It is necessary to know the state of the Universities in Latin America. The general objective was determine the situation of African Universities: Problems, COVID-19 & Efforts. Methodology, in this research, 39 documents have been selected, carried out in the period 2016 - 2021; including: scientific articles, review articles and information from websites of recognized organizations. The keywords used in the searches were: African universities, African higher education, African universities COVID-19.  Results, Universities in Africa receive inadequate funding, while maintenance costs rise; the Covid-19 pandemic had already had an impact on normal university expenditure and in short, the vision is to create world-class universities, based on African models and solutions. Conclusions, during the pandemic, African universities have closed their doors and due to the lack of technological resources and Internet access for students, classes cannot be taught properly.

The paper presents an overview of ten successfully functioning science and education centers in Russia, two of which are described in details taking into account the fact that their productive activities are associated with the development of the Arctic territories - a task of global importance. The author makes an assumption about the possible potential for the development of the principle of «blooming complexity» in the sociotechnical sphere, and also warns against excessive enthusiasm for the struggle for a high place in international rankings: this may distort the productive traditions of Russian science education.

The article analyzes the role of science in the development of state, world-class scientific and educational centers and their role in the innovative development of regions. The article presents the indicators of financing of REC. The sources and mechanisms of REC financing are analyzed. The effectiveness of functioning and impact of REC on the economy of the region is revealed. Possible reasons are given for the fact that the share of federal budget funds, specifically grants, is no more than 14,5 %, depending on the REC. It is noted that the main expenditures of the regional budget are directed to fundamental and applied research that meets the criteria and requirements of the regional market, the purchase of educational and scientific equipment, and the support and development of production enterprises that are members of REC. The creation of the REC will raise the prestige of science in the state, and the real sector of the economy is included in this process. The activities of scientific and educational center will also affect the structure of the GRP of the region. It was found that the functioning of RECs has positive socio-economic effects. This is reflected in the REC's performance targets, which are reflected in their work programs. In general, the functioning of the REC will have positive socio-economic effects, such as increasing the standard of living and attractiveness of the region; improving the environmental situation; increasing the production of innovative and high-tech products; increasing the level of GRP; creating new jobs; improving and developing the scientific and educational environment of the region.

This article is devoted to the consideration the features of world-class scientific and educational centers. The first five world-class SECs in 2019 as part of the national project “Science”. Until 2024, it is planned to create at least 15 world-class scientific and educational centers. The need to create and develop a world-class SEC is explained by the possibility of generating more qualitatively new scientific ideas that will be created within the framework of centers and universities and bringing innovative ideas to the market with the help of interested enterprises. In the future, it is assumed that a number of ideas being developed will correspond to the world level. Ideas related to the socio-economic development of the region will also be of great importance. Cooperation between universities, scientific organizations, enterprises and other stakeholders within the framework of the center will benefit all participants in cooperation. Currently, SECs have been created in five regions – in the Belgorod region, Kemerovo region, Nizhny Novgorod region, Perm Territory and Tyumen region. The specialization of the centers was chosen in accordance with the already formed priority areas of the regions. The activities of the world-class SEC are focused on improving the quality of education, developing networking between representatives of science, education and business and commercializing innovation. The article defines a number of problems that impede the development of worldclass scientific and educational centers.

‘Be something great’ and ‘fast track to top jobs’ were two headlines in advertisements for education that caught my eye some time ago. The specific message was that a specific school was offering a route to success and a brilliant career. In other words, education paves the way for success in life. With the passing of time, this has become a well-established truth. There are no other options—unless you have exceptional talents in the arts, sports, or the entertainment context. Fantasies and hopes for an outstanding career are encouraged on a broad front. The higher education sector has developed rapidly, even exploded, in recent decades and so have promises of a fantastic career resulting from a degree of the right kind and at the right place. In one UK university, the business school building is plastered with large posters claiming that ‘We create world-class minds’. And a Swedish university, located in a remote part of the country and with difficulties in recruiting faculty members and students, advertises heavily, claiming ‘research and education in world class’. If an institution is not ‘world class’ it is often described in terms of ‘excellence’. At my own university a few years ago, I saw a poster headed ‘Do you want to be President or Group CEO?’ for a course in commercial law specially designed for people who expect to reach the top in the near future. Since the target group consists of students, and most of them will probably have to bide their time for a decade or two before they can put ‘President’ or ‘Group CEO’ on their business cards, we may conclude that the department in question has realized the value of a long-term approach, and is assuming that many students have a high estimation of their potential. Perhaps education institutions support such more or less realistic self-images and career aspirations. If the department in question succeeds in recruiting a large number of students, it is perhaps primarily the less realistic self-images that will be reinforced. At a more collective level, education is now also considered to pave the way for national greatness.

Introduction. The article substantiates the need to introduce the concept of "REC competencies", associated with the emergence of a new type of partnership of education, science and business – world-class research and educational centers. The emergence of new positions within the REC and their dynamic changes also pose the task of continuous work with competencies. The article presents an analysis of the methodological results of the work of the competence group within the framework of the strategic sessions of the scientific and educational center of the Nizhny Novgorod region, research and approaches to the definition of competencies.Materials and Methods. Systematic and activity-based approaches were used as the methodological basis of the study. To solve the tasks set by the authors of the work, general scientific, psychological, pedagogical and practical methods of scientific research were used. Theoretical and empirical research methods were used: analysis, synthesis, generalization, comparison, comparison, scientific theorization. For the analysis, the materials collected by the working group "Competencies" within the framework of the strategic sessions of the REC of the Nizhny Novgorod region were used.Results. The article defines the concept of "REC competence", for the formulation of which an activity-based approach was used. The types of REC competencies are identified-meta-competencies (for the key activities of the research and educational center: research, innovation, entrepreneurship, engineering and technology, education) and cross-cutting competencies, the presence of which is necessary and sufficient for the REC project team in order to close the entrepreneurial contour of the project and make it successful on the world market. The structure of REC competence is defined, including motivational, cognitive, operational and vector components. The structure of cross-cutting competencies is described.Discussion and Conclusion.  It is concluded that the description of the structure of end-to-end REC competencies can be used to improve the competencies of professionals involved in the creation and promotion of world-class projects in the REC structure. The conditions that must be provided to achieve the designated goals are defined.

The article introduces the concept of the New Town Campus as a part of the Network University of the World Class Research and Academic Center «Kuzbass». The research objective is to assess the role of the Campus within the Network University project aimed at improving the efficiency of the local education and managing its resources. The research features the infrastructure solutions for the future New Town Campus and involves the methods of conceptual proposals, functional zoning of urban environment, and urban planning. The New Town as an open, comfortable, and encouraging platform will ensure the world-class development of the business-tourism cluster, eventually turning the Network University into a platform able to compete with global leaders in education, research, and production. The Campus will also create opportunities for the modern intellectual and healthy lifestyle while optimizing the use of territorial resources.
