EXPERTS INFLUENCE ON FIRE SAFETY CRITERIA RANKING FOR FACTORY BUILDINGS IN NIGERIA

The Ranking of fire safety attributes has been widely recognised in the evaluation of building fire safety. The ranking of the criteria and attributes depends solely on the experts’ opinion and judgments. However, the decision of the experts may be influence by their different background and professional training. This paper examines how experts’ professional background affects their decision regarding ranking of fire safety criteria and attributes. Four different groups of professional were participated in this study, which includes: Architects, Engineers, Contractors and Facility Managers. Survey questionnaire was administered to rank the fire safety attributes according to their level of importance using Analytical Hierarchy Process (AHP) judgment scale. Expert choice software was utilised in the analysis. The finding suggests that the perception of the experts differs from one group of expert to another. Each expert attached more important to the attributes that are more relevant to his profession, which greatly influenced their decision.

This research was conducted in Ritz Garment to determine the level of importance of the criteria and sub-criteria that are used for subcontractor selection for Ritz Garment, assess the performance of current and alternative subcontractors, and provide recommendations for Ritz Garment based on the subcontractor selection. To determine the importance of the criteria and sub-criteria and also to score alternatives towards each of the sub-criteria, decision-makers which are the manager and owner of Ritz Garment are interviewed as respondents to get their expert judgment. The interview will generate pairwise comparison for each criterion and sub-criteria from each respondent that will be averaged using geometric mean to get the numbers that will be used to calculate the weight of each criteria and sub-criteria. From the result of this research that is conducted using AHP method with the Expert Choice software, level of importance for each criterion and alternatives are obtained. The order of importance of criteria is Quality (0.296), Cost (0.290), Reliability (0.273), Delivery (0.080), and Flexibility (0.061). The sequence for sub-criteria Global Weight is Defect Rate (0.156), Trustworthy (0.154), Internal Cost (0.153), Conformance Quality (0.140), Product Price (0.137), Product Reliability (0.119), Customization (0.051), Compliance with Quantity (0.045), Compliance with Schedule (0.035), and Product Volume Changes (0.010). For the alternatives, the order of importance is Alternative Subcontractor 1 (7.667), Alternative Subcontractor 2 (0.7.314), Alternative Subcontractor 3 (7.099) and Current Subcontractor (6.266). From the result, it is concluded that Alternative Subcontractor 1 is the best subcontractor to replace Current Subcontractor. Most of the Global fire incidents occurred as a result of failure in fire safety management (FSM), which considered as the most important aspect of fire safety. Several evaluation/risk assessment techniques for fire safety have been developed over time. Despite the application of this techniques and procedures there is still increase in fire disasters which portrayed the failure of FSM. This paper proposes FSM evaluation model for existing plastic factory buildings in Nigeria. Ten categories of FSM were adopted from the literature which further arranged to form criteria. Analytical hierarchy process (AHP) concept was utilized to rank the criteria of FSM base on their level of importance. Questionnaire was administered to (n=15) fire safety experts with experience in fire FSM. The data was analysed using Expert choice software. The assessment model was proposed base on the experts’ judgment. Physical inspection was then carried out at an existing plastic factory to test the model. The result suggests that there is high potential risk of fire as a result of poor FSM.

<pre><em>The</em><em> study entitled How to Improve Sharia Accountability for Sovereign Sukuk in Indonesia aims to analyze </em><em>the factor that has the highest level of importance</em><em> in realizing sharia accountability.</em> <em>The analysis of this research is conducted by applying</em><em>  </em><em>Analytical Hierarchy Process (AHP) approach </em><em>with a hierarchy structure consisting of the first level, namely objectives, sharia accountability for Sovereign Sukuk/Sovereign Sharia Securities (SBSN), then the second level is shariah accountability parameters, consist of structural contract (akad) SBSN, the use of SBSN funds by maqashid sharia, and SBSN accounting and financial reporting. Each criterion is determined by sub-criteria, which are the third level. The last level is the supporting factors for the realization of sharia accountability for SBSN. </em><em>The results showed that human resources competency factor had the highest importance </em><em>level in realizing the sharia accountability for the use of the contract structure (aqad) SBSN parameter, the supervisory function factor had the highest importance level for the parameters of using SBSN funds following the shariahmaqashid, and the decision making authority factor had the highest importance level for the parameters of accounting and financial reporting.  As for the results of the level of importance of the parameters, the parameter of the use of the contract structure has the highest importance level among other parameters. </em></pre>

