PurposeThis study seeks to provide further testing of access in the context of government – community relations within the political context of the Republic of North Macedonia. The study analyses relationship cultivation strategy of access and explains how it contributes to achieving trust and relationship satisfaction in government–community relations. This paper also provides insights into the importance of access to achieving positive government–community relations based on mutual trust and satisfaction.Design/methodology/approachFor this research, a qualitative inquiry was conducted, and qualitative in-depth interviewing was used as the main research method. In total, 39 interviews were conducted: 12 interviews with Macedonian civil servants, eight interviews with Albanian civil servants and 19 interviews with Albanians.FindingsThe findings of this study showed citizens not to have enough access to government and its institutions. Besides, the results showed access to be crucial to building positive government–community relations based on mutual trust and satisfaction. In particular, discrimination and social distance were crucial in building trust between government and citizens.Originality/valueThe study provided evidence on the importance and contribution of the cultivation strategy of access to government-community relationships in general and to the relational outcomes of trust and satisfaction in particular. The findings supported the initial assumptions that access constitutes an important factor in predicting the government–community relationship quality.

Purpose This paper aims to examine different hypotheses concerning the effects of public service motivation (PSM) and other attitudinal or institutional dimensions on organizational performance (OP). Specifically, based on the experience of Chinese provincial governments, this study provides new evidence about how PSM may affect OP. Design/methodology/approach This study collected data from a survey of different provincial government departments in Sichuan Province, Hubei Province, Hunan Province and Chongqing Municipality in 2011. Using data from 761 respondents, Pearson correlation analysis and regression analysis were used to explore the relationships between related factors. Findings PSM, job satisfaction, affective commitment and job involvement have statistically significant effects on OP, and these results are consistent with the findings of previous researches that PSM positively affected OP at a significant level. The results suggest that, if civil servants have a strong PSM, the performance of their organizations will be high. Research limitations/implications Future research should look for additional factors that affect OP, comparing employees’ perceptions of an organization’s performance with objective data to determine whether, and to what degree, subjective measures of performance are valid measures of OP in the public sector. Practical implications In the process of improving government performance, it is significant to give attention to the government employees’ mentality. The government training and promotion system should encourage civil servants to care about the public interest. A more flattened organization should be considered as part of the next steps in government reform, and more opportunities should be provided to involve more government employees in policy making. Originality/value This study helps to clarify the effects of individual factors of PSM on OP in China in a tightly controlled bureaucratic environment, where related data are hardly accessible.


Subject The May 22 parliamentary elections. Significance The elections had the lowest turnout in the history of the Republic of Cyprus and brought about significant changes in the composition of the chamber. They were conducted amid a climate of fragile economic recovery and talks with the Turkish Cypriots on reunification. The outcome was a weakening of parliamentary support for the talks and a louder voice for nationalist, anti-austerity and anti-reform views. Impacts The government that is in place will not be affected because Cyprus has a presidential system. However, the lack of a parliamentary majority could hinder the Cypriot economy's fragile recovery. Resolving the division of Cyprus problem would be a significant positive boost for the very insecure Eastern Mediterranean.

The article presents work on the unification of the Polish judiciary in the Second Republic in the years 1918–1928. It was carried out in three tracks. The initiator of the first moves consisting in unification of district regulations, reorganisation and taking over the judiciary was the government and the Ministry of Justice. Since February 1919, these measures were supported and approved by the Legislative Sejm (later the Sejm). Since November 1919 the burden of work was taken over by the Codification Commission of the Republic of Poland. The aim of this article is to discuss the course of work on the law on the system of common courts within the Codification Committee of the Republic of Poland, with particular emphasis on the provisions on justices of the peace. From this point of view, it will help to solve the main research problem of the article: to what extent did the Polish Codification Commission contribute to shaping the institution of justices of the peace in the Ordinance of the President of the Republic of Poland on Law on the System of Judiciary of 6 February 1928. The article makes use of archival materials, protocols from the sessions of the Codification Commission of the Second Polish Republic, the legal literature of the Second Republic and the current literature on the subject.


Significance The government initiated the talks with a view to defusing tensions in domestic politics. Opposition parties boycotted the one-sided presidential election in 2014 that brought President Mohamed Ould Abdel Aziz to power for a second time since his 2009 win. Abdel Aziz initially came to power in a coup in 2008, and dominates politics along with his Union for the Republic (UPR) party. Impacts Economic growth will be driven primarily by the mining and petroleum sector. Mining companies may scale back their investment plans further. Economic hardship and discrimination may lead to more protests, but these will be limited.


Significance Discontent over President Robert Mugabe's mismanagement of the economy is deepening, particularly over high unemployment and severe cash shortages, which have caused the government to delay paying civil servants' salaries. Impacts Pretoria's demands that Harare drop its restrictions on South African imports will likely increase bilateral tensions. Smugglers will take advantage of the region's porous borders to circumvent these rules, eg by routing goods via Mozambique. The mines and minerals amendment bill, which requires mining firms to list on the local bourse, will likely deter investment. Tensions between Finance Minister Patrick Chinamasa and leftist ministers could result in further policy reversals. Plans to gain a sovereign credit rating and issue Eurobonds to fund development will remain unrealised, at least for several years.

