The Effectiveness of Forest Conservation Policies and Programs

The world's forests provide valuable contributions to people but continue to be threatened by agricultural expansion and other land uses. Counterfactual-based methods are increasingly used to evaluate forest conservation initiatives. This review synthesizes recent studies quantifying the impacts of such policies and programs. Extending past reviews focused on instrument choice, design, and implementation, our theory of change explicitly acknowledges context. Screening over 60,000 abstracts yielded 136 comparable normalized effect sizes (Cohen's d). Comparing across instrument categories, evaluation methods, and contexts suggests not only a lack of “silver bullets” in the conservation toolbox, but that effectiveness is also moderate on average. Yet context is critical. Many interventions in our sample were implemented in “bullet-proof” contexts of low pressure on natural resources. This greatly limits their potential impacts and suggests the need to invest further not only in understanding but also in better aligning conservation with local and global development goals.

Research Highlights: Forest conservation policies can drive land-use change to other land-use types. In multifunctional landscapes, forest conservation policies will therefore impact on other functions delivered by the landscape. Finding the best pattern of land use requires considering these interactions. Background and Objectives: Population growth continues to drive the development of land for urban purposes. Consequently, there is a loss of other land uses, such as agriculture and forested lands. Efforts to conserve one type of land use will drive more change onto other land uses. Absent effective collaboration among affected communities and relevant institutional agents, unexpected and undesirable land-use change may occur. Materials and Methods: A CLUE-S (Conversion of Land Use and its Effects at Small Scales) model was developed for the Deep Creek watershed, a small sub-basin in the Okanagan Valley of British Columbia, Canada. The valley is experiencing among the most rapid population growth of any region in Canada. Land uses were aggregated into one forested land-use type, one urban land-use type, and three agricultural types. Land-use change was simulated for combinations of two forest conservation policies. Changes are categorized by location, land type, and an existing agricultural land policy. Results: Forest conservation policies drive land conversion onto agricultural land and may increase the loss of low elevation forested land. Model results show where the greatest pressure for removing land from agriculture is likely to occur for each scenario. As an important corridor for species movement, the loss of low elevation forest land may have serious impacts on habitat connectivity. Conclusions: Forest conservation policies that do not account for feedbacks can have unintended consequences, such as increasing conversion pressures on other valued land uses. To avoid surprises, land-use planners and policy makers need to consider these interactions. Models such as CLUE-S can help identify these spatial impacts.

SUMMARYProviding benefits to local people from forest conservation programmes is an important issue for policy makers. Livelihood projects are a common way to provide benefits, but there is little information about their costs. We analysed 463 livelihood projects in the Ankeniheny-Zahamena Corridor Reducing Emissions from Deforestation and Degradation (REDD+) pilot project in Madagascar to understand how different approaches to delivering livelihood projects affect costs. We compared costs across four approaches: conservation agreements, small grants, direct implementation and application of social safeguards. The approach impacted overall costs and the proportion of funds reaching communities. Projects implemented as safeguards were most expensive and had the lowest proportion of expenditures reaching the community. Projects provided as part of conservation agreements directed the highest proportion of expenditures to communities. Our results highlight that how livelihood projects are delivered has implications for project costs and community benefits and should be an important consideration in the design and implementation of REDD+ and forest conservation policies.

Evaluation of the effectiveness of protected areas is critical for forest conservation policies and priorities. We used 30 m resolution forest cover change data from 1990 to 2010 for ~4000 protected areas to evaluate their effectiveness. Our results show that protected areas in the tropics avoided 83,500 ± 21,200 km2 of deforestation during the 2000s. Brazil’s protected areas have the largest amount of avoided deforestation at 50,000 km2. We also show the amount of international aid received by tropical countries compared to the effectiveness of protected areas. Thirty-four tropical countries received USD 42 billion during the 1990s and USD 62 billion during the 2000s in international aid for biodiversity conservation. The effectiveness of international aid was highest in Latin America, with 4.3 m2/USD, led by Brazil, while tropical Asian countries showed the lowest average effect of international aid, reaching only 0.17 m2/USD.

Abstract The Ammatoa Kajang indigenous community maintain cultural authenticity from generation to generation, especially in protecting and preserving customary forests from the threat of damage. This research aims to describe the implementation of forest conservation policies based on local wisdom of the Ammatoa Kajang indigenous community. The research method uses a literature/library study approach. Reference documents from 2001-2021. Data analysis methods with data minimization, data visualization, data analysis, and data validation and concluding. The results of the research showed that the Kajang orthodox community in day-to-day forest management is guided by the Pasang ri Kajang, which contains rules, implementation and sanctions for all forms of forest utilization and management, monitoring tools and control over all activities related to forestry, positively correlated with forestry policies governance. The concept of customary forest management is to divide the forest into three areas with certain specifications and rules as well as prohibited from destroying flora and fauna. In the end, the forest is sustainable and indigenous community behave sustainably; it can be concluded that the implementation of forest conservation policies based on local wisdom of the Ammatoa Kajang indigenous community is going well.

