Implementation of the Child Identity Card Policy in Bandung Regency

Previously, Indonesia only issued Identity Cards for citizens who had reached the age of 17 years. However, after the presence of a new policy from the Interior Ministry of the Republic of Indonesia contained in the Republic of Indonesia Minister of Home Affairs Regulation Number 2 concerning Child Identity Cards, now Indonesian citizens who are less than 17 years old can have an identity card in the form of a Child Identity Card. The main problem in this research are the limitations of blanks and need additional personnel to improve services, especially in the context of issuing child Identity Cards. Besides, the realization of the issuance of child identity cards still far from the target and socialization to the public has not been conveyed in its entirety.. This study aims to examine how the implementation of Child Identity card in Bandung Regency. The research method used is qualitative with descriptive approach. This research is presented by using a narrative that discusses the implementation of child identity card policies in Bandung Regency. The focus of this research emphasizes the implementation model of Edward III covering communication, resources, disposition, and bureaucratic structure. Government held Operation Yustisi, so the public could be more aware of the importance of keeping distance to prevent spread of COVID-19 which was increasingly widespread. This study describe the effectiveness of the Yustisi Operation to public in order to increase public awareness, suppress spread of the COVID-19 outbreak in Sidoarjo. This study uses descriptive qualitative approach. Using Indicators of success of public policy implementation are seen from four factors as stated in the policy implementation model from Edward III. At the time of the Justisi operation, the officers are expected to able convey in a professional manner and run public services to have good communication. Obstacle in the Justisi Operation that was conveyed was that the community had not obeyed the rules and ignore health protocols because it was necessary to carry mask surgery and medical protocol operation regularly as often as possible.

The implementation of public policy is one of the activities in a public policy process that determines whether a policy is in contact with the public interest and can be accepted by the public. Implementation of the Regional Scholarship Program for Lamandau Regency Students based on the Regulations of the Regent of Lamandau Number. 24 of 2013. The scholarship program in the Lamandau Regency area has been in place since 2009 and this program was carried out by the Education and Culture Office of Lamndau Regency. This program aims to help students from Lamandau Regency to accelerate the lecture process and to improve human resources. This study uses a qualitative approach, data collection obtained from interviews, observation, and documentation. And using data analysis techniques in the form of data reduction, data presentation and conclusion drawing. In this study the author uses the Geogre C. Edward III policy implementation model with 4 (four) variables, namely communication, resources, position and bureaucratic structure. Based on the results of the research based on communication variables, it is still not optimal. The lack of socialization from the Dinas to students who will receive scholarship assistance, for resources such as the number of staff, facilities and infrastructure is sufficient. As for the inhibiting factors for this program, the delay in channeling funds from the company as donors and students is still lacking pay attention to systematics, and the requirements set by the Education and Culture Office of Lamandau Regency.

This study aims to find out and describe the implementation of Teacher Certification Policy in Madrasah Aliyah Negeri Sukamanah Tasikmalaya Regency. The approach used in this research is quantitative approach. The method used in this research is descriptive research method, that is research conducted to know the independent value, that is the variable of Implementation of Certification Policy at Madrasah Aliyah Negeri Sukamanah of Tasikmalaya Regency with analysis of implementation model of Edward III. The results showed that the Implementation of Certification Policy in Madrasah Aliyah Negeri Sukamanah Tasikmalaya Regency simultaneously is in the high category stage.

Abstract: This research is about Implementation of Integrated Administrative Service Program of Sub-District (PATEN) in Purwokerto. This research was conducted in four sub-districts in Banyumas District, North Purwokerto Sub-district, South Purwokerto Sub-district, Purwokerto Timur Sub-district and West Purwokerto Sub-district. This research uses explanatory quantitative approach. The policy implementation model used in analyzing the implementation of PATEN is the model proposed by George C. Edward III. This model explains that there are four variables that play a role in achieving successful implementation of communication, resources, disposition and bureaucratic structure. The results showed that the success rate of implementation of PATEN is in the medium category. In general, PATEN has helped to bring the public services to be more accessible, but still has constraints and needs needed to be overcome. One aspect that is needed to be improved is the resources owned by each District Office because it causes the PATEN implementation in each sub-district to not run consistently. While communication, resource, disposition and bureaucratic structure are found to have positive relationship and significant influence on successful implementation of PATEN both individually and collectively.Keywords: Integrated Administrative Service Program of Sub-District, Policy implementation, Public policy

