The Chinese government actively uses the new media platform to disseminate government information and provide government services. Contemporary scientific and technological innovation, with computers and information science and technology as engines, has become the core driving force of “leading development”. This article puts the new media of Chinese government affairs under the perspective of technological innovation, analyzes the bottlenecks and possible solutions it faces, discusses the sustainable development path of new media for Chinese government affairs, and strive to provide some reference for the sustainable development of new media for government affairs in other countries or regions.

Land, nature, and the social environment in contiguous poor regions are harsh and difficult to change. The poor adaptive capacities of the socio-ecological systems of these regions are the main causes of deep, persistent poverty. In February 2016, the Chinese government issued a policy proposing to promote poverty alleviation by relocation (PAR) by means of the “Linking increases in urban construction land with decreases in rural construction land” policy (or simply, the “Link Policy” or LP), which intends to realize the sustainable social and economic development of local villages. Since then, many pilot projects have been carried out across the country based on local resources, environment, and economic development; however, few related studies on these cases have been conducted. After a review of poverty alleviation policies, this paper first introduces the unsustainable conditions of poor rural areas and the implications and advantages of PAR under the Link Policy; we then analyzed the complete PAR process, including formulation, implementation, and completion, by taking Tongyu County in Jilin Province as an example. The study found that the “whole village relocation” model practiced in Tongyu County was relatively successful in terms of improving the living environment, income, and public services of local villagers. On the other hand, there were three main problems: first, many follow-up industries were dominated by the village collectives and heavily dependent on government support or subsidies; second, the newly built village faced the dilemma of “re-hollowing” due to the out-migration of young people and the aging population; third, it was difficult to achieve a true requisition–compensation balance of farmland.

Abstract The marine resources are waiting for the nation's explorer. Government support and past glory should be a giant step to develop real marine sector support programs. The nations assets supporting facilities and infrastructure of maritime science and technology sector is important to be considered for the efficiency of cost and expenditure of state and the progress of science and technology in the field of Marine.Pra feasibility that has been done, after the formation of Team Work  and the support from  central government collaboration across Ministries and Research Institutions, also supported by government readiness areas within the development of the Indonesia Marine Science and Technology Center (IMSTeP) should be a solid and well-maintained cooperation. The policy issued by the government is required to be able to cover every progress. However whether the policy can be implemented well operationally and substansinya or still need support derivative policies or other bureaucratic obstacles that need to be anticipated to accelerate the progress of this national program so that we soon become Master in his own country in the inner sector in particular ,,,, JalesvevaJayamahe. Abstrak Sumberdaya kelautan yang berlimpah menunggu para explorer anak bangsa untuk bergerak. Dukungan Pemerintah dan kejayaan masa lalu seharusnya menjadi cermin untuk mengembangkan program riil pendukung sektor kelautan khususnya. Aset pendukung sarana dan prasarana iptek sektor kelautan penting untuk diperhatikan demi efisiensi cost dan pengeluaran negara serta kemajuan Iptek di bidang Kelautan.Pra feasibility yang sudah dilakukan, setelah pembentukan Tim Pokja serta dukungan kolaborasi pemerintah pusat lintas Kementerian dan Lembaga Penelitian, di dukung oleh kesiapan pemerintah daerah didalam pengembangan Pusat Iptek Kelautan (IMSTeP) harus menjadi satu kerjasama yang solid dan terpelihara. Kebijakan yang dikeluarkan pemerintah dituntut mampu memayungi setiap progress kemajuannya.Namun apakah kebijakan tersebut dapat terimplementasikan dengan baik secara operasional dan substansinya atau masih perlukah dukungan kebijakan turunannya atau kendala birokrasi lain yang perlu segera di antisipasi untuk mempercepat progress progam nasional ini sehingga dengan segera kita menjadi Tuan di Negeri Sendiri di sektor keluatan khususnya,,,, JalesvevaJayamahe.

