AbstractAlthough the Green Revolution in Indonesia has shown an increase in theagriculturalproduction, a rapid marginalisation process among the farmers has taken place simultaneously.This article aims to identify the role of Sekolah Lapang Petani (Farmer Field School), which isone of the programs conducted byPengelolaan Hama Terpadu (Integrated Pest Management,IPM). This program is conducted by the government in response to the negative impacts of theGreen Revolution that is consideredto be responsible in deteriorating the local knowledge andthe local wisdom techniques, the power of creative-innovation and the freedom of the farmers.This study was conducted in two different sites in South Sulawesi, namely: Manjalling Village(Gowa) and Soreang Village (Maros). Our informants are those who joined SLP-PHT programin the two locations. They consistof 17 farmers; 5 of them are from Manjalling, while rests arefrom Soreang. We triangulate, in-depth interview, observation, life history, and focus groupdiscussion (FGD) as our data collection methods.The results showed that the implementation of SLP-PHT program in Manjallingand Soreanghas played an important role in the application process of the local knowledge and the farmers’creative-innovative development in agricultural, such as productive, righteousness, adaptive,and environmentally friendly.Keywords: farmer field school, creativity, innovative, plant fertilizer and medicine.

Abstract. The purpose of this research is to analyze the role of Panglima Laot in the management of fishery resources in Sabang Island. To be able to understand the fisheries management that involves the role of the community in the form of local institutions, a series in-depth interview, observation, as well as literature were successfully carried out to local fishery community. Since this study is a combination of qualitative and quantitative method, the data collection was analysed using phenomenological approach and critical interpretation process to see the validity and reliability of the research findings.  Referring to previous research evidence, the results show that the presence of Panglima Laot has played an important role in providing information, invitation, supervision and participation in the management of fishery resources. In addition, the role of Panglima Laot in the management of fishery resources includes carrying out customs, assisting the government, resolving conflicts in the community, preventing illegal fishing, preserving the coastal environment and fighting for the living standards of fishermen is very influential both in centralization and decentralization era.  Therefore, these findings can be categorized as a useful information for any party working in field of fishery program.

ABSTRACT  Islamic Religious Instructor has a quite strategic role in the midst of society. besides he is a preacher of Islam, also the Islamic Religious Instructor, according to his function as a guide, illuminator, and community builder with religious language. The role of religious counselors in addition to functioning as an impetus for the community to actively participate in development also plays a role in overcoming obstacles that build the course of development, particularly overcoming negative impacts. Religious instructors as religious leaders always guide, nurture, and move the community to do good and stay away from prohibited acts, inviting something that is needed by the community in fostering its territory both for the purposes of social facilities and worship. The Religious Instructor is a place to ask questions and a place to complain for his community to solve and resolve with his advice. Religious Instructors as community leaders act as priests in matters of religion and social problems as well as in matters of state by an effort to succeed the government program. The role of religious instructors in improving and creating the quality of sakinah families in the Muhajirin AL Muhajirin voluntary II Ta'lim Assembly group in Teluk Betung Barat Subdistrict, Bandar Lampung City, it can be concluded that religious counselors play an important role in improving the quality of sakinah families, one of which is in terms of worship , and also able to improve the quality of a new family and has long become a sakinah family.

Bone Regency as part of South Sulawesi is a very interesting area to discuss. This area is not only part of the history of South Sulawesi, but also a historical flow of South Sulawesi. the existence of nobles who are so attached to the joints of the lives of the people of Bone is still interesting to be examined to this day. Based on this, the article aims to reveal the role of Bone nobility in the swapraja government system to the regency (1950 - 1960). The political development of the government during this period was seen as sufficiently influencing the political dynamics of the government in Bone Regency which continued even today. The method used is the method of historical research with four stages, namely, heuristics, criticism (history), interpretation, and presentation (historiography). The results of the study show that after the transition from swapraja to regency, the role of nobility is still very calculated. But it is no longer like in the period before the transition, where the government was ruled by the king / aristocracy. At this time the level of intelligence is also taken into account. Apart from the fact that the structure of the government is indeed different because the process of appointing head of government is also different. But in general the role of nobility after the transition was not much different, where there were still many nobles holding power. ABSTRAK Kabupaten Bone sebagai bahagian dari Sulawesi Selatan merupakan suatu daerah yang sangat menarik untuk dibicarakan. Daerah ini bukan saja merupakan bagian dari sejarah Sulawesi Selatan, tetapi juga merupakan arus sejarah Sulawesi Selatan. keberadaan bangsawan yang begitu melekat di dalam sendi kehidupan masyarakat Bone masih menarik untuk ditelisik sampai hari ini. Berdasarkan hal tersebut, maka artikel ini bertujuan untuk mengungkapkan tentang peranan bangsawan Bone dalam sistem pemerintahan swapraja ke kabupaten (1950 – 1960). Perkembangan politik dari pemerintahan selama periode ini dipandang cukup mempengaruhi dinamika politik dari pemerintahan di Kabupaten Bone yang berlangsung bahkan sampai sekarang. Metode yang digunakan adalah adalah metode penelitian sejarah dengan empat tahapan yaitu, heuristik, kritik (sejarah), intrepretasi, dan penyajian (historiografi). Hasil penelitian menunjukkan bahwa setelah peralihan dari swapraja ke kabupaten, peranan bangsawan masih sangat diperhitungkan. Namun tidak lagi seperti pada masa sebelum peralihan, di mana pemerintahan dikuasai oleh raja/aristokrasi. Pada masa ini tingkat kecerdasan juga diperhitungkan. Selain karena struktur pemerintahannya memang berbeda juga karena proses pengangkatan kepala pemerintahan juga berbeda. Namun secara umum peran bangsawan setelah masa peralihan tidak jauh berbeda, di mana masih banyak bangsawan yang memegang kekuasaan.

