Boxing is a sport and a martial art that features two participants of similar weight competing with each other by using their fists in a series of one or three minute intervals called rounds. The purpose of this study was to determine the perspective of boxing in supporting sports achievements in Rokan Hulu Regency in terms of aspects of organization and management, funding, government support, human resources, infrastructure, fostering and the application of science and technology. Sources of data came from the Boxing Sport Management Board, KONI Management Board, Rokan Hulu Boxing Athletes and Rokan Hulu Boxing Trainer. Data is analyzed by collecting data, reducing data, conveying data and drawing conclusions. The results of the study 1) already have an organizational legality with proof of decree Number 05 / SK / PERTINA RIAU / V / 2018. 2) the source of funds remains from KONI Rokan Hulu Regency but the assistance is not sufficient, 3) support from the government has not been maximized, 4) human resources are very low only has 1 referee and 1 trainer in the entire Rokan Hulu Regency, 5) infrastructure facilities are very very low far from the standard word, only has 2 pairs of boxing gloves and 1 sansack, 6) only 1 boxing club in Tambusai, 7) Application of Science and technology has never been done, even though Rokan Hulu district has 2 sports campuses namely Pasir Pengaraian University and STKIP Rokania. Suggestions for all lines of community from village, sub-district and district governments to support the existence of boxing in the Rokan Hulu Regency, PERTINA should immediately conduct socialization about boxing in schools in Rokan Hulu and PERTINA also increase the quantity of sports human resources such as participating in sports referee training, licensed trainer. Abstrak Tinju adalah olahraga dan seni bela diri yang menampilkan dua orang partisipan dengan berat yang serupa bertanding satu sama lain dengan menggunakan tinju mereka dalam rangkaian pertandingan berinterval satu atau tiga menit yang disebut ronde. Tujuan penelitian ini adalah untuk mengetahui perspektif olahraga tinju dalam mendukung prestasi olahraga di Kabupaten Rokan Hulu ditinjau dari aspek Organisasi dan manajemen, pendanaan, dukungan pemerintah, sumber daya manusia, sarana prasarana, pembinaan dan Penerapan IPTEK. Sumber data berasal dari Pengurus Cabang Olahraga Tinju, Pengurus KONI, Atlet Tinju Rokan Hulu dan Pelatih Tinju Rokan Hulu. Data dianalisis dengan mengumpulkan data, mereduksi data, menyampaikan data dan menarik kesimpulan. Hasil penelitian 1) sudah memiliki legalitas organisasi dengan bukti surat keputusan Nomor 05/SK/PERTINA RIAU/V/2018. 2) sumber dana tetap dari KONI Kabupaten Rokan Hulu akan tetapi bantuannya tidak mencukupi kebutuhan, 3) dukungan dari pemerintah belum maksimal, 4) sumber daya manusia sangat rendah hanya memiliki 1 wasit dan 1 pelatih Se-Kabupaten Rokan Hulu, 5) sarana prasaran sangat rendah sekali jauh dari kata standart, hanya memiliki sarung tinju 2 pasang dan 1 sansack, 6) hanya 1 klub tinju di tambusai, 7) Penerapan Ilmu Pengetahuan dan teknologi belum pernah dilakukan, padahal kabupaten Rokan Hulu mempunyai 2 kampus olahraga yaitu Universitas Pasir Pengaraian dan STKIP Rokania. Saran kedepanya semua lini masyarakat baik dari pemerintahan desa, kecamatan dan kabupaten untuk mendukung adanya cabang olahraga tinju di Kabupaten Rokan Hulu, PERTINA hendaknya segera melakukan sosialisasi tentang olahraga tinju di sekolah-sekolah sekabupaten Rokan Hulu dan PERTINA juga meningkatkan kuantitas sumber daya manusia keolahragaan seperti mengikuti pelatihan wasit, pelatih yang berlisensi. Natural wealth is an invaluable resource so it must be preserved. Indonesia as an agrarian, archipelago and maritime country located on the equator is one of the countries in the world that has abundant natural resources compared to other countries. To manage these crops, the community and the government support each other in the process of conservation through a positive management process. Institutions related to the process are expected to be able to join hands with the community, so that the community, government and the state can enjoy the results in the long run. One way to help the community, especially in areas far from the center of government, or the community wherever located. Cooperative allianz is one of the solutions that is considered in accordance with the conditions and culture of the community. Because Cooperatives allianz are a form of business that has long existed and been run by Indonesian people since ancient times. As a supporting effort for the development of cooperatives, the government should provide support in the form of training for human resources manager of cooperatives and communities around cooperatives, so that the initial purpose of forming cooperatives can be achieved well and satisfactorily.

