Purpose This paper aims at a qualitative investigation and analysis of the complicated situation of the four German Political Foundations (GPFs) – Friedrich Ebert Foundation, Konrad Adenauer Foundation, Friedrich Naumann Foundation and Hanns Seidel Foundation – as actors of democracy assistance in Egypt post 25 January 2011 revolution. It explores the relation between the restrictive political circumstances and the weakness and potential failure of the GPFs while considering their internal structural and operative misconducts as intervening variables. Design/methodology/approach The researcher uses the qualitative research method and its interpretive practices of data collection. The backbone of this study are the field visits and extensive interviews with the resident representatives of the GPFs in Egypt, and the representatives of the international departments of their headquarters in Germany. These interviews were complemented by further interviews with members of related organizations in Germany, as well as Egyptian professors, diplomats and experts on Egypt and the broader Middle East. The interviewing method is semi-structured in nature and audio-recorded. In Germany, interviews and information were gathered throughout a four-month field-research stay in Germany. Findings The paper concludes that the restrictive regime and political limitations were determining variables undermining the success of the GPFs in the area of democracy assistance in Egypt post 2011 revolution, while the GPFs’ own operative malfunctions and lack of adaptation to the political reality post 2011 were contributing factors in the process. Research limitations/implications Owing to security concerns and trust issues, many interviewees were reluctant to give information openly and freely; also requesting complete anonymity in the study. Some information and documents were denied to the researcher out of security concerns. Originality/value The added value of this paper lies in the qualitative research, investigations and personalized views on the functions and situation of the GPFs as international actors of democracy assistance in Egypt post 25 January 2011 revolution, considering the restrictive political landscape in which they exist. The study can assist scholars and researchers who explore the processes of democratization during transitional periods and the harsh grip of restrictive regime.

PurposeLittle research into organizational learning in the public sector in developing countries' is known. In this paper, the authors investigated the context of organizational learning in the public banks in Egypt.Design/methodology/approachAn ethnographic field research was employed by spending a month inside each of two public banks in Egypt. The ethnographic experience was operationalised by using direct observations of learning processes, procedures and practices, semi-structured interviews with learning specialists and focus group discussions with bankers. The authors used thematic analysis to determine the main themes in the previous data collection methods of ethnographic approach.FindingsThe findings confirmed a lack of clear focus for the organizational learning practices employed by the banks, which highlights issues of seriousness in undertaking and/or tackling organizational learning, and increased doubts in relation to the added value of the different forms of formal trainings bankers participate in. To enhance the culture and maintain effective functioning of formal organizational learning, the authors suggest considering the following three categories of barriers: purpose-related barriers, implementation and evaluation barriers.Originality/valueDespite the generalisability caveats associated with the organizations studied, the authors believe that this paper contributes to the existing theory of organizational learning as it provides insights and understanding on the purpose, frame, conduct and results of organizational learning in the public sector. More specifically, the study is unique and is different from previous relevant studies as it relies on ethnographical approach in exploring how organizational leaning practices are perceived in public banks in developing countries.

PurposeThe historic city of Shiraz, in the south of Iran, is renowned for its monuments and its remarkable macro skyline, which has been destructively affected by the rapid urban development. This research proposes a systematic historical analysis, which can discover the driving forces behind the evolution of the macro skyline of Shiraz, in the past as well as contemporary times.Design/methodology/approachThe proposed general framework of the methodology is constituted of systematic historical mapping and documentation, which is based on a desk study and field research. Moreover, by means of this methodology, different layers and driving forces of shaping the urban macro skyline are extracted.FindingsThe outcome demonstrates 12 driving forces or contributing factors behind the evolution of the urban macro skyline. Based on the results, it is concluded that there was a shift in the subject and content of driving forces during the last century that has contributed to the destructive effects on the silhouette of Shiraz in turn.Practical implicationsIt is suggested that the proposed comprehensive method, which is based on the historical analysis and the field survey, can be applied as a documentation platform. It is believed that the analysis and the extraction of driving forces can facilitate future urban landscape management plans as well as possible impact assessments.Originality/valueMany studies rely on the analysis of historical data in landscape assessment. Nevertheless, this research develops an innovative historical analysis, which identifies the driving forces behind the evolution of the urban macro skyline over time.

