Subject Barranquilla is adopting a hard line approach to tackling crime Significance Soldiers began street patrols on January 1 in the Caribbean port city of Barranquilla where the murder rate is at its highest level since 2007. To reduce violence and street crime, Barranquilla's incoming mayor Alejandro Char has announced a series of security measures, including the use of military units to police the city's worst-affected areas. Such initiatives aim to reduce the human cost of crime and to prevent deteriorating security from undermining efforts to expand international trade in the city's free trade zone. Impacts Increased numbers of military checkpoints will likely result in delays for goods transported through Barranquilla. Should military intervention prove an effective means of combating crime in the city, a similar model may be employed in other areas. However, a militarisation of policing could backfire, leading to increased violence and a discrediting of the armed forces.

Subject Executive-military relations. Significance The Indonesian National Armed Forces (TNI) are once again becoming an important player in political and economic activities. The army in particular has increased its direct involvement in government-sponsored agricultural development and infrastructure projects, raising fears that it plans a full-scale political comeback. These fears are exaggerated, but the military is expanding its activities beyond the core area of defence -- with President Joko 'Jokowi' Widodo's support. Impacts Comprehensive security sector reforms are unlikely. Local communities will suffer intimidation and coercion where military units need access to land to accelerate food security programmes. However, since the public at large trusts the military, Jokowi faces limited pressure to loosen executive-military ties.

<p>The paper deals with physical preparation of professional soldiers. It is focused on the development of aerobic endurance within practical physical preparation lessons at military units. In order to fulfil the goals of the research, the authors organised a natural pedagogical experiment to find out which of the 7 typical aerobic activities implemented in the experimental and reference couples (n=28) during the 6-week-long experimental period have the most effective impact on the development of aerobic endurance in professional soldiers in the Slovak Armed Forces. The results showed that the most effective means for the development of endurance were found obstacle track, terrain running in combination with fast road marches, various types of shuttle runs and jumping and acrobatic exercises. Swimming, cycling, ski running and sport games can be recommended as suitable complementary activities. From the point of view of methodology, the most effective organisation pattern represented the one in which exercises were organised in 4 training sessions during 20 minutes each, performed for 6 weeks in a row. Statistically significant changes in the level of aerobic endurance proved the hypothesis that physical fitness and psychic resistibility of professional soldiers can be improved by the selected most effective means also in shorter time period of physical preparation.</p>

PurposeThis article explores the analytical gains of what we refer to as “awkward ethnography.” How might our understanding of organizational phenomena benefit from those unexpected moments when our observations are laughed at, when our questions cause discomfort, or when we feel like a failure? While such instances seem to be an inherent aspect of organizational ethnography, they are often silenced or camouflaged by claims of intentionality. This article takes the opposite approach, arguing for the analytical value of awkwardness.Design/methodology/approachThe authors draw on their respective ethnographic fieldwork in the Danish and Swedish armed forces. Based on observations, participation and interviews in two military units, the analysis focuses on situations that rarely find their way into final research publications. These will be explored as analytically productive material that can provide crucial insights into the organizational context studied.FindingsThe authors’ analysis demonstrates that awkward situations that arise during ethnographic work not only bring about unforeseen insights; they also enable vital analytical opportunities for discovering silent knowledge in the organization which researchers might otherwise not have considered to inquire about or understood the gravity of.Research limitations/implicationsImplied in the suggested methodological approach for ethnographers is an acceptance of awkward situations as productive encounters. This means doing away with ideals for (ethnographic) knowledge production steered by notions of objectivity, instead embracing the affective dimensions of fieldwork.Originality/valueThis research addresses a key, and often silenced, aspect of ethnographic fieldwork, and stresses the unique value of the unintended and unexpected when doing ethnography.

