Hong Kong’s response to COVID-19: a glance to the control measures and their enforcement

Purpose This study aims to examine Hong Kong’s responses to COVID-19, arguing that Hong Kong’s relatively low infection rate is due to self-discipline of citizens together with the enforcement measures introduced by the government. Design/methodology/approach This study reviewed the government policy announcements and the prevailing scholarly analyses on Hong Kong society during COVID-19. Findings It starts by examining the partial lockdown and control measures since mid-January, and the roles of different government units in enforcement were examined and assessed. Suppression of viral outbreak in Hong Kong should primarily be attributed to the appropriate lockdown and quarantine actions of the government. Originality/value However, outperformance of the frontline professionals and the highly aware, self-disciplined and mutually aided citizens in the community are also the key to the “interim success” by June 2020 in the highly accessible and densely populated city.

Purpose This paper, aims to contribute to the wider project of understanding the production of knowledge about crime and justice and, “to cultivate and sustain a reflexive awareness about the conditions under which such knowledge is (or is not) produced” (Loader and Sparks, 2012, p. 6). In reviewing the core issues and concerns about crime and control from the 1980s as articulated in these research dissertations, the authors seek to be self-reflexive about academic criminology as a field of enquiry in Hong Kong. Design/methodology/approach In this research, 209 dissertations, completed between 1988 and 2015, are categorized on the basis of the main subject or theme of investigation carried out by each of the research paper. Findings and originality/value This discussion is among the first and few attempts to look at the development of criminology in the Hong Kong China region and draws from the unique perspectives of practitioners – those working on the front lines – in their attempts to understand crime and its control with a criminological imagination.

Purpose COVID-19 (C19) has been destroying the world's health and emergency response system for almost the past year. Policymakers and health practitioners are trying their best to save the public through various policy development and initiatives in this regard. This study aims to examine the containment measures and their impacts on Australia's C19 situation in Australia's COVIDsafe app background. Design/methodology/approach This study investigates the role of the Australian Government's (AG) Health Containment (HC) and Stringency response (SR) in combating the C19 situation in Australia. The time horizon has been taken from January to October 2020 and applied Linear Regression with graphical demonstration analysis by STATA-18 version and MS Word chart features. Findings By applying linear regression and graphical demonstration, statistics revealed that AG made various policy developments during the C19 pandemic. However, due to inconsistent and unsustainable measures, the second C19 wave hit Australia much harder than the first wave. COVIDsafe app has been a vital AG in this regard; however, it did not show its progress during the second wave due to privacy issues. After the more focused and aggressive research and development measures, AG overcame the App drawbacks and controlled the situation, demonstrating 92% recovered statistics from C19. Practical implications The study concludes that AG should enforce many prudent policy measures and distinct E-government features in the COVIDsafe app and make it secure so people will use it in probable forthcoming C19 waves. Originality/value This study has examined the Government of Australia's containment measures in the background discussion of the COVIDsafe app.

Purpose The purpose of this paper is as follows: first, to analyze the opinion of the civil servant or payroll personnel towards the payroll system that currently used by the government. Second, to investigate the control measures currently exist in the payroll system and third, to examine any loopholes that may create opportunities for fraud to occur in that payroll system. Design/methodology/approach This study involves a survey of questionnaires to the department’s personnel that act as respondents. One government department has been selected as a case study in this research. This study was focussing on the payroll administration unit that responsible for all personnel payroll operation and administration. Findings The study concludes that payroll system has equipped with the security and control characteristic. However, there is still a risk of fraud due to some internal control weaknesses in the system. Thus, the awareness about the control and security of the system should be given priority so that the staffs will understand and aware about it. Research limitations/implications The study provides some evidence to indicate a weak and ineffective control measure in the payroll system that may lead to the fraud. Thus, by detail examination of the problems, the prevention and corrective action can be done in combating fraud. However, this study suffered from the small number of samples and limited access to the relevant documents due to confidentiality of the data. Practical implications This study reveals that there are a few key internal control points that can be enhanced to facilitate better protection of payroll expenses in combating fraud in the government department. These include clear segregation of duties, stricter approval process and highly protected personnel information. In addition, adoption of whistleblowing channel, established internal audit function and severe punishment to the wrongdoers also can be implemented. Originality/value This study is original as it examines fraud and malpractices issues that specific for payroll department in the government department that rare in literature.

