Neighborhood by neighborhood: community policing in a rust belt city

Purpose The purpose of this paper is to examine citizen satisfaction with police services and perceived safety using survey research in two high crime neighborhoods. Problem-oriented crime deterrence strategies were used in one neighborhood, the other served as a control group. Design/methodology/approach Mixed-methods approach was used to measure the effectiveness of problem-oriented approaches in persistent high-crime areas. Pre- and post-intervention surveys were conducted by sampling addresses in both neighborhoods and analyzing results. Findings No between-neighborhood differences were reported regarding the satisfaction with police services or improvement in perceived safety. Originality/value These findings suggest that this deterrence strategy is a promising approach to reducing crime while not damaging community perceptions. However, departments must vary place-based strategies, and prevention is difficult given historical contexts, the absence of credible community partners and limited resources in a declining city.

Purpose The purpose of this paper is to add to the literature on Taiwanese policing in three regards: employing multiple measures of satisfaction with police services; including analysis of the effects of differing neighborhood contexts; and examining both individual and district-level measures simultaneously to deepen our understanding of influences on citizen satisfaction with police services. Design/methodology/approach Data for the study were obtained from a random-stratified sampling telephone survey of 1,806 residents in metropolitan Taipei, which is located in the Northern part of Taiwan Island, during May of 2014. Given the fact that these residents were nested in 41 districts in metropolitan Taipei, hierarchical linear modeling was employed to examine the effects of both individual and district-level factors on satisfaction with police services simultaneously. Findings Results indicate that, among neighborhood context variables, mean levels of victimization, fear of crime, and perceived disorder erode citizen satisfaction with police. In contrast, collective efficacy produces a positive effect on the perception of police performance after controlling for demographics. With respect to those district-level variables, citizen/police ratio, the total crime rate/100,000 habitants, and the average of household income significantly impact public assessment of police services. Originality/value Only limited empirical research has examined neighborhood context effects on residents’ satisfaction with policing services, and virtually no such research has been carried out by examining individual and contextual-level factors at play simultaneously in Taiwan. This research fills this gap.

Purpose Drawing on an outside-in marketing perspective, this paper aims to outline the development, implementation, evaluation and reflection of a real-world entrepreneurship education (EE) intervention with cognitive, affective and ultimately behavioural objectives. Design/methodology/approach A specific and uniform EE program specifically targeted to current “would be” entrepreneurs who were investigating the franchising business model was developed, focusing on the behavioural outcomes. The effectiveness of the EE intervention was evaluated using a quasi-experimental research design, which involved franchisees who had not participated in the EE intervention (control group) and franchisees who had participated in the EE intervention (experimental group). The administration of the national on-line survey yielded a total of 520 responses (194 in the experimental group and 326 in the control group). Findings The planning process in the pre-intervention stage included situation analysis, objective setting and decisions in relation to the communication strategy, i.e. content and mode. The effectiveness of the EE intervention was evaluated in the post-intervention stage. The findings indicate that EE intervention resulted in participants’ positive cognitive, affective and behavioural outcomes such as performance and relationship management. Finally, following a reflection process, additional elements covering topics related to work-life balance were incorporated into the module pertaining to an individual’s suitability to become a franchisee. Originality/value This paper proposes a conceptual framework that represents an outside-in EE approach whereby problems, audiences, objectives and communication strategies (content and method) are strategically intertwined to produce relevant, measurable and diagnostic behavioural outcomes. The EE intervention can also improve the B2B relationship between actors in a business network.

Purpose – The purpose of this paper is to examine citizens’ perception of police in India, particularly the authors examine the factors influencing citizen satisfaction with the police in India. Design/methodology/approach – Using survey data collected from the residents in a neighborhood of the capital city and from the passengers on a 41-hour-1,281 miles journey traveling from the northern part to the southern part of the country and return via Indian Railways, this study empirically analyzed citizens’ perceptions of police and factors that accounted for the variation in Indian citizens’ assessment of police. Consistent with the literature, this study integrates a broader range of explanatory variables to explain citizens’ perceptions toward police, including demographic characteristics, views about professionalism in police, police performance, fairness, police corruption, and citizens’ perceptions about their safety in their neighborhood. Findings – Older citizens reported higher satisfaction with the police. Among the contextual characteristics, the authors find a positive relationship between perceived police performance, fairness, professionalism, and citizen satisfaction with police. As expected, perceived police deviance is associated with lower citizen satisfaction with police. Practical implications – Findings of the study provide Indian police administrators with important references and directions to improve police performance and move to increase citizen satisfaction about police. It also adds to the limited literature on citizens’ perceptions of the police in India. Originality/value – This study is an attempt to systematically assess the citizens’ perception of police in India. The researchers believe that this as an original contribution in the body of criminal justice research, particularly to the scholarship on policing in India. Moreover, the examination of citizens’ satisfaction of police highlights their detailed views about professionalism of police, police performance, corruption, fairness and their perceptions about the safety in their neighborhood.

