This chapter uses happiness data to assess the quality of government. Our happiness data are drawn from the Gallup World Poll, starting in 2005 and extending to 2017 or 2018. In our analysis of the panel of more than 150 countries and generally over 1,500 national-level observations, we show that government delivery quality is significantly correlated with national happiness, but democratic quality is not. We also analyze other quality of government indicators. Confidence in government is correlated with happiness, however forms of democracy and government spending seem not. We further discuss three channels (including peace and conflict, trust, and inequality) whereby quality of government and happiness are linked. We finally summarize what has been learned about how government policies could be formed to improve citizens’ happiness.

Abstract Background Nepal has made significant strides in maternal and neonatal mortality over the last three decades. However, poor quality of care can threaten the gains, as maternal and newborn services are particularly sensitive to quality of care. Our study aimed to understand current gaps in the process and the outcome dimensions of the quality of antenatal care (ANC), particularly at the sub-national level. We assessed these dimensions of the quality of ANC in 17 primary, public hospitals across Nepal. We also assessed the variation in the ANC process across the patients’ socio-economic gradient. Methods We used a convergent mixed methods approach, whereby we triangulated qualitative and quantitative data. In the quantitative component, we observed interactions between providers (17 hospitals from all 7 provinces) and 198 women seeking ANC and recorded the tasks the providers performed, using the Service Provision Assessments protocol available from the Demographic and Health Survey program. The main outcome variable was the number of tasks performed by the provider during an ANC consultation. The tasks ranged from identifying potential signs of danger to providing counseling. We analyzed the resulting data descriptively and assessed the relationship between the number of tasks performed and users’ characteristics. In the qualitative component, we synthesized users’ and providers’ narratives on perceptions of the overall quality of care obtained through focus group discussions and in-depth interviews. Results Out of the 59 tasks recommended by the World Health Organization, providers performed only 22 tasks (37.3%) on average. The number of tasks performed varied significantly across provinces, with users in province 3 receiving significantly higher quality care than those in other provinces. Educated women were treated better than those with no education. Users and providers agreed that the overall quality of care was inadequate, although providers mentioned that the current quality was the best they could provide given the constraints they faced. Conclusion The quality of ANC in Nepal’s primary hospitals is poor and inequitable across education and geographic gradients. While current efforts, such as the provision of 24/7 birthing centers, can mitigate gaps in service availability, additional equipment, infrastructure and human resources will be needed to improve quality. Providers also need additional training focused on treating patients from different backgrounds equally. Our study also points to the need for additional research, both to document the quality of care more objectively and to establish key determinants of quality to inform policy.

Happiness is a subjective indicator of overall living conditions and quality of life. Recently, community- and national-level investigations connecting happiness and community satisfaction were conducted. This study investigated the effects of community satisfaction on happiness in Nepal. A factor analysis was employed to examine 24 items that are used to measure community satisfaction, and a multiple regression analysis was conducted to investigate the effects of these factors on happiness. In semi-urban areas, sanitation showed a positive relationship with happiness. In rural areas, edu-medical services were negatively related to happiness, while agriculture was positively related. Gender and perceived health were closely associated with happiness in rural areas. Both happiness and satisfaction are subjective concepts, and are perceived differently depending on the socio-physical environment and personal needs. Sanitation, agriculture (food) and edu-medical services were critical factors that affected happiness; however, the results of this study cannot be generalized to high-income countries.

Citizens often attempt to interact with government through online modes of communication such as email and social media. Using an audit study, we examine when and how American municipalities with populations of over 50,000 respond to online requests for information. We develop baselines for municipal responsiveness, including the average rate, time, and quality of responses, and examine whether these response attributes vary based on the mode of communication or the tone of the request. Overall, municipalities responded to 54% of email requests and 38% of Twitter requests. A majority of responses were received on the same business day. Responses are slightly faster on Twitter, but of higher quality on email. Governments are more likely to respond to frustrated constituents on email, but respond faster to frustrated queries on Twitter, though with lower quality responses. These findings contribute to our understanding of local government responsiveness and have significant implications for democratic accountability and resident compliance with and the effectiveness of local government policies. Furthermore, our scholarly understanding of local government communications with residents, and particularly the promise of social media as a tool of two-way communication, may be underdeveloped.