Urban society is synonymous with high levels ofstress. One of the activities that made the citizens in relieving stress and boredom of the mind is a leisure and recreation activity like in border of Tukad Badung. Denpasar City Government seeks to improve the Tukad Badung border area in various ways but until now still not optimal. Another stakeholders tried to improve the  border of Tukad Badung for better and could be developed into a leisure and recreation suggestion for the citizens Each stakeholder certainly has different roles in accordance with the competence and ability. It is interesting how the role of each stakeholder. The research method used in this research is qualitative research. Where qualitative research used in-depth interview technique, observation and qualitative documents and also used the role concept to reviewing the research. The result of the research showed that stakeholders from the government consist of Banjar Gelogor Carik, Desa Pemogan, Dinas Pariwisata Kota Denpasar, Dinas Pekerjaan Umum Denpasar And Balai Wilayah Sungai Bali-Nusa Penida. While the stakeholder of the community consists of Kelompok Bank Sampah Pemogan Dan Komunitas Kali Bersih Pemogan. All these stakeholders have their respective roles in maintaining and expanding the badung border ropes in the path of the fishing pole, pemogan. Despite having different roles but all the stakeholders are hand in hand to realize the tidal river borders that are neat, beautiful and clean.   Keywords : stakeholders role, leisure and recreation, citizens, borders of Tukad Badung

Abstract Following the agreement of the ASEAN Economic Community (AEC) in 2015, it has been approved that cooperation between ASEAN and the other five partner countries, namely China, Japan, Australia, New Zealand, and Korea, has been bound in new economic partnerships, Regional Comprehensive Economic Partnership (RCEP). The main objective of RCEP is to empower economic integrity and enhance the economic development of respective member countries. Coffee and cocoa are two of Indonesia’s important estate commodities for exports. A study focusing on coffee and cocoa agribusiness development to take advantage of RCEP was conducted in several production centers of rural areas. This paper aims to analyze the role of coffee and cocoa business in RCEP trade cooperation by: (i) understanding and analyzing trade on RCEP using RCA and RO, (ii) reviewing trade development in RCEP toward Indonesia’s coffee and cocoa performance using Gereffi analysis. This study was conducted in North Sumatra and South Sulawesi provinces. The study revealed an opportunity for coffee and cocoa to increase their market in the RCEP region but only with its high quality. Coffee and cocoa should be well prepared with significant, integrative, and comprehensive improvement. The government is suggested increasing the production and productivity of coffee and cocoa through intensive extension and closely working with the farmers.

There has been a paradigm shift in extension purview all over the world to factor upon participation of farming fraternity in all possible ways of extension services. In spite of several efforts over three-four decades the technology transfer process and methodology still remains the same and unchanged. While the world bank introduced (in 1970s) Training and Visit (T&V) system of top down extension approach focusing on dissemination of Green Revolution technologies, the Food and Agriculture Organization (FAO) introduced Farmer Field School (FFS) (in 1980s) that emphasized mainly the bottom up-participatory-facilitative approaches in technology transfer process. The objective of this paper is to study the facilitative factors followed in both conventional and FFS way of training, this was assessed through 10 training topics covered in both the method of trainings. Three hundred (300) farm women who had involved in groundnut cultivation in Pennagaram villages, Dharmapuri, India who got trained under FFS and T&V ways separately were surveyed for this study. From 90 to 95% of the survey respondents indicated that they found the facilitative factors followed in FFS way of training was better effective than T&V way of conventional extension training. The mean scores of FFS ranged from 0.82 to 0.94 and significantly differed with the T&V way of conventional extension training score ranged from 0.03 to 0.16.