PurposePersonalized price promotion (PPP) is a marketing instrument that addresses the limitations of untargeted promotions by tailoring the offers to individual customers based on their purchase histories. Current evidence on PPP is limited to its immediate effects on buying behaviors at grocery stores and food companies' economic benefits. Moreover, little is known about the role of consumer characteristics in determining how effectively this promotional tool works. Hence, we aim to assess the effectiveness of PPP in promoting healthy fast food and which consumer-specific factors affect its performance.Design/methodology/approachThe authors conduct a laboratory experiment to examine the effects of personalized and non-personalized coupons for lower-calorie fast food menus on food and calorie selection. The coupon personalization is based on participants' menu choices, calorie needs and deal proneness. The authors additionally investigate how post-intervention changes are influenced by consumers' estimation of their selected calories, and their attitudes toward nutrition.FindingsRecipients of personalized incentives are more likely than participants in the control group to redeem the offered coupons, select more healthy items and reduce their selected calories. Such changes are less likely among participants underestimating the calorie content of their menu choices and perceiving higher barriers to healthy eating. Personalized coupons perform better even among subjects receiving lower discounting levels than the control treatment.Originality/valueAs the first to evaluate the effectiveness of PPP in encouraging healthy food choices, this study highlights the potential of this cutting-edge price intervention and provides valuable implications for future research.

Purpose – The purpose of this paper is to evaluate and compare the effectiveness of two intervention formats of the Positive Parenting Programme (Triple P) – Level 4 Group Triple P (TP) and brief parent discussion group (DI) with the waitlist control group (WL). Design/methodology/approach – Participants included 91 Chinese parents with preschool children in Hong Kong from eight preschools, who were randomised into the two intervention conditions (TP and DI) and a waitlist control group (WL). Parent participants completed measures on child behaviours and parenting stress before and after intervention. Findings – Results indicated that there was a significant decrease in post-intervention child behavioural problems in the TP group, with a medium effect size when compared to the WL group. There was a decrease in post-intervention child behaviour problems in the DI group, compared with the WL group. No significant difference was found in post-intervention child behaviour problems between the TP group and the DI group. Practical implications – The positive results in the present study support the extension of the implementation of Triple P interventions to the preschool setting in Hong Kong. The effectiveness of the brief parent discussion group in reducing parental report of child behaviour problems provides preliminary support for its potential as a universal preventive parenting intervention in the local context. Originality/value – The study was the first evaluation of the Level-4 Triple P programme in a local school context as well as the first evaluation of effectiveness of the brief parent discussion group in the local context at the time of the study.

Purpose There are a number of individual and contextual variables that influence public opinion of the police but we know little about the public opinion regarding state law enforcement agencies. Prior studies involving municipal police and other criminal justice agencies indicate that the perceptions of procedural justice, or fair treatment, are important predictors of citizen satisfaction with police services. The purpose of this paper is to examine whether individuals who perceive procedurally just treatment during their contact with a state patrol officer improve the levels of satisfaction with the state patrol. Design/methodology/approach This paper presents the results of a public opinion study (n=846) regarding the Colorado State Patrol conducted in 2009. A subsample of 393 individuals who had contact with the state patrol and were further surveyed about their contact with the officer. Logistic regression models were used to examine individual- and contextual-level variables influence satisfaction with the state patrol and whether this relationship was mediated by the perceptions of procedural justice. Findings The authors found that individuals who perceive higher levels of procedural justice expressed higher satisfaction with the state patrol. Females, older respondents, and non-white respondents expressed greater satisfaction, as well as those who had voluntary contact or were not arrested. More importantly, procedural justice mediated the effect of involuntary contact and arrest on levels of satisfaction, and while non-white respondents were less likely to experience procedural justice, when levels of procedural justice are controlled for, they have higher levels of satisfaction. Originality/value The findings emphasize the significance of citizen perceptions of procedural justice during contacts with members of the state patrol. The current study contributes to our knowledge of procedural justice and citizen satisfaction with police encounters given previous research on citizen satisfaction with police focuses almost exclusively on local-level agencies, and research on procedural justice asks the respondents almost exclusively about the police in general.

Purpose – The purpose of this paper is to evaluate provider outcomes in response to two modes of suicide prevention training (e-learning and in-person) and a control group. The Collaborative Assessment and Management of Suicidality (CAMS) was adapted for e-learning delivery to US Veterans Administration mental health providers. Outcomes include: self-evaluated beliefs, ability, and self-efficacy in managing suicidal patients. Design/methodology/approach – This study used a multicenter, randomized, cluster design to test the effectiveness of e-learning vs in-person conditions CAMS for changes in provider outcomes. Findings – Survey scores showed significant improvements for both the e-learning vs control and the in-person vs control between pre-intervention and post-intervention; however, the e-learning and in-person conditions were not significantly different from each other. Research limitations/implications – Limitations of the study include that there were drop-outs over the study period and the survey questions may not have captured all of the aspects of the CAMS training. Practical implications – Results suggest that e-learning training modules can provide comparable outcomes to in-person training for suicide prevention. Social implications – More providers may have accessible training materials for managing suicidal patients. Originality/value – Currently practicing providers now can choose between two equivalent training modalities for improving the management of suicidality in their patients.

