Innovation and institutional governance are the key enabling factors of cluster ecosystem development. Its synergistic effects play an important role in enhancing ecosystem competitiveness. In this paper, pseudocode language is applied to cluster ecosystem cooperative model reasoning. The coordination and optimization of the innovation system and institutional governance system were studied in a biomedical cluster. Besides, Pearson algorithm was used to test the correlation degree of elements in three Chinese biomedical clusters. The results show that, in Zhangjiang and Nanchang biomedical clusters, the synergistic correlation coefficient between the innovation system and the institutional governance system fluctuates around 0.8. However, in Tonghua biomedical cluster, the synergy correlation coefficient fluctuated around -0.2. The fluctuation range between the two clusters was large. After adjusting the range of order parameters, the rank of synergy trend was Zhangjiang > Nanchang > Tonghua. Finally, further analysis shows that Zhangjiang and Nanchang biomedical clusters can achieve the optimal synergy state by adjusting innovation and institutional governance, but Tonghua cannot. Therefore, the collaboration between the innovation system and institutional governance system provides some reference for the high-quality development of the cluster ecosystem.

Purpose This paper aims to assess whether governance processes that are taking place in the Chinchiná River basin, a coffee culture region in the Andean region of Colombia, are adaptive to climate variability and climate extremes. Design/methodology/approach A mixed research method was used by reviewing secondary research sources surrounding the institutional governance system of water governance and disaster response and semi-structured qualitative interviews were conducted with producers and members of organizations within the institutional governance system. Findings This study found that there is a low response to extreme events. Hopefully, the growing national awareness and activity in relation to climate change and disaster will improve response and be downscaled into these communities in the future. Although, some learning has occurred at the national government level and by agricultural producers who are adapting practices, to date no government institution has facilitated social learning taking into account conflict, power and tactics of domination. Originality/value This paper improves the understanding of the vulnerability of rural agricultural communities to shifts in climate variability. It also points out the importance of governance institutions in enhancing agricultural producer adaptive capacity.

The German economy is recovering hesitantly from the sharp post-unification boom and recession. Two features of recent West German performance are novel: there has been an unprecedented loss of jobs in industry, and manufacturing profitability has been pushed to its lowest level ever and is now low relative to other OECD economies. Serious problems with labour costs and innovation would be expected to show up in a weakening in the trend of export performance. That this has not yet happened is the consequence of the existence of an apparently robust innovation system which enables companies to pursue high quality incremental innovation strategies. However, the experiment of transferring the West German model to the East has proved extremely costly and has not so far established the basis for self-sustaining growth. Problems in profitability, investment and employment in West Germany reflect the failure of the bargaining system—unions, employers, Bundesbank and public sector—to negotiate the sharing of the burden of unification.

This study analyzes the technological capability upgrading and entrepreneurship in the Indonesian fish processing industry. The analysis viewed from the Sectoral Innovation System (SIS) focuses on two aspects: the enabling factors for innovation, and the role of entrepreneur in technological capability upgrading. The study finds that Indonesian fish processing companies: (i) are less interactive with local universities or other STI (science, technology and innovation) centers, and innovation was mostly done through learning by DUI (doing, using and interacting); (ii) are characterized as low-tech industries with a high standard for food safety and product differentiation; (iii) apply adaptive innovation, modified from existing technology or knowledge, except for the leading companies who apply innovation for new products in the market; (iv) actors, technology, market trends, and networks are the main enabling factors for innovation; and (v) the role of entrepreneurs – especially in building entrepreneurial networks – were dominant in the leading companies. The entrepreneurial networks exist and work in global distribution chains that are widely adopted by companies to export their products through buyer–producer relationships. The pathways toward export markets are: global born directly, fastly learned global, and delay learned global companies. These categories have enriched the Mets category (2012). The policy implications of the findings for government should: (i) facilitate companies’ interaction with local universities or other STI centers; and (ii) encourage domestic companies to improve their competitiveness by shifting to higher added value products through various innovations and trading policy schemes.

