China Intensifies Economic Relations with Central Asia

China's recent deepening relations with Central Asia aim to ensure regional security, satisfy its rising energy demand and generate economic gains for China's western regions. Bilateral relations will likely intensify, as China's energy demand continues to rise; serious constraints however remain, including possible protectionist sentiments in Central Asia due to rising trade imbalances, growing competition for influence among big powers and the relatively poor infrastructure in the region.

Central Asia as a region has become a subject of scientific research not so long ago. Complicated historic background that includes the long period of being a part of another states influenced rather seriously the feeling of subjectivity of the countries of the region. As a result, after the collapse of the USSR in 1991 a difficult period commenced when the countries of the region started to construct their own political and economic relations with foreign counterparts including their neighbors, regional and global powers. During this more then 25-years long period of independence countries of Central Asia have accumulated rich experience of interaction with the US, China, Russia, the EU, Japan, South Korea and other states interested in the region in terms of their own national interests.Besides bilateral relations with Central Asian states some of these countries are trying now to develop multilateral formats of interaction with the region. Divergent national interests, peculiarities of socioeconomic and political development of Central Asian states inevitably influence their relations with other countries and the efficiency of multilateral formats. “5+1” dialogues with Central Asian states are being developed by the US, the EU, Japan and South Korea. These formats differ in their goals, mechanisms, areas of cooperation and give participants possibilities to realize different national interests.The paper presents an analysis of these formats aiming to reveal the principal interested actors, preliminary results and possibilities for further development. The analysis could be helpful for strategic planning of Russia’s approaches to relation with Central Asian states.

<p align="center"><strong>Abstract</strong></p><p>This article tries to elaborate the impact for the cooperation between ASEAN-Russia in economic and political security. How the ways to increase their bilateral relations and bring positive impacts for both countries. ASEAN is often regarded as the paragon case of successful regional security cooperation and attributes its achievement to economy, social—cultural and political-security. In the recent years, ASEAN try to create many external relations with another country and Russia is one of them. ASEAN want to make a mutual relationship with others and solve the regional issue happen in many countries. Economy and political security will be the main issue for this cooperation. ASEAN and Russia start their bilateral relation for a long time ago but economic relations like trade is still low but they try hard to progress. ASEAN sering dianggap sebagai kasus paragon dari suksesnya kerjasama keamanan regional dan memberikan kontribusi prestasinya di bidang ekonomi, sosial budaya dan keamanan politik. Dalam beberapa tahun terakhir, ASEAN mencoba menciptakan banyak hubungan eksternal dengan negara lain dan Rusia adalah salah satunya. ASEAN ingin menjalin hubungan timbal balik dengan negara-negara lain dan memecahkan masalah regional yang terjadi di banyak negara. Ekonomi dan keamanan politik akan menjadi isu utama untuk kerja sama ini. ASEAN dan Rusia memulai hubungan bilateral mereka untuk waktu yang lama namun hubungan ekonomi seperti perdagangan masih rendah karena itu mereka berusaha keras untuk berkembang. Central Asia's importance in Turkish foreign policy has begun to rise since the beginning of the 2010s. Turkey determines its regional policy in the conception of the Turkic world, including Azerbaijan. With this regard, Turkey pays particular attention to the institutionalization of bilateral relations with the regional states. The most successful measure in that direction is the establishment of the Turkic Council. This integration project marks significant progress for the institutionalization of Turkey's Central Asian policy. Turkey is one of the non-regional actors affecting the Central Asian balance of power. However, it has limited influence on regional security and military affairs, which Russia dominates. Turkey is only a secondary non-regional actor in Central Asia. Therefore, it primarily structures its Central Asian policy using common historical and cultural elements. In this study, we investigate whether Turkey has a long-term project in Central Asia. For this purpose, we explore the restrictions of Turkish policy in Central Asia. After that, we compare Turkey's importance for the foreign policies of Central Asian states. Additionally, we evaluate Turkey's interest in non-Western organizations such as the Eurasian Economic Union and the Shanghai Cooperation Organization to transform Turkish foreign policy priorities in recent years. Finally, we show that Turkey has a policy toward Central Asia but not a fully-fledged project for the region.

