Approaching the female labor supply from the unpaid work and non-work functions

Purpose – The purpose of this paper is to study the allocation of time to paid work, unpaid work and non-work by women in Britain in 1998-1999. To infer the labor supply from the other time-use expressions. Design/methodology/approach – The paper uses weekly diary data to estimate the unpaid work and non-work functions. It infers the (residual) paid work expression. As the latter is recovered from uncensored regressions, it makes direct use of the complete set of observations. Hence, it contains more information than the conventional labor supply functions that are estimated from the data obtained from paid work participants via the Tobit and Heckit or selection-bias correction (SBC) techniques. Findings – The women surveyed generally allocated 69 percent of their time toward non-work, 18 percent to unpaid work, and 13 percent to paid work. The non-work function is dominated by the autonomous component, and all three functions depend on subjects’ age, wage, non-labor income, household composition, the unpaid work contributions of adult relatives and region of residence. The unpaid work and non-work functions are more consistent with the SBC rather than the Tobit version of the labor supply. Moreover, the Tobit predicts unrealistic paid work allocations for women engaging in very little non-work. Research limitations/implications – The unpaid work and non-work functions are regressed separately, as often the case in the literature. Their consideration within a seemingly unrelated regression framework necessitates a reduction in the number of observations to match those considered in the Tobit and SBC versions of the labor supply. Nuances may arise when the time reported in the diaries does not add up to 24 daily hours for all respondents. Knowledge of the recovered regional, age, household member and other effects on women time allocation might had come handy to economic development authorities who sought to attract women out of the household into market production, and from part-time to full-time employment in the context of the 2000-2010 Lisbon Strategy. Similar lessons may be valid today. Originality/value – The data set derives from a survey that has not been used before. It relies on week-long diaries in order to avoid the occurrence of many zeros in a good number of activities (which is the norm in short diaries), and to ensure the study of a censored time-use function through its uncensored complements. The findings are compared to those of a weekly diary survey conducted in 1987 that solicited similar information. Hence, the study fills a gap in time-use analysis. Identifying the factors which influence the number of hours that women engage in work (both paid and unpaid) and non-work is useful for economic policy purposes. The study exposes a limitation in the conventional estimation of the labor supply which, in turn, casts doubt on the reliability of empirical results for policy making.

PurposeThere are ongoing concerns regarding university degree credentials leading to graduate-level employment. Tracking graduate underemployment is complicated by inconsistent measures and tendencies to report on outcomes soon after graduation. Our study explored transition into graduate-level work beyond the short-term, examining how determining factors change over time.Design/methodology/approachWe considered time-based underemployment (graduates are working less hours than desired) and overqualification (skills in employment not matching education level/type) perspectives. We used a national data set for 41,671 graduates of Australian universities in 2016 and 2017, surveyed at four months and three years' post-graduation, to explore determining factors in the short and medium-term. Descriptive statistical techniques and binary logistic regression were used to address our research aims.FindingsGraduates' medium-term employment states were generally positive with reduced unemployment and increased full-time job attainment. Importantly, most graduates that were initially underemployed transited to full-time work at three years post-graduation. However, around one-fifth of graduates were overqualified in the medium-term. While there was some evidence of the initially qualified transitioning to matched employment, supporting career mobility theory, over one-third remaining overqualified. Skills, personal characteristics and degree-related factors each influenced initial overqualification, while discipline was more important in the medium-term.Originality/valueOur study explores both time-based underemployment and overqualification, and over time, builds on earlier work. Given the longer-term, negative effects of mismatch on graduates' career and wellbeing, findings highlight the need for career learning strategies to manage underemployment and consideration of future labour market policy for tertiary graduates.

