Planning, Layout and Integration Development of a Modern Urban Sports City for National Fitness

The concept of national fitness has promoted the construction and development of public sports. And how to effectively implement the layout of urban public sports planning has become a hot topic. Based on this, in the study, the layout and integration of the public sports cities in modern cities for the national fitness were mainly discussed. First of all, the research background of the planning and layout of public sports in modern cities under the concept of national fitness was expounded, and the development of urban public sports theory was briefly outlined. Then, the planning and layout of public fitness in modern cities were analyzed. Finally, through the planning and construction projects of public sports in modern cities, the design of public fitness corridor, community road and Sports Park was carried out. It is proved that the scientific and rational planning of sports cities can promote the development of the city.

AbstractRoad construction projects for public use, usually involve many locations of land owned by communities with ownership rights. The construction of public facilities made by the government prior to construction must carry out the stages of land acquisition as contained in Law No. 2 of 2012 concerning land acquisition for development in the public interest. The research method used is normative research by using the statutory approach and concept analysis approach. The results showed that the city government provided compensation for the location of land that would be affected by the construction of public facilities. The mechanism of land acquisition or land acquisition in the city is carried out by providing compensation to the value of the land price that will be released in an appropriate and fair manner based on article 9 paragraph (2) of Law Number 2 of 2012. Land issues so far are very relevant to be studied together and considered in depth in relation to policies in the field of land because at the level of policy implementation that has been shown so far has neglected the structural aspects of land tenure, which in turn caused various disputes. Keywords: Compensation, Land Acquisition, Property Rights, Public Interest.AbstrakProyek pembuatan jalan untuk kepentingan umum, biasanya melibatkan banyak lokasi tanah yang dimiliki oleh masyarakat yang berstatus hak milik.  Pembuatan sarana umum yang dibuat oleh pemerintah tersebut sebelum dibangun harus melakukan tahapan pembebasan lahan sebagaimana yang termuat dalam Undang-Undang Nomor 2 tahun 2012 tentang pengadaan tanah bagi pembangunan untuk kepentingan umum. Metode penelitian yang digunakan adalah penelitian normatif dengan melakukan pendekatan peraturan perundang-undangan (Statute Approach) dan pendekatan analisis konsep (Conceptual Approach). Hasil penelitian menunjukkan bahwa pemerintah kota memberikan ganti kerugian atas lokasi tanah yang akan terkena pembuatan sarana umum tersebut.  Mekanisme pembebasan tanah atau pengadaan tanah di kota dilakukan dengan memberikan ganti kerugian terhadap nilai harga tanah yang akan dibebaskan secara sesuai dan adil berdasarkan pasal 9 ayat (2) Undang-Undang Nomor 2 Tahun 2012. Persoalan tanah selama ini sangat relevan dan dipertimbangkan secara mendalam dalam kaitannya dengan kebijakan dibidang pertanahan karena ditingkat implementasi kebijakan yang diperlihatkan selama ini telah mengabaikan aspek struktural penguasaan tanah yang pada akhirnya menimbulkan berbagai macam sengketa.Kata Kunci : Ganti Kerugian, Hak Milik, Kepentingan Umum, Pembebasan Tanah.

We consider the question of urban transformation of former industrial areas in modern cities. The legacy of the industrial past, city gets the vast areas not functioning plants, river ports, storage areas, burdened with a dysfunctional environment. The including of these areas in the functioning urban fabric is proposed. From the analysis of foreign experience, we can see that such initiatives can become the main vector of development of modern construction and urban technologies.

This article examines the suitability of water supply installations in residential buildings for the pressure conditions of the main water network, and evaluates the energy saving possibilities associated with pumping water into homes. It assesses the situation and the options for renovation in a sample of 151 buildings in the city of Zaragoza (Spain), estimating the savings in electric power and the possible financial returns that could be obtained. The results show that in half the buildings, the installations are inadequate and lead to inefficient energy use, which could be avoided by renovation. However, they also show that in many cases, this type of retrofitting would not be profitable for the building owners, meaning that technically viable solutions may not necessarily be financially viable. To mitigate or avoid the energy inefficiency in question, the public sector could step in by informing and financing support for building owners and regulating in the areas of town planning and construction.

