This paper measures the spatial evolution of urban agglomerations to understand be er the impact of high-speed rail (HSR) construction, based on panel data from fi ve major urban agglomerations in China for the period 2004–2015. It is found that there are signi ficant regional diff erences of HSR impacts. The construction of HSR has promoted population and economic diff usion in two advanced urban agglomerations, namely the Yang e River Delta and Pearl River Delta, while promoting population and economic concentration in two relatively less advanced urban agglomerations, e.g. the middle reaches of the Yang e River and Chengdu–Chongqing. In terms of city size, HSR promotes the economic proliferation of large cities and the economic concentration of small and medium-sized cities along its routes. HSR networking has provided a new impetus for restructuring urban spatial systems. Every region should optimize the industrial division with strategic functions of urban agglomeration according to local conditions and accelerate the construction of inter-city intra-regional transport network to maximize the eff ects of high-speed rail across a large regional territory.

The article presents the results of approbation of the methodology for assessing the quality of public service by urban passenger transport of municipal routes, which are assigned to commercial enterprises under the new management model, regarding the city ofMoscow. The model provides for provision of services of regular transportation of passengers and baggage on the basis of public contracts with city administration. According to the results of a previously performed hierarchical cluster analysis, where the Euclidean distance with a single rule for cluster unification was used as a measure of proximity using the Ward method, ten routes were selected for assessment. Key parameters for assessment the quality of provided services comprised accessibility of stopping points, of social facilities, of transport facilities for people with disabilities, information facilities, price affordability, comfort, optimal passenger capacities of vehicle, and ecological friendliness. Conclusions have been drawn that the level of quality of transport services for passengers inMoscowis high.

Based on the data of Chinese enterprises that entered the Fortune 500 list in 2015, this paper utilizes the eclectic model to construct the inter-city association network. Using the network analysis method, the spatial connection characteristics of 311 inter-city networks at prefecture level and above and 20 urban agglomerations networks in China are examined, respectively. The research found the following: (1) the overall connectivity of city network is poor, the centripetal concentration is strong, and the network is not complete. The city network structure shows three tendencies, with a concentration in political centers, a concentration in coastal areas, and a concentration in resource-based cities. The external economic dependence of each node city in national city network is high, and the city network structure has distinctly flattening characteristics. (2) Network function of cities is obviously different in multiscale region. Large cities and regional centers have more balanced function systems than the small- and medium-sized cities do. (3) The network of urban agglomerations is characterized by decentralization of power, differentiation of status, and dependence on external connections. The radiation effect of three major urban agglomerations in coastal China is strong, but the radiation effect of other urban agglomerations needs to be strengthened. (4) Both city networks and agglomeration economies have positive impact on economic growth of the city. The economic performance of city networks is differentiated between urban agglomeration cities and nonurban agglomeration cities, as well as between cities of different scale levels. This study provides new evidence for understanding the spatial relations and expansion of Chinese city networks.

AbstractThere is no doubt that industrialization was the main cause of modern economic welfare. The reasons for more or less industrialization in various regions of the world have been discussed widely for decades. However, a closer examination reveals that none of the controversial arguments and explanations put forward stand the test of empirical scrutiny. What has previously been ignored is the central role of large cities in provoking industrialization. Given all the other preconditions necessary for industrialization, it was finally the mass markets of large cities that made industrial mass production profitable for potential entrepreneurs. Thus, wherever large cities and urban agglomerations emerged in the world, industrialization followed suit. In a global and comparative perspective, industrialization was not so much a matter of countries but rather a matter of regions dividing the world into highly urbanized, industrialized and more prosperous regions on the one side, and still primarily rural, preindustrial and poorer regions on the other..

