In the process of national economic mobilization, the logistics system usually suffers from negative impact and/or threats of such emergency events as wars and accidents, which implies that adaptability of the logistics system directly determines realization of economic mobilization. And where the real-time rescue operation is concerned, heavy traffic congestion is likely to cause a great loss of or damage to human beings and their properties. To deal with this situation, this article constructs a blocking-resistance optimum model and an optimum restructuring model based on blocking flow theories, of which both are illustrated by numerical cases and compared in characteristics and application. The design of these two models is expected to eliminate or alleviate the congestion situation occurring in the logistics system, thus effectively enhancing its adaptability in the national economic mobilization process.

Tourism sector has a significant role in the economic development of our country. Tourism sector has contributed 6.88 percent to the GDP and has 12.36 percent share in employment (direct and indirect) in the year 2014. It has also a significant share in foreign exchange earnings. The benefit of tourism mostly goes to the local community (Sonya & Jacqueline, Mansour E. Zaei & Mahin E. Zaei, 2013). In this paper, an attempt has been made to assess how the tourism industry has created an opportunity for the economic, political, social and cultural development of the local community at Manali in Himachal Pradesh (India) and also tried to study the problems that are associated with the tourism in the region. The study found that the tourism industry has been extending its contribution for the development of local community at Manali. It has been providing employment, business and investment opportunities, revenue generation for the government, encouraging the community to promote and preserve its art, culture and heritage, raising the demand of agriculture products, provided opportunities for local people to run and work in the transport business and by promoting MSMEs in the region. Besides the opportunities, the tourism industry has also added many problems to the local community. Traffic congestion, increase in water and air pollution, solid waste generation, degradation of the cultural heritage, ecological imbalances, rise in cost of living, increase in crime, noise and environment pollution, migration of people to the region, negative impact on local culture, and extra pressure on civic services during the tourists season, are the problems associated with the tourism. The study suggest that effective management of natural resources, dissemination of environment protection information, involvement of local community in decision making, professionalization in the working of local administration, extending the support of government in sponsoring the events, infrastructure development, tracking records of migrants with the help of local community to curb the crime rate, promotion and preservation of art, culture and heritage, involvement of NGOs, compliance of the rules can make tourism more beneficial in the development of local community.

With the challenges of increasing traffic congestion, the concept of managed lanes (MLs) has been gaining popularity recently as a means to effectively improve traffic mobility. MLs are usually designed to be left-lane concurrent with an at-grade access/exit. Such a design forms weaving segments since it requires vehicles to change multiple general purpose lanes (GPLs) to enter or exit the ML. The weaving segments could have a negative impact on traffic safety in the GPLs. This study provides a comprehensive investigation of the safety impact of different lengths for each lane change maneuver on GPL weaving segments close to the ingress and egress of MLs through two simulation approaches: VISSIM microsimulation and driving simulator. The two simulation studies are developed based on traffic data collected from freeway I-95 in Miami, Florida. The results from the two simulation studies support each other. Based on the two simulation studies, it is recommended that 1,000 feet be used as the optimal length for per lane change at the GPLs weaving segments with MLs. The safety impact of traffic volume, variable speed limit control strategies, and drivers’ gender and age characteristics are also explored. This study can provide valuable insight for evaluating the traffic performance of freeway weaving segments with the presence of concurrent GPLs and MLs in a highway safety context. It also provides guidelines for future conversion of freeways to include MLs.

India’s intended nationally determined contribution emission which is safe, smart and sustainable green transportation network. Azadpur Mandi which is known for the biggest selling place of fruits and vegetable in Delhi is becoming a place of very heavy traffic area zone. People who are living nearby and the people coming to Azadpur Mandi facing a lot of traffic and also because of no proper direction hinted there people are not able to reach their destination on time. This paper assesses urban traffic congestions and its impact on the daily life of stakeholders and also advocates some possible solutions. In this research found results the number of vehicles has increased in the last ten to fifteen years. The total number of categorised vehicle has also increased. Azadpur Mandi has impacted the land value of the surroundings. The road infrastructure is not sufficient to cater to the traffic volume of this area. The number of lanes in this area is less. This paper outlines the problems of traffic congestion in Asia’s largest sabji (Vegetable) Mandi by using statistical tools. There are very few parking lots inside and outside of the Mandi. This paper investigates the goal 11 of Sustainable Development Goals (SDGs). Goal 11 says to make cities safe, resilience, sustainable. According to the Delhi Traffic police, Azadpur is one of the most accident-prone hotspots of Delhi.