Purpose The purpose of this paper is to provide evidence of the positive impact of the FCS lending on farm incomes which should be useful to policymakers as they consider reforms and further support for this 100-year-old major agricultural lender. Design/methodology/approach The authors construct a panel for the 1991-2010 period from the FCS financial statements and evaluate how lending by the FCS institutions has affected farm incomes and farm output. The authors use fixed effects estimations and control for credit by other agricultural lenders as well as the stock of capital, prices, and interest rates. Since previous work suggests that rural financial markets are segmented and the FCS serves larger full-time farmers with mostly real-estate backed loans, the authors evaluate the impacts of farm real-estate backed loans and of short-term agricultural loans separately for a shorter period for which the data is available. The authors also perform robustness checks with alternative estimation techniques. Findings The authors found a positive association between credit by the FCS institutions and farm income and output. The magnitude of the estimated impact is larger during the 1990s than in the 2000s. Research limitations/implications The positive link between the FCS institutions’ credit and farm incomes and output supports the notion that the FCS lending was beneficial to farmers. The evidence also supports the segmentation hypothesis of rural financial markets. The financial reports data for 1991-2010 are from the ACAs and FLCAs aggregated on the regional level because there is no clear way to classify FCS lending to a more disaggregate level like the state. The authors also assemble and analyze a state-level data set that contains state-level balance sheet data for the period 1991-2003. Originality/value The authors are not aware of another work that directly links (real estate and non-real estate) credit by FCS institutions to agricultural output and farm incomes.

AbstractTime has become a valuable asset within capitalism. “Time is money” is a well known and usually shared principle. As in regard to many other type of assets, the distribution of time is pretty unfair, as well as it is the value consideration of the time allocated for different people to different activities. The distribution of time, as well as what people can or cannot do with their time, is a key issue among feminist debates. The main argument is that time allocation to paid and unpaid work is very different and unfair between genders. Women allocate much more time to unpaid work, and men, on the contrary allocate much more time to paid work. This has a reasonable and direct consequence in terms of income generation. This unequal distribution of time (and work) represents the main obstacle to women’s economic autonomy and to overcome gender income gaps.

Purpose The purpose of this paper is to focus first on the development of the segregation of tasks in family and housework in Switzerland and its linkage to the gender time-use gap in unpaid work. In addition, the impact of dual-breadwinner support in policies and culture is examined. Design/methodology/approach The empirical test refers to a comparison of Swiss cantons, and is based on data from the Swiss Labour Force Survey. The analysis traces both the gender gap and segregation from 2000 to 2013, compares them between 25 Swiss cantons, and links them to political and cultural dual-breadwinner support. Findings First, the results suggest that both the gender time-use gap and task segregation in unpaid work decrease in Switzerland. Moreover, the gender gap and segregation do not correlate in the sample of Swiss cantons. Second, both the gender gap and segregation correlate with dual-breadwinner support. However, the political dual-breadwinner support is linked to lower segregation, a smaller gender gap, more male and less female housework, the dual-breadwinner culture promotes female housework and both men’s and women’s family time spent on childcare, without affecting the gender gap and segregation. Research limitations/implications The results, on the one hand, suggest that both the gender time-use gap and the segregation are important but analytically different dimensions of gender equity. On the other hand, the cross-cantonal analysis highlights the socio-political structuration of gender inequality. Originality/value The paper contains the first comparative analysis of the gender time-use gap and task segregation in Switzerland. The results underline the analytical distinction between the gender time-use gap and the task segregation in family and housework. Moreover, the cross-cantonal analysis suggests that the political dual-breadwinner support is an important determinant of the gender divide in unpaid work.

Abstract Background: Research on the effects of marriage on health maintains that there is a gender-specific gradient, with men deriving far greater benefits than women. One reason provided for this difference is the disproportionate amount of time spent by women on housework and childcare. However, this hypothesis has yet to be explicitly tested for these role-related time use activities. This study provides empirical evidence on the association between role-related time use activities (i.e. housework, childcare and paid work) and self-reported health among married men and women. Methods: Data from the Multinational Time Use Study (MTUS) on 32,881 men and 26,915 women from Germany, Italy, Spain, the UK and the US were analyzed. Seemingly unrelated regression (SUR) models and multivariable logistic regression were used to estimate the association between role-related time use activities and self-reported health among married men and women. Results: The findings showed that education, occupation and number of children in the household under 18 years old were the most consistent predictors of time allocation among married men and women. Significant gender differences were also found in time allocation, with women sacrificing paid working time or reducing time devoted to housework for childcare. Men, in contrast, were less likely to reduce paid working hours to increase time spent on childcare, but instead reduced time allocation to housework. Allocating more time to paid work and childcare was associated with good health, whereas time spent on housework was associated with poor health, especially among women. Conclusions: Time allocation to role-related activities have differential associations on health, and the effects vary by gender and across countries. To reduce the gender health gap among married men and women, public policies need to take social and gender roles into account.