This study aims to determine the role of community newspaper in carrying out its oversight function of corruption in South Sulawesi province, Indonesia. The type of research used is the content analysis and in-depth interviews with several key informants, including the mayor, the attorney general, the police, non-governmental organizations, and newspaper publishers. The unit of analysis is four local newspapers namely Pare Pos, Palopo Pos, Radar Bone and Radar Selatan. These four newspapers were published outside the provincial capital of South Sulawesi, Makassar. Data analysis used the Single Factor Analysis of variance (ANOVA) or one-factor ANOVA (One Way ANOVA) test. The findings of the study show that: (1) the media has a role in carrying out its oversight function of corruption in government institutions in South Sulawesi, although this is not solely because of the media, but also the regulation and supervision carried out by the government through the bureaucratic path, (2) The portion of community newspaper coverage of corruption is quite large compared to other themes. However, judging from the tone of the news in general, it is still nuanced with information, and there has not been much investigated reporting. (3) Judging from the frequency of the coverage of these four newspapers, the Palopo Pos Daily and Radar Bone Daily showed a trend in reporting corruption issues, while the Pare Pos and Radar Selatan Daily tended to focus more on public service issues, for example waste, road, drinking water, electricity and traffic problems. However, statistical analysis showed that the difference was not significant.

The Indian Union, from the time of independence from British colonial rule, 1947, until now, has undergone shifts in the trajectory of economic change and the political context of economic change. One of these transitions was a ‘green revolution’ in farming that occurred in the 1970s. In the same decade, Indian migration to the Persian Gulf states began to increase. In the 1980s, the government of India seemed to abandon a strategy of economic development that had relied on public investment in heavy industries and encouraged private enterprise in most fields. These shifts did not always follow announced policy, produced deep impact on economic growth and standards of living, and generated new forms of inequality. Therefore, their causes and consequences are matters of discussion and debate. Most discussions and debates form around three larger questions. First, why was there a turnaround in the pace of economic change in the 1980s? The answer lies in a fortuitous rebalancing of the role of openness and private investment in the economy. Second, why did human development lag achievements in income growth after the turnaround? A preoccupation with state-aided industrialization, the essay answers, entailed neglect of infrastructure and human development, and some of that legacy persisted. If the quality of life failed to improve enough, then a third question follows, why did the democratic political system survive at all if it did not equitably distribute the benefits from growth? In answer, the essay discusses studies that question the extent of the failure.

This article provides an overview of the privatization of railway passengers market in Spain through a background to the most relevant cases studies in Europe, particularly the liberalization process in England. The English case study is a paradigmatic example to assess how the liberalization process was developed and its effect in the present. This assessment has been undertaken to analyse the railway franchise structure, ticketing measures, role of national and regional authorities, etc. and possible analogies to be adapted to the case of Spain. Firstly, this article reviews the origin of the privatization of the railway market in both Spain and England, describing every phase of the liberalization and the success of every stage. Secondly, a critical approach assessment exposes those market failures of the liberalization process in England that caused negative impacts on        society. In addition, the role of the Government is analysed to measure their implication in order to solve that situation. Furthermore, the paper expounds a wide analysis of the rail ticketing in England, its effects on increased passenger number. Finally, this article proposes some measures to be followed on the privatization of passenger rail market in Spain, as well as some key concepts to guarantee its success as taken from the case studies that have been reviewed.DOI: http://dx.doi.org/10.4995/CIT2016.2016.3522

The emergence of radicalism problem has threatened disintegration of nation. Therefore, it needs a big role of education especially Islam religious education in preventing the understanding of radical religious teachings, maintaining the character of loving peace and nationalism values. Thus, this research is important to be conducted. This research aims to elaborate de-radicalization of Islamic teachings in Senior High School. This research used descriptive qualitative approach. Research data was obtained from the implementation of curriculum 2013 by senior high school teachers of Islamic religious education in Masamba, South Sulawesi. Data collection was done through direct observation, in-depth interview, and documentation. Data validity was checked through source triangulation and methods. The analysis was done by collecting, presenting, reducing, and drawing conclusion. The results of research were shown that de-radicalization in Islamic education faced several obstacles in achieving assessment standard. Nevertheless, Islamic education in curriculum 2013 can foster students’ character of religious, tolerant, democratic, and peace-love. As an effort of preventing, de-radicalization was done early through Islamic education. The practice of de-radicalization was carried out by teachers in a form of introducing and implementing religious values, tolerance, and nationalism in learning process by integrated with syllabus, teaching materials, and lesson plan.
