Purpose – The purposes of this paper are to deal with the questions: because search engines, social networks and app-stores are often referred to as gatekeepers to diverse information access, what is the evidence to substantiate these gatekeeper concerns, and to what extent are existing regulatory solutions to control gatekeeper control suitable at all to address new diversity concerns? It will also map the different gatekeeper concerns about media diversity as evidenced in existing research before the background of network gatekeeping theory critically analyses some of the currently discussed regulatory approaches and develops the contours of a more user-centric approach towards approaching gatekeeper control and media diversity. Design/methodology/approach – This is a conceptual research work based on desk research into the relevant and communications science, economic and legal academic literature and the relevant laws and public policy documents. Based on the existing evidence as well as on applying the insights from network gatekeeping theory, this paper then critically reviews the existing legal/policy discourse and identifies elements for an alternative approach. Findings – This paper finds that when looking at search engines, social networks and app stores, many concerns about the influence of the new information intermediaries on media diversity have not so much their source in the control over critical resources or access to information, as the traditional gatekeepers do. Instead, the real bottleneck is access to the user, and the way the relationship between social network, search engine or app platforms and users is given form. Based on this observation, the paper concludes that regulatory initiatives in this area would need to pay more attention to the dynamic relationship between gatekeeper and gated. Research limitations/implications – Because this is a conceptual piece based on desk-research, meaning that our assumptions and conclusions have not been validated by own empirical research. Also, although the authors have conducted to their best knowledge the literature review as broad and as concise as possible, seeing the breadth of the issue and the diversity of research outlets, it cannot be excluded that we have overlooked one or the other publication. Practical implications – This paper makes a number of very concrete suggestions of how to approach potential challenges from the new information intermediaries to media diversity. Social implications – The societal implications of search engines, social networks and app stores for media diversity cannot be overestimated. And yet, it is the position of users, and their exposure to diverse information that is often neglected in the current dialogue. By drawing attention to the dynamic relationship between gatekeeper and gated, this paper highlights the importance of this relationship for diverse exposure to information. Originality/value – While there is currently much discussion about the possible challenges from search engines, social networks and app-stores for media diversity, a comprehensive overview in the scholarly literature on the evidence that actually exists is still lacking. And while most of the regulatory solutions still depart from a more pre-networked, static understanding of “gatekeeper”, we develop our analysis on the basis for a more dynamic approach that takes into account the fluid and interactive relationship between the roles of “gatekeepers” and “gated”. Seen from this perspective, the regulatory solutions discussed so far appear in a very different light.

Purpose This paper aims to identify the gap existing between the current and future needs regarding digital skills, as well as the training needs for the 2030 horizon in Spanish tourism organisations belonging to five subsectors (accommodation, food and beverage, destination management, visitor attractions and travel agents and tour operators). Design/methodology/approach A mixed research methodology, which combined qualitative and quantitative approaches, served as the basis for this research work. Qualitative research took place between April 2018 and March 2019 and went through three stages: desk research, focus groups and interviews. Quantitative research developed from January to June 2019 by means of an online administered survey (Qualtrics). In total, 139 Spanish tourism organisations participated. Findings Tourism organisations analysed consider that digital skills are still an unresolved issue. Employees are willing to operate in environments where technology has an increasingly leading role. However, organisations believe that there remains a lot to be done until employees have, both at present and by the year 2030, a suitable level of digital skills enabling them to operate in the tourism subsectors analysed. Originality/value This study is framed within the European project called Next Tourism Generation (NTG), which involves 14 partners from eight countries. The findings obtained will help to develop a Europe Blueprint Strategy for digital skills within the tourism and hospitality sector, to provide employees, employers, entrepreneurs, teachers, trainers and students with a set of core digital skills represented in a skills matrix.

