The Securitization of Language Education

Abstract This Forum article is a contribution to the development of a securitization perspective on language education. We construe securitization of applied linguistics as the tendency to align national goals for language education, including Teaching English as a Second or Other Language (TESOL) and foreign languages, with broader national and security agendas. Keeping in mind the impact of the World Wars I and II on securitizing language education, we illustrate the more recent impact of this due to 9/11 and the subsequent shifts in global geopolitics. Wepoint to the insidious connections that have been growing for decades between the defense sectors in various countries and regions and language education while drawing attention to the increased pace and intensity of it in current times. We conclude this piece by outlining the ethical challenges which the ongoing securitization of applied linguistics poses for applied linguists.

Although knowledge of foreign languages is now becoming increasingly necessary, language education in most parts of the world (with few exceptions) seems to be rather inefficient. This paper attempts to define the most common problems of general language instruction and their possible solutions. In the first part, linguistic, psychological, methodological and external factors affecting the learning process are singled out. In the second part, it is discussed how these problems could be solved and some practical measures are proposed.

The so called ‘social representations’ have long occupied enormous interest in scholars’ concern mainly in the field of language education. The research in this particular branch of social psychology has made it possible to understand that the attitudes and perception of students towards a language studied within a given society play a significant role in their desire to learn it or in their partial refusal of it or even in their rejection of that language. This article mainly examines the impact of social representations on students’ motivation for learning Italian in a context where several foreign languages are in competition. The research was undertaken in Moulay Abdellah High School in Rabat, adopting a quantitative and qualitative methodology to analyse students’ linguistic attitudes towards Italian. The research’s results proved, in compliance with previous literature, that social representations do define the de facto status of Italian in the Moroccan educational system.

The article substantiates the necessity of introducing the newest tech-nologies of teaching English in the process of training future masters – teachers in the system of higher education of Ukraine and professionals-practitioners in other areas of public life of the state. This need is condi-tioned by Euro-integration processes, expansion of international coop-eration of Ukraine, self-affirmation of its citizens in the European and world socio-cultural and economic space. Interactive technologies of teaching foreign languages have been recognized effective means of forming foreign language linguistic competences, tested in institutions of higher education of Ukraine, as they contribute to the formation of such vital and professional competences as information, linguistic, speech, linguistic country study, world-outlook-valuable, communicative, socio-cultural, methodical, research, and so on. This process takes place in the context of the “European Recommendations on Language Education” and the domestic linguodidactics. It is argued that the most effective technologies tested by the authors of the article and their colleagues in Ukraine are the method of projects, the method of brainstorming and the method of business role-playing games. The method of projects motivates students to find ways to inde-pendently solve practical problems and issues, develops the skills of joint educational activities in achieving a specific goal. The method of brain-storming (assault) contributes to the generation of ideas that will help in a small amount of time to solve the task, set to the training group. Its value is in the number of ideas offered, and not only in their quality, although not all ideas will be implemented. The role-playing game helps in mastering the skills of the future professional activity, provides stu-dents with communication, facilitates the transfer of acquired experi-ence, acquires new knowledge, develops communication skills, thinking and imagination. It is concluded that the use of these interactive technologies in the teaching of English is the effective factor in improving the quality of pro-fessional and communicative training of the future teachers of foreign languages in institutions of higher and general secondary education of Ukraine, ensuring their competitiveness in the European educational space.

The article draws attention to the sudden change in the content of the English language discourse during the COVID-2019 pandemic and states the necessity of modification in some aspects of Applied Linguistics domain, such as linguodidactics. It also discusses ways of keeping up and strengthening motivation of university students in studying foreign languages (English in particular), mostly in the distance learning format. The authors claim that in these circumstances students are in need of the teacher’s moral support and encouraging, as well as heightening their intrinsic motivation for studying English as the major means of international and intercultural communication, and that this kind of support should be included into the list of immediate linguodidactic goals. Considerable changes are offered in the range of linguodidactic materials and topics to embrace those related to the current epidemic situation in the world and its economic, social and cultural aspects. The materials presented are targeted at students learning English in a variety of university courses.

В настоящее время иноязычному образованию уделяется большoе внимание. В связи с этим возникла необходимость построения новой модели обучения русскому языку как иностранному. Изменения, происходящие в Китае под влиянием инициативы «Один пояс и один путь», приведут к большим возможностям в этой области. В 2018 г. опубликован государственный образовательный стандарт обучения русскому языку в вузах на этапе бакалавриата, в котором описано настоящее состояние этого вопроса, а также его существующие проблемы и перспективы в будущем. The world we live is currently in the development mode of political, economic and cultural globalization, so foreign language education is receiving more and more attention all over the world. Thus, it is also imperative to establish a new model of teaching Russian as a foreign language in China. Meanwhile, both the changes that China has made under the “One Belt and Road Initiative” and the impact of Chinese culture’s “going out” strategy have brought new opportunities and challenges to Russian language teaching. Many Chinese experts and scholars have written several relevant articles to discuss the mode of teaching Russian talents under such new situation. In 2018, the Ministry of Education of China published the “National Standards for Undergraduate Professional Teaching Quality in Ordinary Colleges and Universities” (referred to as “National Standard”) providing a basis for the establishment of Russian professional quality standards and improving the quality of teaching Russian talents in the new era. The positioning of the “national standard” is reflected in the following three rules: 1) Professional orientation: combination of tradition and innovation. 2) Talent training: combination of comprehensive quality and practical ability. 3) Teaching staff: combination of teaching and scientific research. Meanwhile, the existing problems of Russian teaching in China are expounded.