The formation of large urban agglomerations makes possible to ensure more rational use of productive resources and increase labor productivity. Large cities, as a rule, have developed infrastructure and educational sector. However, there is a difficult ecological situation in many large cities. With a large scale of the city, transport accessibility is seriously complicated. From the viewpoint of favorable habitat, good ecological conditions, small and medium-sized cities often benefit from urban agglomerations. In the Russian Federation, due to the dominance of raw materials industries and the underdevelopment of local industry, small and medium-sized cities are in decline. This predetermines the need to develop special measures to support such territorial entities. The study is based on the generalization of data on the change in the ecological situation in large cities and the impact of atmospheric air pollution on the quality of life of the population. In the framework of the study, the conclusion was substantiated about the expediency of carrying out special measures aimed at improving the ecological situation in large cities and developing measures to support small and medium-sized cities. The recommendations for stimulating the development of production in small and medium-sized cities are grounded. The results of the study can find applications in the practice of regional management.

The main mode of transport in large cities is urban passenger transport. It is this type of transport that ensures the mobility of the population and plays an important role in densely populated cities. Nevertheless, the use of urban passenger transport by the population is decreasing every year. This article discusses various approaches to assessing the performance of vehicles, analyzes ways to increase the operating speed and quality of passenger service, taking into account the current trends in the development of public transport. The issue of increasing the efficiency of urban electric transport through the introduction of CASE-technologies based on SADT-methodology is considered. The performance of the system analysis of the operation of urban electric transport is given. The system of urban electric transport is considered not as an isolated system that solves only its problems - making a profit, but in connection with the problems of the city, the population that uses transport services, enterprises that employ people who transport. The proposed methodology will allow to create a computer functional model of operation of electric vehicles in the IDEF0 format using the software package BPWin. It is shown that the operation of transport is a complex process consisting of three subsystems: operation management, commercial and technical operation. Each of these subsystems has its own functional tasks, which require appropriate resources. Therefore, to ensure resource conservation in the operation of rolling stock, the following levels of development are presented and considered: the city transport system, urban electric transport enterprises, technological processes of passenger transportation, maintenance, maintenance and repair of facilities and equipment. Also operation of city electric transport includes maintenance of vehicles in depot. This article describes the features of the impact of the rolling stock of urban electric transport on energy consumption, taking into account the influence of factors such as passenger cabin occupancy, mileage of the mobile unit when operating on the routes of large cities, operating speed. A new methodology for evaluating the work of a city electric transport company is presented, which allows to combine several different, economically independent enterprises into one functional model. It is shown that the use of the proposed model will make it possible to create a system of accounting for electricity consumption by different types of urban electric transport.

Purpose of the study.The study focuses on issues of the level assessment of transport system development of large cities. Despite the wide variety of studies on this issue, there is currently no universal approach to assessing the level of development of the transport system at megalopolises. The present study aims to create a tool for a comprehensive assessment of various aspects of urban transport development that are important for all categories of transport users, and to provide a comparative analysis of the world’s leading megacities in terms of transport development based on the proposed methodology.Materials and methods.In the study, the authors apply an approach related to the construction of integral indexes and ratings of cities based on the values of these indexes. In the calculations of the index, the authors use statistical data from authoritative open sources and information systems of national and municipal government.Results.Based on the results of the world practice analysis, the authors propose the Urban Transport Development Index developed in order to compare the level of transport system development in various cities. The Index provides an opportunity to identify the weaknesses and strengths of cities, to find reserves for the further improvement and development of recommendations in the field of transport policy on this basis. The Index consists of four sub-indexes: the availability of transport services for the urban population, the quality of transport services, road traffic security and the ecological impact of transport, and freight logistics performance. The Index reflects the main aspects of urban transport development and shows the views of different categories of population on the level of transport services. The paper examines the level of transport system development for 2010, 2015, 2016 and 2017 of a group of comparable cities, which includes Hong Kong, London, Mexico, Moscow, New York, St. Petersburg, Singapore, Istanbul, Tokyo and Shanghai. The results showed that Tokyo and London have occupied the leading positions during the period under review. For the seven years Moscow, St. Petersburg and Shanghai have showed the best dynamics of the Index.Conclusion.The proposed method allows both to evaluate the effectiveness of individual regulatory measures known in the practice of other cities, and to simulate their impact on the transport system of the city. The paper concludes with recommendations for further development of cities’ transport systems.