Purpose – The purpose of this paper is to highlight the retrieval effectiveness of search engines taking into consideration both precision and relative recall. Design/methodology/approach – The study is based on search engines that are selected on the basis of Alexa (Actionable Analytics for the web) Rank. Alexa listed top 500 sites, namely, search engines, portals, directories, social networking sites, networking tools, etc. But the scope of study is confined to only general search engines on the basis of language which was confined to English. Therefore only two general search engines are selected for the study . Alexa reports Google.com as the most visited website worldwide and Yahoo.com as the fourth most visited website globally. A total of 15 queries were selected randomly from PG students of Department of Library and Information Science during a period of eight days (from May 8 to May 15, 2014) which are classified manually into navigational, informational and transactional queries. However, queries are largely distributed on the two selected search engines to check their retrieval effectiveness as a training data set in order to define some characteristics of each type. Each query was submitted to the selected search engines which retrieved a large number of results but only the first 30 results were evaluated to limit the study in view of the fact that most of the users usually look up under the first hits of a query. Findings – The study estimated the precision and relative recall of Google and Yahoo. Queries using concepts in the field of Library and Information Science were tested and were divided into navigational queries, informational queries and transactional queries. Results of the study showed that the mean precision of Google was high with (1.10) followed by Yahoo with (0.88). While as, mean relative recall of Google was high with (0.68) followed by Yahoo with (0.31), respectively. Research limitations/implications – The study highlights the retrieval effectiveness of only two search engines. Originality/value – The research work is authentic and does not contain any plagiarized work.

PurposeThe purpose of this paper is to analyse if citizens’ searches on the internet coincide with the services that municipal websites offer. In addition, the authors examine municipal webpage rankings in search engines and the factors explaining them.Design/methodology/approachThe empirical study, conducted through a sample of Spanish city councils, contrasted if the information that can be found on a municipal website fits with citizens’ demands. This has been done by comparing the most-searched keywords with the contents of municipal websites.FindingsA positive relationship between the supply and demand of municipal information on the internet has been found, but much can still be improved. Analysed administrations rank the basic data of the organisation, as well as some of the fundamental competences thereof, at the top in search engines, but the results are not entirely effective with some keywords still highly demanded by citizens, such as those related to employment or tourism. Factors explaining internet ranking include the number of pages of the municipal website, its presence in social networks and an indicator designed to measure the difficulty of ranking the municipal place-name.Originality/valueThe results obtained from this study provide valuable information for municipal managers. Municipal websites should not only include information in which citizens are interested, but achieve accessibility standards, have a responsive web design, and follow the rules of web usability. Additionally, they should be findable, which also requires improvement in terms of the design of the municipal website thinking in search engines, particularly in terms of certain technical characteristics that improve findability. A municipal website that wants to have a good positioning should increase its contents and attain the maximum degree possible of visibility in social networks.

BACKGROUND With online health information becoming increasingly popular among patients and their family members, concerns have been raised about the accuracy from the websites. OBJECTIVE We aimed to evaluate the overall quality of the online information about scaphoid fracture obtained from Chinese websites using the local search engines. METHODS We conducted an online search using the keyword “scaphoid fracture” from the top 5 search engines in China, i.e. Baidu, Shenma, Haosou, Sougou and Bing, and gathered the top ranked websites, which included a total of 120 websites. Among them, 81 websites were kept for further analyses by removing duplicated and unrelated one as well as websites requiring payment. These websites were classified into four categories, including forum/social networks, commercials, academics and physician’s personals. Health information evaluation tool DISCERN and Scaphoid Fracture Specific Content Score (SFSCS) were used to assess the quality of the websites. RESULTS Among the 81 Chinese websites that we studied, commercial websites were the most common one accounting more than half of all websites. The mean DISCERN score of the 81 websites was 25.56 and no website had a score A (ranging from 64 to 80).The mean SFSCS score was 10.04 and no website had a score A (range between 24 and 30). In addition, DISCERN and SFSCS scores from academic and physician’s websites were significantly higher than those from the forum/social networks and commercials. CONCLUSIONS The overall quality of health information obtained from Chinese websites about scaphoid fracture was very low, suggesting that patients and their family members should be aware such deficiency and pay special attentions for the medical information obtained by using the current search engines in China.