Many people agree that improving not only the skill level of individuals but also management practices and the entire human resources system is the prerequisite for the long-term competitiveness and prosperity of a country. Recently, the Government of Vietnam has issued the number of policies to develop human resources in S&T. Although, Vietnam's human resource in science and technology has increased markedly, both in quality and quantity, making a significant contribution to the development and prosperity of the country, but these policies have not brought the expected results.

Abstract The marine resources are waiting for the nation's explorer. Government support and past glory should be a giant step to develop real marine sector support programs. The nations assets supporting facilities and infrastructure of maritime science and technology sector is important to be considered for the efficiency of cost and expenditure of state and the progress of science and technology in the field of Marine.Pra feasibility that has been done, after the formation of Team Work  and the support from  central government collaboration across Ministries and Research Institutions, also supported by government readiness areas within the development of the Indonesia Marine Science and Technology Center (IMSTeP) should be a solid and well-maintained cooperation. The policy issued by the government is required to be able to cover every progress. However whether the policy can be implemented well operationally and substansinya or still need support derivative policies or other bureaucratic obstacles that need to be anticipated to accelerate the progress of this national program so that we soon become Master in his own country in the inner sector in particular ,,,, JalesvevaJayamahe. Abstrak Sumberdaya kelautan yang berlimpah menunggu para explorer anak bangsa untuk bergerak. Dukungan Pemerintah dan kejayaan masa lalu seharusnya menjadi cermin untuk mengembangkan program riil pendukung sektor kelautan khususnya. Aset pendukung sarana dan prasarana iptek sektor kelautan penting untuk diperhatikan demi efisiensi cost dan pengeluaran negara serta kemajuan Iptek di bidang Kelautan.Pra feasibility yang sudah dilakukan, setelah pembentukan Tim Pokja serta dukungan kolaborasi pemerintah pusat lintas Kementerian dan Lembaga Penelitian, di dukung oleh kesiapan pemerintah daerah didalam pengembangan Pusat Iptek Kelautan (IMSTeP) harus menjadi satu kerjasama yang solid dan terpelihara. Kebijakan yang dikeluarkan pemerintah dituntut mampu memayungi setiap progress kemajuannya.Namun apakah kebijakan tersebut dapat terimplementasikan dengan baik secara operasional dan substansinya atau masih perlukah dukungan kebijakan turunannya atau kendala birokrasi lain yang perlu segera di antisipasi untuk mempercepat progress progam nasional ini sehingga dengan segera kita menjadi Tuan di Negeri Sendiri di sektor keluatan khususnya,,,, JalesvevaJayamahe.

Borobudur as one of the top wonderful destinations in the world is challenged to become one of halal tourism destinations in Indonesia. The purposes of this research are to find out and to launch the implementation of halaltourism ecosystem model in Borobudur Temple as tourism area in Indonesia. This research used a descriptive method. The researcher investigated the implementation of halal tourism ecosystem model in the Borobudur temple as tourism area by examining the variables of halal tourism ecosystems. It consisted of four dimensions. They are destination products, government support, human resources, and infrastructure. The main data is collected by using interviews and addressing of Borobudur Temple Tourism Park management, Tourism Business People that concerned with halal certification, LPPT (Integrated Research and Testing Laboratory) University of Gajah Mada, Indonesian Ulama chapter Jogjakarta, Culture and Tourism Region of Jogjakarta. The tools of data collection are the checklist and literature study to grab the secondary data. The result shows that Halal Tourism destination product, including the availability of halal attraction, facility, accessibility, program, and the package are not available completely. However, the support aspect from the government is not optimal in supporting Borobudur as halal tourism destination. Based on human resources aspect, there is founded that in some aspects such as the availability of human resources that understand of tourism is very poor or almost none. Besides, based on infrastructure aspect, there is founded that research and development aspects have not been carried out optimally.

Purpose – Grassroots innovations (GRIs) can contribute greatly to inclusive development and reach out populations and areas not reached by or ignored by the formal sector. The purpose of the paper is to study how China's science and technology (S&T) policies and programs are translated into GRIs. Design/methodology/approach – A case study of the grassroots organizations of farmer Chen Guangxing, of Baodi County, Tianjin City, is applied. Findings – Government S&T policies and programs do transfer to the grassroots innovators; the government support is continuous and all-round; the grassroots innovators' leadership is important to get the support; the research and diffusion projects that grassroots innovators received are integrated in some cases; and the S&T training contributes to farmers' research and project application. Practical implications – There is a need to increase financial support to the grassroots innovators, provide guidance to them and set up a GRI reporting mechanism. Originality/value – The paper gives an insight into the synergies and illustrates how and why the grassroots innovators benefit from the laws, policies and ensuing programs that are not directly meant for them.