Purpose The purpose of this paper is to discuss the status, values, and attributes of dual education. It investigates key elements of the dual education system in four selected countries while examining and recommending dynamics and roles for governmental policy, technical and vocational institutes, and employers in developing a dual education system in Thailand to generate a competitive workforce. The tripartite system of technical and vocational institutes, employers, and government in Thailand’s dual education is central to this study. Design/methodology/approach This study employs a documentary study, a survey, in-depth interviews, and responses from a focus group from technical and vocational institutes, employers, and the government. Findings This study found growing interest among technical and vocational institutes, employers, parents, and students in dual education. Within the tripartite system framework, the nine essential factors to improve the capacity of Thailand’s dual education system are: the technical and vocational institutes, curriculum, in-school teachers, accredited qualification, students, employers, in-company trainers, government policy, and government and related agencies. The government, companies, and technical and vocational institutes must collaborate for mutual trust and benefit while ensuring the quality of dual education programs. Originality/value This study is the first to examine the status and development of dual education in Thailand through the collaboration of key players. This study reflects the challenges of a major developing country in developing a dual education system, which other countries might face.

Purpose The purpose of this paper is to analyse the pre-adoption phase of budgetary reform. Perspectives on the introduction and use of performance information in budgeting are obtained through interviews with current and former senior politicians and civil servants in Malta. Institutional theories are used to analyse the pressures that are perceived as promoting or inhibiting reforms. Design/methodology/approach The research followed a qualitative approach, using data gathered from documentary sources and empirical evidence collected from semi-structured interviews. Documentary sources were used to provide knowledge, obtaining an understanding of budgeting processes in the Maltese central government. Two categories of interviewee are identified in the analysis: political interviewees, consisting of 7 politicians; and administrative interviewees consisting of 13 senior civil servants. Findings The authors find that the current line-item budgeting system is deeply embedded into government practices. Malta’s membership of the European Union and its adoption of the Euro support coercive pressures for reductions in fiscal deficits. Normative pressures appear to be significant and may have a longer-term impact in promoting budgeting reform. Originality/value This paper contributes to existing performance-based budgeting literature by studying the pre-adoption phase which has rarely been the focus of previous studies. The study delves into the interaction between institutional and economic forces, an aspect which has been inadequately studied. The access to current and former Prime Ministers and other Ministers of State in this study is unusual. As such, the researchers have been able to obtain the perceptions of political decision makers in a way that might be more difficult to do in larger countries.

Purpose Understanding the reasons that lead civil servants to abandon their offices is an important step towards qualifying personnel management in the Federal Administration. The purpose of this study is to present an initial approach to the subject and to investigate variables that favor or reduce the turnover intention among civil servants in the Federal Executive Branch. Design/methodology/approach To fulfill the objective stated, the study resorted to variables of values, expectations and affective commitment to the organization. Variables were tested in a model of structural equations capable of verifying if these are antecedent or not of the turnover intention levels in a sample comprising 228 civil servants. Findings The validation of a model of structural equations unveiled a statistically relevant relation of dependence among values, expectations and the affective commitment to the organization. Moreover, engagement proved to be a mediator of the relation between the other variables and the turnover intention. Originality/value The work contributed to literature by presenting evidence that low expectations among civil servants bring low affective commitment which, in turn, leads to higher willingness to quit organizations. On the other hand, the same model showed that self-transcendent values, typical to the public career (serve the public), prevail among civil servants and positively impact commitment. This scenario shows that in people management all these elements of values and expectations must be worked on to reduce the number of civil servants that quit the government every year, as well as the high costs associated with quitting.

Purpose The purpose of this paper is to analyze the application of budgeting and accounting bases and their relation to financial accounting reporting systems through a comparative survey of three South-Eastern European countries (Slovenia, Croatia and Bosnia and Herzegovina – the Entity of the Republic of Srpska). Design/methodology/approach The in-depth analysis based on the study of related literature and comprehensive review of existing indicators of accounting systems leads to the identification and characterization of the most important components of the government accounting systems’ focusing also on the information usefulness in the decision-making processes. Findings Dual reporting based on different bases is the main feature of the accounting information system of selected countries. Budgetary reports based on a cash basis represent the primary source of information for decision making. Selected jurisdictions started with the preparation and presentation of financial reports based on the accrual/modified accrual basis which was not the result of the informational needs of decision-makers, so the information themselves have become their own purpose. Practical implications By exploring the opportunities and obstacles in the implementation of the accrual basis in the selected countries, the paper contributes to the development of the EPSAS project. Originality/value This paper contributes to the literature on the application of various budgeting and accounting bases, with an emphasis on research of the similarities and differences of the reporting methods, for the purpose of distinguishing more easily two basic types of reports and, consequently, identifying their appropriate use.

Government in a country is one element or component in the formation of a good state. The realization of good governance is when there is a synergy between the private sector, the people and the government as a facilitator, which is carried out in a transparent, participatory, accountable and democratic manner. The process of achieving a country with good governance requires tools in bringing components of government policies or regulations to the realization of national objectives. The government apparatus is the government apparatus, namely: Indonesian National Army (TNI), Indonesian National Police (POLRI) and Civil Servants (PNS). The challenge faced by the government in the field of human resources apparatus as the main pillar of the administration of government is the challenge of being able to develop a human resource planning system (HR) of the government apparatus in accordance with the results of structuring institutional structures and devices. The consequence is the formation of discipline, ethics and morale at the executive level, namely: the Indonesian National Army (TNI), the Republic of Indonesia National Police (POLRI), and Civil Servants (PNS) aimed at increasing work productivity and demands on the realization of a corrupt government apparatus. , Collusion, Nepotism (KKN), and more professional. Based on the above background, the problem formulation in this paper is the legal study of the demotion of the TNI and Polri in the ranks of the Director General of Sea Transportation at the Ministry of Transportation of the Republic of Indonesia. The purpose of the study was to study and analyze the demotion of the TNI and Polri in the ranks of the Director General of Sea Transportation at the Ministry of Transportation of the Republic of Indonesia.