Boxing is a sport and a martial art that features two participants of similar weight competing with each other by using their fists in a series of one or three minute intervals called rounds. The purpose of this study was to determine the perspective of boxing in supporting sports achievements in Rokan Hulu Regency in terms of aspects of organization and management, funding, government support, human resources, infrastructure, fostering and the application of science and technology. Sources of data came from the Boxing Sport Management Board, KONI Management Board, Rokan Hulu Boxing Athletes and Rokan Hulu Boxing Trainer. Data is analyzed by collecting data, reducing data, conveying data and drawing conclusions. The results of the study 1) already have an organizational legality with proof of decree Number 05 / SK / PERTINA RIAU / V / 2018. 2) the source of funds remains from KONI Rokan Hulu Regency but the assistance is not sufficient, 3) support from the government has not been maximized, 4) human resources are very low only has 1 referee and 1 trainer in the entire Rokan Hulu Regency, 5) infrastructure facilities are very very low far from the standard word, only has 2 pairs of boxing gloves and 1 sansack, 6) only 1 boxing club in Tambusai, 7) Application of Science and technology has never been done, even though Rokan Hulu district has 2 sports campuses namely Pasir Pengaraian University and STKIP Rokania. Suggestions for all lines of community from village, sub-district and district governments to support the existence of boxing in the Rokan Hulu Regency, PERTINA should immediately conduct socialization about boxing in schools in Rokan Hulu and PERTINA also increase the quantity of sports human resources such as participating in sports referee training, licensed trainer. Abstrak Tinju adalah olahraga dan seni bela diri yang menampilkan dua orang partisipan dengan berat yang serupa bertanding satu sama lain dengan menggunakan tinju mereka dalam rangkaian pertandingan berinterval satu atau tiga menit yang disebut ronde. Tujuan penelitian ini adalah untuk mengetahui perspektif olahraga tinju dalam mendukung prestasi olahraga di Kabupaten Rokan Hulu ditinjau dari aspek Organisasi dan manajemen, pendanaan, dukungan pemerintah, sumber daya manusia, sarana prasarana, pembinaan dan Penerapan IPTEK. Sumber data berasal dari Pengurus Cabang Olahraga Tinju, Pengurus KONI, Atlet Tinju Rokan Hulu dan Pelatih Tinju Rokan Hulu. Data dianalisis dengan mengumpulkan data, mereduksi data, menyampaikan data dan menarik kesimpulan. Hasil penelitian 1) sudah memiliki legalitas organisasi dengan bukti surat keputusan Nomor 05/SK/PERTINA RIAU/V/2018. 2) sumber dana tetap dari KONI Kabupaten Rokan Hulu akan tetapi bantuannya tidak mencukupi kebutuhan, 3) dukungan dari pemerintah belum maksimal, 4) sumber daya manusia sangat rendah hanya memiliki 1 wasit dan 1 pelatih Se-Kabupaten Rokan Hulu, 5) sarana prasaran sangat rendah sekali jauh dari kata standart, hanya memiliki sarung tinju 2 pasang dan 1 sansack, 6) hanya 1 klub tinju di tambusai, 7) Penerapan Ilmu Pengetahuan dan teknologi belum pernah dilakukan, padahal kabupaten Rokan Hulu mempunyai 2 kampus olahraga yaitu Universitas Pasir Pengaraian dan STKIP Rokania. Saran kedepanya semua lini masyarakat baik dari pemerintahan desa, kecamatan dan kabupaten untuk mendukung adanya cabang olahraga tinju di Kabupaten Rokan Hulu, PERTINA hendaknya segera melakukan sosialisasi tentang olahraga tinju di sekolah-sekolah sekabupaten Rokan Hulu dan PERTINA juga meningkatkan kuantitas sumber daya manusia keolahragaan seperti mengikuti pelatihan wasit, pelatih yang berlisensi. This article explores three related phenomena: first, the abandonment and institutionalization of children with disabilities in China that increased disproportionately in the 2000s; second, the important relationships between such abandonments, culture, economics, and politics in contemporary China; and third, the relationship between such abandonments, the increasing rates at which Chinese orphans with disabilities are being adopted to Western countries through Inter-country Adoption (ICA), and the global politics of ICA and disability. Although the rise in the proportion of ICA from China of "children with special needs" is widely acknowledged, the reasons for the recent increase in abandonments of children with disabilities have been largely analyzed from the perspective of Chinese cultural views regarding disability (Holroyd 2003; Qian 2014), market economics (Wang 2016), the lack of Chinese government support for services for families (Shang 2008), as well as government coercion (Johnson 2016), thus, relatively divorced from the demand side of ICA. However, this article highlights the relationship between the disproportionate abandonment of children with disabilities in China and their increasing rate of ICA from China, arguing that discrimination toward persons with disabilities, or ableism, is not merely operative in abandonments of Chinese children with disabilities, but also embedded in the global politics of ICA.

Este artigo busca mapear a resposta do Estado brasileiro à pandemia da Covid-19, instalada no país desde março de 2020, levando-se em conta suas instituições do sistema nacional de ciência e tecnologia. Para isso, em um primeiro momento, discutiremos as respostas dadas em outros países, com ênfase no sistema de fomento e no arcabouço institucionalizado de pesquisa. Discutimos, posteriormente, a resposta do governo brasileiro que, desde o início, pôs em questão a real gravidade da situação. Finalmente, mostramos como a capacidade previamente instalada do sistema científico e tecnológico no Brasil, mesmo em contexto governamental de evidente oposição, respondeu, ainda que precariamente, à pandemia. Com isso, o que se quer argumentar é que, a despeito de toda limitação orçamentária e falta de apoio governamental, a existência prévia de uma rede de instituições de ciência e tecnologia possibilitou uma resposta à pandemia.Palavras-chave: Covid-19; política científica, tecnológica e de inovação; pandemia; Sociologia da ciência. ***This article seeks to map the Brazilian state’s response to the Covid-19 pandemic, set up in the country since March 2020, taking into account its institutions of the national science and technology system. To this end, we will first discuss the responses given in other countries, with focus on the funding system and the institutionalized research framework. We will then debate the response of the Brazilian government, which from the beginning questioned the real gravity of the situation. Finally, we show how the previously installed capacity of the scientific and technological system in Brazil, despite evident governmental opposition, responded, even precariously, to the pandemic. The argument is that despite of the budgetary constraints and lack of government support, the previous existence of a network of science and technology institutions enabled a response to the pandemic.Keywords: Covid-19; scientific, technological and innovation policy; pandemic; Sociology of science.

The Chinese Government has invested increasingly in science and technology (S&T) since the early 1980s. Evaluation of these activities began in the 1990s, especially at the national level. This paper introduces the process by which government-sponsored S&T programs are evaluated, investigates specific issues encountered during the process of evaluation, and recommends guidelines for future improvement of S&T evaluation practice.