Purpose The purpose of this paper is to explore the role of salary raises and employees’ perception of these salary raises on their intended retention and turnover. By using a survey data set from a representative American public university, this study investigates a novel hypothesis that faculty perceptions of salary raises, relative to their perceptions of other faculty members’ assessments of the raises, influence their intended labor supply. Design/methodology/approach Using both ordered probit and OLS modeling frameworks, the authors focus on the impact of salary raises and the relative perception of these raises on intended labor supply behavior. They explore a hypothesis that a mismatch between one’s ranking of the salary raise and the perception of others’ rankings causes dissatisfaction. Findings The results provide evidence that salary raises themselves are effective monetary tools to reduce intended turnover; however, the results also suggest that relative deprivation as a comparison of one’s own perceptions of a salary raise with others affects employee intended retention. The authors find that employees who have less favorable perceptions of salary adjustments, compared to what they believe their colleagues think, are more likely to consider another employer, holding their own perception of raises constant. Conversely, more favorable views of salary raises, compared to how faculty members think other’s perceived the salary raises, does not have a statistically significant impact on intended retention. Originality/value This is the first study that explores an employee’s satisfaction with salary raises relative to perceptions of other employees’ satisfaction with their own salary raises, and the resulting intended labor supply in an American university. The results indicate that monetary rewards in the form of salary raises do impact faculty intended retention; however, perception of fairness of these salary raises is more important than the actual raises. Given the high cost of job turnover, these findings suggest that employers may benefit from devoting resources toward ensuring that salary- and raise-determining procedures are generally perceived by the vast majority of employees as being fair.

AbstractAs the population ages, older adults are increasingly expected to play multiple productive roles. This study examined how hours of paid or unpaid work were associated with volunteering among older Japanese. Data came from the 2012 National Survey of the Japanese Elderly, a nationwide survey of Japanese aged 60 and older (N = 1,324). We performed multinominal logistic regression analyses to predict volunteering (regular or occasional versus non-volunteer) based on hours of paid work and unpaid work for family consisting of sick/disabled care, grandchild care and household chores. Those who worked moderate hours were most likely to be a regular volunteer while working 150 hours or more per month had a lower probability of volunteering, regardless of whether the work was paid or unpaid. Thus, full-time level work competed with volunteering for both paid and unpaid work for family, but it was more so for paid work. By types of activities, doing household chores and substantial grandchild care were positively associated with volunteering, and the latter complementary relationship was explained by a larger community network among grandparents. Our findings indicate that delaying retirement from full-time paid work may reduce the supply of regular volunteers in the community. Thus, policies to increase part-time work for older adults as well as the types of volunteer work in which paid workers can participate are necessary.

SummaryThe traditional Gross Domestic Product (GDP) reflects the money value of the annual economic output produced by the domestic industries’ employees. Thus, the GDP fully accounts for paid work. In contrast, unpaid work remains unconsidered. However, measured in time units, unpaid work clearly exceeds paid work. Therefore, societies rely likewise on paid and unpaid work. The study at hand identifies women’s and men’s volume of paid and unpaid work in time units and money values. For this purpose, German time use data are combined with the traditional monetary input-output table (IOT) for the year 2000 and its inverse matrix. While the IOT provides information about the industries’ direct and indirect contributions to traditional GDP, time use data determine the gender-specific paid and unpaid workload. Thus, women’s and men’s share in an extended GDP, defined as the sum of traditional GDP and household production, can be given.Finally the genders’ level of qualification is taken into account. This, in turn, allows for a more precise identification of the gender-specific quality of work.

Models of time use need to consider especially the reproductive and productive activities of women and men. For husband-wife families, the breadwinner, one-earner, or complementary-roles model has advantages in terms of efficiency or specialization and stability; however, it is a high-risk model for women and children. The alternate model has been called two-earner, companionship, “new families,” or collaborative in the sense of spouses collaborating in the paid and unpaid work needed to provide for and care for the family. Adopting the common metric of time use to study paid and unpaid work, we find that the complementary-roles model remains the most common, and the “double burden” is the second most frequent; however, there is some evidence of change in the direction of shared-roles arrangements, especially for younger couples with children, when both are employed full-time.
