The Introduction asks: what do we mean when we talk about politics? On one level, politics is about the interactions between people. However, more specifically, it is about how a society is run. The term for this is ‘governance’. Governance involves who makes the decisions, how they make decisions, and how they put those decisions into effect. This first chapter relates this definition to the UK political system as it exists today. It provides a short analysis of the effectiveness of the UK system in terms of how it has evolved and what changes have been made over time. It takes a brief look at how the onset of the Coronavirus pandemic has shown up problems in the UK political system.

Political parties in the UK today are widely seen as disappointing. This chapter examines the nature and causes of the present popular discontent by assessing how well parties perform political functions on behalf of the wider democratic system. It identifies shortcomings in this performance, for instance in parties’ roles in fostering representational and participatory linkage, and in the persistent policy problems which confront party governments. Equally, however, it is starkly apparent that they remain vital to the political system. Nevertheless, it is plain that there is considerable need and scope for reform. Although none is a panacea, important reforms might be made in the areas of party finance, the electoral system, and deliberative democracy.

What function do federal prosecutors play in the modern political system, and how has this role changed over time? In this chapter, we explore the historical evolution of federal prosecutors and the DOJ (and its predecessors) and review the organization of the modern DOJ. We provide evidence that politics and the administration of federal justice have always been tightly intertwined. Moreover, the enlargement of federal law since the Civil War has brought with it the an increase in the size of the federal prosecutorial machine, the DOJ, and the role of the U.S. Attorney General. Using data from the DOJ, we illustrate the growth of the federal prosecutorial machine and discuss its ramifications for the role of the U.S. Attorney in the modern political system.

This chapter examines two closely connected institutions that lie at the epicentre of UK politics and these are the Cabinet and the Prime Minister (PM). The chapter considers the basic characteristics of both. It describes the way in which they operate, including policy, the functions of the Prime Ministerial role, the supporting staff, and the place of both in the UK constitution and system of government. The principle of the collective responsibility of ministers is touched upon. The chapter gives some practical examples of how selective PMs have worked with their Cabinets to demonstrate how these theories can play out in practical terms. The chapter also provides historical material to illuminate the background to the issues it considers. Finally, the chapter asks: is collective government, that is, government by a group rather than a single leader, the right approach for the UK today? The chapter also touches on the issue of Brexit and questions what we have learnt from the Brexit experience in terms of the UK political system.

This book provides a comprehensive and up-to-date overview and account of the changing nature of party politics in Britain today. It draws on models of comparative politics to conduct a wealth of new empirical analysis to map and explain the ways in which the party system has evolved and the parties adapted to a changing political environment. Themes covered include the nature and extent of party competition, the internal life and organizational development of parties, the varieties of party system found across the UK, and the roles played by parties within the wider political system. The book also addresses the crisis of popular legitimacy confronting the parties, as well as assessing the scope for potential reform. While parties remain central to the functioning of Britain’s democracy, public disaffection with them is as high as it has ever been; reform of the system of representation and party funding is warranted, but there are unlikely to be any panaceas.

Political misinformation, often called “fake news”, represents a threat to our democracies because it impedes citizens from being appropriately informed. Evidence suggests that fake news spreads more rapidly than real news—especially when it contains political content. The present article tests three competing theoretical accounts that have been proposed to explain the rise and spread of political (fake) news: (1) the ideology hypothesis— people prefer news that bolsters their values and worldviews; (2) the confirmation bias hypothesis—people prefer news that fits their pre-existing stereotypical knowledge; and (3) the political identity hypothesis—people prefer news that allows their political in-group to fulfill certain social goals. We conducted three experiments in which American participants read news that concerned behaviors perpetrated by their political in-group or out-group and measured the extent to which they believed the news (Exp. 1, Exp. 2, Exp. 3), and were willing to share the news on social media (Exp. 2 and 3). Results revealed that Democrats and Republicans were both more likely to believe news about the value-upholding behavior of their in-group or the value-undermining behavior of their out-group, supporting a political identity hypothesis. However, although belief was positively correlated with willingness to share on social media in all conditions, we also found that Republicans were more likely to believe and want to share apolitical fake new. We discuss the implications for theoretical explanations of political beliefs and application of these concepts in in polarized political system.