The paper concentrates on researching the possibilities of using modern information technologies in animal production in order to monitor and identify behavior and well-being of cows. Having in mind the challenges related to managing dairy herds, and economic pressure put on breeders (as well as the broadly defined well-being of animals), an endeavor was made to create a new method, which would be competitive in comparison with the existing solutions. The proposed method of collecting data and data processing with beacon devices as well as data warehouse, allows—according to the authors—a more complete identification of behaviors and physiological condition of a dairy herd. It is also worth pointing out that this method is competitive in terms of price. By virtue of the multitude of data that were collected, a decision was made to resign from processing data on a local computer and use a cloud compute engine instead. The presented information system creates a sequence of components, which were subject to verification both on the level of creating and conducting research. Research results that were received were then compared with knowledge presented in the literature. A vital element of validation of the aforementioned methodology was comparing results that were achieved in the course of research work with the system making use of pedometer. The aim of the authors was to develop a new information technology solution, as well as a method based on beacons, which are rather universal devices, with the use of data warehouses, allowing the identification of behavior and physiological state of milk cattle, the method which would be competitive in comparison with the existing solutions, especially in terms of price. In the proposed solution, both information coming from microcomputers and weather forecast data coming from weather forecast stations, which make the above identification easy, were used as data sources.

Purpose – This paper aims to compare the reflow and Zn diffusion behaviors in Sn-Zn and Sn-8.5Zn-0.5Ag-0.01Al-0.1Ga (5E) solders during soldering on a Ni/Cu substrate under infrared (IR) reflow. The study proposes a model on the effect of various elements particularly Zn diffusion behavior in the solders on the formation of intermetallic compounds (IMCs). Design/methodology/approach – The melting activities of two solders near their melting points on copper substrates are visualized in an IR reflow furnace. Reflowed solder joints were analyzed using scanning electron microscope and energy dispersive X-ray spectroscopy. Findings – Reflow behaviors of the solders are similar. During melting, solder balls are first merged into each other and then reflow on the substrate from top to bottom. Both solders show a reduced amount of Zn in the solder. Theoretical calculations demonstrate a higher Zn diffusion in the 5E solder; however, the amount of Zn actually observed at the solder/substrate interface is lower than Sn-9Zn solder due to the formation of ZnAg3 in the solder. A thinner IMC layer is formed at the interface in the 5E solder than the Sn-Zn solder. Research limitations/implications – The present work compares the 5E solder only with Sn-Zn solder. Additional research work may be required to compare 5E solder with other solders like Sn-Ag, SnAgCu, etc. to further establish its practical applications. Practical implications – The study ascertains the advantages of 5E solder over Sn-Zn solder for all practical applications. Originality/value – The significance of this paper is the understanding of the relation between reflow behavior of solders and reactivity of different elements in the solder alloys and substrate to form various IMCs and their influence on the formation of IMC layer at solder/substrate interface. Emphasis is provided for the diffusion behavior of Zn during reflow and respective reaction mechanisms.

PurposeRapid developments in social networks and their usage in everyday life have caused an explosion in the amount of short electronic documents. Thus, the need to classify this type of document based on their content has a significant implication in many applications. The need to classify these documents in relevant classes according to their text contents should be interested in many practical reasons. Short-text classification is an essential step in many applications, such as spam filtering, sentiment analysis, Twitter personalization, customer review and many other applications related to social networks. Reviews on short text and its application are limited. Thus, this paper aims to discuss the characteristics of short text, its challenges and difficulties in classification. The paper attempt to introduce all stages in principle classification, the technique used in each stage and the possible development trend in each stage.Design/methodology/approachThe paper as a review of the main aspect of short-text classification. The paper is structured based on the classification task stage.FindingsThis paper discusses related issues and approaches to these problems. Further research could be conducted to address the challenges in short texts and avoid poor accuracy in classification. Problems in low performance can be solved by using optimized solutions, such as genetic algorithms that are powerful in enhancing the quality of selected features. Soft computing solution has a fuzzy logic that makes short-text problems a promising area of research.Originality/valueUsing a powerful short-text classification method significantly affects many applications in terms of efficiency enhancement. Current solutions still have low performance, implying the need for improvement. This paper discusses related issues and approaches to these problems.

