in Ukraine have been considered. Industries such as healthcare, real estate, tourism and IT have been found to be the most promising for the leasing market. The problems that hinder the effective functioning of the leasing market in Ukraine and hinder its further development have been identified. The measures that should be taken to overcome existing problems and ensure the further development of leasing activities in Ukraine have been suggested.

Introduction. The article deals the impact of European integration on the development of ecological business in Ukraine. The Association of Ukraine and the EU implies adaptation and reforms not only in economy, but also in others areas, including ecology. The factors of influence and their consequences on the development of environmental business in the state are investigated. The main obstacles for using the experience of the EU countries are highlighted. Prospects of further using of "green enterprise" methods in Ukraine are considered. Purpose. The aim of the article is to reveal the essence, forms, stages of formation and innovative forms of the ecological business; to analyze the experience of ecological business and its regulation in the EU countries; to characterize the status and the impact of European integration on ecological business in Ukraine. Method (methodology). Methods of analogy and comparison are used in the study of problematic aspects of Ukraine and the EU in the field of ecology. Statistical methods are used for analyzing the dynamics of indicators of the development of ecological business in the state. Systematic approach is used for explaining strategic guidelines and identifying further promising ways for the development of ecological business in Ukraine. Results. The main aspects of cooperation between Ukraine and the EU have been analyzed. The main directions of further development of common cooperation have been singled out. The proposals of improving the position of Ukrainian eco-goods and services on the European market have been substantiated.

Relevant issues of the administrative and legal status of subjects of special competence in relation to public administration in the field of intellectual property are considered. Main  content. A circle of specified subjects in the system of subjects of public administration is determined. The role of subjects of special competence in the fulfilment of tasks of public administration in the sphere of intellectual property is identified. Classification of subjects of special competence regarding public administration in this field is presented. Features of the administrative or legal status of each group of subjects of special competence in relation to public administration in the field of intellectual property are analyzed. Specifics of the influence of these subjects on legal relations arising in the sphere of intellectual property are characterized. Materials and methods research based on the analysis of documentary sources. the  basis  is  the  dialectical  method  of  cognition  of  the  facts  of  social  reality,  on  which  the  formal legal and comparative legal approaches are largely based. Conclusions are drawn about the place of subjects of special competence in relation to public administration in the field of intellectual property among other subjects. Fitur status administrasi atau hukum dari setiap kelompok mata pelajaran kompetensi khusus dalam kaitannya dengan administrasi publik di bidang kekayaan intelektual dianalisis. Spesifik pengaruh subjek ini pada hubungan hukum yang timbul di bidang kekayaan intelektual dicirikan. Bahan dan metode penelitian berdasarkan analisis sumber dokumenter. Основное содержание. Определен круг указанных субъектов в системе субъектов государственного управления. Выявлена роль субъектов специальной компетенции в выполнении задач государственного управления в сфере интеллектуальной собственности. Представлена классификация предметов особой компетенции государственного управления в этой области. Анализируются особенности административно-правового статуса каждой группы субъектов особой компетенции применительно к государственному управлению в сфере интеллектуальной собственности. Охарактеризована специфика влияния этих субъектов на правоотношения, возникающие в сфере интеллектуальной собственности. Материалы и методы исследования на основе анализа документальных источников. в основе лежит диалектический метод познания фактов социальной действительности, на котором в значительной степени базируются формально-правовой и сравнительно-правовой подходы. Сделаны выводы о месте субъектов особой компетенции по отношению к государственному управлению в сфере интеллектуальной собственности среди других субъектов. In December 2018 the information and reference system “REGISTER of scientific professional editions of Ukraine” (http://resources.ukrintei.ua/refer/) was created at the SSO UISTEI. The purpose of the project is to create a convenient and accessible online platform containing information that will be useful to the authors (helps in the choice that is best suited for publication), editors (helps to improve and develop their own journals, helps to be in the trend in the development of professional scientific journals of Ukraine), experts (for monitoring of changes and verification of compliance with issued formal criteria). The service should ensure the availability of information about the scientific specialists of Ukraine. The system has a convenient multi-level search for publications based on a number of parameters, filtering functions and sorting content. The project was supported by the Ministry of Education and Science of Ukraine and a link was posted on the website of the Ministry of Education and Science, through which any user can access the service online. The service (currently) contains and stores information on more than 1,760 scientific professional journals of Ukraine. In plans for further development it is planned to develop the possibility of external editing of the publication data by the founders, which will help to provide the most up-to-date information about the professional journals, to take into account the changes that arise in scientific periodicals. Using the service will simplify the control and improve the quality of management of expert opinions on the expediency of providing scientific publications with the status of professional

The administrative jurisdiction is one of the guarantees of the civil legal security. However, a state has to „grow up” to this as to every legal guaranties. Administrative jurisdiction, and within it the creation of an independent administrative procedural order has been cause for much excitement in the law-making community basically from the early 1990 s, when control over administrative rulings became genuinely possible again. It was thus unsurprising that the codification of the Act on the procedural code of public administration was followed with interest, and the professional and scientific community gave regular updates on the status of the codification. Therefore, the fact that the president did not sign the Act passed by the National Assembly, but sent it to the Constitutional Court for evaluation instead caused a major stir. Based on the decision 1/2017. (I. 17.) of the Constitutional Court, the National Assembly eventually modified a number of provisions in the Act on the administrative procedural code and passed the Act again, which was then promulgated on March 1, 2017 as Act I/2017 on the administrative procedural code, and became effective, as per initial plans, on January 1, 2018. The article is not an ode to the Hungarian administrative jurisdiction or to the new independent administrative procedural code, but a historical and mainly legal analysis.