Purpose The purpose of this study is to assess the contributions of graduate research to social innovation and change for learning and improved transdisciplinary practice. Universities, as centers of teaching and research, face high demand from society to address urgent social and environmental challenges. Faculty and students are keen to use their research to contribute to social innovation and sustainable development. As part of the effort to increase societal impact, research approaches are evolving to be more problem-oriented, engaged and transdisciplinary. Therefore, new approaches to research evaluation are also needed to learn whether and how research contributes to social innovation, and those lessons need to be applied by universities to train and support students to do impactful research and foster an impact culture. Design/methodology/approach This paper uses a theory-based evaluation method to assess the contributions of three completed doctoral research projects. Each study documents the project’s theory of change (ToC) and uses qualitative data (document review, surveys and interviews) to test the ToC. This paper uses a transdisciplinary research (TDR) quality assessment framework (QAF) to analyze each projects’ design and implementation. This paper then draws lessons from the individual case studies and a comparative analysis of the three cases on, namely, effective research design and implementation for social transformation; and training and support for impactful research. Findings Each project aimed to influence government policy, organizational practice, other research and/or the students’ own professional development. All contributed to many of their intended outcomes, but with varying levels of accomplishment. Projects that were more transdisciplinary had more pronounced outcomes. Process contributions (e.g. capacity-building, relationship-building and empowerment) were as or more important than knowledge contributions. The key recommendations are for: researchers to design intentional research, with an explicit ToC; higher education institutions (HEI) to provide training and support for TDR theory and practice; and HEIs to give more attention to research evaluation. Originality/value This is the first application of both the outcome evaluation method and the TDR QAF to graduate student research projects, and one of very few such analyses of research projects. It offers a broader framework for conceptualizing and evaluating research contributions to social change processes. It is intended to stimulate new thinking about research aims, approaches and achievements.

The problem of employment of persons with disabilities is in the attention of all international organizations, is one of the seventeen sustainable development goals set by the UN, which defined decent work as an opportunity and prospects for personal development of any person, including those with disabilities. The urgency of this problem is becoming more acute in the modern world due to the fact that the number of disabled people is growing. This is due to the aging of the population – older people are at increased risk of disability, – and also because of the global increase in chronic diseases among the population. The article presents a comparative analysis of foreign and domestic experience in forming a social partnership ecosystem in solving the problems of persons with disabilities, analyzes the level of employment of persons with disabilities, and suggests practical steps for all stakeholders, including governments, civil society structures, and organizations of persons with disabilities, to create a favorable environmental ecosystem, develop rehabilitation and support services, and provide appropriate social support, developing inclusive policies and programs, and ensuring the application of new and existing standards and legislation for the benefit of persons with disabilities and the General public, based on a comparative analysis of the ecosystems of leading European States.

Abstract Background Although good progress was made in maternal and child nutrition during the Millennium Development Goals (MDGs) era, malnutrition remains one of the major threats on global health. Therefore, the United Nation set several nutrition-related goals in the Sustainable Development Goals (SDGs). There is much to be learned from individual countries in terms of efforts and actions taken to reduce malnutrition. China, as a developing country, launched a number of nutrition improvement policies and programs that resulted in dramatic progress in improving maternal and child nutrition during the MDGs era. This study explored the impact, experiences, and lessons learned from the nutrition policies and programs initiated in China during the MDGs era and implications to achieve the SDGs for China and other developing countries. Method The CNKI database and official websites of Chinese government were searched for reviews on nutrition-related policies and intervention programs. A qualitative study was conducted among key informants from the Chinese government, non-governmental organizations (NGOs), and universities for two major national nutrition intervention programs. Results The literature review documented that during the MDGs era, six nutrition policies and eight trans-province and nationwide nutrition intervention programs collectively made good progress in improving maternal and child nutrition in China. Nutrition policies tended to be targeted at infants and children, with less attention on reproductive and maternal nutrition. Nutrition intervention programs focused primarily on undernutrition and have achieved positive results, while for breastfeeding improvement and prevention and control on overweight and obesity were limited. Results from the qualitative study indicated that effective nutrition program implementation was facilitated through the cooperation of multiple sectors and by the government and NGO partnerships, however, still face challenges of insufficient operational funds from local governments and inadequacy of program monitoring and management. Conclusion Nutrition policies and intervention programs promulgated in China during the MDGs era have made major contributions to the rapid decline of undernutrition and are in line to achieve the SDGs related to child wasting, stunting, low birth weight, and anemia in reproductive-age women. However, appropriate policies and program implementation are needed to improve exclusive breastfeeding rates and reduce obesity to achieve the SDGs in years to come.

AbstractDeforestation results from the trade-off between benefits from forest conservation and economic profits associated with land development. However, as net gains are often uncertain, irreversible land development may later be regretted. To better inform conservation policies, we use a real options framework to model irreversible forest conversion under uncertain conservation benefits and determine the associated optimal long-run average rate of deforestation. We then analyze the impact of the demand for agricultural products on the rate of deforestation in the Brazilian Amazon. In a scenario analysis for the nine states of the Brazilian Amazon, we calculate: (i) the expected time for exhaustion of the current forest stock; and (ii) the potential forest coverage for the next 20, 100 and 200 years. Our results suggest that if forest benefits grow over time at a sufficiently high speed, they may significantly slow down deforestation. In contrast, the higher their volatility, the faster deforestation proceeds.