The implementation of social security is regulated in Law Number 24 of 2011 on Healthcare and Social Security Agency (hereinafter abbreviated BPJS). Although it has been implemented quite well, there are still things that have not been done optimally. This study aims to determine how the implementation of Law Number 24 of 2011 at Bhayangkara Hospital, Palembang. This research method is qualitative, primary data were collected through observation and interviews. Parameters measured based on the policy implementation model developed by Edward III include communication, resources, disposition, and organizational structure. The results showed that the communication was good, both from the socialization and the existence of supporting tools for notification posters related to BPJS. Resources include friendly employee attitudes and courtesy, the services provided are satisfying and the flow is easy to follow. In the aspect of disposition, all implementers at Bhayangkara Hospital are honest, committed, and democratic. Some of the problems that exist are the lack of human resources at Bhayangkara Hospital compared to the number of patients, lack of medical equipment, the BPJS claim process is still inefficient, and the existence of arrears in payments from the BPJS.

E-literacy and education are important components in improving the quality of human resources needed in an organization. The purpose of this study is to reveal the importance of e-literacy and public policy education. The State Civil Apparatus (ASN) requires e-literacy and education to improve performance results so that public services can be maximized. This becomes interesting research in the development of science-based on the real events that occur in Indonesia. Where so far, e-literacy and education is only intended for the public, especially millennial generation. The research method used is the study of literature where data is obtained through various secondary sources that are relevant to theoretically strengthen research results. The findings explain that e-literacy and education are effective and efficient strategies in overcoming budget constraints and low levels of ASN competence. With e-literacy and public policy education, it is hoped that the professionalism of the ASN bureaucracy will increase and the quality of public services will be better.

This research described the public policy implementation Mayor's Regulation of Tebing Tinggi City Number: 501/195 of 2018 through model of Van Meter and Van Horn concerning to the Relocation Merchants in Pasar Kain and Pasar Induk Market Tebing Tinggi. This research method applied the qualitative approach and descriptive analysis. To gain data and information some informant included the Head of the Trade Office, Merchants, Members of Legislative and the local non-governmental organizations were selected. According to the research and discussion, there were results of the implementation of the Pasar Kain merchant relocation policy. It show that the standards and policy objectives were adequate of clear and realistic to be implemented. The utilization of available resources was not used optimally, communication between organizations was adequate. In the beginning there are many miscommunications between merchants and the relocation team, the characteristics of the implementing organization were consistent despite the many conflicts of interest and internal conflicts among the social, economic and political environment.  In the initially, there were many social conflicts, the involvement of political elites and decrease income of merchants after being relocated. The attitude of the implementers was also quite consistent in supporting the policy. The implementation of the Pasar merchant relocation policy has not been optimal because the stalls have not been completely occupied.

Public policy implementation problem is a kind of common phenomenon. It needs to consider the influence of the correlation factors in order to analyze the obstacle factors of policy implementation. The policy implementation is the very important link and extremely complexly in the process of the policy implementation. It is very significant to analyze the factors in the process of policy implementation, it can help us to understand the public decision-making. In the current, there are many problems in local government public policy implementation, those problems have affected the implementation of national public policy and the healthy development of society, Through the research of the northeast local governments public policy implementation ability, several suggestions can be given in order to enhance the implementation ability.

