Taliban soldiers form core of Afghan new model army

Significance They have started by renaming the old army corps and beginning to retrain Taliban combatants. In adopting the trappings of a conventional army, they have made their men wear uniform and held military parades. The aim is to show neighbouring countries that the Taliban government is running a real state with appropriate standards for its security forces. Impacts Neighbouring states will be reassured by an army that resembles its predecessor and has no real capabilities beyond domestic security. The Taliban have limited capacity to absorb and use new equipment for now, even if some donor were willing to provide it. Limited help may be available: Chinese, Russian and Pakistan military trainers and advisers are reportedly present.

Subject The militarisation of security. Significance Lack of police capability and the scale of Guatemala's security challenges mean that the military role in combatting organised crime will continue, despite concerns. President Jimmy Morales recently announced that the military would continue to support police with domestic security. This comes as security challenges remain acute, particularly in urban areas and the northern Peten department. Impacts Peten will remain the focus point of drug trafficking activity, though extortion in urban areas will be a more pressing concern. Public pressure for a tough approach to crime means that periodic excesses by security forces will continue to be tolerated. While Guatemala faces similar security challenges to neighbouring countries, there is little prospect of increased cooperation.


Subject The militarisation of policing in Mexico. Significance On December 8, Defence Minister Salvador Cienfuegos questioned the government’s domestic security strategy, saying that insecurity and violent crime “are not issues you can resolve with gunfire”. His remarks come ten years after the launch of a military campaign against organised crime, championed by former President Felipe Calderon (2006-12). Since then, criticism has grown from the military regarding the lack of progress made in restructuring and improving the effectiveness of civilian security forces, and the apparent lack of political will to regulate the role of the army, which is still at the heart of the government’s security policy. Impacts Frustration within the armed forces will continue for the remainder of the administration as police reform makes slow progress. The forces’ continued lack of legal protection in carrying out their law enforcement duties will leave them exposed to allegations of abuse. Without strengthening the justice system's ability to keep convicts in prison, no security forces will succeed against organised crime.


Subject Smuggling in the Sahel. Significance Trade in and smuggling of cigarettes, drugs, fuel, gold, migrants, weapons and vehicles is extensive across the Sahel and with North African neighbours. These businesses are relatively lucrative in places that are otherwise underdeveloped and entail diverse interactions with local authorities, security forces and armed groups. In general, cross-border trade and smuggling occurs in regions peripheral to the centres of power in the countries concerned, and national authorities therefore have limited capacity to increase state regulation and control. Impacts Despite the war, Libya is still richer than many neighbours, so it will keep attracting migrants. Clamping down on people smuggling has made it more dangerous and increased migrant deaths. Trade and smuggling flows within the Sahel and between the Sahel and North Africa will grow.

PurposeThe purpose of the study is to investigate how the processes of exploration and exploitation have developed in parallel in the literature of organizational ambidexterity and organizational learning, since James March published his seminal paper in 1991. The goal of the paper is to provide a synthesis of exploration and exploitation based on the two areas of literature.Design/methodology/approachThe study is conceptual and no empirical data have been used.FindingsThe study advances current understanding of exploration and exploitation by building a new model for organizational ambidexterity that takes into account multiple levels of learning, perspectives from absorptive capacity and inter-organizational learning.Originality/valueThe study’s novelty lies in the creation and discussion of a synthesis of exploration and exploitation stemming from organizational ambidexterity and organizational learning.

Purpose Organizational learning is traditionally structured with conventional in-house learning models aiming to equip employees with practical skills for operational needs. In contrast, contemporary goals emphasize unstructured organizational learning provided with learning environments to facilitate employees’ formal and informal knowledge creation. Therefore, the conventional organizational learning models are facing tremendous challenges, and it is crucial to change the traditional modes of practice into a new approach of collective learning and knowledge transfer. As well, the emergence of innovative business environments and tacit knowledge-based society urges a new form of organizational learning model to cope with employees’ learning, knowledge transfer and even knowledge management. The paper aims to discuss these issues. Design/methodology/approach In this study, the authors’ team applied a typological review for systematically analyzing current organizational learning models aiming to modify and create a new collective model. Findings The new model covers the strengths of existing approaches from which the fundamental 3Ps (i.e. principles, purposes and processes of organizational learning) concept is derived from incorporating a development perspective of organizational trajectories and technological innovations. Originality/value The authors envisage that the new model can facilitate organizations to assess and adapt their organizational learning needs and orientations by applying this organic and dynamic model which emphasizes assessment in relation to the competitive environment, technological trends and organizational growth.