Abstract The international community is as ubiquitous as it is elusive and its universalist pretensions remain unchallenged in political and academic discourse. In response, this article turns to Bottici's work on political myths. Against the notion of myths as falsehoods, we argue that they create their own sphere of shared social and political reality. The analysis centres on the case of Cambodia, a country that served as an experiment of liberal interventionism. It draws on archival and field research on two consecutive international interventions, a review of public statements by international actors, and interviews with Cambodian actors and activist. We argue that to understand the ideas actors use to orient themselves as they press for change, it is necessary to consider how decades of engagement with the myth have shaped the political imaginary. Our empirical analysis points to three different phases in the use of the myth: Its production during UNTAC, the reinforcement of its narratives through subsequent legal, aid and development interventions, and finally its contemporary use in a post-liberal context. We observe that Cambodian actors increasingly engage the myth to question the terms of transnational cooperation for democracy. Our work has implications for assessments of the legacies of liberal peacebuilding.

PurposeResponsible innovation (RI) and social innovation (SI) are two fields of innovation study experiencing burgeoning policy, practice and research interest. Despite this rapid rise in popularity, the scholarly literature in these two related areas of innovation study remains quite separate, stymieing the growth of shared research insights. The purpose of this paper is to propose a pragmatic, process-based framework that lends itself to advancing systematic research in both fields while retaining their distinct identities.Design/methodology/approachThis conceptual paper outlines an analogy-inspired framework that builds on the logical thinking put forward by Philosopher Willard Van Orman Quine in 1962. It focusses on key processes that cross-cut both fields.FindingsReflexivity, collaboration and design are identified as three broad core processes that span both the RI and SI fields and form the basis of an integrative framework that highlights the scope for cross-field research pollination.Originality/valueThe literature that draws these two fields together is virtually non-existent. The paper uses analogy to facilitate awareness of the parallels between these two areas of innovation study. The integrative framework put forward in the paper is of value for advancing cumulative research in innovation fields of critical importance to the society.

Purpose The purpose of this paper is to tackle the issue of store brand equity by considering two store brand’s positioning strategies: those with high perceived added value (the organic store brands), as opposed to economic brands. It takes place in the current environmental considerations showing the important role played by the packaging in determining the store brand equity. Design/methodology/approach A PLS Path model divided into four sub-models enables the authors to make specific predictions about customers’ purchase intentions. It also provides a concise operational calculation of the brand equity of each studied store brand. Findings Results show that economic brands build their equity with reinforced packaging, and organic brands maximise their brand equity by using simple packaging. In general, reinforced packaging improves the perceived quality of economic store brands but destroys that of organic brands. The calculations of overall equity scores for each studied store brand reveal that economic brands could benefit from further development whilst organic brands already maximise their equity. Practical implications Results will enable large retailers to develop effective campaigns focussing on perceived quality and more specifically by designing packaging that are suitable for the positioning of their brands – a simple packaging for organic brands and a reinforced packaging for economic brands to maximise customers’ value. Originality/value This is one of the first studies to deepen the store brand equity, comparing two contrasting types of brands, by studying specifically variations of the levels of customers’ perceived quality depending of two types of packaging.

Purpose – Studies in teacher research have seldom discussed the effects of writing publications and teachers’ views on it. This paper aims to examine how teachers in China regard the purpose of writing up research papers and its impact on their professional practice. It also investigates facilitating factors in preparing and writing publications. Design/methodology/approach – This is a qualitative study which mainly analyses interview data gathered from 14 teachers, who have experience in writing publications, from three schools in Shanghai, China. Documentary analysis includes selected published journal papers and book chapters of the interviewees. Findings – Findings show that teachers perceive producing publications as serving both an instrumental purpose of career advancement and a developmental purpose of enhancing their individual professional competency which in turn improves the quality of the teaching profession through knowledge transfer and knowledge transportation. Research limitations/implications – Contributing factors to help teachers to write include the provision of systematic training courses for teachers and the development of network and research partners. Originality/value – Findings of this study help school leaders and teacher educators better their understanding of improving the quality of practice of teachers through equipping them with a “stance of inquiry”. Findings suggest ways to provide relevant support to enhance the writing capacity of teachers. More importantly, a revision of the existing teacher promotion system may make the practice of writing publications of more direct value to teachers’ daily practice.

Purpose – To translate theory into a practical tool, the purpose of this paper is to provide a conceptual framework for the development of social marketing strategies to modify event attendee behaviour in a sustainable direction. Design/methodology/approach – Consumer value is synthesised with social marketing and consumer behaviour theory to develop the framework. A major problem for festivals (throwaway tents) and current pro-environmental practices are used to determine the framework's applicability. Findings – The conceptual framework suggests that achieving desired behaviour(s) within an audience requires consideration of the added value at the downstream level, strategies that recognise offsite/onsite behaviour settings, engagement of upstream advocacy and more attention to the evaluation of success. Research limitations/implications – A single low-involvement behaviour example is used to validate the conceptual framework suggesting further work is needed to widen tests of its applicability. Originality/value – This paper synthesises theory into a framework that has significant potential as a tool to develop behavioural change strategies at events.