Chemical accidents can occur due to the occurrence of undesired events in the functioning of the plant (technogenic accidents) during the war conflicts with the planned action of the enemy in the objects of the process industry (destruction of chemical plants), but also as a result of natural disasters (earthquakes or floods). In these circumstances, besides civilian structures, units of the Serbian Armed Forces, which are in the immediate vicinity of the plant, may also be involved. The consequences that result from the destruction of chemical plants can significantly aggravate the functioning of the local community and military units. Problems have been noticed in this paper, one of the ways of securing the units of the Serbian Armed Forces during the destruction of chemical plants is shown, and proposals for procedures for reacting in these circumstances. The article analyzes the possible risks that can arise when firing artillery and rocket launches. The disadvantages of the method of calculating the protection zones are identified, which taking into account will reduce the likelihood of the occurrence of abnormal situations, which can lead to tragic consequences and damage to objects adjacent to the boundary of the testing ground. Additions to the procedure for determining the protection zones of the test site in the interests of RVIA are proposed and the specified, correct sizes of these zones are provided. Development of rocket troops and artillery (RTaA) of the Armed Forces (AF) of Ukraine is impossible without a permanent improvement and modernisation of types of armament and ammunition to them, development of the new artillery systems and their ground tests. During realization of ground tests of types of armament and military technique (WME) of RTaA firing of artillery and starting of rockets is accompanied by errors or wrong acts of WME attendant and personnel or extraneous persons, the consequences of that must be envisaged, and the risk of their origin is Analysis of the battle firing, including during realization of anti-terror operation and operation of the incorporated forces on east of Ukraine row of ground tests of standards of WME RTaA test if possibility of origin of nonpermanent near-accidents during application of armament of RtaA as a result of rejection of trajectory of flight of projectile (mines) by the direction and distance from the expected targets. Mostly it happens through untaking into account of maximal rejections of meteorological and ballistic terms of firing from tabular or errors in calculations, wrong acquisition of charge, error at aiming of fighting machines, cannons, mortars. There for practice of the battle firing needs taking into account of these errors, that will give an opportunity consider ably to promo test rength security at application of armament of RAaT during testing of standards of WME. Thus, in the article certainly and possible risks that can arise up during realization of firing of artillery and starting of rockets are analysed, related to the lacks of existent methodology of realization of calculations in relation to providing of safety measures during the tests of WME RtaA. Suggestions are brought in, in relation to the improvement of methodology of realization of calculations of sizes of protective zones, that unlike existing more in detail take into account maximal deviations of terms of firing from tabular values. These suggestions for providing of safety measures it will be allowed to decrease probability of origin of situations, that can result in tragic consequences and to causing of damages to the objects that fit closely to the limits of training field. Anoffer adding to the order of determination of protective zones and given specified sizes of the sezones have an important practical value at determination of possibilities of grounds and providing of safety of testing and battle firing (starting) of RtaA.

The current stage of reforming the Armed Forces of Ukraine (AF) confirms that the crisis in the country's economy has significantly affected the system of logistics of troops, which ensures its main task – to maintain the combat readiness of military units and ensure their livelihood in peacetime. The war in the east of the country and the existing state of providing troops showed the need to improve the organization and management of the process of logistical (technical, rear and medical) provision of training and combat use of the Armed Forces of Ukraine, which is currently in the phase of perspective changes and necessitates the development of a new concept of military information management and logistical flows, which will be implemented by a new, more efficient structure, called the "military logistics system". The purpose of the article is to determine the directions for the creation and accumulation of an optimal nomenclature of stocks of material resources in peacetime and their rational separation at the tactical, operational and strategic levels of management. The article describes the contents of the concepts of "logistics", "echelon", "stocking", "operational accounting". Important tasks of modern conditions of process of creation and management of stocks in the course of reforming of the Armed Forces of Ukraine are systematized; variants of the offered models of inventory management are outlined. The goal is achieved through theoretical and experimental research on volume optimization and material separation at all levels of management, which is one of the key problems of military logistics.

Purpose – Road traffic crashes (RTCs) result in creating significant social and economic hazard for affectees, their families and society. The purpose of this paper is to present studies which were conducted to study the patterns of RTCs in Karachi which is a metropolitan city of Pakistan. The studies were conducted on one of the busiest roads in the city named as Shara-e-Faisal. The influence and contribution of different factors in RTCs has been studied and hazardous road sections of Shara-e-Faisal have been identified. Based on the data analysis, an evaluation model has been suggested to reduce the hazard of RTCs on Shara-e-Faisal. The objective of the presented studies is to increase the present level of safety of road travel by reducing crashes on Shara-e-Faisal. Design/methodology/approach – Existing data of RTCs in Karachi have been analysed for the presented studies. For this purpose, Shara-e-Faisal was divided in sections of 1 km length to study the vehicle crash pattern. Location surveys were conducted to record physical conditions of this road. A cluster analysis was carried out to identify hazardous sections of the road. An evaluation model has been suggested in the end to reduce the hazard of RTCs by identifying hazardous road sections of Shara-e-Faisal. Findings – The analysis of the data revealed that the crashes were higher over weekend and on Monday. Male population, particularly young people, and motorcycle riders were the largest affectees of RTCs. In general, more daytime crashes were recorded as compared to nighttime crashes. The crashes in the mid block of the road and those involving rear-end collisions were higher. The hazardous road locations were related to poor road conditions. Statistical analysis indicated that alternate routes were required to reduce the RTC hazard on Shara-e-Faisal. Research limitations/implications – The paper is a small, but an original, contribution to identify a potential hazard which is faced by the community in the city. This is the first attempt (to the best of authors’ knowledge) to address the issue of RTCs in Karachi from an engineering view point. Practical implications – The suggested model can be employed by the authorities as a guideline to mitigate the hazard of road crashes in the country. Originality/value – The paper provides valuable information on the road traffic incidents, their pattern and contributing factors in one of the largest metropolis of Pakistan. The suggested model can become helpful in reducing RTCs in Pakistan.