Purpose The purpose of this paper is to examine the relationship between corporate governance (CG) and microfinance institution (MFI) performance, using a dynamic panel generalised method of moments (GMM) estimator to mitigate the serious issues with endogeneity. Design/methodology/approach Inconsistent findings and a general lack of empirical results for the microfinance industry leave an unclear message regarding the impacts of CG on MFI performance, especially in emerging economies. The authors use GMM estimation techniques to examine whether CG has an influence on MFI performance. Findings This study confirms that the MFIs’ contemporaneous performance and CG characteristics are statistically significantly positively linked with their past performance. This study finds statistically significant governance effects on MFI performance, including the presence of international directors and/or donor representatives on the board, client representatives on the board, percentage of non-executive directors and the quality of the national governance system. Practical implications These findings provide some insights for policy-makers and practitioners to develop suitable policies and guidelines to streamline MFIs’ operations in emerging countries. Moreover, national and international investors and donors may use these finding as a benchmark for their investment and funding decisions. Originality/value This paper is the first to estimate the CG and performance relationship of MFIs in a dynamic framework by applying the GMM estimation method. This approach improves upon traditional estimation methods by controlling the likely sources of endogeneity. Further, this paper examines whether quality of national-level governance characteristics is related to performance measures of profitability and outreach of MFIs.

This study describes the principal's transformational leadership in improving the quality of madrasas conducted at MA Matholi’ul Huda Bugel Jepara. This research is a qualitative research. Collecting data through observation, interviews, and document review. Data analysis in this study uses interactive models such as those developed by Miles and Huberman. The results of the study indicate that; first, the value of transformational leadership which includes four aspects, namely: Idealized Influence or Inspirational Motivation, Intellectual stimulation or intellectual stimulation, Individualized consideration or individual consideration; secondly, the leadership of the head of the madrasa Aliyah Matholi'ul Huda Bugel Jepara has built trust with teachers and employees, through a reliable example of the madrasa principals, the compatibility between what is said and done, the opportunity for teachers and employees to express opinions, give opportunity to take part in duties and responsibilities, also take part in various trainings; third, the quality of the MA Matholi'ul Huda Bugel Kedung Jepara with the title of "very good" with evidence of the superiority of the results of the national and madrasah examinations in the last 3 years always get 100% graduation with an average score of 8.50, many students have achieved achievements Provincial and national level competitions

This study looked at the phenomenon of the quality of life (QoL) as measured by the Human Development Index (HDI), which is a composite statistic used to rank countries by the level of “human development”. Measuring and determining what is QoL is not an easy task. In this study, using HDI as the yardstick for QoL, the concepts of standard of living and per capita income were examined closely in relation to the role of government in its public expenditure programmes and how these programmes in turn influenced QoL. This research question was seen as the key to addressing the phenomenon of QoL. In particular, the role of government expenditure on health and education seems to signify the commitment of a government in improving the HDI or QoL. Using data on government expenditure of South Africa for the period 1995 to 2011, the relationships amongst these variables were examined. The findings indicate that there seems to be a significant correlation between HDI and government spending on health and education as a percentage of GDP, but there seems to be of no significance to include the variable government spending on health and education as a percentage of total government spending. The findings tell us that between 1995 and 2011, government spending on education as a percentage of GDP has had a positive impact on HDI. However, government spending on health as a percentage of GDP has had a retarding effect as shown by the negative coefficient of variation. It then implies that for South Africa to realize the MDG goals and improve on the HDI, public spending on health as a percentage of GDP needs to be significantly increased.