<p class="EstiloVLC"><em>A building is considered unique when it outstands within the common fabric of the city due to its form, its nature, and its production and serialization process. If this architectural singularity is accompanied by an urban distinction, the result is much more effective because the compound becomes an urban enclave capable of arranging and hierarchically organising the city. The most illustrative example for historic cities with a Catholic tradition may probably be the church with the public space that materializes around it. For centuries, the sacred building and the atrium that precedes it have represented the city’s reference point and articulating centre of social, economic and cultural life. Nevertheless, if this is more or less evident in old towns consolidated over time; how is this solved in modern cities formed by a regular urban layout</em> <em>whose grid is put before the freedom of the buildings? With Barcelona and Lisbon as case studies, the paper focuses on the implementation and typology of the most paradigmatic churches in the neighbourhoods of L’Eixample Cerdà and La Baixa Pombalina.</em></p>

Город является средством для образа жизни. Когда обеспеченные люди на досуге посещают культурные мероприятия, для малообеспеченных слоев населения именно улицы города являются единственной альтернативой телевидению как способу провести свое свободное время. К сожалению, современные города являются более выгодными для передвижения автомобилей, а не жизни людей. Мы должны сделать все, чтобы это было не так. Идеальный город - тот, в котором людям нравится быть на улице. Люди не используют общественное пространство города только для передвижения – они там общаются, отдыхают, целуются. Поэтому приоритетом городских властей должно быть развитие общественного пространства. Рассматривается проблема изучения жизнеспособности населения города как социально-психологического явления. Акцентируется внимание на ценностно-аффективном компоненте. Были определены характеристики благоприятного будущего города, которые связаны в первую очередь с внешним видом, комфортностью и перспективой развития города. Направленность активности горожан констатируется в сфере саморазвития (необходимость увеличения учебных заведений) и трудовой занятости (наличие мест для работы). В ответах преобладают индивидуальные потребности, своеобразная эгоцентричность по отношению к пространству проживания. The city is a means for a way of life. When well-off people attend cultural events at their leisure, for low-income segments of the population, it is the streets of the city that are the only alternative to television as a way to spend their free time. Unfortunately, modern cities are more profitable for the movement of cars, rather than people's lives. We must do everything to make sure that this is not the case. The ideal city is one in which people like to be on the street. People do not use the public space of the city only for movement – they communicate there, relax, kiss. Therefore, the priority of the city authorities should be the development of public space. The problem of studying the viability of the city's population as a socio-psychological phenomenon is considered. Attention is focused on the value-affective component. The characteristics of a favorable future of the city were determined, which are primarily related to the appearance, comfort and prospects for the development of the city. The orientation of the activity of citizens is stated in the field of self-development (the need to increase educational institutions) and employment (the availability of places to work). The answers are dominated by individual needs, a kind of egocentricity in relation to the living space

Rapid technological advancements force organizations to be more proactive and efficient it operations while previous studies revealed that most of the public sector projects go over in term of time and cost. Although extensive literature is available but only for the private sector, the investigations on the public sector are scarce. After plentiful literature, it has found that timely and sage supply chain is a major hurdle. Various strategies and approaches have been proposed to tackle the situation but after a thorough investigation, it was found that flexibility and collaboration are the topmost influencing factors in improving logistic efficiency. Thus the aim of this study is to empirically verify the positive impact of flexibility and collaboration on logistic efficiency. A questionnaire was adopted and distributed by random sampling to the strategic level of the construction projects in the city of Lahore, Pakistan. Multiple regressions were applied through SPSS. The finding of the study revealed that flexibility contributes 33%, collaboration contributes 35.5% in the logistic efficiency. It can be concluded that construction projects must be flexible and force stakeholders for collaboration. This study added in the frame of knowledge as new findings for public sector projects. This study will help the managers in completing their projects timely and accurately.