The president serves dual roles in the political system: one who “commands” by pursuing his or her agenda using unilateral orders and one who “administers” and who works to continue proper government function, often with the support of Congress. In a reassessment of the literature on unilateral power, this book considers the president’s dual roles during the stages of the policy-making process. Although presidents may appear to act “first and alone,” the reality is often much different. Presidents act in response to their own concerns, as well as assisting Congress on priorities and the need to maintain harmonic government function. The authors find support for both the model of an aggressive president who uses unilateral orders to push his or her agenda, head off unfavorable congressional legislation, and selectively implement legislation, and they find support for a unifying president who is willing to share management of government, support Congressional legislative efforts, and faithfully implement legislation. At the same time, presidents self-check their actions based on the ability of Congress to act to overturn their orders, through a shared sense of responsibility to keep government moving and out of respect for the constitutional balance. The shared nature of unilateral orders does not preclude an active president, as presidents remain strong, central actors in the political system.

Recently, Italian presidents have become pivotal figures, deeply affecting the direction of the Italian political system, exercising influence far beyond their previous role as constitutional guardians. The aim of this chapter is to understand how Oscar Luigi Scalfaro, Carlo Azeglio Ciampi, and Giorgio Napolitano have gained and spent ever greater amounts of power. The analysis is based on the LCI approach; however, the indicators used by Bennister et al. (2015) have been adapted both to the Italian context and to ‘institutionally’ constrained leaders. The LCI allows the traceability of power over time, revealing how each president has built on others’ strengths but all have encountered similar limits: while Italian presidents can spend their capital in focused areas, too overt attempts to act politically can erode their capital by damaging their perceived neutrality and moral probity.

This chapter draws on historical statistics reporting financial outcomes for spending, taxation, debt, and deficit for the UK over a century to (a) identify quantitatively and compare the main fiscal squeeze episodes (i.e. major revenue increases, spending cuts, or both) in terms of type (soft squeezes and hard squeezes, spending squeezes, and revenue squeezes), depth, and length; (b) compare these periods of austerity against measures of fiscal consolidation in terms of deficit reduction; and (c) identify economic and financial conditions before and after the various squeezes. It explores the extent to which the identification of squeeze episodes and their classification is sensitive to which thresholds are set and what data sources are used. The chapter identifies major changes over time that emerge from this analysis over the changing depth and types of squeeze.

This article investigates the impact of Brexit on the British political system. By critically engaging with the conceptualisation of the Westminster model proposed by Arend Lijphart, it analyses the strains of Brexit on three dimensions developed from from Lijphart’s framework: elections and the party system, executive– legislative dynamics and the relationship between central and devolved administrations. Supplementing quantitative indicators with an in-depth qualitative analysis, the article shows that the process of Brexit has ultimately reaffirmed, with some important caveats, key features of the Westminster model: the resilience of the two-party system, executive dominance over Parliament and the unitary character of the political system. Inheriting a context marked by the progressive weakening of key majoritarian features of the political system, the Brexit process has brought back some of the traditional executive power-hoarding dynamics. Yet, this prevailing trend has created strains and resistances that keep the political process open to different developments.

Salt marshes are important coastal environments and provide multiple benefits to society. They are considered to be declining in extent globally, including on the UK east coast. The dynamics and characteristics of interior parts of salt marsh systems are spatially variable and can fundamentally affect biotic distributions and the way in which the landscape delivers ecosystem services. It is therefore important to understand, and be able to predict, how these landscape configurations may evolve over time and where the greatest dynamism will occur. This study estimates morphodynamic changes in salt marsh areas for a regional domain over a multi-decadal timescale. We demonstrate at a landscape scale that relationships exist between the topology and morphology of a salt marsh and changes in its condition over time. We present an inherently scalable satellite-derived measure of change in marsh platform integrity that allows the monitoring of changes in marsh condition. We then demonstrate that easily derived geospatial and morphometric parameters can be used to determine the probability of marsh degradation. We draw comparisons with previous work conducted on the east coast of the USA, finding differences in marsh responses according to their position within the wider coastal system between the two regions, but relatively consistent in relation to the within-marsh situation. We describe the sub-pixel-scale marsh morphometry using a morphological segmentation algorithm applied to 25 cm-resolution maps of vegetated marsh surface. We also find strong relationships between morphometric indices and change in marsh platform integrity which allow for the inference of past dynamism but also suggest that current morphology may be predictive of future change. We thus provide insight into the factors governing marsh degradation that will assist the anticipation of adverse changes to the attributes and functions of these critical coastal environments and inform ongoing ecogeomorphic modelling developments.
