The article analyses the possible ways of the educational content formation of classes in terms of the competence-oriented approach on the example of the course "History". Modern educational standards of higher education do not regulate the content of Humanities in technical universities, and general cultural competence, which Humanities should develop, as a rule, are aimed at teaching a kind of cross-professional (interdisciplinary) skills directly unrelated to any specific knowledge and therefore not involving the strict theme of the lectures or practical classes. Under these conditions, the specific content of courses is not just creative task of the individual teacher, it is transformed into the broad and principled for humanitarian knowledge discussion about the need for the development of the Humanities for a future engineer and about the possible specifics of the teaching these courses in technical universities. The author considers it is necessary to allocate a special kind of an engineer’s activity as design and to form the content of the Humanities based on the specifics of the engineering profession. Elaborating on this thesis, the author identifies the following objectives of the course "History" in a Technical University: classes of History should give a future specialists a clear understanding that his activities has the conditionality of the social context. Classes should generate the positive perception of engineering and the engineering profession, and finally they should contribute to the methodological training of the student. The macro-explaining model of historical development underlying the content of the course can serve these tasks. This model can actualize a historical material with the best for the future engineer's perspective – modernization theory, the stages of economic growth, etc., the achievements of the new social history, including biographical or local history, aiming at the reconstruction of the past from a position of studying including various professional groups and interdisciplinary approaches (synergetic approach), the expansion of the international context of the study of native history.

The paper considers the role of formative assessment of critical reading skills within the framework of distance education in conditions of emergency remote teaching English as a foreign language. A model of descriptors for assessment of critical reading skills at 4 levels of language competence and 3 levels of university education has been developed and tested on undergraduate and postgraduate students majoring in Economics, IT and the Humanities in Saint-Petersburg State University of Economics. The model has been tested and conclusions have been made about the effectiveness of formative assessment as a supplementary/helpful tool for the development of critical reading skills in emergency learning conditions of COVID pandemic.

La educación superior a nivel mundial ha sufrido transformaciones engendradas por el propio desarrollo social y el caso de Ecuador no ha estado exento de ello. El estudio que se presenta es de tipo descriptivo; tiene como objetivo caracterizar la Educación Superior Ecuatoriana en el período 2008-2016, haciendo énfasis en las oportunidades que ha tenido la Universidad Técnica de Manabí. Como metodología se utilizó el método de análisis documental a la literatura publicada sobre el tema, lo que permitió ubicar los presupuestos teóricos y constatar información relacionada con las becas otorgadas a estudiantes, a modo de alternativas para cerrar la brecha social en el acceso a las universidades. Asimismo, se aplicó la entrevista abierta en profundidad a un grupo de estudiantes beneficiarios de estas becas en la Universidad Técnica de Manabí. Como conclusiones se visualiza que la coyuntura para acceder a la educación universitaria en el Ecuador está presente después del año 2008, donde es muy positiva la acción del gobierno de otorgar becas de estudio en post de asegurar la igualdad de oportunidades y la gestión de la educación superior, repercutiendo positivamente no solo en el desarrollo social de la nación, sino de los estudiantes y sus familias. OPPORTUNITIES FOR THE TECHNICAL UNIVERSITY OF MANABÍ ABSTRACT Higher education worldwide has undergone transformations engendered by social development itself and the case of Ecuador has not been exempt from it. The study presented is descriptive; Aims to characterize Ecuadorian Higher Education in the period 2008-2016, emphasizing the opportunities that the Technical University of Manabí has had. As a methodology, the method of documentary analysis was used to the published literature on the subject, which allowed to locate the theoretical presuppositions and to verify information related to the scholarships granted to students, as alternatives to close the social gap in the access to the universities . Likewise, the in-depth open interview was applied to a group of students who received these scholarships at the Technical University of Manabí. As conclusions, it is visualized that the conjuncture for access to university education in Ecuador is present after the year 2008, where the government's action is very positive to grant study scholarships in post to ensure equal opportunities and management of education Positive impact not only on the social development of the nation, but also on students and their families. In the current context, the specific activities of youth in technical university education are focused on professional training, which consists in learning all particularities arising from the specific occupational field. The students’ working regime is dominated by sedentary lifestyles, reduced mobility and invariable positions for 8 to 10 hours per day. This issue is also highlighted by the fact that there has been a decrease in the number of physical education and sport classes in technical university education. Concerned to understand the social importance of the sporting phenomenon that is directly influenced by the physical education process, we wanted to know the level of the most studied factor, namely physical condition. In this regard, we started a study by which we investigated the level of physical condition on a sample of 70 students aged 20-22 from the Politehnica University of Bucharest. The research involved conducting a questionnaire survey, which provided information on the health status of students, their preferences regarding the form of organization of the physical education activity in technical higher education, as well as the frequency of their participation in these activities or in leisure activities. The results of the research gave us argumentative answers to the interrogative assertions that preceded the study, highlighting on the one hand the worrying level of students’ physical condition/fitness and on the other hand that they were much more aware of the importance of movement in their lives.