Purpose – The purpose of this paper is to explore the leadership implications of a mutual health service in National Health Service (NHS) Scotland. Design/methodology/approach – Analysis of extant government policy and suggestions of leadership considerations for practice. Findings – Moving towards a mutual health system will require new ways of thinking about health care and existing leadership practices in NHS Scotland. The leadership implications at the strategic, operational and tactical levels of delivery in NHS Scotland will need to be thought through. At present, it is not clear how this will be done, either from the available health-related literature or from policy. “Mutuality” will require a complex and multi-layered effort to embed it within the culture of the organisation, which will require inspirational leadership and sustained management from the government, the NHS and the wider public to make the change happen. Research limitations/implications – This paper suggests that more leadership research is still required to understand fully – and implement – a mutual health service in Scotland. A theoretical framework and/or empirical reference points have yet to be developed. Practical implications – This paper highlights the practical implications in operationalising government policy. Originality/value – Little – if any – has been written about the leadership implications of a mutual and public health service.

AbstractWe established a stochastic individual-based model and simulated the whole process of occurrence, development, and control of the coronavirus disease epidemic and the infectors and patients leaving Hubei Province before the traffic was closed in China. Additionally, the basic reproduction number (R0) and number of infectors and patients who left Hubei were estimated using the coordinate descent algorithm. The median R0 at the initial stage of the epidemic was 4.97 (95% confidence interval [CI] 4.82–5.17). Before the traffic lockdown was implemented in Hubei, 2000 (95% CI 1982–2030) infectors and patients had left Hubei and traveled throughout the country. The model estimated that if the government had taken prevention and control measures 1 day later, the cumulative number of laboratory-confirmed patients in the whole country would have increased by 32.1%. If the lockdown of Hubei was imposed 1 day in advance, the cumulative number of laboratory-confirmed patients in other provinces would have decreased by 7.7%. The stochastic model could fit the officially issued data well and simulate the evolution process of the epidemic. The intervention measurements nationwide have effectively curbed the human-to-human transmission of severe acute respiratory syndrome coronavirus 2.

Purpose With the increase of state capital, corporate total factor productivity (TFP) has a tendency to jump up at first and then slowly decrease. Generally, no significant “productivity paradox” can be observed in China’s manufacturing industry. With the increase of export density, corporate TFP also shows a trend of initial jump growth and subsequent slow decline. This paper aims to discuss these issues. Design/methodology/approach Using the 1996–2013 China Industrial Enterprise Database, this paper studies the monopolistic behavior of Chinese manufacturing enterprises through the measurement of TFP and corporate monopoly power. Findings Results show that China’s manufacturing monopoly enterprises are generally innovation-oriented rather than rent-seeking. However, there are certain differences between diversified types of monopoly enterprises: the ones with state capital are more inclined to innovate than those without, whereas the ones with export delivery value are more inclined to seek rent than those without. Originality/value Therefore, the government should implement differentiated policies for diversified types of monopoly enterprises, and do so in a targeted manner fully reflecting the containment of rent-seeking and the encouragement of innovation.

Purpose The following question drove this research: Would the pursuit of a rights-based approach, one that considers local dynamics and political sensitivities result in greater economic integration and social inclusion of Syrian refugees in Turkey? The paper aims to discuss this issue. Design/methodology/approach This piece draws on independent research the author conducted in Turkey and other frontline states to the war in Syria from 2016 to 2018. Findings Despite a shift in government policy toward Syrian refugees, without an overarching rights-based approach that includes the participation of all stakeholders and considers local dynamics and political sensitivities, enhancing the livelihood security of Syrian refugees and vulnerable members of host communities remains bleak in Turkey. Originality/value This original paper closely examines the Government of Turkey’s response to the humanitarian crisis that was precipitated by the armed conflict in Syria. The paper also examines the socioeconomic dynamics and increased tensions between the Syrian refugee and host communities.