PurposeThis study uses the unique setting of unusual market activity (UMA) replies to examine the market reaction and the effects of disclosure and investor protection amid information uncertainty.Design/methodology/approachA total of 1527 hand-collected UMA replies from the interlinked stock exchanges of Indonesia, Malaysia, Thailand and Singapore for the period of 2015–2017 were analysed using event study and Heckman two-step methods with market and matched control firm benchmarks.FindingsThe overall results support the uncertain information hypothesis. The UMA replies with new information were also found to reduce information uncertainty, but not information asymmetry, and they are complementary to investor protection in enhancing abnormal returns. The overall finding suggests that the UMA public query system can be an effective market intervention mechanism in improving information certainty and efficiency.Research limitations/implicationsThis study provides insight on the effects of news replies and investor protection on abnormal returns, and support for the uncertain information hypothesis. The finding is useful to policymakers and stock exchanges as they seek to understand how to alleviate investors' anxiety and to create an informationally efficient market. Nevertheless, this study is limited by the extensiveness of the hand-collected UMA replies and also the potential issue of simultaneity-induced endogeneity.Originality/valueThis study uses UMA replies and cross-country data taking into account the effects of market surroundings such as information uncertainty and the level of investor protection on market reaction.

Purpose – The purpose of this paper is to investigate perspective in explaining how global food safety can be created through stringent implementation of Codex and World Trade Organization (WTOs) Sanitary and Phytosanitary food safety regulations and suggests the appropriate food safety system for India. Design/methodology/approach – The study has been deployed a survey questionnaire using a sample of Indian Processed food sector. In order to collect data 1,000 supply chain professional were contacted for seeking their consent to be part of the survey. Whereas total responses collected were 252 from Delhi and NCR, with response rate 25.2 percent. The data collected was empirical tested using descriptive statistics, correlation analysis, regression and ANOVA. Findings – The results and discussions indicate that all the global food safety norms laid down by WTO such as goods manufacturing practices, good hygienic practice, hazard analysis critical control point, has been developed to embody principles of safe food processing sector globally. India has also developed their food safety norms as per laid down principles by WTO. Originality/value – The present research work makes an important contribution to the body of literature on global food safety. The paper has important implications for the processed food sector since it tries to bring out practices which would help in successful implementation of global food safety standards. It is useful for academic food research as well as for processed food corporate.

Purpose This paper aims to develop a knowledge-based (KB) system for Lean Six Sigma (LSS) maintenance in environmentally sustainable buildings (Lean6-SBM). Design/methodology/approach The Lean6-SBM conceptual framework has been developed using the rule base approach of KB system and joint integration with gauge absence prerequisites (GAP) technique. A comprehensive literature review is given for the main pillars of the framework with a typical output of GAP analysis. Findings Implementation of LSS in the sustainable building maintenance context requires a pre-assessment of the organisation’s capabilities. A conceptual framework with a design structure is proposed to tackle this issue with the provision of an enhancing strategic and operational decision-making hierarchy. Research limitations/implications Future research work might consider validating this framework in other type of industries. Practical implications Maintenance activities in environmentally sustainable buildings must take prodigious standards into consideration, and, therefore, a robust quality assurance measure has to be integrated. Originality/value The significance of this research is to present a novel use of hybrid KB/GAP methodologies to develop a Lean6-SBM system. The originality and novelty of this approach will assist in identifying quality perspectives while implementing different maintenance strategies in the sustainable building context.
