The Oxford Handbook of American Political History

This handbook captures the revival of the study of the American political past that has taken shape over the past few decades. Because this renewal has been the result of an interdisciplinary effort, this volume features the work of historians, political scientists, sociologists, and scholars in such fields as law and communications. Its contributors cover traditional chronological periods along with topics in public policy. Some of traditional topics, such as transportation, tax, and economic policy, have been revitalized through interdisciplinary work. Others, such as the histories of conservatism and religion in politics, reflect political history’s fruitful connections with intellectual, social, and cultural history. Throughout the essays reflect political history’s classic focus on government, institutions, and public life, often now informed by work on gender, region, ideas, race, and culture. Two themes, political participation and statebuilding, recur through these essays. Neither had a straightforward history. The right to vote was not a story of ever-expanding access. If we broaden the category to include all manner of public and even seemingly private actions, the range of political actors and events widens and diversifies considerably. While the rediscovery of “the state” owes much to political sociology and American Political Development, the impact on historical scholarship has been wide and deep. Most essays on policy areas show some of the influence of the careful study of institutions and the tangled process of policy development. Even more, work on the early nineteenth century has reminded historians of an active state: nineteenth-century state and local governments regulated all manner of things, from slave codes to voting rights to alcohol consumption and sale to medical practices, some of which would become federalized and a matter of rights in the late twentieth century. The study of “the state” added new layers of complexity and opened new debates in the histories of sexuality, labor, women, and race. Like political participation, the study of the state promises to spark new debate.

The paper is devoted to the implementation of regional budget policy in Ukraine. The main vectors of budget policy development as a component of socio-economic policy at the local level are highlighted. Within the framework of the declared budget policy, the peculiarities of the formation and functioning of local (regional) budgets are considered. The interpretation of the definitions of "budget" and "policy" is presented, and the author's definition of the essence of the budget policy of the region is offered. The conceptual dominants of budget policy, the implementation of which takes place through the budget mechanism, are studied. It is proved that budget policy is an important lever of influence and a real reflection of the tactics and strategy of public authorities and local governments in the budget sphere. It is substantiated that the effectiveness of the implementation of regional budget policy directly depends on the sequence of steps aimed at increasing the level of competitiveness of the regions and overcoming the existing regional disparities. On the basis of generalization of thematic researches and practice the offers concerning application of levers of budgetary regulation which define a level of efficiency of budgetary policy of region are formulated. It is stated that the content of the budget policy of the region should be to determine the course, tasks and activities of the state and local governments in the field of formation and use of budget funds. Full implementation of the budget policy of the region stimulates the functioning of economic activity of administrative-territorial units, promotes rational budget planning, as well as the effective filling, distribution and use of local financial resources.

In 2005, New York (NY) state capped the growth of county-level Medicaid spending, which abruptly decreased counties’ Medicaid outlay in both relative and absolute terms. This study exploits this discontinuity in county Medicaid outlay to estimate the impact of the relief mandate policy on county budgets and property tax levies. It bridges a gap in the public finance literature by addressing local government responses to a sudden decrease in the outlay of a large mandatory spending category. We find a compositional change but no income effect on non-Medicaid spending. However, the policy reduced the effective property tax rate significantly by 6.6 to 8.1 percent on average among affected NY counties after the enactment of the policy relative to control counties. This study advances our understanding of local fiscal responses to an intergovernmental fiscal policy that changes how state and local governments share the costs of a large public social insurance program.

The article presents a historical overview of Israeli studies at the Institute of Oriental Studies RAS in the first two decades of the 21st century. The paper demonstrates the main research fields and publications of the Department for the Study of Israel and Jewish Communities, as well as the list of its heads and research fellows. The article shows how, having successfully overcome the difficulties of the 1990s that were rather hard on Russian Academy as a whole, the staff of the Israeli Studies Department in their numerous publications, speeches at Russian and international academic forums tried to respond to the new challenges in a scholarly way. In the 2000s the number of works published on the history of relations between the USSR / Russia and Israel increased, and this trend continued in subsequent years. Access to the archives for the first time made it possible to analyze the formation and development of Soviet-Israeli relations before the break (in 1953). The department expanded the directions of its academic activity. Its topics included such directions as the study of the collective memory of Jews in modern Russia, cultural identity, cultural memory, religious and secular identity of Russian Jews, attitude towards disability and people with disabilities, study of youth communities in Israel, Russia and Europe, the impact of the US-Israeli relations on the US Jewish community. Development of basic methodology for researching the state of Jewish charity in Moscow was one of the new tasks for the fellows of the Department to solve. The novelty of the tasks also included new methodology of researching the economic and socio-political development of Israel using social networks data. The Department continued to study all aspects of the life of the State of Israel — economic, socio-political and cultural processes developing in the Israeli state, including new features in regional policy and the concept of Israeli security. At present, members of the department’s, in addition to their current activities, are implementing a number of promising projects aimed at strengthening the department’s position as the leading center of Israeli studies in the post-Soviet space.

This chapter provides a background on Jewish social and cultural history in the nineteenth century and describes the complex impact of the Dreyfus affair on French Jewry. It looks at the first generations of post-revolutionary Jewish intellectuals and communal leaders that had been primarily concerned with promoting Jewish integration and acculturation. It also recounts how the emergence of ethnic nationalism and the modern antisemitic movement forced French Jews to negotiate between a commitment to universalist Enlightenment principles and the racialized discourses of identity. The chapter investigates the explosion of the Dreyfus affair that openly questioned Franco-Judaism and confronted the complexity of Jewish identity in the modern world head-on. It looks at the antisemitism in France, the affair prompted more sympathetic attitude towards Jews in French leftist circles.

