Abstract This article is devoted to the concept of systemic management of personal potential reproduction as an element of ensuring sustainable development of rural areas. The concept contains structural and substantive elements substantiated by us: 1) the relevance of the formation; 2) key difficulties; 3) purpose; 4) the task; 5) expected results; 6) benefits; 7) performance criteria. The scientific significance of the development lies in determining the main components of the concept, practical - in achieving a balanced rate of reproduction of personnel potential, as a result of which the profitability and labor productivity in the industry will increase. Also, the article defines the structure of the management system for the reproduction of personal potential in agriculture. The scientific significance of the development consists in a well-grounded and structured by us set of interrelated system components, the identification of which simplifies the process of reproduction management. Applying the methodology developed by us for assessing the impact of internal and external factors on the rate of reproduction of personal potential in the industry, the structure of the system specifies the subjects that can regulate the influence of these factors, using the tools of which it is possible to achieve the target rates of balanced reproduction (for the industry, agricultural organizations and their employees).

Our article tackles the timely and important issue of the university collaboration aimed at shaping up the sustainable urban areas and contributing to their development through the teaching and research. Universities provided qualified labour force, yield novel research solutions and act as hubs for entrepreneurial activity in urban areas. In this article, we show that even though most of the universities are concentrated in large urban centres and capital regions, many of them are located in small rural areas and have a profound effect on them. We also demonstrate the impact of universities on the sustainable development which is done through the sustainable education as well as the R&D approaches. These effects are very relevant for the co-designing of sustainable rural areas that can follow the principles of the United Nations’ Sustainable Development Goals and the green policies imposed by the majority of the local and central governments around the world.

The article concretizes the social position of the regional agrarian elite in the system of sustainable development of rural areas on the basis of factor analysis carried out by the method of principal components. A survey of 73 leaders and chief specialists of successful agricultural organizations in the South of Russia, traditionally represented by rural areas, was carried out in October-November, 2020 using Google Forms. The data was processed in SPSS Statistics (version 21) and used the Sustainable Development Goals proclaimed by the UN in 2015 as the 2030 Agenda for Sustainable Development. Seventeen Sustainable Development Goals were assessed on a five-point scale of significance in terms of relevance for agricultural organizations in rural areas of southern Russia. The assessments show the social position of the regional agrarian elite regarding the goal-setting in the field of sustainable development, both in rural areas and agricultural organizations. Factor analysis was carried out by the method of separation of the main components with Varimax Rotation with Kaiser Normalization. We present the models of the regional agrarian elite’s social position in the system of sustainable development of territories.

The huge potential of innovations to achieve the goals of sustainable development is indisputable, but at the same time the task of orienting the innovation process to its most problematic areas, which is a threat to national security, arises. This issue is relevant in the context of the formation of mechanisms of interaction between the state, business and society and is an urgent scientific and practical problem. Based on the above, the purpose of the study is to analyze the main components of innovation development strategies in the framework of national strategies for sustainable development. In the study, the author improved the scheme of the relationship between development and security, which is focused on achieving development and security goals through appropriate innovation policies and development management. Taking into account the importance of innovative development, as well as the national characteristics of the relationship between it and the goals of sustainable development, a practical approach to the coherence of innovation policy for sustainable development is proposed. It is determined that for the implementation of the coherence of innovation policy for sustainable development, an analytical component is important, which will link the goals of sustainable development and indicators of the innovation system as the basis for their achievement. To determine the impact of innovative development on the sustainable development of Ukraine, the impact of the indicator of goal 9 on the other 16 goals is determined. The components of the national system «sustainable development – security» are identified and evaluated on the basis of Sustainable Development Report 2019. As prospects for using the developed methodology of institutional innovation (creating institutional conditions for innovative priorities of sustainable development) it is proposed to consider it in the context of achieving sustainable goals development (systematic integration of economic, social and environmental aspects of sustainable development) at the regional level.

Rural tourism has been seen during the last decades as a means for economic development of sensitive localities, especially in rural areas. However, little research has been conducted on the sustainability of the development induced by tourism activities in rural areas, and even so, with contradictory results. Our paper investigated how tourism impacted on the sustainable development of rural localities, focusing on three composite indexes: demographic stability, public utilities, and socio-economic sustainability. Mann–Whitney U test was used to determine the differences on each of the above-mentioned indexes between the rural localities with tourist arrivals and those without. The results showed that there is a significant positive effect of tourism on rural areas translated into higher values of all the indexes analyzed. This study brings valuable contributions to both academics and policy-makers: on one hand, it provides new insights into the impact of tourism activities; on the other hand, it offers valuable information to decisional actors regarding development strategies.

The transport infrastructure can be defined as a factor that guarantees the growth and economic development of the region, due to the functions of traversing space in terms of the movement of people and the exchange of goods. The effects of the impact of transport infrastructure on the economy of the region largely depend on how the society uses the services offered by infrastructure facilities and devices. The study examines the impact of transport infrastructure on the sustainable socio-economic development of the Wałcz Lake District. To conduct the analysis, a questionnaire addressed to entrepreneurs from this region was used. In the second part of the research, the indicators of sustainable development at the regional level were applied: the level of transport infrastructure and the level of socio-economic development of the studied area. The study is an attempt to fill the cognitive gap for areas outside the country’s main transport corridors. The existing differentiation in both the development of infrastructure and the economic attractiveness of urban and rural areas was shown. Factors influencing the effectiveness of implementing the concept of sustainable rural development were indicated.

The study examines the role of small farms in the development of entrepreneurship and family business, which contribute to the sustainable development of rural areas in Bulgaria. The aim of the article is to outline the socio-economic importance of small farms on the sustainable development of rural areas, to reveal structural changes and to assess the impact of the implementation of the Common Agricultural Policy. The strengths of small farms for rural development and their needs are highlighted. The difficulties faced by producers in starting a family business are outlined. The results of the study clearly show that small farms are of great social, economic and environmental importance for rural areas. The lack of a definition of “family farm” in the national legislation hinders the process of integration of small farms in economic terms, which in turn affects the sustainability of rural areas. A preliminary assessment of the impact of the implementation of the Common Agricultural Policy on small farms has been made.

Subject. This article deals with the issues of functioning of the region as a system. Objectives. The article aims to identify the problems of the region's functioning as a system, develop methodological tools to monitor the sustainable development of the Siberian Federal District territories, and determine the the impact of socio-economic and environmental factors on the sustainable development of the region as a whole. Methods. For the study, I used the methods of theoretical, statistical, and empirical analyses taking into account an integrated approach. Results. The article reveals the impact of some individual components of regional development on the sustainability of the territorial system as a whole. Relevance. The results of the study can be used to analyze the sustainability of regions' development.

Ensuring the sustainable development of agroecosystems requires research into the justification of the impact of environmental factors on the formation of territorial agroecosystems and identifies ways to take them into account in order to justify management decisions and ensure environmental safety. The main goal of the research within the article is to identify the most significant environmental factors in predicting the formation of agroecosystems. Provisions are devoted to the study of the laws governing the functioning of agroecosystems in order to increase their stability. The methods of comparative analysis, generalization, abstraction, logical analysis are applied. A number of provisions are formulated regarding ways to account for the influence of factors on the formation of key elements of agroecosystems.
