Evaluating the role of blat in finding graduate employment in post-Soviet Ukraine

Purpose – This paper aims to evaluate the use of personal connections to circumvent formal procedures, known as blat in the Soviet era, in post-Soviet societies by studying its role in graduate employment recruitment. Design/methodology/approach – To do this, the extent to which and how blat is used by graduates to find a job in the city of Mykolayiv in Ukraine is analysed through 85 face-to-face structured interviews with those who in the past seven years have sought employment after graduating from university. Findings – The finding is that blat is widely used by graduates to find a job. However, contrary to the existing literature which suggests that blat has become commodified in post-Soviet market societies with monetary payment being requested by and given to personal connections “pulling strings”, no evidence is found that this is the case. Instead, this remains a non-monetised form of friendly help by and for close social relations, akin to the Soviet era, and is viewed in a positive or neutral manner by participants even though its consequences can be to circumvent meritocratic formal recruitment procedures and foster nepotism and cronyism. Research limitations/implications – This study of blat is limited to analysing graduate recruitment in one city in Ukraine. Broader empirical research on the contemporary role of blat in this and other spheres in post-Soviet societies and beyond is now required so as to develop a more nuanced context-bound understanding of both the positive and negative facets of this social practice in contemporary societies. Originality/value – This study reveals that blat is commonly used to find graduate jobs and is widely viewed as a socially acceptable practice, despite hindering meritocratic recruitment procedures.

Purpose – The purpose of this paper is to evaluate the extent to which the practice of using personal networks to obtain goods and services or to circumvent formal procedures, known as blat in the Soviet era, persists in post-Soviet societies and whether its character has altered. Design/methodology/approach – To do this, the prevalence and nature of blat in the education sector in the city of Mykolayiv in Ukraine is analysed using 200 face-to-face structured interviews with a spatially stratified sample of Mykolayiv residents and 30 follow-up semi-structured in-depth interviews. Findings – The finding is that blat is widely used to gain places in kindergarten, schools and universities. However, unlike Soviet era blat which took the form of non-monetised friendly help in the market-oriented society of post-Soviet Ukraine, both possessing control over access to assets such as education, as well as possessing personal connections to those with control over access to these assets, is increasingly viewed as a commodity to be bought and sold, and illicit informal monetary payments are now commonplace. The result is that nepotism, cronyism, bribery and corruption hinder meritocratic processes. Research limitations/implications – This paper examines the prevalence and nature of blat in just one sector in one post-Soviet country. An analysis across a wider range of sectors in various post-Soviet societies is now required to develop a more context-bound and nuanced understanding of blat in post-Soviet societies. Originality/value – This is the first in-depth empirical evaluation of the prevalence and nature of blat in contemporary post-Soviet societies.

Purpose – The purpose of this paper is to introduce a network perspective to the study of collective consumption. The authors examine the characteristics of heterogeneous consumption collectives formed around a Finnish footwear brand. The case is both theoretically and practically relevant. It differs from previous research by featuring consumer grassroot activities, face-to-face interaction and strong pre-existing social relationships. Design/methodology/approach – Qualitative case study research was conducted with different methods of data generation including interviews, participant observation and cultural materials such as newspaper articles and photos. Findings – A new concept of collective consumption network is introduced. Five kinds of consumption collectives are identified, including place focussed, brand focussed, activity focussed, idea focussed and social relations focussed consumption collectives. The strength of ties as well as the role of the brand varies within the collectives. Practical implications – Suppliers should find an appropriate network position, where they can enable and support shared value creation. Developing skills to identify and cultivate weak links as well as mobilize resources are important. Originality/value – The findings illustrate the heterogeneity and complexity of collective consumption. In particular, the paper discusses the way self-organizing and emergent consumption collectives and the supplier interact and integrate resources within the network.