Purpose – Qualitative research has made important contributions to social science by enabling researchers to engage with people and get an in-depth understanding of their views, beliefs and perceptions about social phenomena. With new and electronically mediated forms of human interaction (e.g. the online world), there are new opportunities for researchers to gather data and participate with or observe people in online groups. The purpose of this paper is to present features, challenges and possibilities for online ethnography as an innovative form of qualitative research. Design/methodology/approach – Ethnography is about telling a story about what happens in a particular setting or settings. In order to do this online, it is important to revisit, adopt and adapt some ideas about traditional (offline) ethnography. The paper distinguishes online ethnography from other types of research. It draws some generic features of online ethnography and identifies challenges for it. With these ideas in mind the paper presents and provides a reflection of an online ethnography of software developers. Findings – Online ethnography can provide valuable insights about social phenomena. The paper identifies generic features of this approach and a number of challenges related to its practice. These challenges have to do with to the choice of settings, use of online data for research, representation of people and generation of valuable and useful knowledge. The paper also highlights issues for future consideration in research and practice. Practical implications – The ethnography helped the researcher to identify and address a number of methodological challenges in practice and position herself in relation to relevant audiences she wanted to speak to. The paper also suggests different orientations to online ethnography. Lessons learned highlight potential contributions as well as further possibilities for qualitative research in the online world. Originality/value – Online ethnography offers possibilities to engage with a global audience of research subjects. For academics and practitioners the paper opens up possibilities to use online tools for research and it shows that the use of these tools can help overcome difficulties in access and interaction with people and to study a diversity of research topics, not only those that exist online. The paper offers guidance for researchers about where to start and how to proceed if they want to conduct online ethnography and generate useful and valuable knowledge in their area of interest.

Purpose The aim of this paper is to characterize how innovation may happen through cross-functional teams (CFT) in an organization of the public sector. Design/methodology/approach A case study helped to characterize several behavior patterns, team structures and respective links with generating innovation in internal processes and public answering contexts. Findings The results highlight that formal-temporary teams present a higher capacity to generate incremental innovation in products, whereas permanent-informal teams have a higher capacity to generate innovation in the internal processes and public answering contexts. Research limitations/implications The limitations of this research relate to the fact that this is a single case study, and although it is an important case to examine innovation and CFTs, by its very nature, it is not possible to extend and generalize the obtained data to other organizations. The evaluation of its propositions was merely qualitative, and future research is needed to validate its characteristics. Practical implications Several settings of CFTs are presented, as well as their ability to generate different types of innovation, such as the computerization of documents, petitions and papers, which decreases the time to answer the taxpayer. Moreover, CFTs can help to create products, such as computer programs that can be used not only locally but also in several public organizations related to tax management. Originality/value The field research provides the perceptions of the respondents regarding CFT characteristics that can lead to specific types of innovation, as well as the types of products or services that can be generated by these processes.

Purpose – The purpose of this study is to ascertain the control role of independent non-executive directors (INEDs) in Malaysian public listed companies (PLCs), as prescribed in the Malaysian Code on Corporate Governance (MCCG).The MCCG (2000) requires substantive involvement of INEDs on the audit, nomination and remuneration board sub-committees. The study also examines the effectiveness of INEDs in discharging their monitoring roles in these sub-committees. Design/methodology/approach – A qualitative research design consisting of a series of interviews with board members of Malaysian-owned PLCs on the board of Bursa Malaysia was used. Findings – Interviews with 27 company directors reveal that, due to their independence, INEDs are crucial in safeguarding the interests of smaller investors if situations arise in which shareholders’ interests may be threatened. The interviews also disclose that the audit committee possesses the most authority among the sub-committees, as it derives its power not only from the Listing Requirements but also from statute, as well as being involved in areas of the company not traditionally associated with the committee. The study also reveals the differences in opinion between executive directors and INEDs with regard to the extent of INEDs’ effectiveness. Research limitations/implications – This research utilises interviews. Generalisation may be an issue when interviews are used as the method of inquiry. In addition, the sample is not random, as access to many directors is dependent on recommendations. In addition, the respondents have been consciously selected to cover various board positions, including independent and non-independent directors. Practical implications – The findings from this research suggest that INEDs are able to discharge their responsibilities in overseeing the conduct of executives and protecting the interests of investors. In addition, the interviews disclose that the effectiveness of INEDs depends on how non-executive directors view INEDs being on the board. Rather than focusing solely on their control role, INEDS are expected to have a more proactive and progressive role in ensuring sustainable growth and the expansion of the business entity. Originality/value – There are limited studies using qualitative research design in investigating the effectiveness of INEDs in the control role of the board in developing countries. Prior studies were predominantly based upon the experience of Western economies.