The article presents the results of an original research into a hypothetical dependence of translation techniques selection on the term structure in the target text. The data was obtained following the analysis of translation techniques applied to render into Ukrainian 932 English terminological word combinations related to Teaching Foreign Languages and Applied Linguistics. It was established that word combinations constitute the most numerous category in the English terminology corpus selected for the analysis. It was also found that the share of two-component terminological word combinations considerably supersedes the share of lexical units with a larger amount of words. Adjective-Noun and Noun-Noun models turned out to be the most frequent models the two-component word combinations are based on in the said sphere. In the category of the two-component word combinations, the share of adjective-headed lexical units amounts to 52%, while the Adjective-Noun model accounts for half (49%) of them. The share of the noun-headed word combinations, where the Noun-Noun model predominates, is 37%. The rest of the models have a tendency to follow the adjective-headed word combinations in their behaviour. The analysis of the correlation of translation techniques selected to render into Ukrainian the Language Pedagogy English terminological word combinations allowed to assume that the choice of the techniques is dependent on their structure. The two-component adjective-headed word combinations tend to be translated by means of calque. However, in rendering the two-component noun-headed word combinations the share of calque diminishes by half. The increase of the amount of components in a word combination is accompanied by a sharp fall in the share of calque and the simultaneous rise in the proportion of transformations, dominated by transposition, often in combination with word addition or deletion. The research results do not give any ground to assume that the selection of translation techniques in rendering English terminological word combinations related to Teaching Foreign Languages and Applied Linguistics into Ukrainian has any specific features as compared to other specialized areas, because the said results are quite similar to those observed in other spheres of human activity. Like in those spheres, calquing is used if the principles of the word combination structure in English and Ukrainian coincide, while transformations occur in case of their discrepancies. Words are added into the target text to ensure a greater degree of rendering the meaning of the term from the source text, while the reason for the word deletion is the redundancy of the word combination in the source text, i.e. the possibility to render its meaning in the target text with fewer words. Transposition is applied to meet the target language norms, and the simultaneous use of several types of transformation is explained by the desire to comply with several requirements mentioned above.

Research within the domain of applied linguistics is at the moment lively and vigorous. Exciting work is being conducted in many settings by scholars trained in diverse areas of specialization. Certainly the inclusion of separate strands in (at least) psycholinguistics and sociolinguistics is now obligatory in most graduate programs in linguistics, bilingual education, foreign language education, or English as a second or foreign language, whereas the subjects were just beginning to be introduced two decades ago. The vitality of the Linguistic Society of America (LSA), the American Council on the Teaching of Foreign Languages (ACTFL), Teachers of English to Speakers of Other Languages (TESOL) and other organizations bodes well for the strength of our discipline. Annual or semi-annual meetings of each of these groups are well attended and offer broad, stimulating programs for participants. These organizations directly or indirectly sponsor a range of scholarly publications widely distributed to a broad membership.

English education around the world is moving in a communication-based and task-oriented direction. Plurilingualism principles state that non-native language varieties should be used in the classroom along with encouraging students to freely mix and code switch between languages in order to facilitate communication from the students and raise motivation to use language. The suggestions for language classrooms include welcoming the students' home language into the classroom, actively encouraging students to use knowledge of other languages besides English or the student L1, and focusing on preserving the flow of conversation by allowing students to mix languages freely when speaking. The authors provide several snapshots of how they utilize plurilingualist principles in their own classrooms. Classrooms that are included in the snapshots range from high school to an after-school elementary student program for teaching English. While the observations come mainly from EFL classrooms in Japan, the hope is that the suggestions can be applied in classrooms in other countries.

Big data is having a positive impact in almost every sphere of life, such as in military intelligence, space science, aviation, banking, and health. Big data is a growing force in healthcare. Even though healthcare systems in the developed world are recording some breakthroughs due to the application of big data, it is important to research the impact of big data in developing regions of the world, such as Africa. Healthcare systems in Africa are, in relative terms, behind the rest of the world. Platforms and technologies used to amass big data such as the Internet and mobile phones are already in use in Africa, thereby making big data applications to be emerging. Hence, the key research question we address is whether big data applications can improve healthcare in Africa especially during epidemics and through the public health system. In this study, a literature review is carried out, firstly to present cases of big data applications in healthcare in Africa, and secondly, to explore potential ethical challenges of such applications. This review will provide an update on the application of big data in the health sector in Africa that can be useful for future researchers and health care practitioners in Africa.

Abstract This paper reviews patterns of primary foreign language policy across the world, analysing the development of policy and subsequent implementation processes with reference to the particular local histories and current politics at regional, national and supranational levels of governance. In providing an overview of current provision and recent research the paper draws on the theoretical frame of historical materialism to consider the impact of global forces in three economic regions of the world today in contexts where substantial growth in the provision of primary foreign languages is now evident – described by Graddol, with reference to English specifically, as a process of “moving up the educational escalator”. Themes threaded throughout the paper include power and resistance to soft policy, perspectives of social justice and an emerging global expectation for accountability and transparency with regard to primary foreign languages policy. In reviewing recent developments in the field of educational policy research the final section raises questions around the extent to which teachers may shape language policy in education, acting as critical interpreters of policy in an agentive role, adapting and refining national and local curriculum policy to meet the needs of their learners.