Abstract:The growth of madrasah in Indonesian homeland is the result of pull of the pesantren as native Indonesian educational institutions (conventional) that are already on one side with a western education (modern) on the other. In the colonial period, in accordance with the mission of colonialism, madrasah are so marginalized and made a variety of colonial government policies that marginalize the madrasah. One impact is still visible from the discriminatory policy is madrasah experienced a variety of management weaknesses. Under these circumstances, management weaknesses indicated by the closed nature and is not oriented to the outside so that the madrasah was a slow progression and even static. To overcome this, one of the rescue efforts that can be taken by the stakeholders of education in the madrasah is to change the paradigm of conventional management on the quality of madrasah into an integrated paradigm. This paper describes the transformation towards integrated quality of madrasah. The author conducted an analysis of integrated quality management theory and then demonstrate its application in the field of Islamic education can do madrasah to get a quality education services. The initiatives of Citizen’s Charter are an effort in solving citizen’s problems that they encounter regularly over a long time while dealing with the government or any other organizations. It is a document of an official statement that ensures the accountability of the organization and their commitment towards the citizen in providing the quality of service. The charter aimed to revolutionize public service by empowering the people who were so long regarded as a silent spectator and a mere receiver on the government policies and programmes. In a democratic country, citizens have become more vocals towards the government responsibilities and they expect the administration not only to respond to their demands but also to foresee their needs in the future. In India, the Department of Administrative Reforms and Public Grievances in Government (DARPG) is in charge of organizing, directing, formulating, and operationalizing Citizen's Charters at the Central Government as well as States Government. However, the fulfillment of Citizen’s Charter in India faced many difficulties due to its government bureaucratic structure and resistant to change in its working system.

Research background: The paper deals with the quality of life and the impact of the pandemic COVID-19 on people’s lives in Slovakia and in selected region. The concept of quality of life and dimensions of quality of life, which are necessary for its evaluation are mentioned, too. It also describes the current state of the issue in Slovakia and abroad on the basis of the selected indicators, where individual countries of the world are compared. Purpose of the article: There are mentioned approaches to quality of life assessment and to conduct a survey of quality of life in a selected region which deals with the development of the quality of life. The paper deals with the analysis of the current state of the problem in Slovakia and abroad. Various definitions of the term quality of life through several authors and views. Methods: Indices in a global and national level for assessment of selected aspects of objective and subjective quality of life in terms of pandemics COVID-19 are mentioned. In order to assess the impact of a pandemic related to COVID-19 on satisfaction of citizens with several aspects of their lives in selected region is analyzed on the basis of an e-survey. Findings & Value added: The result of the article is a comparison of individual indicators of the subjective quality of life in selected EU member states and the Slovak Republic. A survey of the satisfaction of the inhabitants of selected region with selected areas of quality of their lives connected with the COVID-19 pandemic is carried out in order to monitor and evaluate the quality of life at the level of local governments.

In modern conditions, the problem of determining the factors infl uencing such indicators of economic growth as the volume of consumption, the volume of investments in the economy, government spending and GDP can be solved by applying economic, mathematical, econometric modeling. In this article, to solve this problem of determining the key factors, it was decided to use the Samuelson — Hicks econometric model for a closed economy. This allows not only to identify the key factors that have a signifi cant impact on the development of the economy of the country under study, but also to make forecasts of such development. The article discusses the application of the Samuelson — Hicks model in modern conditions on the example of the economic indicators of Bhutan. After conducting this study, we concluded that although this model is not an ideal one for further investigation of the closed economy of Bhutan, the quality of the specifi cation of this model should be recognized as high. In this regard, the Samuelson — Hicks model can be used to make managerial decisions at the macroeconomic level. The conclusions obtained in the course of this study can be used to modernize this econometric model, as well as to make eff ective decisions to stimulate the development of a certain share of a closed economy.