The article analyzes long-term external and internal factors determining the course of development of Russian-Japanese relations in 2019-2020. On the one hand, the anti-Russian component in Tokyo's foreign policy is shaped by its membership in the Security Treaty with the United States and its solidarity with the sanctions policy of the Group of Seven towards Russia. On the other hand, Japan and Russia are both interested interest in political cooperation in creating multilateral dialog mechanisms of international security in East Asia, resolving the nuclear issue on the Korean Peninsula, and easing tensions around territorial disputes in the East China and South China seas. Among the economic factors, the author focuses on the significant place of Russia in the context of Japan's task of diversifying sources of external energy supplies, as well as on Russia's desire to avoid unilateral dependence on the Chinese market while reorienting the system of foreign economic relations from the West to the East. Personal diplomacy of political leaders plays a significant role in relations between Russia and Japan, and, above all, close personal relationships and frequent meetings between Prime Minister Abe and President Putin, which make it possible to partially compensate the unfavorable image of the partner country in the public opinion of both Russia and Japan. Against the background of a deadlock in the Peace Treaty talks which emerged in 2019, the search for a way out of the diplomatic impasse is on the agenda. In the author's opinion, it would be appropriate at the first stage to proceed to the conclusion of a basic agreement on the basis bilateral relations, which would be "untied" from the Peace Treaty. In addition, Russia could stop criticizing Japan for its security policy and show greater understanding of the Japanese initiative in the field of quality infrastructure. In turn, Japan could take a number of strategic decisions on cooperation with Russia and announce them in the Prime Minister's keynote speech. In addition, Tokyo could stop positioning the issue of the peace Treaty as the main issue in relations with Russia, which would allow our countries to "untie" bilateral relations from the problem of border demarcation and focus on their positive agenda.

After a century since the Soviet-Iranian Treaty was signed in 1921 authors of the article consider its significance from a new viewpoint – as the backing of the sovereignty of Iran and Russia that supported development of their relations. Authors examine the way it complied with the interests of Russia and Iran, and its impact on the bilateral relations in the 20th century. The signing of the Treaty secured the sovereignty of Iran, served as the base for the development of equal relations between the two neighboring states and opened up Iran for relations with foreign states. For the Russia, this document was a step towards breaking its diplomatic isolation. The authors emphasize that Russia had granted almost all its property to Iran which contributed to the improvement of the financial situation in Iran and served as a base for the development of mutually beneficial economic relations between the two countries. The authors mention that the property transfer clause was connected with the security of the Soviet Russia. This fact was reflected in the Article 6 of the Treaty. The Treaty set up the basement for the legal status of the Caspian Sea as a closed sea in the states&apos; joint usage. The Convention on the Legal Status of the Caspian Sea, signed in 2018, to some extent retained the special regime of the sea and reflected the spirit of the Treaty of 1921. Although in IRI there are different views about the Treaty some experts consider that it generally complied with Iran&apos;s national interests.

