The article presents the results of approbation of the methodology for assessing the quality of public service by urban passenger transport of municipal routes, which are assigned to commercial enterprises under the new management model, regarding the city ofMoscow. The model provides for provision of services of regular transportation of passengers and baggage on the basis of public contracts with city administration. According to the results of a previously performed hierarchical cluster analysis, where the Euclidean distance with a single rule for cluster unification was used as a measure of proximity using the Ward method, ten routes were selected for assessment. Key parameters for assessment the quality of provided services comprised accessibility of stopping points, of social facilities, of transport facilities for people with disabilities, information facilities, price affordability, comfort, optimal passenger capacities of vehicle, and ecological friendliness. Conclusions have been drawn that the level of quality of transport services for passengers inMoscowis high.

In free market conditions, if public passenger transport services are commercially unprofitable, there will be no interest for transport companies to perform them. However, directly because of the citizens’ interests, on the one hand, and indirectly because of the economy, passenger public transport services have become of a general public interest. The authorities must prepare appropriate legal fair market conditions, based on which public transport will be subsidized and conducted. In order to achieve that, for the mutual benefit of the public, users and transport companies, it is necessary that the right Public Service Obligation Model (PSO model or in some literature PCS—Public Service Compensation) be defined. Within this study, the optimal approach to assigning a PSC contract to transport companies for performing the PSO in integrated and regular public passenger transport systems is determined. A novel model, presented in this paper, can help national, regional and local authorities to choose and determine the way and level of PSCs for conducting the public transport of passengers and establishing a sustainable public passenger transport system.

Various methods of collecting data on passenger traffic, their advantages and disadvantages are considered. It is shown that in order to improve the quality of transport services, it is necessary to regularly collect and refine data on passenger traffic. The goals and methods of obtaining information about passenger traffic in the system of municipal passenger transport are indicated. All currently existing methods are divided into three categories: data collection using technical means, data collection with the help of censors and volunteers, and interpretation of fare payments. All the methods presented in the article were compared in terms of labor intensity, costs and accuracy of the results obtained. The advantages and disadvantages of each method are considered. The general structure of an automated system for collecting data on passenger traffic is presented. The necessity of creating a centralized system for collecting and processing data associated with all passenger transport control systems has been substantiated. The tasks solved by this system at all levels of transport services for passengers are shown. Each of the tasks is assigned to one of three service levels: pre-transport, transport and post-transport. It is shown that only solving problems at all levels can ensure high-quality operation of the municipal passenger transport system.

The article examines the processes, criteria and factors to ensure the quality of passenger transport services. Object of study - processes to ensure the quality of passenger transport services in the context of European integration of Ukraine. Purpose - a study of the world experience in the formation of the concept of quality of transport services, summarizing the main factors that affect the quality of transport services, as well as the main criteria affecting the qualitative characteristics of the services of the transport. Method study - generalization of fundamental works of Ukrainian and foreign scientists of economists is in the internal checking system, dialectical going, fundamental positions of economic theory, system-logical approach near research of the economic phenomena and processes. Satisfaction the needs of society and economy of passenger transport services depends on the quality and timeliness of those services. Questions of quality passenger transport services are interested in users of transport services, companies providing them. However, the requirements and the basic criteria for assessing the quality they are different. If the passenger transport enterprise interested in providing their services with minimal effort and money, the service users in their assessment pay attention not only on the cost of services, but also on transport safety, comfort, delivery time, etc.. The quality of the transport concept of integrated services, which is constantly being developed and improved. Global trends show that the quality of transport services must ensure the needs and expectations of consumers. Accordingly, it is increasing the importance of defining the qualities that affect the quality of service. Given the transient and dynamic nature of modern society and the lifestyle of the main consumers of the services the system factors and quality criteria must be flexible and dynamic to meet the industry's competitiveness on the European market of services. Awareness of the main criteria for assessing the quality of services will help to identify potential strengths and weaknesses. This will help improve not only the quality but also the process of enterprise management, industry, improve customer satisfaction of services received, will increase competitiveness. Fast and effective public services are a supporter of public administration so that continuous innovation is needed to improve the quality of public services. The city of Surabaya as one of the cities with the title of smart city has tried to always make innovations in an effort to improve the quality of public services, one of which is through the Surabaya Single Window. Surabaya Single Window is an online-based licensing service created to create effective public services. This article attempts to describe how the licensing service innovation carried out by the City Government of Suraya through the Surabaya Single Window covers five important aspects. The method used is descriptive qualitative using secondary data. It was found that the City of Surabaya succeeded in creating public service innovations through the Surabaya Single Window. The Surabaya Single Window has a positive impact on licensing services in the City of Surabaya, although in its implementation there are still certain guarantees.

The survey, which consisted of counting, polling and recording, has provided data on the existing volume of passenger flows in public bus stations/terminals within the Primorsko-goranska (Littoral-Mountainous) County (hereinafter: the PG County), the density rate of passengers on bus lines that operate on County connections and on bus lines connecting the PG County with other counties in Croatia. In addition to the quantitative parameters, the qualitative data were analyzed that had been obtained by polling passengers at the Rijeka bus terminal, whereupon detailed opinions of direct users of the service were elaborated with the aim of obtaining a picture of the current situation of the public bus transport in the PG County. The data collected were used in evaluating the quality of the passenger transport service provided and in determining measures to be taken in order to bring both the actual quality of transport and the satisfaction of passengers to a higher level.