Abstrack Good University Governance is needed by all higher education institutions that want to compete in producing good quality colleges. One of them is STT PLN which has a vision of realization of modern universities, independent and superior in the field of energy and electricity. To achieve good management governance, an objective, accountable and transparen,t assessment is required in recommending a lecturer to occupy a structural position. The process of determining attribute criteria, sub criteria and alternatives using the input of expert respondents in the form of questionnaires are processed by using statistical methods Cochran Q Test to obtain the decision attributes used in the study. This paper proposes a method for monitoring the structural health of concrete bridges in Iran. In this method, the bridge condition index (BCI) of bridges is determined by the analytical hierarchy process (AHP). BCI constitutes eight indices that are scored based on the experts’ views, including structural, hydrology and climate, safety, load impact, geotechnical and seismicity, strategic importance, facilities, and traffic and pavement. Experts’ views were analyzed by Expert Choice software, and the relative importance (weight) of all eight indices were determined using AHP. Moreover, the scores of indices for various conditions were extracted from experts’ standpoints. BCI defines as the sum of weighted scores of indices. Bridge inspectors can examine the bridge, determine the scores of indices, and compute BCI. Higher values of BCI indicate better conditions. Therefore, bridges with lower BCI take priority in maintenance activities. As the case studies, the authors selected five bridges in Iran. Successful implementation of the proposed method for these case studies verified that this method can be applied as an easy-to-use optimization tool in health monitoring and prioritizing programs.

It is attempted to identify and prioritize the accident prone points (black spots) in “Iraanshahr-Sarbaaz-Chabahar” road located in Baluchistan, Iran, without no use of accident data but rather using Analytic Hierarchy Process (AHP), which is the enhanced procedure of road safety audit technique. First, by surveying the whole route, all factors that could influence accidents in this road were specified; then the route was divided into eight sections; this division was performed based on the uniformity and homogeny of each section in terms of geometric design and regional conditions. In each section, potentially hazardous locations were identified and some questionnaires were prepared, which were filled by 5 road traffic experts familiar with the route; then the collected data were analyzed by Analytical Hierarchy Process (AHP) using Expert Choice Software and the black spots were identified and prioritized. Finally, these black spots were compared with the black spots that had been obtained by traffic police based on accident data.

This study produces a decision support system for selecting the location of the MSME service business in Alang-Alang Lebar Palembang. There are 2 methods used in this application, namely the Analytical Hierarchy Process (AHP) and the Weighted Product Method (WPM). AHP is used to determine the weight of the criteria and WPM is used to rank the location of the MSME service business. The criteria used in this SPK are rental fees (K1), renovation needs (K2), availability of clean water (K3), availability of electricity supply (K4), presence of asphalt roads (K5), parking space (K6), population density (K7 ), the presence of competitors (K8) and proximity to suppliers (K9). The AHP calculation results show that the rental fee has the highest weight, namely 0.35, which means that the level of importance of the rental fee is 35%. The WPM calculation results show that the location of the 8th MSME service business is the recommended location.

