Operating Mechanism of Transformation and Upgrading of Urban Planning Based on Game Theory

Based on the new requirements of the rapid development of the national urbanization, planning adaptability and dynamic variability in the process of urban planning should be improved, which will become the focus of planning and design. Therefore, in this paper, the operating mechanism of transformation and upgrading of urban planning based on game theory was proposed. Firstly, the concept and development background of urban planning and operation were expounded, and the game theory was used to analyze the operating mechanism of urban planning; then, the formulation of urban planning based on the operation concept of urban planning was analyzed from the aspects of urban planning system, the overall development principle, the overall plan and the detailed planning; in addition, by taking the planning and design of the upgrading of a city as an example, the planning of blocks, urban parks and buildings and so on was achieved.

Lithuania is not the only country where public contribution to urban planning and urban design processes is highly procedural and formalistic. Unidirectional and inflexible cooperation between participants of urban planning activities is common in various countries. Cross-purposes and conflict situations once boosted emergence of innovative and effective methods for decision making in urban planning processes in developed countries. Now it’s time to learn from these examples and creatively adopt them for purposes of long-term optimization of our national urban planning system. Paper describes some marginal activities in urban planning and design processes and disputes a growing impact of public participation in development of cities and urban regions.

Abstract In the last century, water conflicts have increased in many parts of the world for reasons such as a strong desire for rapid development and poor governance. The impact of these conflicts on various sectors of society such as economic, political and legal subsystems has led researchers to focus on providing solutions and practical methods to deal with water conflicts. Game theory is one of the most common methods used by researchers to manage water conflicts and water allocation in shared and transboundary river basins. Despite the special place of game theory in reductionist sciences, the application of this theory to dealing with conflicts in complex water systems faces challenges. Whereas, the critique of the effectiveness of the game theory method in water conflict management has been neglected. Accordingly, the purpose of this study is to investigate and analyze the capacity to apply the game theory to deal with water conflicts. In order to achieve this purpose, while using library resources, the basics of game theory and the capacity to apply it in the management of water conflicts are analyzed. The results reveal that following the theory of rational choice and rationalism in the game theory method has led to ignore many dimensions and factors affecting the water conflict formation and the way to deal with complex water conflicts. With the rapid development of the society and the economy, the scale of urban construction has been continuously improved, and the service supply of the agricultural transfer population in the city has become a problem that must be solved. Based on this, the planning and design of the public cultural service supply and the urban integration of the agricultural transfer population were put forward in this paper. First of all, the background of the study on the cultural needs of the current agricultural transfer population was expounded, and the planning and design of the current urban public cultural service supply was discussed; then the design of public cultural architecture was put forward on the basis of meeting the demand of agricultural transfer population; with the public cultural and architectural project in a city as an example, the planning of urban parks and cultural and art centers was proposed to provide reference for promoting the integration of agricultural transfer population.

With the increasing urbanization and the expansion of the city these years, the urban stormwater flood emerge frequently in all major cities in China and cause a huge casualties and property losses. Discuss the ideas and measures of prevention and control of urban stormwater flood by analysis the reason of the formation. Set up the concepts of stormwater resources not only to give priority to the emissions ideas. Bring the ideas of discussing the problem of stormwater resources from the aspect of innovation of rural and urban planning and design system. According to the comprehensive utilization of urban stormwater and emissions which each link specific characteristics, the author tried to establish an innovative of urban planning and design system to cope with the current situation which urban rainwater flooding frequently.

Over the past ten-odd years, the dizzying prosperity and rapid  development achieved in Chinese Dairy Industrial t actually covered  up a fundamental defect concerning the strategy, which eventually led to the "Melamine Event”. Today, the troubled waters have been poured oil on, but it still needs time to be recovered. China's Dairy Industry, which suffered heavy losses and casualties, is about to seek for a transformation and will have to help himself out of the crisis. This paper will apply the game theory of "Prisoner's Dilemma" case to reflect the strategic defects appeared in the early dairy industrial development, with the combination of the new changes in the dairy industrial development environment after "Melamine Event”, it also points out that the key to revitalize the domestic dairy enterprises is to put the emphasis on the nature of the dairy industry itself, to return to consumers standard, to try to establish the undifferentiated marketing strategy and differentiated marketing strategy system.

When interacting with others, it is often important for you to know what they have done in similar situations in the past: to know their reputation. One reason is that their past behavior may be a guide to their future behavior. A second reason is that their past behavior may have qualified them for reward and cooperation, or for punishment and revenge. The fact that you respond positively or negatively to the reputation of others then generates incentives for them to maintain good reputations. This article surveys the game theory literature which analyses the mechanisms and incentives involved in reputation. It also discusses how experiments have shed light on strategic behavior involved in maintaining reputations, and the adequacy of unreliable and third party information (gossip) for maintaining incentives for cooperation.

In this paper, we extend the quantum game theory of Prisoner’s Dilemma to the N-player case. The final state of quantum game theory of N-player Prisoner’s Dilemma is derived, which can be used to investigate the payoff of each player. As demonstration, two cases (2-player and 3-player) are studied to illustrate the superiority of quantum strategy in the game theory. Specifically, the non-unique entanglement parameter is found to maximize the total payoff, which oscillates periodically. Finally, the optimal strategic set is proved to depend on the selection of initial states.

In recent years, nature-based solutions have been increasingly promoted as a climate change adaptation instrument, strongly advocated to be co-created. Achieving clear, coherent, and ambitious urban greening strategies, embedded in urban planning and developed in a co-creative, participatory and inclusive manner, is highly challenging within the EU enlargement context. In this article, such challenges are studied through two recent urban development initiatives in Belgrade, the Capital of Serbia: the first initiative focuses on planning the new Linear Park, within the framework of the CLEVER Cities Horizon 2020 project; the second initiative envisages the transformation of the privatised Avala Film Complex in the Košutnjak Urban Forest, primarily led by private interests but supported by the local authorities. The multiple-case study research method is applied, with an exploratory purpose and as a basis for potential future research on evaluation of co-creation processes for NBS implementation. The theoretical basis of this article is founded in the research on sustainability transitions, focusing on multi-level perspective (MLP) framework. The urban planning system in Belgrade and Serbia is observed as a socio-technical regime of the MLP. In such framework, we recognize co-creative planning of the Linear Park as a niche innovation. We interpret opposition towards planning of the Avala Film Complex as escalation, or an extreme element of the socio-technical landscape, comprised of civic unrests and political tensions on one side, combined with the climate crisis and excessive pollution on the other side. Moreover, the article examines informal urban planning instruments that can be implemented by the practitioners of niche innovations, that could support urban planners and NBS advocates in the Serbian and EU enlargement contexts to face the challenges of motivating all stakeholders to proactively, constructively and appropriately engage in co-creation.