A properly functioning public transport is one of the most important components of urban mobility for the population. Due to spatial inhomogeneity and overall socio-economic differences within a city, there are often considerable disproportions in the quality of transport services within its districts. Also, the city of Krakow is no exception in this case. For a comparison of public transport accessibility in 18 Krakow districts, 7 major quantitative and 5 minor indicators were created. These indicators include the most important characteristics of transport services such as accessibility, frequency, connectivity of connections, and ratios of tram public transport subsystem. The resulting values give a fairly comprehensive picture of the quality of the transport services. Overall higher values for most indicators occur in the central districts of the city. However, due to the complexity of the observed characteristics, it is possible to discover significant differences in the structure of individual indicators. Peripheral districts reach higher amplitudes, which means that in some aspect they have even better transport services than the city center. Yet, at the same time, we also find opposite extremes here, highly below-average values for most other indicators. A detailed analysis of the results provides a unique perspective on the disparities among districts. It can also serve for specific identification of strengths and weaknesses of transport services and its possible optimization.

As a result of the analysis, it was revealed that social networks (Vkontakte, Facebook), thematic communities in microblogging networks (Twitter), resources for travelers (TripAdvisor), transport portals (Autostrada) are a source of up-to-date and operational information about the traffic situation, the quality of transport services and passenger satisfaction with the quality of levels of transport services. However, the existing transport monitoring systems do not contain software tools capable of collecting and analyzing traffic information located in the Internet environment. This paper discusses the task of building a system for automatically retrieving and classifying road traffic information from transport Internet portals and testing the developed system for analyzing the transport networks of Crimea and the city of Sevastopol. To solve this problem, an analysis of open source libraries for thematic data collection and analysis was carried out. An algorithm for extracting and analyzing texts has been developed. A crawler was developed using the Scrapy package in Python3, and user feedback from the portal http://autostrada.info/ru was collected on the state of the transport system of Crimea and the city of Sevastopol. For texts lemmatization and vector text transformation, the tf, idf, tf-idf methods and their implementation in the Scikit-Learn library were considered: CountVectorizer and TF-IDF Vectorizer. For word processing, Bag-of-Words and n-gram methods were considered. During the development of the classifier model, the naive Bayes algorithm (MultinomialNB) and the linear classifier model with optimization of the stochastic gradient descent (SGDClassifier) were used. As a training sample, a corpus of 225,000 labeled texts from the Twitter resource was used. The classifier was trained, during which the cross-validation strategy and the ShuffleSplit method were used. Testing and comparison of the results of the pitch classification were carried out. According to the results of validation, the linear model with the n-gram scheme [1, 3] and the vectorizer TF-IDF turned out to be the best. During the approbation of the developed system, the collection and analysis of reviews related to the quality of transport networks of the Republic of Crimea and the city of Sevastopol were conducted. Conclusions are drawn and prospects for further functional development of the developed tools are defined.

Introduction. One of the quality indicators of urban passenger transport services is regularity of route vehicles, which directly depends on a well-designed schedule. An urgent task is to optimize urban passenger transport schedule in response to the improvement in passenger service quality. The purpose of this work is to develop alignment technique of time intervals between consecutive vehicles of different routes on duplicate sections and efficiency assessment of its application.Materials and methods. Optimization technique includes some steps: analysis of public transport network, determining a lot of duplicate sections and their characteristics, calculation the optimal time intervals among arrivals of route vehicles and alignment this intervals among consecutive route vehicles on duplicate sections, analysis of the quality of adjusted schedule of route vehicles and calculating the effect. The simulation model of urban passenger transport within simulation modelling system GPSS World is realized. It allows testing optimization technique of route vehicle scheduling.Conclusions. Adjusting technique of urban passenger transport schedule allows to increase movement steadiness of consecutive vehicles of different routes on duplicate sections, adjust traffic intervals for each route, shorten the traffic load on stations, reducing idle time and queue lengths of route vehicles in front of transport stops and also minimize waiting time for route vehicle by those passengers, who can be transported along several routes.Application. The described technique was tasted in the existing transport network of Gomel.Value. The obtained optimization results can be used by carriers and transport operators to improve the quality of services provided.

The research discusses the quality of the mosque's recording services based on the information technology in the district of Pahandut, Palangka Raya. More specifically the purpose of this research is 1) to know the implementation of public services in the registration of mosque-based information technology in the district of the KUA Pahandut City Palangka Raya 2) to describe and analyze the quality of Public service in the mosque's registration of information technology at the KUA district of Pahandut City Palangka Raya 3) to know any obstacles that preclude the application of the mosque service based on information technology in KUA District The city of Palangka Raya. This research uses qualitative descriptive approaches. Qualitative research is a research procedure that generates descriptive data of written or spoken words from people and behaviors that can be observed. Being descriptive in this study, analysis of information is not out of the materials that are researched that is the material of the field such as the results of interviews, observation or documentation in-depth to be able to get valid data. The results of the study showed that: 1) the implementation of information technology-based mosque in KUA subdistrict of Pahandut City Palangka Raya does not suffer significant problems 2) seen in terms of physical evidence, reliability, responsiveness, assurance and empathy, KUA district of Pahandut City Palangka Raya has a diversity of problems in it 3) there are also barriers in the implementation of the registration services mosque-based information technology among others from the aspect of resources Public awareness and facilities and infrastructure.