Purpose – The purpose of this paper is to explore cross-sector partnerships (CSSPs) from a strategic perspective to consider collaborations that are long lasting and transcend initial objectives. The authors integrate the concept of absorptive capacity (ACAP) with the CSSP literature and derive two new antecedents of ACAP, trust and goal interdependency, with relevance to this context. This work responds to a call from ACAP scholars to consider the construct in alternative settings and from collaboration scholars to employ strategy research that approaches CSSPs from a viewpoint beyond a mere transactional approach. Design/methodology/approach – This manuscript presents a thorough analysis of the process literature regarding CSSPs and the construct of ACAP to consider the importance of knowledge sharing and participatory decision making in the success of collaboration efforts. The combination of these research streams results in a refined model of ACAP to be used in the CSSP context. Findings – This manuscript provides conceptual and theoretical insights into how knowledge is acquired and exploited within CSSPs. A model for ACAP in CSSPs is proposed and suggests that two new antecedents of ACAP, trust and goal interdependence, be explored in this context through subsequent empirical research. Research limitations/implications – This type of conceptual work can benefit greatly from subsequent empirical research to test the developed propositions. This model shows considerable promise for future testing, however, and has the potential to encourage additional research into knowledge sharing and long-term success of cross-sector collaborations. Practical implications – This paper fulfills the need to apply a strategic lens to CSSPs and invites future research into the mutual organizational benefits derived from collaborations that cross economic sectors. It suggests that internal organizational mechanisms exist to be developed by managers that have the potential to enhance a firms ability to recognize the value of external knowledge, acquire it, and transform it for commercial and/or social objectives. Social implications – As collaborations across economic sectors are proving vital for addressing complex social needs, this manuscript provides a new model to serve as a guidepost for successful partnerships. Originality/value – This manuscript fulfills a need to integrate strategy scholarship with CSSPs that transcends the heretofore transactional perspective. Through an exploration of the literature, a new model for ACAP is proposed including two new antecedents, trust and goal interdependence, with application to the context of cross-sector collaborations.

Purpose Organizational democracy is the new model of organizational design for a Democratic Age, and out of this new model grows a freedom-centered and healthy climate. Democratic management is a key to greater organization success and a necessity to gain higher levels of performance and innovation. The purpose of this paper is to explore the antecedents and consequences of organizational democracy in an Iranian context. Design/methodology/approach Statistical population includes the employees of the Gas Company of Isfahan Province. For data analysis, 263 accurate completed questionnaires are used. Structural equation modeling is applied to investigate the relationship between the research variables. Findings The findings showed that some types of organizational culture (i.e. self-criticism, team, and participatory culture) (β=0.33); and some dimensions of organizational structure (i.e. decentralization, flat hierarchy, and less formalization) (β=0.55) as antecedent variables have a significant direct effect on organizational democracy. Also, organizational democracy has a significant direct effect on human resources outcomes consist of organizational commitment, self-efficacy, and improving work relationships (β=0.64); and organizational outcomes consist of organizational learning and organizational agility (β=0.96). Originality/value Despite years of encouragement from consultants and theorists, managers have generally shown little interest toward democratic process as a system of decision making and management in organizations. This study proposes a comprehensive model for identifying the antecedents and consequences of organizational democracy. Most studies in this field are theoretical rather than empirical. But, in this research, the proposed relationships are examined empirically.

Purpose The purpose of this paper is to analyze the current state of fabrication laboratories (Fab Lab), an international network of digital laboratories, which provides new technological tools for digital manufacturing that can be used from individual users, to small businesses and schools. The aim is to understand similarities and differences of skills, technologies used and customers served among the main European laboratories (Italy, France, Germany, the Netherlands and Spain) and the American ones. Design/methodology/approach Data from European and American Fab Labs were collected using a questionnaire survey performed on a total sample of n=493 Fab Labs. The administration of the survey took place through e-mail; 73 Fab Labs participated to the survey, reaching a total response rate of 14.81 percent. Findings The results show that Italian laboratories are characterized by ample space available, but limited capacity for investment in machinery and technology. European Fab Labs are similar to the Italian Fab Labs, while the American ones are more heterogeneous in size. However, a fact that emerges clearly from the results is how American Fab Labs are more important realities than European ones in terms of turnover and investments. They are more similar to businesses with an independent financial support. Originality/value The novelty of the study resides in the issue considered and the experimental techniques used. Some qualitative case studies have been developed in the field, but no previous quantitative analyses have been developed on a large sample of Fab Labs, developing comparisons between European and American realities of these digital laboratories.


Significance The government claims opposition factions linked to Guaido are behind the upsurge of ‘GEDO’ violence (Grupo Estructurado de Delincuencia Organizada, or Structured Organised Crime Group). Efforts by security forces to ‘stabilise’ GEDO-dominated communities may portend an upsurge in state violence. Impacts The Haitian president’s killing has strengthened the government narrative of externally orchestrated mercenary warfare. Concerns about state decomposition in Venezuela will add urgency to international efforts at successful dialogue. An already weakened Guaido is on the back foot following Guevara’s arrest and lacks the authority to enforce any negotiated outcomes.