Using the qual-dominant mixed methods approach, this study analysed the impact of the separatist threat and the militarization of elections on voter turnout during the 2017 governorship election in Anambra State, Nigeria. Findings indicate that perceived and real marginalization of the Igbo in Nigeria’s state-building is largely driving the neo-Biafra separatist threat to boycott elections in Anambra State. This does not only account for the state militarization of elections in order to guarantee security; it also inadvertently engendered fear among citizens, undermined voter turnout and exacerbated political exclusion. This study concludes that inclusive political development presents an opportunity for de-escalation of separatist threats, demilitarization of elections and enhancement of voter turnout in Nigeria.

Australia is a nation of 20 million citizens occupying approximately the same land mass as the continental U.S. More than 80% of the population lives in the state capitals where the majority of state and federal government offices and employees are based. The heavily populated areas on the Eastern seaboard, including all of the six state capitals have advanced ICT capability and infrastructure and Australians readily adopt new technologies. However, there is recognition of a digital divide which corresponds with the “great dividing” mountain range separating the sparsely populated arid interior from the populated coastal regions (Trebeck, 2000). A common theme in political commentary is that Australians are “over-governed” with three levels of government, federal, state, and local. Many of the citizens living in isolated regions would say “over-governed” and “underserviced.” Most of the state and local governments, “… have experienced difficulties in managing the relative dis-economies of scale associated with their small and often scattered populations.” Rural and isolated regions are the first to suffer cutbacks in government services in periods of economic stringency. (O’Faircheallaigh, Wanna, & Weller, 1999, p. 98). Australia has, in addition to the Commonwealth government in Canberra, two territory governments, six state governments, and about 700 local governments. All three levels of government, federal, state, and local, have employed ICTs to address the “tyranny of distance” (Blainey, 1967), a term modified and used for nearly 40 years to describe the isolation and disadvantage experienced by residents in remote and regional Australia. While the three levels of Australian governments have been working co-operatively since federation in 1901 with the federal government progressively increasing its power over that time, their agencies and departments generally maintain high levels of separation; the Queensland Government Agent Program is the exception.

Abstract Objective: To understand the different Na menu labelling approaches that have been considered by state and local policymakers in the USA and to summarise the evidence on the relationship between Na menu labelling and Na content of menu items offered by restaurants or purchased by consumers. Design: Proposed and enacted Na menu labelling laws at the state and local levels were reviewed using legal databases and an online search, and a narrative review of peer-reviewed literature was conducted on the relationship between Na menu labelling and Na content of menu items offered by restaurants or purchased by consumers. Setting: Local and state jurisdictions in the USA Participants: Not applicable. Results: Between 2000 and 2020, thirty-eight laws – eleven at the local level and twenty-seven at the state level – were proposed to require Na labelling of restaurant menu items. By 2020, eight laws were enacted requiring chain restaurants to label the Na content of menu items. Five studies were identified that evaluated the impact of Na menu labelling on Na content of menu items offered by restaurants or purchased by consumers in the USA. The studies had mixed results: two studies showed a statistically significant association between Na menu labelling and reduced Na content of menu items; three showed no effects. Conclusion: Data suggest that Na menu labelling may reduce Na in restaurant menu items, but further rigorous research evaluating Na menu labelling effects on Na content of menu items, as well as on the Na content in menu items purchased by consumers, is needed.

Much attention has been given in recent years to the conversion of substantial amounts of rural land to urban uses. A variety of policies designed to encourage the retention of rural open space have been either proposed or implemented by many state and local governments. Because the decision to convert land to urban uses is generally a private decision in response to market forces, an understanding of these market forces should facilitate better policy development and implementation. This paper reports on a research project designed to explore the forces affecting rural land prices in areas where the rural land market is significantly influenced by the demand for land for urban or suburban uses. Publicly available data on transfers of rural land were analyzed, using a multiple regression model, to both identify and quantify the importance of factors affecting rural land prices.

The impact of the federal No Child Left Behind Act (NCLBA) has provided a significant challenge and opportunity for administrators of special education services at the state and local levels. Leaders representing prominent professional organizations at both the state (National Association of State Directors of Special Education, Inc.) and local (Council of Administrators of Special Education, Inc.) education levels have identified advantages and barriers to successful implementation of the legal mandates. The most significant challenges for special education leaders and managers include: the requirements for adequate yearly progress for all learners, the provision of highly qualified special education service providers, and an adequate amount of attention devoted to all subgroups of learners. The unique difficulties for rural schools providing an appropriate education to all learners, including those with disabilities, are compounded by the effects of supplemental services, choice options, and the identification of adequate resources. The implications for the preparation of effective special education leaders and managers are identified within these parameters.

This chapter explores the problem of rising pastoralist–farmer and ethnic (religious and tribal) violence in the pluralistic Middle Belt region of Nigeria over the past thirty to forty years. In particular, it highlights the underlying issues and conflicts associated with these different categories of communal intergroup violence, the human and material costs of such conflict, and the broader implications for the Nigerian state. The federal government, states, local governments. and communities have not been passive in addressing the considerable challenges associated with preventing and resolving such conflicts. It is clear, however, that they face significant hurdles in resolving the underlying grievances and drivers of conflict, and their efforts have not always furthered the cause of conflict resolution and peacebuilding. Greater attention to patterns of inclusion and exclusion and to the allocation of rights and resources will be necessary, particularly at the state and local government levels, to create a more stable and peaceful Middle Belt.