The proposed method aims in designing a system which is capable identifying the emergency situation in ambulance and automatically controls the traffic at the signal point. This feature helps in decreasing the death rate which occurs mostly due to traffic congestion in emergency situation. Traffic density sensor is used to increase the green time when the traffic is heavy. Zigbee is used for establishing wireless communication between system in ambulance and the system at signal point, few control buttons in ambulance are used for indicating emergency situation, and traffic signal indicators are to be controlled depending on emergency situation in the ambulance. In Zigbee transmitter, which is their in the ambulance and placed four buttons i.e. east, west, north and south. The driver presses either of these button depending on the ambulance direction. So, this transmitter sends signal to that Zigbee receiver placed at the traffic junction and the PIC microcontroller takes the action of controlling the LEDs and IR obstacle sensor identify the heavy traffic.

This chapter describes how a variety of Web 2.0 tools have been used to establish and maintain teaching and social presence in online learning. Rather than limiting contact to the virtual world created by well-designed interfaces of learning management system platforms, the creative use of Web conferencing in online teaching not only brings students and teachers together as real human beings but also generates interactions that create more interest and higher engagement. The combined use of synchronous and asynchronous tools, together with mobile devices, has made online learning more flexible, accessible, and credible.

The measurement, monitoring of heartbeat and its rate are necessary to know the health of the heart of human beings. In addition, they are needed for extended applications like criminal investigation, law enforcement, defense and military usage, search, rescue operation, etc. The ultra-wideband (UWB) radars found growing interest in recent years as they are able to overcome the limitations of continuous-wave (CW) Doppler radars in detecting human heartbeat. Modeling and analysis of the UWB pulse propagation behavior through a human body is important before developing a practical UWB radar. Several researchers have estimated the reflected signals to study if their variations correlate with the heartbeat rate. However, the reflected signal strength carrying Doppler information received at the radar after a two-way propagation of the RF signal was found to be too weak for detection. This paper presents (i) a model for UWB wave propagation through a human thorax and (ii) estimation via simulation, of transmission coefficient at various frequencies in the UWB range 1–10[Formula: see text]GHz using CST Microwave Studio. The study clearly indicates that the variation of power transmission coefficient of UWB signal has a strong correlation to the instantaneous dimension of the heart in a cardiac cycle, a feature that can be exploited in detecting cardiac activity of human being using radar-based principles.

With the aggravation of the traffic congestion in the city, car owners will have to give up commuting with private cars and take the public transportation instead. The paper uses the replication dynamic mechanism to simulate the learning and adjustment mechanism of the automobile owners commuting mode selection. The evolutionary stable strategy is used to describe the long-term evolution of competition game trend. Finally we simulate equilibrium and stability of an evolution of the game under a payoff imbalance situation. The research shows that a certain proportion of car owners will choose public transit under the pressure of public transport development and heavy traffic, and the proportion will be closely related to the initial conditions and urban transportation development policy.

Human development as a concept seeks to make individuals the driving force behind state development. Even though international organizations (IOs) are formal agreements by and for the benefit of member states and have historically prioritized states’ interests, it can still be argued that human beings have long been the central concern of many IOs, even for some of the oldest surviving ones today. Nowadays, the human development framework appears to serve as the principal intellectual and normative construct regarding how to achieve national economic growth while building broad social justice and opportunity for individuals. Its allure derives as much from its coherent philosophical critique of past empirical development failures as it does from its incorporation of values and ethics appealing to a broad spectrum of professionals working in the development community. The human development approach was in part necessitated by the monopolization of economic development by states even from the advent of the enterprise in the 1950s. But despite the widespread adoption of the human development framework as an operative concept in the practice of development, it is not without controversy. Most of the critique is directed toward the underlying premises of the capabilities approach and the elements its adherents must elucidate in order to effectively implement its tenets in policy.

To alleviate traffic congestion in the city, an integrated waiting area is introduced to the signalized intersection in this paper. After the design idea and the typical form of the integrated waiting area is proposed, the control method at the signalized intersection is discussed. The coordination control process of the main and pre-signal at the signalized intersection with the integrated waiting area is analyzed and modeled. To assess the operational performance of the integrated waiting area at intersections, a microscopic traffic simulation software (VISSIM) is utilized to simulate intersections with and without integrated waiting areas. Key issues concerning signal timing plans are then discussed. With comparisons between the operation of intersections with and without integrated waiting areas, the implementation effect is quantified based on the statistical data of the simulation result. The results confirm the potential benefits of the integrated waiting areas at the signalized intersections and show that integrated waiting areas work best in heavy traffic demand.