This research purpose to identify about internal and external factor at keripik singkong agro-industry in Mapanget District, Manado City by formulating some strategies including SWOT matrix. The factor that become the main strength is production periodically, while the weakness factors is in transportation infrastructure. The Factors which became opportunity is creating jobs. The threat is in the nature erratic weather, there is support from the government, but lack of response from employers, agro-industry and human resources that have not been trained. Based on the result of research, it can be concluded that the appropriate strategy for agro-industry development of keripik singkong in Mapanget District Manado City is to apply aggressive strategy, that is improving the quality of technologies, from simple technology to modern renewable technologies: increase capital to improve business productivity and productivity of agro-industrial raw materials of farmers; add flavor product innovation Keripik Singkong to be varied so it could be increase consumer interest; in cooperation not only with suppliers (farmers) to ensure the availability of raw materials; employers should be more enthusiastic about the development of products related to the legality of its business; improving the quality of raw materials into organic raw materials; increase production to get benefit sustainbly and Coorporate with financial institutions such as banks to raise capital; collaborate with farmers who have the quality and quantity of good raw materials and take advantage of government support for training the workforce, for additional capital, and certification of products.*ls

This study examined Micro, Small, and Medium Enterprises (MSMEs) development strategies through information literacy. Information literacy can be interpreted as expertise in effectively accessing and evaluating information to solve problems and make decisions. This study aimed to improve the quality of human resources driving MSMEs in Malang through information literacy. Descriptive qualitative methods were used to describe the phenomenon as a whole. Data were collected through Focus Group Discussions (FGDs) to determine the pattern of problem identification, searching and implementing solutions, and applying information literacy to the UMKM process in Malang City. The FCD results were analyzed by identifying problems, solutions that were implemented, and information literacy application. The next step was to formulate the stages of the MSME development strategy. MSMEs in Malang City faced internal (capital, human resources, and infrastructure) and external (government support, community roles, and consumer response) constraints. The solutions implemented to overcome these obstacles have not thoroughly utilized information literacy skills, so the problem recurs. MSME development strategies that can be applied with third parties' assistance are problem identification, reflection on applied solutions, and development of information literacy skills (the ability to access information, sort and select, and understand and implement it). Based on these findings, the role of third parties, such as the government and the research team, is quite important for implementing strategies and improving the quality of MSME Human Resources.

The stability of Russian banking sector is threatened by three negative tendencies - overheating of the credit market, significant decrease of banks capital adequacy ratios, and growing problems associated with banks lending to affiliated non-financial corporations. The co-existence of these processes reflects the crisis of the model of private investments in Russian banking sector, which was observed during the last 20 years. This paper analyzes the measures of the Bank of Russia undertaken to maintain the stability of the banking sector using the methodology of credit risk stress-testing. Based on this methodology we conclude that the Bank of Russias actions can prevent the overheating of the credit market, but they can also lead to undesirable effects: further expansion of the government ownership in Russian banking sector and substitution of domestic credit supply by cross-border corporate borrowings. The later weakens the competitive positions of Russian banks. We propose a set of measures to harmonize the prudential regulation of banks. Our suggestions rely on design and further implementation of the programs aimed at developing new markets for financial services provided by Russian banks to their corporate and retail customers. The estimated effects of proposed policy measures are both the increase in profitability and capitalization of Russian banks and the decrease of banks demand for government support.

Relevance. Grain is the key to strategic products to ensure food security. From this point of view, the creation of large grain farms is a matter for the country's selfsufficiency and it leading to a decrease in financial expense for import. Creation of such farms creates an abundance of productivity from the area and leads to obtaining increased reproductive seeds. The main policy of the government is to minimize dependency from import, create abundance of food and create favorable conditions for export potential.The purpose of the study: the development of grain production in order to ensure food security of the country and strengthen government support for this industry.Methods: comparative analysis, systems approach.Results. As shown in the research, if we pay attention to the activities of private entrepreneurship in the country, we can see result of the implementation of agrarian reforms after which various types of farms have been created in republic.The role of privateentrepreneurshipinthedevelopmentofproduction is great. Тhe article outlines the sowing area, production, productivity, import, export of grain and the level of selfsufficiency in this country from 2015 till 2017.
