Brother conviction will weigh on Honduras's Hernandez

Subject Hernandez allegations. Significance Juan Antonio ‘Tony’ Hernandez -- brother of President Juan Orlando Hernandez -- was found guilty of drug trafficking and weapons charges by a New York court on October 18. Statements made during his trial suggested the complicity of the president in large-scale drug trafficking networks operating throughout Honduras and with connections into other countries in Central America. While Hernandez has denied any connection with his brother’s illegal activities, the scandal will put mounting pressure on him to step down. Impacts Concerns about high-level corruption could weigh on the business investment in Honduras, despite ongoing US support for the government. Tony Hernandez’s sentencing will probably to lead to a further round of social protest in Honduras in January. Tony Hernandez’s conviction is unlikely to lead to the dismantling of Honduras’s well-established crime networks.

A large-scale, whole-genome comparison of CanadianNeisseria gonorrhoeaeisolates with high-level cephalosporin MICs was used to demonstrate a genomic epidemiology approach to investigate strain relatedness and dynamics. Although current typing methods have been very successful in tracing short-chain transmission of gonorrheal disease, investigating the temporal evolutionary relationships and geographical dissemination of highly clonal lineages requires enhanced resolution only available through whole-genome sequencing (WGS). Phylogenomic cluster analysis grouped 169 Canadian strains into 12 distinct clades. While someN. gonorrhoeaemultiantigen sequence types (NG-MAST) agreed with specific phylogenomic clades or subclades, other sequence types (ST) and closely related groups of ST were widely distributed among clades. Decreased susceptibility to extended-spectrum cephalosporins (ESC-DS) emerged among a group of diverse strains in Canada during the 1990s with a variety of nonmosaicpenAalleles, followed in 2000/2001 with thepenAmosaic X allele and then in 2007 with ST1407 strains with thepenAmosaic XXXIV allele. Five genetically distinct ESC-DS lineages were associated withpenAmosaic X, XXXV, and XXXIV alleles and nonmosaic XII and XIII alleles. ESC-DS with coresistance to azithromycin was observed in 5 strains with 23S rRNA C2599T or A2143G mutations. As the costs associated with WGS decline and analysis tools are streamlined, WGS can provide a more thorough understanding of strain dynamics, facilitate epidemiological studies to better resolve social networks, and improve surveillance to optimize treatment for gonorrheal infections.


Significance Although large-scale social protest in Bahrain has been cowed over the ten years since the ‘Arab uprisings’, small-scale demonstrations recur, reflecting a base level of discontent. Mobilising issues include economic pressures, limited political representation (especially of the Shia majority) and, most recently, ties with Israel. Impacts Despite protests, Israel’s and Bahrain’s respective ambassadors will keep up high-profile activity and statements. The authorities are likely to exaggerate the role of Iranian interference in order to deepen the Sunni-Shia divide. If Riyadh manages to extricate itself from the Yemen war, that could partly reduce the pressure on Manama.

PurposeCOVID-19 cases in Indonesia continue to increase and spread. This article aims to analyse the Indonesian government policies as a response in dealing with COVID-19.Design/methodology/approachThis article is a narrative analysis with the approach of a systematic literature review.FindingsThis article found that the Indonesian government responded slowly to the COVID-19 pandemic at the beginning of its spread in March 2020. The government then issued some policies such as physical distancing, large-scale social restriction (PSBB - Pembatasan Sosial Berskala Besar) and social safety net. These policies will only work if the society follows them. The society could be the key to success of those policies, either as the support or the obstacles.Practical implicationsThis policy analysis with literature review, conducted from March to July 2020 in Indonesia, provides experiences and knowledge in how to respond to the dynamic problems of public policy in dealing with the COVID-19 outbreak, especially in the context of a developing country.Originality/valueThe novelty of the article lies in the unique policy response in a diverse society. It suggests that the policymakers should pay more attention to the society’s characteristics as well as the mitigation system as a preventive measure and risk management to make clear policy in the society.

Purpose This paper aims to provide a proper understanding of corruption in the private sector, also known as the supply-side of corruption. It also presents the causes of corrupt practices and points out the corporations’ actions to mitigate corrupt behaviour in the business environment. Design/methodology/approach This study reviews the prior literature on the phenomenon of corruption in the private sector, its causes and the preventive measures that should be implemented. Findings Corruption in the private sector was associated with a firm’s interaction with the public sector, and the most common corruption in the private sector is grand corruption, which is improper contribution made to high-level public officials and politicians. The causes of corruption in the private sector can be explained from several dimensions: economy, psychosocial and legal and regulation. Preventative measures encompass both internal strategies, which are endogenous to business and external strategies like exogenous legislation and restrictions enforced by the government or outside organizations. Originality/value The efficient strategies in combating corruption need active cooperation and participation from the supply-side of corruption. Thus, this study contributes to the literature on the theoretical understanding of the corruption problem from the supply-side and responsibility play by the private sector in global anti-corruption initiatives.

