Is the Strengthening Families Programme feasible in Europe?

Purpose – The purpose of this paper is to provide insights into the potential of technology transfer in prevention interventions. It argues that contextual factors are more identifiable and more malleable than the cliché of “culture” as a barrier to implementation might suggest. The key question is how various contextual factors impact on programme implementation and effectiveness in the different cultures of a multifaceted continent such as Europe, and how successful programmes adapt to various contexts. Design/methodology/approach – Using a questionnaire survey, input was collected from people involved in the adaptation and implementation of the Strengthening Families Programme (SFP) in several European countries. Findings – The publications and experiences of the SFP implementers and evaluators in most of the European countries where it was introduced suggest that the programme is both feasible and effective (where outcomes are available). To achieve this, however, the implementers spent a considerable amount of time and effort to prepare, pre-test and consult with their target populations in order to adjust SFP to culture and context. This paper suggests restricting the use of “culture” to a set of norms and values, and to distinguish this from “context” which describes social and political organisation. Even though both condition each other, it is helpful to address culture and context separately when adapting prevention programmes. Research limitations/implications – Outcome data were not available for all implementations of SFP and some very recent ones in Austria, France and Italy could not be included in the questionnaire survey. Practical implications – An examination of social capital might help implementers to anticipate resistance from the target population that seems to emanate from history, culture and context. The level of trust of others and institutions and the willingness to co-operate with them can heavily influence the readiness of drug prevention service planners, commissioners and providers, as well as the target population, to adopt interventions and other behaviours. Programmes seem to have key principles that make them effective and that should not be modified in an adaptation: a particular example is the programme protocol. Other aspects, such as wording, pictures and the content of examples used to illustrate some issues do have to be modified and are essential for an intervention to be well-accepted and understood. In some programmes, the effective principles – so-called “kernels” – are identifiable although, overall, prevention research still strives to identify them. Social implications – Implementing complex programmes that require the cooperation of many stakeholders might increase social capital in the communities involved. Originality/value – The paper examines the common belief among many European prevention professionals that programmes from abroad, particularly from North America, cannot be implemented in Europe.

Purpose – The purpose of this paper is to examine the moderating effect of discretion and social capital on the relationship between individual perceptions of team conflict and employee-level outcomes. The authors propose that both employee discretion and unit-level social capital influence the negative effects of perceived conflict on employee stress and turnover intentions. They argue that an individual’s perceptions of these central organizational characteristics are likely to alter the consequences associated with conflict and the manner in which individuals respond to it. Design/methodology/approach – This study empirically tests the moderating effects of discretion and unit-level social capital on the relationship between individual’s perception of team conflict and employee-level outcomes. Analysis was conducted with survey data from a sample of health care care providers in 90 units across 20 nursing home organizations. We applied hierarchical linear modeling analyses to test our hypotheses. Findings – Results demonstrate that employee discretion moderates the relationship between perceived task conflict and job stress. Unit-level social capital was shown to moderate the relationship between perceived relationship conflict and employee turnover intentions. Our findings also document a varied moderation effect at low to moderate levels of conflict versus high levels of conflict. This finding suggests that the moderating role of contextual variables is more nuanced and complex than the existing conceptual frameworks acknowledge. Research limitations/implications – This study contributes to the research on conflict and conflict management by extending a multilevel approach to the effect of conflict and by providing new insights regarding the contextual manner in which conflict affects workplace outcomes. Practical implications – The effects of discretion and unit-level social capital on how conflict is metabolized by organizations and their members varied. Contextual factors matter differently for different individual level outcomes. In attempting to manage the consequences associated with workplace conflict, organizations and their managers must consider different contextual factors. Originality/value – This study contributes to the research on conflict and its management in organization by providing new insights regarding the contextual manner in which conflict affects organizational and individual outcomes. This study provides support for the claim that the relational and task-related context under which employees experience conflict affects employee stress levels and the extent to which they report their intentions to leave the organization.