PurposeThis paper aims to focus on how a public policy designed to address a social problem ultimately became the place brand.Design/methodology/approachThis paper uses a qualitative case study approach focusing on the city of Medellín, Colombia. It draws from fieldwork conducted in Medellín over 2014 and 2015, including semi-structured interviews with an array of local stakeholders.FindingsThe paper concludes that local governments should be aware that the policymaking process can become part of their branding. It also shows the importance of the continual involvement of stakeholders in the place brand process to ensure it is a sustainable brand.Originality/valueThere are limited studies which focus on how a public policy designed to address a social problem ultimately becomes the place brand. This paper shows how a public policy, social urbanism, became the branding of Medellín.

Purpose – In order to achieve reductions in greenhouse gas (GHG) emissions, it is essential that all industry sectors have the appropriate knowledge and tools to contribute. This includes agriculture, which is considered to contribute about a third of emissions globally. This paper reports on one such tool: IMPACCT: Integrated Management oPtions for Agricultural Climate Change miTigation. The paper aims to discuss these issues. Design/methodology/approach – IMPACCT focuses on GHGs, carbon sequestration and associated mitigation options. However, it also attempts to include information on economic and other environmental impacts in order to provide a more holistic perspective. The model identifies mitigation options, likely economic impacts and any synergies and trade-offs with other environmental objectives. The model has been applied on 22 case study farms in seven Member States. Findings – The tool presents some useful concepts for developing carbon calculators in the future. It has highlighted that calculators need to evolve from simply calculating emissions to identifying cost-effective and integrated emissions reduction options. Practical implications – IMPACCT has potential to become an effective means of provided targeted guidance, as part of a broader knowledge transfer programme based on an integrated suite of guidance, tools and advice delivered via different media. Originality/value – IMPACCT is a new model that demonstrates how to take a more integrated approach to mitigating GHGs on farms across Europe. It is a holistic carbon calculator that presents mitigation options in the context other environmental and economic objectives in the search for more sustainable methods of food production.

Purpose Cost of living is an important consideration for the decision-making of expatriates and investment decisions of businesses. As competition between cities for talent and capital becomes global instead of national, the need for timely and internationally comparable information on global cities’ cost of living increases. While commercial research houses frequently publish cost of living surveys, these reports can be lacking in terms of scientific rigour. In this context, this paper aims to contribute to the literature by formulating a comprehensive and rigorous methodology to compare the cost of living for expatriates in 103 world’s major cities. Design/methodology/approach A cost of living index for expatriates composed of the ten consumption categories is constructed. The results from the study covers a study period from 2005 to 2014 in 103 cities. More than 280 individual prices of 165 goods and services have been compiled for each city in the calculation of the cost of living index for expatriates. New York has been chosen as the base city for the study, with other cities being benchmarked against it. A larger cost of living index for expatriates implies that the city is more expensive for expatriates to live in and vice versa. Findings While the authors generate the cost of living rankings for expatriates for 103 cities worldwide, in this paper, the authors focus on five key cities, namely, London, Hong Kong, Singapore, Tokyo and Zurich, as they are global financial centres. In 2013, the latest year for which data are available, Zurich was the most expensive for expatriates among the five cities, followed by Singapore, Tokyo, London and Hong Kong. These results pertain to the cost of living for expatriates, and cities compare very differently in terms of cost of living for ordinary residents, as ordinary residents follow different consumption patterns from expatriates. Originality/value Cost of living in the destination city is a major consideration for professionals who look to relocate, and organisations factor such calculations in their decisions to post employees overseas and design commensurate compensation packages. This paper develops a comprehensive and rigorous methodology for measuring and comparing cost of living for expatriates around the world. The value-addition lies in the fact that the authors are able to differentiate between expatriates and ordinary residents, which has not been done in the existing literature. They use higher quality data and generate an index that is not sensitive to the choice of base city.
