The article is dedicated to the role of the knowledge-producing sector for the development of innovation economy in Finland. History and structure of the Finnish innovation system, as well as main characters of knowledge-producing sector as a part of the system are in the center of investigation. The author comes to the conclusion that it was the social state model in Finland that made it possible to create the knowledge-producing sector able either to keep a high quality of education of all levels or to maintain a culture of networking diffusion of knowledge and innovation.

Every person – regardless of place of residence, age, sex, or social status – needs an authority figure, someone they can trust, someone who serves as their source of inspiration and a beacon of hope. However, numerous contemporary researches point out to the existence of a crisis in terms of personal examples, the decline in the quality of education both at home and at school, and the worrisome rise in consumerist and egotistical attitudes which results in pathologies of various shape and form and consequently leads to the general deg¬radation of society. The social life transformations necessitate the introduction of changes to education and the image and authority of a teacher. The purpose of this article is to highlight the role of authority in education, show teacher as a figure of authority as perceived by pupils and their parents, and their expectations and preferences as well as to attempt to define the future of authority in the changing world.

The article is devoted to the study of the quality management system of education in a modern school. In researching this direction, the author relies on the main characteristics of the quality that education must correspond to. Attention is focused on what should be the criteria in solving the problem of education quality. It is concluded that the teacher today has lost the role of a person transferring knowledge, who acts by authoritarian or totalitarian methods, trying to give as much factual information as possible. A teacher today is a mentor who guides and organises educational and upbringing work with students at school. Consequently, the quality of education is aimed at meeting the public demand for the formation of a personality that is ready to actively respond to permanent changes in the social environment and the challenges that education faces today.

Leaving school and joblessness were the problematic social reality in education. The factors of dropping out today are endogenous (self) and exogenous (environmental) factors. This paper tries to describe the social education. This is due to the lack of religious social upbringing, lack of parents' understanding of education in economic and social conditions, and cultural, social environment and low IQ factors. While the problem of unemployment is more dominant due to professionalism or educational skills that are oriented to the fulfillment of the world of work. Alternative solution in resolving the problem of leaving school include: (a) equitable distribution of the educational social environment; (b) promote the concept of lifelong education; (c) the use of various work activities for school dropouts and unemployment; (d) maximizing the role of the family's social environment in the continuation of children's education; (e) implement free education policy efforts. The availability of educational institutions that are equitable with the support of adequate facilities, then supported by the atmosphere of a social environment that is oriented to improving the quality of education that is sustainable will be able to develop an educational orientation based on work professionalism.

The article presents ideas fundamental for the educational community of the determining role of the quality of education on the quality of a modern person and his/her various aspects of life. The authors turn to the origins of the idea of improving the quality of life in philosophical discourse, show the role of education in transforming a student's potency into his real achievements. The article describes the noospheric and acmeological guidelines for improving the quality of a person and his/her life, considering the degree of the culture of life. Having summarized the philosophical, pedagogical, sociological, and economic research, the authors describe the factors that affect the quality of life of subjects of education, systematize various views on the problem of the quality of education in domestic pedagogy, describe innovations that improve the quality of the educational process, and argue the need for their introduction into the practice of higher education. As a proof of the importance of improving the quality of education and its impact on the younger generation, the article presents the results of a reflective analysis of students derived from essays, questionnaires, and interviews that rank and independently describe the criteria for improving the quality of a person and life in conditions of high-quality higher education.

The urgency of the problem of creating favorable environmental conditions for the formation of professional competence of teachers is due to the need of the developing society of modern Kyrgyzstan for educated, moral, enterprising people who can independently make responsible decisions, be mobile, dynamic, constructive specialists, and have a developed sense of responsibility for the fate of the country. The quality of education, including additional education, guarantees the competitiveness of the state. The purpose of this article is to present the results of the study of the role of the collaborative environment in the formation of professional competence of teachers of additional education. On the example of the activity of the republican educational and methodological center of aesthetic education “Balazhan”, it is shown how the introduction of the basics of collaboration in the pedagogical process contributes to the formation of the professional competence of the teacher of additional education. The author on the basis of a large-scale study, which was attended by four hundred ninety-seven children and twenty-five teachers of additional education, presented as formed the professional competence enable the teacher to create in the educational process of effective collaborative environment conducive to the intellectual and creative potential of students; allow to understand, appreciate their work, to understand their role as a helper, Advisor, mentor. The article reveals how the creation of the collaborative environment, the activity of the teacher of additional education for its formation and development, the interaction of the teacher with the social partners, as members of a holistic educational process and the features of the collaborative environment to work with children contribute to the formation of professional competence of the teacher of additional education. The author emphasizes that a pedagogically well-organized collaborative educational environment in the conditions of extracurricular additional education is one of the effective mechanisms for the formation of a socially successful personality