Purpose – The purpose of this article is to shed light on opportunities for social capital during the conceptualization and initial implementation of innovative social enterprises dedicated to violence prevention and youth empowerment in Brazil. Design/methodology/approach – Based on a two-tiered interview process over a nine-month period with 27 social entrepreneurs in Rio de Janeiro, Brazil, attention is given to with whom, where and in what ways these innovators accessed and utilized the skills and knowledge necessary to develop and administer social entrepreneurial programs. Findings – The findings reveal more than any other social actor the target population featured most frequently in interviews with social entrepreneurs. Research limitations/implications – Because of the small scale of the study and the specific focus of the social entrepreneurs, the implications of the study are not generalizable to social entrepreneurs across fields. Practical implications – The findings are valuable because they can inform future social entrepreneurs dedicated to violence prevention and youth empowerment about social relations they may wish to cultivate to access relevant social resources during the initial stages of social entrepreneurship. Social implications – Among other benefits, investing in social relations with the target population could help minimize top-down models, which have been a common criticism among third-sector social enterprises. Originality/value – The value of this study is that it adds insight into how the social entrepreneurs built trust among this critical group of actors as well as an analysis of the outcome of the social capital embedded in relations with the target population during the initial stages of social entrepreneurship.

Purpose Social capitals in a community are in the form of bonding, bridging and linking through social networks. This paper aims to determine the role of social capital in the recovery process of cultural heritage sites. It identifies the existing social capital and the role of community. Design/methodology/approach The paper is based on the existing literature reviews complemented by the questionnaire survey. Three disaster-affected cultural heritage sites in Kathmandu were selected for the study. The questionnaire survey and group discussion with 300 disaster survivors were conducted. Findings This paper discusses social capital and its limitations for recovery. It proposes a new model of disaster recovery based on social capital and community. Research limitations/implications This research is based on the region with high social capital. Therefore, researchers are encouraged to test in the low social capital community. Practical implications The approach of disaster recovery discussed in this paper can be implemented in the cultural heritage rebuilding after the disaster. Social implications This paper is based on social capital and community involvement. This paper identifies the importance of community involvement in the recovery. Originality/value The paper identified that during the recovery, in addition to social capitals, the role of community participation is unavoidable. This paper demonstrated how recovery is complicated despite external resources without community participation.

Purpose The purpose of this paper is to discuss the problems of applying competence standards to professional-level work, noting limitations in functional approaches and drawing on developments in professions and on a recent Erasmus+ project to propose a more adequate alternative. Design/methodology/approach An approach to describing competence based on previously reported developments in some self-governing, principally British professions was used to inform an Erasmus+ project that created competence standards for five higher-level occupations in different European countries. Findings The original developments in professions and further work through the project both endorse a model of competence that is based on standards of practice, applies holistically to professional or occupational fields rather than focusing on work roles and functions, respects contextual factors in defining competent action, and necessitates situational interpretation and judgement. Practical implications Descriptions of professional competence need to avoid being overly constrained by assumptions about the roles that practitioners might perform or the context in which practice takes place. They need to reflect the ethos and ethics of the field as well as more transversal aspects of professionalism. Descriptions of this type are likely to reflect factors that are also valued in higher education. Originality/value The model of competence that is proposed appears to have a good level of validity for high-level professional work, and provides an approach to describing practice that is not limited to particular national contexts.

Purpose – The purpose of this paper is to investigate the possible relationship of religion and culture with the social capital in a particular region. Design/methodology/approach – The data of 85 regions from 26 European countries are analysed. Regression analysis is used for analysing cultural dimensions, religion-related aspects and the communist past as possible factors of social capital components. In addition, graphic analysis is used for the generalisation of the results. Findings – The results from both the regression and graphic analyses indicate that cultural dimensions capture the possible reasons for different levels of social capital better than religion-related aspects or the division according to the communist background. Research limitations/implications – Conclusions can be drawn only for the European regions analysed. Data were not available for regions in all European countries and including control variables was limited by the data availability. Practical implications – When intending to develop policies for increasing social capital, the culture of a particular region should be assessed in order to predict the success of the policies. Originality/value – The novelty of this study lies in including cultural dimensions based on Hofstede’s concept to the set of possible factors determining the level of social capital in a region.

