Purpose The purpose of this study is to develop the Counterintelligence Strategy as a conceptual document in the field of state security of Ukraine, identifying current security threats to Ukraine, which global landscape has been significantly transformed since the adoption of the Law of Ukraine “On Counterintelligence”, is substantiated. It is proved that the provisions of such Strategy should determine the current and projected counterintelligence environment via a set of the following elements. The nature of real and potential threats in the process of implementing state foreign and domestic policy course determined by Ukraine. Sources of such threats (individual states and their intelligence agencies, terrorist organizations, transnational organized crime, etc.). Features of the identified encroachment objects of foreign intelligence agencies, terrorist and other criminal organizations, including transnational ones. Long time strategy treats like COVID-19 pandemic. Design/methodology/approach During the past decades of the XXI century, intelligence has become a crucial tool in the system of determining and implementing the foreign policy in international relations. Modern realities confirm that this political and legal phenomenon directly affects the formation of the foreign policy course of any state, the development of its geopolitical strategy and defense doctrine. Possessing a powerful apparatus for obtaining primary information, fulfillment of government orders for monitoring, evaluation, analysis, forecasting and modeling of possible scenarios of global- or regional-scale events and processes, special services take an active part in perspective and current foreign and domestic policy implementation. Findings Thus, based on the state security paradigm, which cannot be defined in the absence of threats and ensured by their complete elimination, since negative factors for state security objects will always exist, the ensuring of its development requires first of all creation of the conditions under which threats will not be able to limit its development. That is why it is necessary not only to minimize the impact of such factors on vulnerable objects, but also to create a certain “immunity” to their impact, i.e. the ability of the state security system to function effectively in spite of the negative impact. Thus, maintaining the ability to function in terms of the existing threats is the most important area of practical activity for the state security protection, as well as ensuring the legitimate interests of the state. Subject Profile of Lu Wei. Significance Led by Lu Wei, the new Cyberspace Administration of China has led a vast expansion of internet governance since February 2014. China has become more vocal on questions of global internet governance and more assertive in its international internet policy. Impacts Lu will lead policies that aim to apply to cyberspace China's trademark combination of economic openness and political authoritarianism. Lu will need to reconcile the demands of the state security apparatus with those of commercial interests calling for openness. Calls for regulation even from liberal democracies will give China an opportunity to press its case internationally. For now, the absence of an international regime will allow China to regulate its domestic internet as it wishes.


Subject The PRI National Assembly. Significance The ruling Institutional Revolutionary Party (PRI) held its National Assembly on August 12 amid rumblings of internal discontent and low levels of popular support. Members approves several key changes to party objectives and statutes, in an apparent effort to curb corruption among officials and boost accountability and inclusion. However, all eyes were focused on decisions regarding the nomination of the party's presidential candidate for the 2018 election. Impacts The government’s poor communication skills and ineffective crisis response leave it vulnerable to unforeseen challenges. Next to Lopez Obrador, Meade might appear a reliable, conservative presidential option, but his lack of charisma could let him down. Despite its problems, a PRI election win cannot be discarded; it has the largest network of supporters and resources of any party.


Significance Opposition groups are disputing whether to participate in December’s National Assembly elections. The schism between abstentionist organisations and parties that want to take part in electoral processes is nearly two decades old. It has crippled the opposition as a viable alternative to late President Hugo Chavez and his successor Nicolas Maduro. Impacts Two-time presidential candidate Capriles will be inclined to participate if electoral conditions are met. Guaido’s already waning authority and the credibility of his abstention position will be weakened by the challenge from Capriles. Crippling but ineffective US sanctions in support of Guaido provide political capital for Capriles, and also for the Maduro government.

What is an underground? Is it possible to embed this particular way of life into any definition? After all, even underground did not have the need to define itself at the beginning. The presented text represents a brief reflection of the development of underground in Czechoslovakia; attention is paid to the impulses from the West, which had a significant influence on the underground. The text focuses on the key events that influenced the underground. For example, the “Hairies (Vlasatci)” Action, which took place in 1966, and the State Security activity in Rudolfov in 1974. The event in Rudolfov was an imaginary landmark and led to the writing of a manifesto that came into history as the “Report on the Third Czech Musical Revival.”
