Abstract:The growth of madrasah in Indonesian homeland is the result of pull of the pesantren as native Indonesian educational institutions (conventional) that are already on one side with a western education (modern) on the other. In the colonial period, in accordance with the mission of colonialism, madrasah are so marginalized and made a variety of colonial government policies that marginalize the madrasah. One impact is still visible from the discriminatory policy is madrasah experienced a variety of management weaknesses. Under these circumstances, management weaknesses indicated by the closed nature and is not oriented to the outside so that the madrasah was a slow progression and even static. To overcome this, one of the rescue efforts that can be taken by the stakeholders of education in the madrasah is to change the paradigm of conventional management on the quality of madrasah into an integrated paradigm. This paper describes the transformation towards integrated quality of madrasah. The author conducted an analysis of integrated quality management theory and then demonstrate its application in the field of Islamic education can do madrasah to get a quality education services. This of the strategies developed in improving the quality of education in educational institutions is one with the establishment of integrated quality management. one model of improving the quality of education is based on integrated quality management theory. integrated quality management in the context of philosophy of education is a continuous improvement methodology that can provide a set of practical tools for every educational institution in fulfilling the absolute needs of customers for these improvements, there is continuous improvement, containing an understanding of continuous improvement that is shaken in the educational world. Meanwhile, everyone wants quality education. Understanding and views on the quality of education so far are very diverse. There are people who think that quality education is one that has quality and many students become human resources that can improve the nation and the country in the future and are seen with evidence of national and international levels. Quality schools are schools that provide foreign language subjects for their children.

The low quality of education in Indonesia is actually a long-standing discussion. But until now permasalahn the quality of education is also finished. Quality education is the expectations and demands of all stakeholders in education. Everyone will certainly prefer menntut science at an institution that has a good quality. On this basis, schools / educational institutions should be able to provide good service and quality in order not to be abandoned and unable to compete with other educational institutions. From a variety of views, criteria and indicators that we can take that quality education could be improved if the school has one) support from the government, 2) Leadership Principals effective, 3) Performance good teacher, 4) relevant curriculum 5) graduates quality, 6) culture and climate of effective organization, 7) the support of the community and parents. Implementation of management in improving the quality of education is a real solution is to be hope in order to manage the indicators of the quality of education to create a synergy in efforts to improve the quality of education. Abstrak Rendahnya mutu pendidikan di Indonesia sebenarnya merupakan diskusi yang telah lama ada. Namun hingga saat ini permasalahn mutu pendidikan tidak juga kunjung selesai. Pendidikan yang berkualitas merupakan harapan dan tuntutan seluruh stakeholder pendidikan. Semua orang tentunya akan lebih suka menntut ilmu pada lembaga yang memiliki mutu yang baik. Atas dasar ini maka sekolah/ lembaga pendidikan harus dapat memberikan pelayanan dan mutu yang baik agar tidak ditinggalkan dan mampu bersaing dengan lembaga pendidikan lainnya. Dari berbagai pandangan, kriteria serta indikator yang dapat kita ambil bahwa pendidikan yang bermutu dapat ditingkatkan apabila sekolah memiliki 1) dukungan dari pemerintah, 2) Kepemimpinan Kepala sekolah yang efektif, 3) Kinerja guru yang baik, 4) kurikulum yang relevan, 5) lulusan yang berkualitas, 6) budaya dan iklim organisasi yang efektif, 7) dukungan masyarkat dan orang tua siswa. Implementasi manajemen dalam peningkatan mutu pendidikan merupakan sebuah solusi nyata yang menjadi harapan agar dapat mengelola indikator mutu pendidikan untuk saling bersinergi dalam upaya peningkatan mutu pendidikan Kata Kunci: Peningkatan Mutu, Manajemen Mutu Pendidikan

Improving the quality of education is a problem that is still experienced by many educational institutions. To improve the quality of education, institutions need a system to help achieve quality education quality. So this study aims to analyze the application of Total Quality Management in the school accreditation program as an effort to improve the quality of education. This research is a literature study by taking data from several books and literature. This data collection technique uses documentation techniques and data analysis techniques using critical analysis which is interesting from several research documents. The results of this study indicate that improving the quality of education is carried out by implementing Total Quality Management. Total Quality Management is carried out by continuous improvement, determining quality standards, changing culture, changing organizations, maintaining relationships with customers and focusing on customer satisfaction. and have a commitment to change.

In the process of formal, non-formal and informal education, a teacher is a determining factor for his students success. Therefore, sufficient competence, skills in a variety of representative fields as well as quality-scientific specialization are essential capital that must be continuously improved in order to realize quality- education services for all students. So, all Educational Institutions including the Al-quran Course of Al-falah Mosque Institute are responsible for facilitating teachers developing to achieve their best quality by conducting intensive coaching as mandated by Government Regulation No. 19 of 2005. This research was conducted by using a descriptive qualitative approach, that the aim is knowing generally the quality of teachers, the variety and the realization of intensive coaching programmed twice every month with the conclusion that teachers coaching at the Alquran -Course Institute of Al-falah Mosque (LKF) is carried out continuously with high intensity and significant results.