Современное образование требует модернизации в силу изменяющихся реалий. Оно должно быть более мобильным, качественным, эффективным и результативным. Для внесения действенных изменений в образовательный процесс вуза нужно ясно представлять идеальную картину, что необходимо менять и как правильно это сделать. В данном ключе, по нашему мнению, может быть использован метод моделирования и его вариант - идеализация, которые позволят качественно построить академический процесс и все сопутствующие элементы в соответствии с современными запросами общества и меняющейся действительностью. Мы предлагаем идеальный вариант развития элементов педагогической модели в контексте технического вуза, которые впоследствии могут выступать неким шаблоном и сделать вузовское обучение более результативным. Modern education demands modernization as a result of changing conditions. It must be more mobile, high quality, effective and have good results. For changing the university educational process it is necessary to understand clearly the ideal picture, the changes undertaken, and the ways how to make them. We think that in this case we can use the method of modeling and its variation - idealization that will help to organize the high quality academic process and all the elements in accordance with modern society demands and changing reality. We offer the ideal variant of element development of pedagogical model in the context of a technical university which can represent a certain cliché and make the university education more effective.

В статье с позиций структурно-ролевого анализа рассматриваются изменения, затронувшие основные составляющие университетского образования и определяются возможные дальнейшие векторы их развития. В качестве источника трансформаций рассматривается главный фактор информационного общества – процесс цифровизации и вызванные им преобразования в коммуникативно-ролевой структуре социальных отношений. Университетам надлежит осваивать новую модель учебного процесса, строго ориентированную на обучающихся. Наиболее благоприятной средой освоения новой структуры отношений между преподавателями и обучающимися является электронная среда, дающая не только новые инструменты работы с информацией, но и новые паттерны взаимодействия между преподавателями и обучающимися: возможность дистанционных форм взаимодействия, выравнивающих статусную ролевую асимметрию, характерную для очных форм обучения. Авторы анализируют опыт формирования электронной среды в Санкт-Петербургском государственном морском техническом университете. Центральным элементом такой среды является ИСУ СПбГМТУ. Рассматриваются и другие программные продукты и цифровые инструменты, ипользуемые преподавателями университета в учебном процессе и оптимизирующие его: Telegram, Trello, Mentimeter, Canva, Google Forms. В статье также рассматривается новая управленческая функция администрации вуза, связанная с изучением и управлением целевыми аудиториями, анализируется реализующая эту функции инфраструктура, а также приводятся результаты и рекомендации эмпирического социологического исследования, посвященного задаче изучения одной из таких аудиторий – абитуриенты СПбГМТУ 2020 года. The article examines the changes affecting the main components of university education from the standpoint of structural and role analysis and identifies possible further vectors of their development. As a source of transformations, the main factor of the information society is considered – the process of digitalization and the transformations caused by it in the communicative role structure of social relations. Universities should master the model of the educational process centered on students. The most favorable environment for mastering the new structure of relations between teachers and students is the electronic environment, which gives not only new tools for working with information, but also new patterns of interaction between teachers and students: the possibility of remote forms of interaction, leveling the status role asymmetry characteristic of full-time forms of education. The authors analyze the experience of forming an electronic environment at the St. Petersburg State Maritime Technical University. The central element of such an environment is the ISU of SMTU. Other software products and digital tools used by university teachers in the educational process and optimizing it are also considered: Telegram, Trello, Mentimeter, Canva, Google Forms. The article also examines the new managerial function of the university administration related to the study and management of target audiences, analyzes the infrastructure implementing this function, and also provides the results and recommendations of an empirical sociological study devoted to the task of studying one of these audiences – applicants of St. Petersburg State Technical University in 2020.