Purpose The purpose of this paper is to explore agripreneurship development as a strategy for economic growth and development. Design/methodology/approach Though a few related literature were reviewed, this paper relies heavily on the author’s viewpoint regarding how Nigeria can grow and develop its economy through agripreneurship development. Findings The present economic challenges that Nigeria is facing are blamed on overdependence on the oil sector, bad governance, corruption, leadership failure, policy inconsistency, overdependence on imported goods and ostensible neglect of the agricultural sector. Also, policymakers, economic analysts and the government have advocated strongly for diversification of the economy. Besides, there is a consensus among scholars, economic analysts and policymakers that “agriculture is the answer.” Research limitations/implications This paper addresses specifically one sector of the economy – the agricultural sector. On the other hand, economic crisis needs to be addressed holistically by resolving specific issues that confront different sectors of the economy. Practical implications This paper has some insightful policy and practical implications for the Nigerian Government and Nigerians. The government and Nigerians need to take practical steps to grow and develop the economy. On the part of the government, apart from the need to transform the agricultural sector by allocating enough funds to it, the government should establish well-equipped agripreneurship development centers and organize periodically agripreneurship development programmes for the main purpose of training and developing both current and potential agripreneurs who will be able to apply today’s agricultural techniques and practices which involve a great deal of creativity and innovation for a successful agribusiness. The federal government should integrate agripreneurship education into Nigeria’s education system. Similarly, the Nigerian people, particularly the youths or graduates should be encouraged to choose agribusiness as a career. Originality/value While previous papers have offered different solutions to the current economic crisis that Nigeria is experiencing, ranging from economic to structural reforms, this paper differs significantly from others by recommending specifically agripreneurship development as a strategy for revamping Nigeria’s economy from its current recession. Moreover, there is a dearth of literature on agripreneurship and agripreneurship development. This paper therefore fills the literature gap.

Purpose To remind sponsors to adopt an attitude of “professional skepticism” in Hong Kong IPOs. Design/methodology/approach Explains the Securities and Futures Commission (“SFC”)'s sanction on BOCOM International (Asia) Limited (“BIAL”) as a sign of determination to hold sponsors to account as gatekeepers to the Hong Kong capital markets. Findings The SFC has reprimanded and fined BIAL HK$15 million for failing to discharge its duties as a sole sponsor in a listing application for China Huinong Capital Group Company Limited (“China Huinong”), a company established in the PRC. This substantial fine reinforces the need for sponsors to ensure that they fully and properly discharge all of their duties, and that they will be held responsible for any failure to do so, even if the listing is not ultimately approved. Practical implications If sponsors fail to fulfil the requirements required under the sponsors’ regulatory regime, the SFC will be proactive and impose tough sanctions, even if the listing application is eventually withdrawn or returned by the SEHK. Originality/value Practical guidance from experienced regulatory, financial and commercial dispute resolution lawyers.

PurposeRetirement protection has been widely debated in Hong Kong over two decades. The debate about the relationship between social insecurity and retirement protection, and provoked consideration of a choice between a rights-based universal retirement system and means-tested protection for senior citizens are still contested. This study aims to explore the understanding and behaviours of young workers regarding retirement planning, their difficulties and worries with the implementation of providing support for their parents' retirement.Design/methodology/approachThis was an exploratory study to target young workers aged 20–34 years to participate. Qualitative data presented in this study were drawn from 16 young workers. Seven were female and nine were male young workers.FindingsThe research found that young workers who have a relatively low level of income, particularly for non-standard workers and the self-employed, both are likely to find difficulties to contribute to their own retirement planning and their parents' retirement with the emerging problems of job insecurity and instability. Young working people in lower socio-classes have further limited choices and control over their own retirement planning, as well as providing support for their parents' retirement that may cause a breach of intergenerational contract.Originality/valueWith the increasing number of young workers with precarious employment or unemployment, this study has contributed to a shift in views regarding intergenerational contracts, particularly in the need to support other generations of family members in a contemporary Hong Kong society.