The development of modern cities is impossible without an increase in the number of construction projects implemented. However, in the conditions of limited spaces, local and national legal regulations, and logistic difficulties, their implementation is becoming a growing challenge. Construction supplies can pose a particular problem. Its planning, organization, and implementation have an impact not only on construction and assembly works, but also on the external environment of the construction site, of which traffic is an important element. The aim of the study was to analyze and answer the question of whether there is a connection between the implementation of construction supplies and the occurrence of road traffic hazards in cities on the example of Szczecin. In addition, the article aims to find solutions to reduce the number of road accidents and increase road safety. The conducted research also revealed the weak points of the system of collecting and analyzing data on road accidents. The research covered selected areas in the center of Szczecin, where construction projects have been implemented since 2016 and road accidents have occurred. The reference year is the year preceding the start of construction. The research on selected construction projects meeting the criteria, carried out in the article has shown that their implementation may have an impact on the level of safety in the areas adjacent to the construction site. However, the unequivocal statement of such relationship must be supported by extended research, covering a greater number of projects, additional consideration of the number of deliveries for supply purposes, and the characteristics of vehicles involved in road incidents.

The article presents a conceptual analysis of the intercultural model of development of modern cities, with an emphasis on the selection strategy and activity of axiological approach to developing models of modernization of a modern city, marked specific features of urban culture - multicultural, multipolarity interests, values, needs and opportunities for groups. Revealed that about the virtualization of the social space and the introduction of information and communication technologies, which express a qualitative difference between the interaction of the urban population as a unit of sociocultural stratification of the culture of a particular regional community, are determined by particularly significant factors influencing the formation of the modern sociocultural space of a multi-ethnic city. The tendencies of participation in the formation of the sociocultural space of Ukrainian cities by wide circles of the public with the active and consistent participation of citizens in exercising control over cultural policy are characterized and organizational conditions for sustained feedback from the public and authorities. The theoretical and methodological foundations of the practice of sociological support of the development processes of multi-ethnic Ukrainian urban communities in the context of the implementation of the European intercultural strategy are considered. The emphasis is on solving the problems of a sociological study of the needs of the urban community in the information environment and the complication of sociocultural relationships between the subjects of the processes of modernization of the cultural urban environment. The need for a systematic combination of sociological approaches based on the integration of the concepts of the city’s public space, the resource concept of the city, the concept of socialization, the socio-cultural capital of the city, the concepts of sociocultural identification and urban identity is stated. The author 's case was the conclusion that the processes of maintenance practices for the development of multi-ethnic Ukrainian urban communities in the context of the European strategy for intercultural indicate significant prospects of sociological studies of social and cultural development of the Ukrainian regional multicultural cities. The article emphasizes that the following areas are relevant: the development of research criteria for potentially productive sectors of the development of the sociocultural urban environment and the factors of activation of interested social groups in the context of the implementation of strategies and objectives of the concept of interculturalism.

Modern cities face the challenge of providing citizens with an appropriate level of services to maintain the growing population. Thanks to the support of open data policymakers are capable of ensuring administrative transparency and participation in decisions, enabling citizens and employees to effectively use services and tools and integrating physical and intangible infrastructures (systems, data and processes) in a service-oriented perspective. This study investigates open data about car accidents in the metropolitan city of Rome between 2014 and 2019 through the service science lens. It is pointed out how the city roads maintenance (for example, road surfaces, road signs and traffic extent) can significantly affect the number of people involved in accidents. From these results, possible improvements in diminishing the number of people involved in car accidents are explored through a prescriptive analysis. This study represents a powerful tool to improve services in the public sphere and an example of the shared value generated by open data initiatives. It contributes in improving the understanding of a data-oriented culture and of building a network of people in all public administrations to increase the shareable information assets of the metropolitan city of Rome.

The Court of Appeals of New York held, in Council of the City of New York u. Giuliani, slip op. 02634, 1999 WL 179257 (N.Y. Mar. 30, 1999), that New York City may not privatize a public city hospital without state statutory authorization. The court found invalid a sublease of a municipal hospital operated by a public benefit corporation to a private, for-profit entity. The court reasoned that the controlling statute prescribed the operation of a municipal hospital as a government function that must be fulfilled by the public benefit corporation as long as it exists, and nothing short of legislative action could put an end to the corporation's existence.In 1969, the New York State legislature enacted the Health and Hospitals Corporation Act (HHCA), establishing the New York City Health and Hospitals Corporation (HHC) as an attempt to improve the New York City public health system. Thirty years later, on a renewed perception that the public health system was once again lacking, the city administration approved a sublease of Coney Island Hospital from HHC to PHS New York, Inc. (PHS), a private, for-profit entity.