Badan Pertanahan Nasional (BPN) Kabupaten Ogan Ilir pada tahun 2018 menargetkan 5400 sertifikat tanah diterbitkan melalui implementasi percepatan Pendaftaran Tanah Sistematis Lengkap (PTSL). Namun realitas menunjukkan BPN hanya mampu menerbitkan tanah sebanyak 27, 39% atau 1951 sertifikat. Kebijakan PTSL diluncurkan untuk mengantisipasi masih banyak tanah yang belum disertifikatkan di berbagai wilayah di Indonesia, termasuk di wilayah Kabupaten Ogan Ilir. Melalui metode penelitian kualitatif deskriptif dengan wawancara mendalam kepada informan terpilih dan observasi lapangan,  serta dengan metode analisis triangulasi, diperoleh hasil penelitian bahwa implementasi kebijakan percepatan PTSL secara umum telah berjalan sesuai dengan standar operasional prosedur (SOP) namun dukungan anggaran belum maksimal,  kuantitas petugas PTSL yang masih sedikit dan kualitas yang masih rendah, masyarakat kurang peduli dan masih enggan mendaftarkan tanahnya dengan alasan lamban, lama dan mahal serta tingkat kesulitan yang berbeda-beda dalam proses pengukuran tanah/lahan. Temuan penelitian ini merekomendasikan kepada BPN bahwa implementasi kebijakan PTSL akan dapat berjalan dengan optimal bila didukung anggaran yang memadai, aparat yang cukup dan berkualitas serta pelayanan yang berkualitas.   Kata kunci:  implementasi kebijakan,  pendaftaran tanah sistematis lengkap, BPN, Ogan Ilir

The implementation of agrarian reform to date has not been maximized due to the existence of sectoral egos and lack of coordination between related sectors / ministries. The institutional formation of the GTRA is expected to be able to unite across sectors of the relevant ministries / institutions. In Central Lampung Regency there are many land issues on HGU land and transmigration land which will later become the priority location of the Agrarian Reform Land (TORA). The Central Lampung BPN target in 2020 as many as 3,000 plots of land will be distributed to the public. It is hoped that the existence of GTRA can support the achievement of these targets. This study aims to determine the role of GTRA, obstacles and how to overcome obstacles in implementing agrarian reform in Central Lampung Regency. The research method used is qualitative with a descriptive approach. The results showed that budget limitations and the existence of an institutional sectoral ego led to impeded implementation of asset management and access structuring. A strong commitment from all GTRA implementers is needed in carrying out all agrarian reform programs. If not, the GTRA will be the same as the previous institution which only changed its name.Keywords: Agrarian Reform, GTRA, TORA Intisari: Pelaksanaan reforma agraria sampai saat ini belum maksimal dikarenakan adanya ego sektoral dan kurangnya koordinasi antara lintas sektor kementerian/lembaga terkait. Pembentukan kelembagaan Gugus Tugas Reforma Agraria (GTRA) diharapkan mampu menyatukan lintas sektor kementerian/lembaga terkait. Di Kabupaten Lampung Tengah terdapat banyak permasalahan tanah pada tanah HGU dan tanah transmigrasi yang nantinya dijadikan lokasi prioritas Tanah Objek Reforma Agraria (TORA). Target BPN Kabupaten Lampung Tengah tahun 2020 sebanyak 3.000 bidang tanah akan direditribusikan ke masyarakat. Harapannya dengan adanya GTRA dapat mendukung capaian target tersebut. Penelitian ini bertujuan untuk mengetahui peran GTRA, kendala dan cara mengatasi kendala dalam pelaksanaan reforma agraria di Kabupaten Lampung Tengah. Metode penelitian yang digunakan adalah kualitatif dengan pendekatan deskriptif. Hasil penelitian menunjukan bahwa keterbatasan anggaran dan adanya ego sektoral kelembagaan menyebabkan terhambatnya pelaksanaan penataan aset dan penataan akses. Dibutuhkan komitmen yang kuat dari seluruh pelaksana GTRA dalam menjalankan seluruh program reforma agraria. Jika tidak maka GTRA akan sama saja dengan kelembagaan sebelumnya yang hanya berganti nama.Kata Kunci: Reforma Agraria, GTRA, TORA