The implementation of total quality management is applied to every educational institution as an effort to improve the quality of education. In this case, it is important to carry out management functions in each educational institution. Total Quality Management is a system used to continuously improve the quality of services or products offered to customers. There are so many benefits obtained by educational institutions if implementing this Total Quality Management, including being able to provide better services to customers, can meet general accountability standards in education reform and can improve and encourage a pleasant learning environment and encourage students and teachers to learn. The TQM concept is a management system that is used as a business strategy oriented to customer satisfaction by involving customers and all members of the organization. In the implementation and implementation of TQM to reduce existing barriers, it is necessary to have a high commitment from top management, expansion of insights, information, knowledge and skills regarding the implementation of TQM, and also invites all employees to be more open and more active in carrying out their duties. Abstract:This study aims to explain the transformational leadership of Dayah in empowering the Dayah community, which is focused on empowering the quality of teungku, santri, and administrative personnel for the development of Total Quality Management (QTM). The research method used was library research with a transformational leadership approach to educational institutions. Data sources consisted of books, journals, and other literacy sources related to Dayah educational institutions and transformational leadership. Data analysis used was content analysis by determining, describing, and interpreting the data. The result indicated that to empower teungku quality, Dayah leaders carry out the management, guidance and development of all teungku in the intellectual, spiritual, emotional and social dimensions. To empower the quality of students, Dayah leaders organize all activities related to the students, from input to output, with a series of cognitive, affective, and psychomotor activities. Empowerment of administrative personnel, Dayah leaders take steps to develop self-potential, fostering and increasing performance productivity, including scientific, loyal, skilled, and evaluating their performance to be measured.Abstrak:Penelitian ini bertujuan untuk menjelaskan kepemimpinan transformasional Dayah dalam pemberdayaan masyarakat Dayah yang difokuskan pada pemberdayaan mutu teungku, santri, dan tenaga administrasi untuk pengembangan Total Quality Management (QTM). Metode penelitian yang digunakan adalah penelitian kepustakaan dengan pendekatan kepemimpinan transformasional pada lembaga pendidikan. Sumber data terdiri dari buku, jurnal, dan sumber literasi lainnya yang terkait dengan lembaga pendidikan Dayah dan kepemimpinan transformasional. Analisis data yang digunakan adalah content analysis dengan menentukan, mendeskripsikan, dan menginterpretasikan data. Hasil dari penelitian ini menunjukkan bahwa dalam memberdayakan mutu teungku, pimpinan Dayah melakukan pengelolaan, pembinaan, dan pengembangan terhadap seluruh teungku dalam dimensi intelektual, spiritual, emosional, dan social. Untuk memberdayakan mutu santri, pimpinan Dayah melakukan penataan segala aktivitas yang berkaitan dengan santri mulai dari input sampai dengan out put dengan serangkaian aktivitas cognitif, afektif, dan psikomotorik. Untuk memberdayakan tenaga administrasi, pimpinan Dayah melakukan langkah-langkah dengan usaha pengembangan potensi diri, pembinaan dan peningkatkan produktivitas kinerja yang meliputi keilmuan, loyal, terampil, dan mengevaluasi kinerjanya agar dapat terukur.

Quality management is an approach to management which requires establishing quality policies, procedures and practices on regular basis. Engineering education is a process of developing techno human resources, which are to be used later as input to industry which in turn produces goods and services for the societal use. Having considered the current situation of the engineering educational system and the quality of all its individual components it can be noticed that the awareness of the importance of education as a foundation for the growth and development of the country, such as India, is not strong enough. Engineering graduates passing out from educational institutions have to fulfill modern and high standard requirements that are needed by industry. Therefore, there is a greater need to instill quality in engineering education to produce technically skilled and creative man-power in India. The continuous assessment of quality is of paramount importance for educational institution. Education efficiency and success does not depend just on quantity but as well on quality. This paper has discussed key points for the improvement in the quality of engineering education with a case study undertaken at various engineering colleges in India. The study was conducted in two phase; first phase is the critical investigation of the literature and the second phase is a study on the quality of engineering education provided by the educational institutions in Visakhapatnam city. A simple random sampling technique was adopted for the study. A research study described in this paper identifies and analyses the quality of engineering education at the educational institutions which adopt the total quality management system to increase the quality and meet the industrial requirements and then suggests some ingredients to improve the quality.

The Russian system of the economy requires new qualities of labor resources, so the provision of high quality education continues to remain a priority of state policy. Also the quality of education in Russia is connected with the reform and modernization of the education system at the state level, with the development and improvement of scientific, educational and production potential of the University. To guarantee quality and competitiveness in schools must carry out a number of activities associated with quality assurance. The success of educational institutions depends on effective management system and implemented the quality management system. The article presents problems of higher school in the training of engineers, proposed methods of use of the quality management system, discusses statistical methods of control and analysis, quality monitoring of educational activities.
