The article presents the dynamics of transformation of network characteristics of modern society, related to changes in the quality and structure of communications, which are expanding and differentiating in the public space integrated with the Internet. The ways of development of information and communication technologies in all spheres – social, political, economic, cultural, which are conditioned by the network logic of development of social subjects are analyzed. The analysis of the actual researches concerning problems of formation of the new model of organization of socio-political space in which horizontal network communications dominates and many different actors involved in the transformation of public policy, as well as the role and importance of network structures possessing high potential for self-organization and mobilization. The peculiarities of functioning of the Ukrainian political system, which, on the one hand, reflect the global trends of network public policy formation, are considered; on the other hand, existing social networking practices are not always linked to increasing public resources and developing democratic foundations of politics. The author draws attention to the dominance of informal political communication practices, the imitation of publicity, the formation of clan politics and the patrimonial political system that characterize the destructive potential of social networks. The article provides a theoretical substantiation of the concept of "Internet in public regional policy", which allows to expand the paradigmatic field of political science, as well as to apply the network method to the analysis of Ukrainian public policy, which makes it possible not only to explain new socio-political phenomena, but also to define new vectors development of the modern political system of Ukraine based on the principles of democratic participation and cooperation of the state and civil society. The effects of the Internet of communications through the penetration of network society into public policy and its actions, which is multidimensional in nature and manifested as changes at different levels, causes the emergence of innovative mechanisms that reproduce its new type, namely network public policy.

It was expected that the increasing coverage of EU affairs in national public spheres would lead to a greater sense of European belonging. The Internet was expected to foster this process. However, these expectations do not square with the current political climate of identity politics and the revitalisation of nationalism. How can this incongruence between theory and reality be understood? An intervening variable has added an unpredictability to the mix: information disorder. It is our view that this theory needs revising to include other intervening variables such as social media and information disorder. In this article, we argue that the current dynamic of Europeanised political communication is likely to compromise the civic and vertical components of EU-identity.

Abstract:The internet developed for the first time in Indonesia in the early 1990s. Starting from the pagayuban network, it is now expanding without boundaries anywhere. A survey conducted by the Indonesian Internet Service Providers Association (APJII) said that the number of internet users in Indonesia in 2012 reached 63 million people or 24.23 percent of the country's total population. Next year, that figure is predicted to increase by close to 30 percent to 82 million users and continue to grow to 107 million in 2014 and 139 million or 50 percent of the total population in 2015. million people. This matter also results in political communication with the internet media, or is often said to be cyber politics. Cyber politics in Indonesia has faced growth in recent years. There are many facilities that support the growth of cyber politics, such as Facebook, Twitter, mailing list, YouTube, and others.Keywords: Cyberpolitik, Internet  Abstrak:Internet berkembang pertama kali di Indonesia pada awal tahun 1990-an. Diawali dari pagayuban network kini berkembang luas tanpa batas dimanapun juga. Suatu survei yang diselenggarakan Asosiasi Penyelenggara Jasa Internet Indonesia (APJII) mengatakan kalau jumlah pengguna internet di Indonesia tahun 2012 menggapai 63 juta orang ataupun 24,23 persen dari total populasi negeri ini. Tahun depan, angka itu diprediksi naik dekat 30 persen jadi 82 juta pengguna serta terus berkembang jadi 107 juta pada 2014 serta 139 juta ataupun 50 persen total populasi pada 2015. juta orang. Perihal ini pula berakibat pada komunikasi politik dengan media internet, ataupun kerap diucap dengan cyber politic. Cyber politic di Indonesia hadapi pertumbuhan sebagian tahun terakhir. This chapter shifts the focus to the third and final stabilization phase of the political communication cycle (PCC). During the stabilization phase, a new political communication order (PCO) takes shape through the building of norms, institutions, and regulations that serve to fix the newly established status quo in place. This status quo occurs when formerly innovative political communication activities become mundane, yet remain powerful. Much of the chapter details the pattern of communication regulation and institution construction over time. In particular, this chapter explores the instructive similarities and key differences between the regulation of radio and the internet, which offers important perspectives on the significance of our current place in the PCC and the consequences of choices that will be made over the next few years.