Indian sea route are an easy target for smuggling and conducting of anti-national activities. Mumbai port which is the largest port in India has been a place for terrorism activities since a long time, the 26/attack which is regarded as the deadliest terrorist attack, India has ever experience, the terrorist had enter India through sea port , since 1960s the business of smuggling of gold , drugs and other luxury items is going on between Dubai to Mumbai to Gujarat . Smuggling of items like fuel, textile happening through different states. Illegal fishing is also very common, In fact after the lockdown, many states have brought in new rules and regulation in their fisheries culture /sector, even the government has introduced schemes and is investing a lot . There are many agencies and ministries at the local, state and center to coordinate among different committees and stakeholders and increase the manpower. The eastern and the western coast share their water border with several countries which support criminal activities in the region. Most of the illegal migrant enter India and leave India through these ports for instances cases of Bangladesh and Sri Lanka. India needs to strengthen its coastal security across the country. Purpose Forest insurance is a popular way to reduce the loss of forest disasters, so it is necessary to actively involve stakeholders. In the multi-agent simulation model, the government, insurance companies and forest farmers participate as three main stakeholders. The purpose of this paper is to mainly simulate the behavior of forest farmers under different environmental variables in order to find the important factors affecting the coverage of forest insurance, so as to improve the ability of forest farmers to resist risks in the face of disasters. Design/methodology/approach In the simulation process, the decision-making rule of a forest farmer’s purchasing behavior is a binary selection chain, which is created at random. Forest farmer agents who adapt to the environment will remain; on the contrary, those will be eliminated. The eliminated agents will renew their behavior selection chains through learning others’ successful behavior based on genetic algorithm. The multi-agent mode is set up on the Eclipse platform by using Java language. Findings The adjustment simulation experiments of insurance premium, insurance subsidy and forest area were carried out. According to the result, conclusions and suggestions are as follows: at present, government subsidies are necessary for the implementation of forest insurance; in the future, with the expansion of the insured forest area and the upgrading and large-scale operation of forest farms, forest farmers will be more willing to join forest insurance program, and, then, the implementation of forest insurance no longer requires government subsidies for forest insurance premiums. Originality/value This paper explores the impact of three important factors on the implementation of forest insurance.

Purpose It is widely recognized that large-scale public–private partnership (PPP) projects require an effective coordination mechanism among various stakeholders throughout the project life cycle. The purpose of this paper is to provide an insight into how this may be achieved through the leading small group (LSG), which is a distinctive informal Chinese institution for coordination among various public agencies. Design/methodology/approach An in-depth case study using secondary data and five in-depth interviews with two staff members from the developer and three government officials involved is used to probe into how the LSG functions during the various development phases of the Yangzhou Teda Waste-to-Energy project. Findings The main finding is that, conditional on its capacity, the LSG coordinated various public agencies to promote fast project implementation and ensure its smooth operation by making high-level decisions, facilitating quick permits and approvals, and mitigating the risks. However, formalization and participation from other stakeholders are needed to ensure good governance. Research limitations/implications Because it is an exploratory case study, the findings cannot be readily generalized. Further research can be done to compare the performance of LSGs in different Chinese cities and PPP projects. Practical implications It is supposed that this paper can provide implications of designing effective coordination mechanisms for managing large-scale PPP projects. Originality/value This paper provides an account of the LSG as a distinctive Chinese coordination mechanism that has been rarely studied.

Purpose This study is an effort to explore a relationship between benefits of schemes (BoS) on the job satisfaction among handloom weavers. The weavers who are engaged in this work however face lot of challenges in terms of remuneration and working conditions. The government has been immense with various schemes that cater to the work-related problems. This paper aims to understand whether work-related support can be a predictor for job satisfaction in this context. Design/methodology/approach A cross-sectional survey design was used where 335 handloom weavers randomly participated in the study. Questionnaire was administered and scale was developed and validated for the measurement of BoS by using exploratory factor analysis and confirmatory factor analysis. The effect of the benefits on the job satisfaction was investigated by using structural equation modelling on AMOS 21 platform. Findings The outcome suggested that the BoS significantly affects the job satisfaction and a possible predictor. This which was indicated by the value of r^2, i.e.0.38 at significance level p < 0.001. Research limitations/implications The study suggests a method for analyzing the schemes/policies in the light of the benefits that schemes intend to deliver. This would help in making suitable modifications in the schemes order to have wider outreach and large-scale inclusion of the beneficiaries. Practical implications The study can be useful for the policymakers to further strengthen the features of the schemes. They might work in direction of inclusion of more handloom weavers in the framework of the schemes. Originality/value The effects of the work-related policies on job satisfaction is still in nascent stage, so this work is all about exploration in that area.

Purpose As main mode of modern service industry and future economy society, the research on crowd network can greatly facilitate governances of economy society and make it more efficient, humane, sustainable and at the same time avoid disorders. However, because most results cannot be observed in real world, the research of crowd network cannot follow a traditional way. Simulation is the main means to put forward related research studies. Compared with other large-scale interactive simulations, simulation for crowd network has challenges of dynamic, diversification and massive participants. Fortunately, known as the most famous and widely accepted standard, high level architecture (HLA) has been widely used in large-scale simulations. But when it comes to crowd network, HLA has shortcomings like fixed federation, limited scale and agreement outside the software system. Design/methodology/approach This paper proposes a novel reflective memory-based framework for crowd network simulations. The proposed framework adopts a two-level federation-based architecture, which separates simulation-related environments into physical and logical aspect to enhance the flexibility of simulations. Simulation definition is introduced in this architecture to resolve the problem of outside agreements and share resources pool (constructed by reflective memory) is used to address the systemic emergence and scale problem. Findings With reference to HLA, this paper proposes a novel reflective memory-based framework toward crowd network simulations. The proposed framework adopts a two-level federation-based architecture, system-level simulation (system federation) and application-level simulation (application federations), which separates simulation-related environments into physical and logical aspect to enhance the flexibility of simulations. Simulation definition is introduced in this architecture to resolve the problem of outside agreements and share resources pool (constructed by reflective memory) is used to address the systemic emergence and scale problem. Originality/value Simulation syntax and semantic are all settled under this framework by templates, especially interface templates, as simulations are separated by two-level federations, physical and logical simulation environment are considered separately; the definition of simulation execution is flexible. When developing new simulations, recompile is not necessary, which can acquire much more reusability, because reflective memory is adopted as share memory within given simulation execution in this framework; population can be perceived by all federates, which greatly enhances the scalability of this kind of simulations; communication efficiency and capability has greatly improved by this share memory-based framework.