In Primary Care, the field of nursing comes face-to-face with the complexity of violence, leading these professionals to constantly re-evaluate their habitus. OBJECTIVE: to analyze how cases of violence against children and adolescents are approached by primary care nurses, identifying limits and possibilities for dealing with these cases. METHOD: a qualitative study, undertaken in 2011, through semi-structured interviews with 8 out of 48 nurses in the Family Health teams in the city of Uberaba in the state of Minas Gerais, the analysis of which followed the interpretation of meanings, based in dialectical hermeneutics. RESULTS: the following stand out: non-identification of violence as a problem for the nurses; denunciations and notifications as a role of the nurses; and the limits found in the face of violence. CONCLUSION: it is determined that the habitus of nursing directed at health promotion and prevention of violence must be restructured, overcoming the biomedical paradigm and involving intersectorial and multidisciplinary actions.

Purpose The purpose of this study is to identify the preferred characteristics of buyers of single-family homes in Saudi Arabia with an emphasis on the city of Dammam. Design/methodology/approach Data were collected using face-to-face structured interviews conducted from November 2016 to May 2017 with 177 owners of single-family homes that were purchased between 2010 and the first quarter of 2017. Findings The findings indicate that homes can be divided into three types: villas, detached duplexes and semi-detached duplexes. Also, more than three-quarters of the respondents purchased their homes through mortgages from either lenders or the government. It seems we find that the advantages of the detached duplex, particularly its privacy level, over other types of single-family homes induce homebuyers to choose this home type. Originality/value In this study, the authors analyze housing preferences among various segments of the Saudi society, in the city of Dammam, to understand the housing supply in Saudi Arabia. Only a few studies have investigated the preferences of homebuyers in Saudi Arabia. Below the authors provide a literature review, discuss data and methods and results, as well as provide concluding remarks.

AbstractThe article examines the institutions governing relations between grant using national NGOs and grant giving international donors in three regions of Ghana (Upper West, Northern and Greater Accra Region). Formal procedural rules and professional norms can be viewed as necessary to minimise opportunities for informal patronage, rent-seeking and corruption made possible by the unequal access to resources. However, semi-structured interviews, life histories and observation highlight the positive role informal networks, connections, personal contacts and friendship play in enhancing collaboration between donors and national NGOs. Friendships originating in kinship and ethnicity, school links and past collaboration offer opportunities for influencing and resource mobilisation, but can also weaken NGO sustainability. Informal contacts and face-to-face interactions also build trust and strengthen lines of accountability, with non-adherence to shared norms resulting in sanctions and reputation loss. These findings affirm the positive role of informal relations, and highlight how they can complement formal rules and professional norms governing NGO–donor relations rather than undermining them. It throws a very different light on the role of informal institutions than that fostered by a discourse of clientelism and provides a more nuanced conceptual foundation for assessing ‘formalisation’ as a normative strategy.

Purpose The purpose of this paper is to focus on large-scale portfolio entrepreneurship and its impact on the creation of stable wage employment in African economies. Design/methodology/approach The three studies focussed on Egypt, Uganda, and Malawi were all exploratory, inductive, and qualitative studies, which involved semi-structured interviews with 65 entrepreneurial founders of some of these countries’ most prominent business portfolios between 2009 and 2012. The data were collected through face-to-face interviews, which lasted between one and four hours, with the founders of each of these portfolios. Findings This inductive and qualitative study finds a connection between the creation of stable wage-paying jobs and portfolio entrepreneurship in three countries, representing three of the four different archetypal African economies. It also finds a strong connection between the development of new industries and portfolio entrepreneurship. Practical implications The practical and societal implications of these findings are incredibly important. The current and looming shortage of stable wage employment in Africa is reaching calamitous proportions. The growth in religion-affiliated terrorism and high-risk economic migration to Europe can be directly related to the lack of employment opportunities in African nations. The findings indicate that portfolio entrepreneurs are major players in the creation of such employment opportunities and government policies focussing on this area, as compared to focussing solely on SMEs, may be more effective in mitigating some of the drivers for emigration and terrorism. Originality/value This is the only study of its kind that investigates the role of large-scale portfolio entrepreneurship in the growth of employment opportunities in Africa.