This article deals with the issues of architectural elements of public space, treated as components of art and visual communication, and at the same time determinants of the emotional aspects of political conflicts, social disputes, and media discourse. The aim of the considerations is to show, with the usage of the principles of critical analysis of media discourse, the impact of social events, political communication, and the activity of mass communicators on the perception of the monument of historical memory and the changes that take place within its public evaluation. The authors chose the method of critical analysis of the media discourse due to its compliance with the planned purpose of the analyses, thus, providing the opportunity to perform qualitative research, enabling the creation of possibly up-to-date conclusions regarding both the studied thread, and allowing the extrapolation of certain conclusions to other examples. The media material relating to the controversial Monument to the Revolutionary Act, located in the city of Rzeszów (Poland), was selected for the analysis. On this example, an attempt was made to evaluate the mutual relations between politically engaged architecture and art, and the contemporary consequences of this involvement in the social and political dimension.

The article is devoted to the study of the features of modern political communication in the context of society networkization. The interaction of a regional political leader and society in the sign-symbolic space of political communication is considered.The purpose of this paper is to identify the main image-role semantic constructs, which are reflected in the messages of the head of the constituent entity of the Russian Federation, posted by him on the popular Internet platform for social media Instagram. In addition to establishing the most actively used semantic image-role constructs, the research determines the degree of it`s popularity and the level of it`s approval among the audience of this Internet platform.The qualitative and quantitative type of content analysis was chosen as the main applied research method. In addition to it, a comparative analysis method is used. The conceptual basis of the research is formed by the theory of the information society, as well as the concepts of “network image”, “digitalization policy” and “network identity”.According to the results of the conducted content analysis, it was found that more often than others in the messages posted on the studied official Internet page of the political leader in Instagram, such an image-role construct as an “organizer” is presented. This corresponds to the type of leadership characteristic of this political leader. Among the entries that aroused a relatively increased attention of the audience of the Internet platform, there are messages where a number of image-role constructs are presented, including: “crisis manager”, “organizer”, “team player”, “builder”, “open leader, hearing society” and “business executive”. Such a uniform distribution of the audience’s interest in it`s functional and semantic constructs may be explained by the fact that the head of the region is actively paying attention to each of the designated thematic areas.The highest level of approval from the audience of the Internet platform was received by the messages, which reflected such image-role constructs as “family man” and “leader looking to the future”. Considering the relatively inactive use of the designated semantic constructs by the head of the region in the messages posted on his official Instagram page, it is noted that an increase in the number of messages, which would reflect these image-role constructs, may enhance the leader’s positive image and, as a result, the level of his support in society.

El artículo analiza la estructuración de la política de ciberseguridad de Brasil entre los años de 2003 y 2016 como componente de su estrategia de inserción internacional y proyección de liderazgo en el Sul Global. El campo de la gobernanza de la Internet, de lo cual la ciberseguridad es parte, ofrece al país una oportunidad de relativo bajo costo de protagonismo en la elaboración de normas internacionales. Analizase documentos principales de esa política y argumentase que ella es parte de los esfuerzos de proyección del soft power del país en el campo de la seguridad internacional, pero que sus incoherencias pueden afectar y hasta mismo comprometer esta estrategia. Por fin, trazase breves proyecciones para esta política ante los cambios políticos en Brasil.AbstractThe article analyzes the structuration of Brazil’s cybersecurity policy between the years of 2003 and 2016 as a component of its strategy of international insertion and projection of leadership in the Global South. The Internet governance field, of which cybersecurity is a part, offers the country a relatively low-cost opportunity of protagonism in the elaboration of international norms. It analyzes cornerstone documents of this policy and argues that it is a part of the country’s efforts to project its soft power in the field of international security, but that its incoherencies can affect and even compromise the strategy. Finally, it draws brief projections to this policy in face of political changes in Brazil.

Stereotypical perceptions of Roma people as those who like to walk along forest paths to camps, or stories about Gypsy fairies with crystal balls have nothing in common with such trendy and contemporary terms as new technologies. How can one imagine a stereotypical Roma who loves horses and campfires surfing the Internet? How do we discuss changes in men-women relations in the context of a patriarchal community in which women have no right to express their opinions and are literally captive? Undoubtedly, a lack of knowledge about Roma people, and with often the only alternative in the form of stereotypical information excludes them from the discussion on cultural changes related to technological development. At the same time media, including the Internet, are important not only in the context of activism of Roma leaders and organizations, but also with reference to people who want to fight against the negative image of Roma people in public space, regardless of membership or lack of membership in Roma organizations.