Purpose The use of exercise as an intervention to improve health in the general population is well documented. The purpose of this paper is to explore whether an exercise referral scheme can be an effective health promotion tool for male prisoners in Ireland, presenting with mental health symptoms. Design/methodology/approach This mixed methods study with a pre- and post-intervention design was conducted in Mountjoy Prison, Dublin, which has a capacity for approximately 790 prisoners. Reliable and validated symptom assessment scales were used to assess levels of depression, anxiety, stress, self-esteem and anger amongst a sample of 40 prisoners pre- and post-intervention. The scales used were the Depression, Anxiety and Stress scale or DASS-42 (Lovibond and Lovibond, 1995), the Novaco Anger Scale (Novaco, 1994), the Rosenberg Self-Esteem Scale (Rosenberg, 1965) and the Zung Self-Rated Anxiety Scale (Zung, 1971). Semi-structured interviews were also conducted with a subset of the participants post-intervention to further test and contextualise the symptom ratings. The data gathered from the self-rating scales were imported into SPSS 22 for statistical testing for significance. Wilcoxon’s signed-rank test was then used to measure significance of changes. Thematic analysis was performed on the qualitative data. Findings In the post-intervention, significant levels of improvement were achieved in the levels of depression, anxiety (DASS), anxiety (Zung), stress, anger, and self-esteem for 29 of the 30 prisoners who completed the study. The incidence of normal mood scores rose from 33 to 90 per cent after the intervention; the incidence of extremely severe scores for anxiety changed from 40 to 7 per cent, severe stress scores changed from 27 to 3 per cent, normal stress levels rose from 17 to 73 per cent, marked anger ratings reduced from 40 to 3 per cent and low self-esteem levels reduced from 20 per cent of participants pre-intervention to 7 per cent post-intervention. In the main, participants perceived the experiences and outcomes of the intervention positively. Research limitations/implications There are some limitations to the design of this study. Operational circumstances within the prison at the start of this study prevented the authors from accessing a larger sample. A control group would add greatly to the study but this was not possible within a single prison setting. The possible influence of extraneous variables such as increased attention and social contact, and more time out of one’s cell may have contributed to improved symptom scores as much as the exercise intervention in this study. This possibility was recognised from the outset but the authors proceeded because the aim was to test if an exercise referral package (and all that inevitably goes with that) would make a difference for symptomatic prisoners. Practical implications The organisation and smooth running of the intervention and the positive results therein underpinned the practicality of this project. The significantly positive results contribute new knowledge to the profile of Irish male prisoners’ mental health. Social implications This study could be the foundation for a larger study or set of studies which should include a control group and one or more female prisoner cohorts. The impact of positive changes in prisoners’ mental health on the prison staff and environment could also be researched. This type of study could lead to important social implications in relation to its impact on prisoner rehabilitation. Originality/value This study was the first of its kind to explore the effectiveness of exercise referral as a health promotion intervention for Irish male prisoners presenting with mental health symptoms.

Purpose – The purpose of this paper is to compare the effectiveness of directive programmes led by professionals where parents were taught specific parenting knowledge and strategies (Triple P – Positive Parenting Program) and non-directive parenting programmes in the form of mutual-aid support group as a universal prevention programme. Design/methodology/approach – This study employed a randomised controlled trial design. Participants included 92 Hong Kong Chinese parents with preschool children recruited from eight kindergartens and a local church. They were randomised into Group Triple P, non-directive group and control group. They completed measures on their perception of child behaviour problems and their parental stress before and after intervention. Findings – At post-intervention, results indicated significantly greater decrease in child disruptive behaviours among participants in the Triple P group than those in the non-directive group and control group while no significant group difference was found between the latter two groups. No significant difference was found in post-intervention parental stress level among the three groups. Originality/value – This study provides empirical evidence to demonstrate the effectiveness of a directive parenting programme vs a non-directive one.

Purpose The purpose of this paper is to evaluate the effect of the planned pre-electroconvulsive therapy (ECT) family teaching on depression, anxiety and stress of caregivers of patients with mental disorders receiving ECT. Design/methodology/approach In this quasi-experimental study, 130 participants were randomized allocated into intervention or control groups. The planned family teaching program consisted of four 90 min sessions held during four weeks. Assessments occurred at pre-intervention (one week before the first session), and post-intervention (one months after the four session). Data were collected using demographic questionnaire and Depression, Anxiety and Stress Scale (DASS-21). Mean comparisons were performed using Student’s t-test while effect sizes were estimated by Cohen’s d coefficient. The significance level was considered less than 0.05. Findings The mean scores of the depression, anxiety and stress levels in the intervention group were significantly reduced compared to the control group (p=0.001). Originality/value The family pre-ECT teaching intervention and counseling decreased the depression, anxiety and stress level of family caregivers of patients with mental disorders receiving ECT and the maintenance of other favorable conditions at baseline. These results suggest that even a short-term educational intervention for family members of patients received ECT can improve emotional outcomes of treatment in the family.