Purpose – Interest in mediation as an alternative strategy for managing conflict in the workplace has grown recently both in terms of theory, practice and government policy. The purpose of this paper is to investigate the efficacy of the process as practised in higher education, where its use is quite well developed. Its key aim is to increase the understanding of the process through a more qualitative sectorial analysis. Design/methodology/approach – The research took place over a six-month period in 2011. It is based on the views and experiences of 36 representatives from 16 universities across the North of England and four senior managers from mediation providers serving those organisations. Face-to-face semi-structured interviews with an average duration of one hour were undertaken with the majority of respondents with a small number of slightly shorter telephone interviews. All interviews were fully transcribed. Findings – The key findings of the research suggest that universities, whilst having similarities to other organisations in terms of the rationale, implementation and management of workplace mediation, have a practice also informed by some aspects specific to the sector. These include: the ethos of the sector, the nature of the academic labour process, its potential client base and also in its desire to network with others within the sector. Originality/value – The study offers a more in-depth understanding of mediation as practised in a cross-section of organisations in one sector and is in contrast to the predominantly more quantitative approach adopted so far in the mediation literature in the UK.

Purpose The purpose of this paper is to explore how culture, including traditions and social structures, can influence resilience and how culturally sensitive relief operations can put affected people and their context at the core of any interventions. Design/methodology/approach A case study of the Mt Sinabung volcano area in Indonesia was undertaken. As part of the case study, an analysis of interventions was conducted, which was complemented by semi-structured interviews with Karo cultural experts and humanitarian organisations. Findings Culture influences the manner in which the Karo people react to volcano eruptions with varying implications for recovery. In addition, relief organisations which understand people’s actions through a cultural lens have better managed to tailor programs with long-term impact, thereby avoiding aid dependency. Practical implications Practical examples of disaster management activities that adequately account for the beneficiaries’ way of living prior to the eruptions are provided. Aid actors are provided with guidance concerning how to better tailor their activities in line with a cultural lens. Originality/value The study provides empirical grounding for claims concerning the role of culture in planning interventions in Indonesia and other similar contexts.

PurposeThis paper aims to focus on how a public policy designed to address a social problem ultimately became the place brand.Design/methodology/approachThis paper uses a qualitative case study approach focusing on the city of Medellín, Colombia. It draws from fieldwork conducted in Medellín over 2014 and 2015, including semi-structured interviews with an array of local stakeholders.FindingsThe paper concludes that local governments should be aware that the policymaking process can become part of their branding. It also shows the importance of the continual involvement of stakeholders in the place brand process to ensure it is a sustainable brand.Originality/valueThere are limited studies which focus on how a public policy designed to address a social problem ultimately becomes the place brand. This paper shows how a public policy, social urbanism, became the branding of Medellín.

Purpose – The purpose of this paper is to explore the value of the “capability approach” as an alternative framework for understanding and conceptualising the role of Refugee Community Organisations (RCOs) and other providers for groups conventionally considered “hard to reach”. Design/methodology/approach – A study of the education services of RCOs, drawing primarily on semi-structured interviews with 71 users, is put forward as a case study for how the capability approach can be operationalised. Findings – The capability approach is found to offer various valuable insights, relating to its appreciation of the multi-dimensional nature of human wellbeing, the significance of individual diversity, and the importance of human agency. Research limitations/implications – The case study is based on a relatively small purposive sample, and may have limited external validity. As the research design proved strong for exploring how RCOs develop their users’ capabilities but weak for exploring if and how they may also constrict them, further research in this area is required. Practical implications – A number of valuable attributes of the capability approach are highlighted for broadening the understanding, the role of RCOs and other service providers. Social implications – The paper outlines the potential of the capability approach to contribute to policymaking related to RCOs and other providers, and to debates relating to social exclusion, cohesion and integration. Originality/value – The paper draws attention to the value of the capability approach within the field of migration research.