Improving the forms and mechanisms of regional economic integration, deepening the mutual understanding on the formation of an economically and politically secure integrated space, expanding trade and economic relations, elaborating joint actions to maintain regional peace and stability, creating a single information space are among the key areas that have become the basis of cooperation among the Central Asian region (CAR) states. The authors reveal the positive aspects of cooperation among the CAR countries—Kazakhstan, Kyrgyzstan, Uzbekistan, Turkmenistan, and Tajikistan. First and foremost, these include common historical roots, linguistic and cultural similarity, convenient geographical location and established economic ties, which allow the states of Central Asia (CA) to establish a deeper and more active understanding of each other, to solve economic and political problems related to finding and realizing domestic investment potential and expanding regional trade and economic ties. The joint establishment of international transport corridors and infrastructure will help reduce the transport costs for Central Asian countries that supply export products to external markets, which is an important area of ​​cooperation in Central Asia. In addition, the economic problems that exist among the regional countries largely determine the nature of relations between them. Future solution of problems determines the subsequent viability of the Central Asian Regional Economic Cooperation (CAREC) and the regional development prospects. Based on the use of economic research tools, the authors examine the problems caused by the COVID-19 pandemic and their impact on the state of trade and economic relations between the regional states. Post-crisis plans for economic recovery in the Central Asian countries will be developed and implemented in the context of the need to solve the present-day problems associated with the gradual lifting of quarantine measures. In this regard, the quickest possible transition of economies to an upward growth trajectory should launch the expansion of trade and economic cooperation and ties among the Central Asian countries. The authors emphasize the fact that another important problem within CAREC is the fact that CAR economies are dominated by raw materials, which does not solve the problems of reducing social inequality and improving the welfare of the regional population. For this reason, Kazakhstan, like other Central Asian countries, is currently in search of a new economic model. The transformation is crucial because the country needs to overcome its excessive long-term dependence on the export of oil and raw materials. The new economic model should be focused on further industrialization and diversification of the economy, on the search for new innovative approaches and development strategies.

It is necessary to explore Pakistan-China relations in terms of their longterm bilateral contacts, including the history and evolution of their longterm bilateral ties, as well as the factors and environment that led to the consolidation of their strategic dependence. The two nations established diplomatic connections to begin their bilateral relations, which have since developed into close allies. Afterwards, they deepened their engagement with one another and strengthened their strategic reliance, which they nicknamed the "Iron Brothers" partnership. Throughout the course of this study, the foundations of comprehensive cooperation in Pakistan-China relations at various phases of their evolution are examined, as well as the imperatives of interdependence between the two countries. Particular attention is paid to the relevance of China in the increasing dynamics of South Asia, including India's ambitions to gain regional dominance and its connections with other nations, notably the United States, and the significance of China in the rising dynamics of South Asia. According to the conclusion of the talk, the imperatives of regional security, notably the growing Indo-US collaboration, have given rise to new dimensions in Pakistan's relationship with China in the years after September 11, 2001.

The article is devoted to researching and assessing the state of affairs, identifying problems and prospects for Russia’s presence in the markets of Central Asian countries. The relevance of the problem is connected with the goals of maintaining the export positions of the Russian Federation in this market and with the goals of increasing the volume of non-resource non-energy exports. The authors investigated the dynamics and structure of world and Russian exports to the countries of Central Asia, highlighted the dominant commodity groups of Russian exports for each importing country. As a result of the study of the territorial aspect and the related specifics of trade and economic relations, it was concluded that a deeper study of export opportunities and prospects of Russian regions bordering on countries-importers of Russian products in Central Asia was made. The article outlines the problems of increasing competition in the markets of Central Asia and the negative impact on the prospects of Russian exports of falling incomes of the population and reducing market capacity due to the pandemic, the need to take a set of measures to maintain Russia’s competitive position in this market. As a result the studies of the problems of the development of Russian exports the authors came to the conclusion that it is mutually beneficial and promising, to increase the supply Russian products to the countries of Central Asia the need to find ways to increase its efficiency, and strengthen state support for non-resource non-energy exports.

Central Asia is the heart of the Eurasian continent, a region directly adjacent to China, and the Silk Road, which connects the Eurasian continent, passes through this region. Kazakhstan is a country rich in natural resources and energy in Central Asia. Apart from the mineral resources of Central Asia, its location as the center of two continents, its importance in China's foreign trade and its strategic position in the defense of the North-West Frontier, made Kazakhstan known to the world about the location of this project. Since 2014, China has focused on the "One Belt - One Road" strategy in the region. Since 2014, economic relations between the two countries have developed under the "One Belt - One Road" initiative, but the problems remain. The article is devoted to the analysis of economic relations between the two countries and give some suggestions to solve the problem