The data collection was done by using; documentation, observation, and interviews. Data were analyzed qualitatively through data reduction, display/presentation of data, and conclusion/verification. The results showed that; 1) governance institutions in the implementation of Ambon IAIN Tridarma not running optimally and satisfactorily. The fundamental issue is due to weak work culture, the lack of consolidation and utilization of academic resources, and lack of commitment, awareness and a sense of collective responsibility to understand, appreciate and execute the vision, mission, tasks, functions and programs are consistently under applicable laws; 2) Application of the principles of good university governance in institutional governance as a whole is still relatively weak. Indication of the weakness was seen; a) the lack of transparency, especially in terms of regulation, management and implementation of the budget; b) Accountability in terms of public accountability which demands an increase in PT's ability to maximize available resources effectively and efficiently to achieve the expected results, in this context IAIN not sufficiently accountable; c) Responsibility is still relatively weak, many neglected issues, the activities and performance of quality not still often done repeatedly so IAIN not yet reached the high quality; d) Independence, space for creating, innovating is open to all parties, the problem is the individual consciousness academicians who have maximum independence in utilizing space to develop professionalism, except to the work that are routine, structural and formalistic; e) Fairness or equality in relation to the consolidation and utilization of academic resources to participate in various academic agenda has not seen enough fairness. 3) Quality IAIN Ambon is currently in the category of good or moderate. The achievement of quality is closely related to the level of implementation of the principles of GUG that are not yet consistent and maximum. If the principles of GUG can be consistently and maximum, it is believed to be able to make IAIN Ambon superior, high-quality, competitively and have high competitiveness.

Distance-or distance contact education provides registered nurses with an ideal opportunity for professional growth. This method also fulfils a need to study without the problem of being absent from family, occupational and social responsibilities. It seemed that students are enthusiastic about their studies despite personal, financial and other difficulties. At the end of the course students claimed that their self-confidence improved and that they were better equipped to give high quality nursing care. Using the Spearman Correlation Coefficient there was substantial correlation between the matric results and the final course symbol for this group of students [alpha .05 (p.002)]. No correlation existed between the selection average of 1-9 and the different subjects as for example General Nursing and Ethos.

Purpose The purpose of this paper is to examine the governance system of autonomous universities in an emerging economy, i.e., Thailand. The authors examine the degree of freedom that Thai autonomous universities enjoy and the process that they follow in instituting their governance system. Design/methodology/approach The authors use case study method of research where units of analysis are 16 public autonomous universities. Data are collected directly from the Universities and available documents and through interviews with ten informants from five universities. Data are analysed using the triangulation method before presenting findings. Findings The authors find that Thai autonomous universities had different degree of readiness when they were granted autonomy status by the government. According to their Acts, the universities can specify their own governance pattern, leadership recruitment, revenue management, budgeting and personnel management. With the strengthening role and accountability, the university councils have enjoyed wider space of actions in institutional governance. Size and composition of the councils differ. Big and more mature universities tend to have more members and their councils comprise more outside experts than the small ones. Thai autonomous universities’ governance structure is in the pattern of corporate-like structure. Participatory process is applied in the university decision making. Big universities are strategically directed towards being research universities, while small and newly established universities are striving to expand to health science education. In academic governance, there is an academic board which helps the council to handle academic standards and give academic related recommendations. The launch of Education Criteria for Performance Excellence Framework to standardise the country’s higher education system has become controversial and is said to lessen the universities’ degree of academic freedom. In financial autonomy, the study finds that most universities are still dependent on government budget. Originality/value This case study depicts the governance system of autonomous universities in Thailand, which is one of the emerging countries. Taken into account that existing literature regarding university governance, especially in the emerging countries is limited, the study, which eventually proposes recommendations for lifting these universities’ governance performance, should be able to contribute fruitful knowledge in the area.