It is proposed to study the learning and contribution of the social educator to human formation and its regulation as a professional of the educational area. It is a study of non-formal education and the role of the social educator, as well as its relationship with public educational policies and socio-cultural phenomena. They aim to present the historical order and evolution of the analysis of public policies and their emergence, as well as their importance not only in Brazil, but also for the world within the field of education. The discussions about the quality of education in Brazil raise questions about teacher education, financing, physical structure of the building, pedagogical practice, socioeconomic profile of the student and school management - elements considered determinants of the quality of education in a school unit. Within the framework of the discussions are the external evaluations as a way of qualifying the schools and the education systems in the country. It is based on the epistemological perspective on education. It is an exploratory and descriptive research, of qualitative approach, according to socio-cultural studies, evaluation of public policies; Analysis and description of actions of education. The aim is to verify the extent of public policies to promote dignity in social and ethnic minorities, at national level, in addition to their participation in the emancipation of the individual and the promotion of the quality of life and human dignity.

e18213 Background: There is an expansion of postgraduate oncology training programs in LMIC . Locally trained oncologists are expected to deliver high quality care. Accreditation is one of the essential regulatory mechanisms to ensure high-quality education. Accreditation systems are rarely standardized or applied in the majority of LMIC. The purpose of this study is to understand the perspectives of African Oncologists on the role of accreditation and adoption of global standards into oncology training programs Methods: We developed a survey that addressed African Oncologists’ perspectives of the role of accreditation. It included 187 standards from the WFME PGME standards, ACGME-I standards for hematology/oncology, and the Royal College of Physician and Surgeons of Canada medical oncology standards. A 3-point scale was employed for each standard: 1 = not important, 2 = important but not essential, 3 = essential Results: The survey was sent to 79 physicians, 38 responded. 87% agreed that accreditation ensures quality of education. 100% agreed that it should involve an external review. 74% believe that accreditation is feasible in resource-constrained settings. 45% agreed it will not increase emigration of qualified doctors. Data of 22 individuals who completed the survey in its entirety were analyzed for standards. 5 standards received the highest ratings of 3 from all respondents: life-long learning, professionalism and ethical principles, competence in chemotherapy delivery and management of toxicities. One standard (prior internal medicine training) received a low rating of < 2.0. The majority of standards had ratings between 2.6 and 2.94, indicating that African Oncologists believe most standards to be useful. Ratings < 2.6 were related to resource constraints such as having PET scans or exposure to clinical trial patients. Conclusions: Most African oncologists believe that accreditation ensures quality of education. Most of the standards were considered important. This data will be useful for developing and adapting oncology education accreditation standards in resource-constrained settings. This paper discusses the importance of the students ‘character building in the level of primary school/Islamic elementary school to face the globalization and information era. Education is the process of determining the nation’s character. Good or bad character of the nation in the future will be determined by the present quality of education. Building the character through Tahfidzul Quran learning approach is expected to be the main foundation to improve the degree and prestige of learners as the asset of the nation. This study aimed to describe the process of Tahfidzul Quran learning which included planning, organizing, doing action and monitoring the important role of learning itself to build the learners’ character, especially in Madrasah Ibtidaiyah Istiqomah Sambas Purbalingga.

Progress in information technology that is so fast is expected to improve the quality of education in Indonesia. In the world of information technology education can help and support the learning process. Especially now all the learning process activities can be done online. Progress in information technology must also be supported by quality human resources. In this case the teacher is very instrumental in the utilization of information technology in the world of education. Because the teacher is one of the education supervisors who will encourage the advancement of the quality of education in Indonesia. But in reality the quality of teachers in Indonesia is inadequate. There are still many teachers who cannot use information technology in learning especially for teachers who are senior or old. As teacher supervisors, they must improve the quality of their performance in using technology. To improve the ability of teachers to use technology, ongoing training is needed to use technology. The role of the head of the school as a supervisor is also needed, namely the principal is obliged to supervise, control, and approach the teacher in terms of the use of technology in the learning process.

The author focuses on the manner and effects of German higher education reforms that have changed the model of university management. The point of reference is the quality of education and its role, how universities ensure it, and how it is verified through evaluation and accreditation. These elements divide the article into two parts: a part about quality and a part about evaluation and accreditation. The analysis includes the impact of global processes and Europeanization. The research approach is characteristic for public policies, sciences of management and quality. The theories used in this article: the theory of systems and neo-institutionalism, as well as perspectives: the university as an active strategic partner, entrepreneurial university, the third role of universities. The publication is based on desk research and on the analysis of processes.