Pariwisata di Sumatera Barat khususnya di Kota Padang dari berbagai potensi objek wisata yang ada terutama sekali potensi objek wisata bahari yang potensial untuk dikembangkan. Pada penelitian ini penulis mengangkat 3 objek wisata bahari yang dijadikan kawasan studi, yaitu Pantai Bungus, Pantai Nirwana dan Pantai Pasir Jambak, dari ketiga objek wisata tersebut maka penulis mengangkat penelitian yang berjudul Prioritas Pengembangan Objek Wisata di Kota Padang. Metode pendekatan yang digunakan dalam analisis studi adalah Metode Analisis AHP (Analytical Hierarchy Process) yaitu menggunaan variabel ukur Daya Tarik (Attraction), Fasilitas (Amenity), Aksesibilitas (Accessibility), Kelembagaan (Ancilliary) ) yang terkait objek wisata. AHP (Analytical Hierarchy Process) merupakan suatu model yang memberikan kesempatan bagi setiap orang untuk membangun gagasan, mendefinisikan masalah dengan membuat asumsi mereka masing-masing dan memperoleh pemecahan yang diinginkan. Perhitungan AHP dapat dilakukan dengan cara manual yaitu dengan menggunakan program Microsoft Excel maupun dengan Software Expert Choice. Namun dalam penelitian ini peneliti mengolah data menggunakan program Microsoft Excel untuk mengetahui prioritas pengembangan objek wisata di Kota Padang. Proses analisis metote AHP ada tiga tahan yaitu : (1) tujuan analisi : menentukan prioritas pengembangan objek wisata, (2) kriteria : daya tarik, fasilitas, aksesibilitas, kelembagaan, (3) alternatif : pantai bungus, pantai nirwana, pantai pasir jambak. Maka dapat disimpulkan dari hasil nilai keseluruhan masing-masing alternatif objek wisata bahwa di Pantai Bungus (0,8633), Pantai Nirwana (0,0349) dan Pantai Pasir Jambak (0,1017). Maka Pantai yang lebih di prioritaskan pengembangan objek wisata yaitu Pantai Bungus dengan bobot (0,8633).

Komoditas nilam (Pogostemon cablin) merupakan tanaman yang menghasilkan minyak atsiri dengan nilai ekonomis yang tinggi. Indonesia merupakan salah satu penghasil minyak nilam terbesar di dunia dengan Aceh Jaya sebagai salah satu kontributor dengan kualitas terbaik. Ekspor komoditas minyak nilam pada masa yang akan datang masih sangat prospektif seiring dengan semakin tingginya permintaan untuk bahan baku produk turunannya. Hal ini harus mampu diiringi dengan pengembangan budidaya dan industri minyak nilam yang memadai di Aceh Jaya. Berdasarkan hal tersebut maka diperlukan suatu rantai pasok yang efektif dan efisien dalam mengembangkan komoditas minyak nilam untuk memenuhi permintaan pasar dunia secara tepat waktu dan dapat menguntungkan bagi pelaku usaha minyak nilam. Penelitian ini bertujuan untuk (1) Merancang model rantai pasok minyak nilam di Kabupaten Aceh Jaya untuk menghasilkan alternatif yang terbaik, (2) Menganalisa faktor, pelaku dan alternatif skenario untuk membentuk manajemen rantai pasok minyak nilam yang efektif dan efisien di Kabupaten Aceh Jaya dengan pendekatan AHP (Analytical Hierarchy Process) dan Software Expert Choice 11 sebagai alat untuk menganalisis. Penelitian ini terdiri dari dua tahap dan setiap tahap akan menggunakan alat analisis yang berbeda. Metode yang digunakan untuk mengetahui mekanisme rantai pasok adalah deskriptif kualitatif, sedangkan metode untuk mengetahui alternatif skenario adalah analytical hierarchy process (AHP). Hasil penelitian diperoleh model rantai pasok minyak nilam di Kabupaten Aceh Jaya adalah dari petani minyak nilam, pengumpul tingkat Desa, pengumpul tingkat Kabupaten, koperasi KINA hingga pembeli akhir. Manajemen rantai pasok minyak nilam yang efisien diperoleh alternatif skenario yang terpilih adalah memfasilitasi sarana dan prasarana untuk petani.

Rice is one of the staple foods of society in general, the need for rice supply is increasing every year. The increasing population in the Jababeka area is a threat to staple food supplies. To determine the selection of Rice Brands, it takes rice criteria in order to determine the best quality of rice, and increase sales. So that it can meet consumer needs for rice. In the selection of rice brands at CV Beras Alami  uses a voting system, this is clearly less valid in its election because it is subjective. Analytical Hierarchy Process (AHP) method is used as a method for decision making, as a solution in selecting rice brands in CV Beras Alami. The Expert Choice application is used as a support system to facilitate the selection of rice brands that are in demand by consumers. The results can be known during the 2018 period that rice is widely consumed is Garuda Utama.
