Designing Public Deliberation at the Intersection of Science and Public Policy

An increasingly popular means of engaging the public uses small-scale deliberative forums, with anywhere from a dozen to hundreds or thousands of citizens meeting face-to-face or online to consider policy questions with important scientific dimensions. When designing such processes, policymakers and civic organizations need to consider how they recruit and retain engaged participants, how they structure the deliberative process itself, and the impacts they hope to achieve, not just for participants but also for the wider society. Although research conducted on deliberation shows the efficacy of these processes, the field will benefit from more systematic analysis of alternative deliberative methods, particularly at different points of entry within the policymaking system.

The objective of the study was to compare the provision of the existing artificial insemination service delivery system (AI-SDS) among public, private and autonomous institutions to the small-scale dairy farmers in Bangladesh. A cross-sectional survey was conducted by using a pre-tested and pre-designed questionnaire and face-to-face interview technique. A stratified-purposive sampling technique was applied to select 165 small-scale dairy farmers from four study areas. Descriptive statistics were performed to know the frequency of the provision of AI services. Public services were available in all study areas whereas autonomous services were only delivered in Mymensingh district. The private service was increasing faster than the public and autonomous service. The public service had higher incentives and network coverage compared to private and autonomous services. The results also showed that 50% of the respondent perceived the AI service as “public goods” and showed no willingness to pay (e.g., free of charge for public service). The demand for the services has been increasing but the existing organizations were not able to provide the services especially to the remote areas. Purpose This study aims to explore co-learning classes, a novel approach to leveraging universities’ capacity to contribute to the local sustainable development agenda whilst enhancing students’ learning. These participatory classes were piloted within a UK university masters’ module focussed on action for sustainability. The classes sought to combine knowledge exchange, reflection and social network development by bringing together students and community stakeholders. Design/methodology/approach The classes were run as a series of five free events, each focussed on sustainability issues relevant for local practitioners. These were either regular timetabled sessions opened up to the public or additional on-campus public events. Attendance was either face-to-face or online. Evaluation was based upon participation data, written feedback and module leader’s post-event reflections. Findings The classes successfully secured participation from diverse community members, including local government staff, voluntary sector workers and interested individuals. Both students and community stakeholders valued the participatory format, linkages of theoretical and practical knowledge and diversity of attendees. Research limitations/implications Findings are based upon a small-scale pilot study. Further research using a wider range of contexts is required to enhance understanding of the co-learning approach. Practical implications This paper highlights some key practical issues to consider if employing co-learning approaches in other contexts, including using inclusive language, aligning with students’ motivations and choosing appropriate focal event topics. Originality/value Opening up participatory university classes for the public to attend as co-learners is a rarely used approach and has little coverage in academic literature. This small-scale study therefore has value by highlighting some of the potential impacts, strengths and limitations of this approach.

AbstractAlthough private or community initiatives for biodiversity conservation (such as land trusts) have a strong tradition in many countries, rigorous evidence of recently evolved movements in post-socialist countries is missing. This study describes the evolution of Czech land trust movement and analyses their representatives’ motivation for engagement in biodiversity conservation. It also investigates the intensity of interaction among public and land trust conservation efforts. For this purpose, we identified localities in which the territory managed by Czech land trusts overlaps with small-scale public nature reserves managed by regional governments. We conducted semi-structured face-to-face interviews with representatives of all NGOs and regional officials in-charge. Our qualitative analysis revealed that some regional biodiversity conservation officials see land trusts as partners, but others are rather indifferent to, or uninformed about, their activities. Additionally, land trust representatives see themselves as complementing the public effort: their main motivation for engagement is to facilitate biodiversity conservation in addition to the public provision.

Previously, Indonesia only issued Identity Cards for citizens who had reached the age of 17 years. However, after the presence of a new policy from the Interior Ministry of the Republic of Indonesia contained in the Republic of Indonesia Minister of Home Affairs Regulation Number 2 concerning Child Identity Cards, now Indonesian citizens who are less than 17 years old can have an identity card in the form of a Child Identity Card. The main problem in this research are the limitations of blanks and need additional personnel to improve services, especially in the context of issuing child Identity Cards. Besides, the realization of the issuance of child identity cards still far from the target and socialization to the public has not been conveyed in its entirety.. This study aims to examine how the implementation of Child Identity card in Bandung Regency. The research method used is qualitative with descriptive approach. This research is presented by using a narrative that discusses the implementation of child identity card policies in Bandung Regency. The focus of this research emphasizes the implementation model of Edward III covering communication, resources, disposition, and bureaucratic structure. Described as units developing public policies in a design-oriented manner, Policy Labs are tasked to innovate to gain in policy effectiveness and efficiency. However, as public policymaking is a context-dependent activity, the way in which these novel organisations operate significantly differs. This study discusses the emergence of design approaches for policy innovation. The purpose is to map how Policy Labs in Europe introduce design approaches at distinct stages of the policymaking cycle. For this study, 30 organisations in Europe operating at various levels of government were surveyed. Based on the public policymaking process model, it investigates which design methods are Policy Labs deploying to innovate public policies. The study exposed a gap in the awareness of the utilised methods' nature. It also showed that the use of design methods is of less importance than the introduction of design mindsets for public policy innovation, namely ‘user-centredness’, ‘co-creation’, and ‘exploration’.

The anthropological literature on transplant, though theoretically and ethnographically rich, does not address religion in any substantial way. And while bio-ethical considerations of transplant regularly address religion, treatments are generally circumscribed to a list of various faith traditions and their stance toward organ transplant. Such a presentation reduces “religion” to the world’s recognized faith traditions, “religious actors” to the official spokespersons of these traditions, and “religious belief” to moral injunctions. The objective of the thesis was to illuminate the prominent place of religion in the lived experience of transplant recipients and donors, in the public policy and professional activities of transplant officials, and in the transplant discourses of North America

In this essay I address the difficult question of how citizens with conflicting religious and secular views can fulfill the democratic obligation of justifying the imposition of coercive policies to others with reasons that they can also accept. After discussing the difficulties of proposals that either exclude religious beliefs from public deliberation or include them without any restrictions, I argue instead for a policy of mutual accountability that imposes the same deliberative rights and obligations on all democratic citizens. The main advantage of this proposal is that it recognizes the right of all democratic citizens to adopt their own cognitive stance (whether religious or secular) in political deliberation in the public sphere without giving up on the democratic obligation to provide reasons acceptable to everyone to justify coercive policies with which all citizens must comply.

The face to face interactions of reference librarians and reference assistants are studied from a theoretical practice perspective. Rather than reinforcing professional boundaries, the results of this analysis support reference practice in public libraries as a highly relational activity where reference “expertise” retains a significant subjectivist, relational dimension.Les interventions en personne des bibliothèques de référence et des adjoints à la référence sont étudiées du point de vue de la pratique théorique. Plutôt que de renforcer les frontières interprofessionnelles, les résultats de cette analyse appuient l'idée que les pratiques de référence en milieu public sont des activités hautement relationnelles où l'expertise de la référence conserve une dimension subjectiviste et relationnelle.