Purpose This paper aims to rank and identify the most efficient project managers (PMs) based on personality traits, using Preference Ranking Organization METHod for Enrichment Evaluations (PROMETHEE) methodology. Design/methodology/approach The proposed methodology relies on the five personality traits. These were used as the selection criteria. A questionnaire survey among 82 experienced engineers was used to estimate the required weights per personality trait. A second two-part questionnaire survey aimed at recording the PMs profile and assess the performance of personality traits per PM. PMs with the most years of experience are selected to be ranked through Visual PROMETHEE. Findings The findings suggest that a competent PM is the one that scores low on the “Neuroticism” trait and high especially on the “Conscientiousness” trait. Research limitations/implications The research applied a psychometric test specifically designed for Greek people. Furthermore, the proposed methodology is based on the personality characteristics to rank the PMs and does not consider the technical skills. Furthermore, the type of project is not considered in the process of ranking PMs. Practical implications The findings could contribute in the selection of the best PM that maximizes the project team’s performance. Social implications Improved project team communication and collaboration leading to improved project performance through better communication and collaboration. This is an additional benefit for the society, especially in the delivery of public infrastructure projects. A lot of public infrastructure projects deviate largely as far as cost and schedule is concerned and this is an additional burden for public and society. Proper project management through efficient PMs would save people’s money and time. Originality/value Identification of the best PMbased on a combination of multicriteria decision-making and psychometric tests, which focus on personality traits.

Purpose – This study aims at capturing the perspectives of construction professionals into a classified taxonomy of the various characteristics of smart buildings and at developing an index able to define their level of smartness. Design/methodology/approach – A questionnaire survey has been administrated to construction professionals in the service of designers, constructors and owners. Results have been analyzed with the Kruskal–Wallis test and they have been used to develop a smartness index. Findings – Designers and owners are more focused on the energy issue than constructors. The energy captures the attention of practitioners with less years of experience, confirming that the awareness of the energy topic is rather recent. Originality/value – The main characteristics of smart buildings have been structured in domains and subdomains. Their importance has been rated by construction professional and a smartness index for smart building has been developed to provide with a convenient tool for evaluation and benchmarking.

Purpose – This paper aims to assess the importance of different knowledge management practices to promote organizational innovation in multinational companies. The links among internationalization, reverse knowledge transfer and social capital and organizational innovation are analyzed. Design/methodology/approach – Structural equation modeling was used to check the research hypotheses with a sample of 104 multinational companies. Findings – The results show that internalization has no direct effect on organizational innovation but a indirect effect trhrough the transfer of knowledge from external subsidiaries to the headquarter. Furthermore, this knowledge and other that comes from internal and external social capital is essential for the development of innovations. Research limitations/implications – Self-reporting by the CEOs may be the most significant limitation, as a single key informant provided the data; multiple informants would enhance the validity of the research findings. A second limitation is the cross-sectional design of the research that does not allow observation of the short- and long-term impact of the relationships among the variables. Practical implications – Organizational innovation is not an easy task. However, those multinational companies which foster knowledge management practices that generate new knowledge from external subsidiaries, internal or external social relationships, will facilitate the generation of innovations. In consequence, these companies should foster the generation of knowledge from different sources. Originality/value – The focus of the study in this paper is on multinational companies and the possibility to acquire knowledge from different sources (inside organization, external local environment and international context). Specially, focus on the transfer of knowledge from subsidiaries to headquarters (reverse knowledge transfer), as it is insufficiently investigated by current literature.

Purpose – In the last two decades, researchers have paid much attention to the role of cultural values on economic and social development. In particular, the crucial role of different aspects of culture on the development of innovation has been stressed in the literature. Consequently, it is vital to understand how social capital, as a core cultural value, affects the innovation process and the innovative performance at the national level. However, to date, the impact of different dimensions of social capital and innovation has not been properly portrayed or explained. Thus, the purpose of this paper is to investigate the influence of four different dimensions of social capital (institutional and interpersonal, associational life and norms) on two of the main functions of national innovation system (NIS) (entrepreneurship and knowledge creation) based on over 50,000 observations in 34 countries. Design/methodology/approach – In this regard, national-level data from the World Values Survey database was employed to quantify social capital. Entrepreneurship is, in turn, assumed to consist of three sub-indexes and 14 indicators based on the Global Entrepreneurship Index. Knowledge creation is also measured through US Patent Office applications. Also, exploratory factor analysis and structural equation modeling approach were used to build the measurement model and investigate the impact that each factor of social capital had on entrepreneurship and knowledge application, respectively. Measurement and structural models were built and their reliability and validity were tested using various fit indices. Research findings suggest the strong positive effect of institutional trust and networking on entrepreneurship. Also, interpersonal trust and networks were shown to have high influence on knowledge development at the national level. Norms appear to have naïve to medium negative effects on both functions.
