The proposal of this research is to present the role of communication consultancies in the application of the Access to Information Act (LAI) in the Government of Distrito Federal (GDF). The article analyzes the concept of Public Communication’s that argues about the importance of the dialogue between state and society. Thirty-one public agencies were interviewed. This sample was formed by more than 50% interviewed agencies. More than half of the advisers say that the communication area participates directly of the law application process. Almost 60% of them answered that the strategies for application of LAI make up the organization’s communication policies

The role of taxes is very important in the state finances. Taxes become necessary in financing the expenditures of the state, especially the routine state expenditures. However, not infrequently there are taxpayer actions that cause in State losses. The condition is realized by the government so that the government issued Law Number 11 Year 2016 on Tax Amnesty. However, with the issuance of the Tax Forgiveness Law, it has resulted in various views in the community because for some obedient taxpayers, it is assumed that taxpayers are granted the convenience of their mistakes. So that does not reflect justice as one of the objectives of the law. Based on the issue, the authors will conduct further research on the legality of tax debt relief in the framework of tax forgiveness and the urgency of determining the tax forgiveness rule. This study is qualified as a normative juridical legal research with a type of legal research doctrinal using a statutory approach, and a conceptual approach. From this research, it is expected that the writer can analyze related to the legality of tax debt relief in the framework of tax forgiveness and the urgency of determining tax forgiveness rule.

Abstract: The role of marriage registration (recording) is important particularly in maintaining and protecting the rights of individuals to prove the marriage implementation. Registration of marriage, therefore, is governed by various related rules or regulation. Unfortunately, the registration of marriage is only as a normative one. Meanwhile, most Muslims do not obey the law of marriages arranged by the state because the law is ambiguous, having multi interpretations and difficult to implement. In fact, there are many negative effects emerging from marriage under the hands such as not getting the marriage certificate, and husband, wife and their children not being able to perform civil legal action against the genetic father who has left them. Therefore, marriage under the hand must be prevented with preventive, curative and anticipative measures. In order to produce a law that can respond to the changing demands of time, place, conditions and welfare of the spouses, the maqa>s}id al - shari>ah approach (the purpose of the law) is eligible to apply . Therefore, the government should change the law of registration of marriages that are not relevant to the state of society so that society will feel suitable with the legal registration of the marriage.

Governments have turned to the use of information and communication technologies with the aim of improving service delivery, encouraging citizens in the decision making process, and enhancing accountability, transparency, and effectiveness. Effective inclusive participation of citizens in the government of their country requires access to information through modern technologies. Access to information is vital for transparency, accountability, participation, and the rule of law – all hallmarks of democratic governance. This chapter looks at the role of librarians and records managers in promoting e-government. Their traditional role of collecting, organizing, preserving, and disseminating information places them in a very significant position in e-governance implementation. However, in an electronic environment, they face a number of challenges which include economic, technological, and information literacy. The role played by these professionals, and the challenges each meet are discussed. Some recommendations are provided to enhance the role of these professionals in e-government implementation.

Contracts are used to structure the legal relationship between government and private service providers. Contract also forms a new model both for relationships between public agencies and for the relationship between the government and the people it serves. The challenge for the government is to deliver services with integrity, with equity, and with efficiency. The challenge for administrative law is to provide forms of accountability that do what the law can do to promote those goals. This chapter discusses government by contract and proportionate administration, accountability and efficiency, capacity to contract, and how the law controls government contracts.

Plastics contain hazards that can endanger consumers' health. This thesis discusses the problems faced by consumers due to the use of plastic products as food packaging, consumer protection law violations by the business, and the role of government in order to control the use of plastic products by businesses. Results of this study concluded that the problems faced by consumers is the use of plastic products by dangerous business as a packaged food. By using dangerous plastic product, businesses have also violated provisions of the law of consumer protection. Furthermore, the government should monitor the use of plastic packaging, provide counseling to consumers and businesses, and require businesses to include the symbol and code information on the triangle and plastic packaging. AbstractAlthough the Green Revolution in Indonesia has shown an increase in theagriculturalproduction, a rapid marginalisation process among the farmers has taken place simultaneously.This article aims to identify the role of Sekolah Lapang Petani (Farmer Field School), which isone of the programs conducted byPengelolaan Hama Terpadu (Integrated Pest Management,IPM). This program is conducted by the government in response to the negative impacts of theGreen Revolution that is consideredto be responsible in deteriorating the local knowledge andthe local wisdom techniques, the power of creative-innovation and the freedom of the farmers.This study was conducted in two different sites in South Sulawesi, namely: Manjalling Village(Gowa) and Soreang Village (Maros). Our informants are those who joined SLP-PHT programin the two locations. They consistof 17 farmers; 5 of them are from Manjalling, while rests arefrom Soreang. We triangulate, in-depth interview, observation, life history, and focus groupdiscussion (FGD) as our data collection methods.The results showed that the implementation of SLP-PHT program in Manjallingand Soreanghas played an important role in the application process of the local knowledge and the farmers’creative-innovative development in agricultural, such as productive, righteousness, adaptive,and environmentally friendly.Keywords: farmer field school, creativity, innovative, plant fertilizer and medicine.

<p class="Standard">In the article, the author focused on three theoretical and philosophical issues of the judicial enforcement law in Poland, connected with the new enforcement acts which entered into force on 1 January 2019. First, the judicial enforcement proceedings were presented as an element of the law application process. The axiological dimension of this law, the place and function of a court bailiff in the law application process and the introduction of general clauses, combined with the basic values of the court enforcement law in the form of efficiency, effectiveness and reliability, form the new picture of the judicial enforcement law. Secondly, the problem of a general clause as a “carrier” of extralegal criteria was discussed, which takes an important place in the process of enforcement law application in the new bailiff’s law. There is the special role of the “public interest” and the “interest of justice” clauses as normative constructions introduced by the legislator to judicial enforcement. Thirdly, an attempt was made to answer the question about the presence and possible limits of discretion (free decision-making) of a court bailiff in the surrounding of the new axiology of enforcement law, and especially the formulation of this issue in the process of operative interpretation of law by a court bailiff.</p>

“Economic Corruption” is one of the most serious problems facing Lebanon, which led to an increase in the economic deficit and in the ratio of public debt. This phenomenon is due to historic, religious and favoritism reasons. This paper will address the issue of economic corruption in Lebanon based on historical facts and scientific data. This study suggests options to end economic corruption in Lebanon, which include "controlling the finances of associations and parties, adoption of the law of the right of access to information, activating the illicit enrichment law, election monitoring, adoption of the protection of whistleblowers corruption law, development of the judiciary, amendment of the central inspection law, amendment in the tax procedure code, amendment of the law of the audit bureau, strengthening financial decentralization, and the creation of e-government; in addition to the important role of youth and means of social media.

There have been profound social transformations in Portugal in the last 50 years. Portugal currently adheres to the international and European agenda to prevent domestic violence. In the chapter the Portuguese legislation and the reporting figures regarding domestic violence, the role of the Law Enforcement Agencies, other first responder agencies, and pertinent stakeholders in responding to high impact domestic violence, as well as the National Network for the Support of Victims of Domestic Violence, are addressed. The authors also discuss good practices and significant challenges. Two of these are intertwined – none of them is quickly addressed, nor can they be addressed by themselves. One is developing a collective attitude that considers domestic violence as unacceptable behaviour, besides being punished by the criminal law. The other is directly posed to the law enforcement agencies and has to do with the increasing complexity of the operational procedures (derived from the new tools presented by the government recently). The problem of elites provoking social change on a superlative level is to forget that adopting new social models is not achieved by decree but through social influence processes, which takes time.
