The article is meant to analyze various strategies and models for the development of smart cities, as well as the concept of project financing of smart cities, proposed by Pietro Doran, one of the founding partners of the world’s first smart city built from scratch in South Korea — Songdo. The authors believe that Songdo’s financing model, based on P. Doran’s Project Model can be considered as an effective way to attract investment in greenfield projects for the development of «smart cities» in Russia on the basis of public-private partnership.

Abstract The comparative analysis of theoretical bases and the practice of moral education technologies implementation in Polish and Ukrainian pedagogy has been made. There has been stated that moral education technology in Ukrainian pedagogical science can be interpreted as a moral education system, the constituent parts of which are the following: aims, the content of the technology, procedural components (forms, methods and means of interaction between a teacher and pupils), diagnostic tools, and the result that meets the defined aim. Moral education technology can also be interpreted as modern means of moral education; as a project (model) of moral education process; as a branch of scientific knowledge; as any educational innovation. Moral education technology is interpreted as a strategy of moral education in Polish educational science. Three strategies of moral education - forming, searching and open - have been described. There have been determined that in Polish and Ukrainian pedagogical sciences the technology of moral education is considered to be a wider concept than the method and methodology. The technology of moral education is interpreted as a branch of scientific knowledge about the process, bases, techniques, methods and means of moral education, as well as conditions of its effectiveness, which ensure educational skills. Criteria of moral education technologies have been determined. The importance of educational diagnostics to the development of moral education technologies has been shown. The causes of the weak development of moral education technologies such as the lack of the accordance to the diagnostics criterion, an intuitive approach to solving moral education problems, complication of their solution have been cleared up. Prospects of using positive ideas in modern educational and moral environment have been revealed.

We live in a society of knowledge? Labor market needs every day set new demands for competences. The project approach to designing education appears to be inevitable. Competences are a key factor and one of the prerequisites for an individual's success in the labor market, which will be even more flexible in the near future. The labor market for 8 years will require many new competencies. The education system must prepare current students for future competencies based on ZVSSOUP model. In this paper, theoretical elements of designing and redesigning educational content have been set up according to project principles. Efficient project model algorithm assumes design from the final goal to the beginning. The proposed algorithm can meet the needs for quick redefinition of the required competencies for the future labor market and will also be tested by future empirical research.

In line with the development of e-marketing, a new system emerged in the world of marketing and internet-based business called crowdsourcing. The workings of crowdsourcing sites are almost the same as sales terms where this site allows anyone and from anywhere to offer services and promote services on this site, where each member (member) of these sites is an online freelancer. At present, many promotional sites for freelancers have been provided by several communities and individuals who aim to offer goods and services for freelancers online and each service used is charged by freelancers when work is taken on the site. Based on the observations and experience of the author that many are building projects and digital product marketplaces in Indonesia and the World such as; Projects.co.id, Freelancer.com, Upwork, Guru, Elance, Sribulancer, Sribu. However, members who get services from these sites will be charged by the site owner for their services. This study tries to build a project model and digital product marketplace for students that can be used as a form of marketing student services for service enthusiasts. This model will later build an application that enables the marketing of student services to be complex and foster a spirit of entrepreneurship for students who are creative and innovative. The purpose of this study is to analyze the innovation model of the marketing system for freelancers' services and to build a project and digital product marketplace container as a media for promoting IT services for AMIK Indonesia students. Broadly speaking this research is divided into three stages, namely pre-development data collection, development and implementation, and post-development data collection.

The subject of the article is forecasting the directions of modernization of economic sectors and regions of the country during the development of the eighth technological order (ETO); the object of the article is the 8th technological order in the economy of the country; the purpose of the work is to reduce the risks of sustainable development of the economy and society during the formation of the eighth technological order; to achieve this goal, the following tasks are solved: synthesis of a systematic and descriptive model of the 8th technological order (ETO); formation of sectoral system models of scientific and technological development (fuel and energy complex, military-technical sphere, country region); formation of a project model of organizations' activities; comparative analysis of process and subject models of organization functioning; analysis of factors and methods of synthesis of innovative ideas during the formation of the 8th technological order; comparative analysis of three conceptual approaches in the modernization of the economy (theory of technological orders; ecosystem approach; concepts of convergent (nature-like) technologies); description of methods for modeling innovative projects; study of methods for forming an innovative project business plan; scientific methods in the article are historical analysis; theory of technological orders, theory of forecasting and planning, heuristic synthesis, modeling, logical and structural analysis of projects, expert assessments; scientific novelty of the article is determined by: development of methods for forecasting the processes of modernization of economic sectors and regions of the country; comparative analysis of three concepts of modernization (theory of technological orders; ecosystem approach; the concept of the development of nature-like technologies); the development of a conceptual approach to the modernization of large technological systems within the framework of the theory of technological orders.
