This paper examines the impact of temporal experience—time use, conceptions of time and temporal norms—on happiness and well-being and suggests public policies to enhance these experiences. First, it reviews literature concerning the interrelationships of time, money and happiness. Second, it reviews data and issues concerning the use of work and non-work hours around the world. Third, it describes a broader range of temporal issues to be considered in policymaking decisions, e.g. clock versus event time-keeping, monochronic versus polychronic approaches, the definition of wasted time, the pace of life, and temporal orientation. Finally, suggestions are of ered for the formulation of time-use policies intended to increase individual and collective happiness. It is a virtual truism that the way we use our time is the way we live our lives. Our time is our most valuable possession. Much of this time, however, is controlled by others, ranging from our employers to our closest family members. It is also clear that there are profound dif erences-- individual, socio-economic, cultural and national--in the degree to which people hold control over their own time (e.g., LEVINE, 1997; LEE, et al., 2007). It may be argued that public policies are needed to protect the “temporal rights” of individuals, particularly those who are most vulnerable to exploitation. This paper was sparked by an ambitious large-scale project in which I had the opportunity to participate. The project was initiated in the Spring of 2012 following a United Nations resolution, adopted unanimously by the General Assembly, placing “happiness” on the global agenda. The nation of Bhutan was asked to convene an interdisciplinary group of international “experts” to craft recommendations for policies to raise worldwide happiness; more specifically, to develop a “new paradigm for world development.” Bhutan, a small, landlocked, relatively poor Himalayan nation, was chosen for this task because of its pioneering Gross National Happiness (GNH) project. “Progress,” the GNH designers declared, “should be viewed not only through the lens of economics but also from spiritual, social, cultural and ecological perspectives.” Happiness and development, in other words, depend on more than growth and the accumulation of money. England, Canada and other countries and country-level organizations have subsequently followed Bhutan’s lead and established GNH measures of their own (LEVINE, 2013). One of the nine core domains of Bhutan’s GNH index is “time use,” which comprised my section of the report. The present paper draws heavily on that report and the insights that research of ered me. I will address four major sets of issues: I. The inter-relationships of time, money and happiness. Most importantly, what is the relevance of time use to well-being and happiness? II. Time Use: Work hour issues and policies. III. Other temporal factors that need to be considered when formulating policies to increase happiness. IV. Suggestions for policymaking: The call for a “Temporal Bill of Rights.”

In public policy scholarship on policy design, emotions are still treated as opposed to goals, and their presence is assumed to signal that things have gone wrong. We argue, however, that understanding how and for whom emotions matter is vital to the dynamics of policy designs because emotions are central to the capacity building of policy intermediaries and, with that, to the success of public policies. We examine the case of Czech single mothers in their role as intermediaries in ‘alimony policy’. Our interpretive survey provided single mothers an opportunity to express the way they experience the policy emotionally. The analysis reveals that the policy goal of the child’s well-being is produced at the cost of the mother’s emotional tensions and that policy designs defuse these emotional tensions, implicitly. These contradictory emotions expressed by mothers show us a gateway to problematising policy designs in a novel way, which reconsiders construing policy design as a technical, solution-oriented enterprise to one in which emotional tensions intervene in policy design and are essential for succeeding.

Previous research has assessed the potential of solar energy against possible demand; however, the sustainability issues associated with the use of large-scale photovoltaic deployment in urban areas have not been jointly established. In this paper, the impact of photovoltaic energy in the total urban energy mix is estimated using a series of indicators that consider the economic, environmental and social dimensions. These indicators have been previously applied at the country level; the main contribution of this research is applying them at the urban level to the city of Cuenca, Ecuador. Cuenca is close to the equatorial line and at a high altitude, enabling this area to reach the maximum self-supply index because of the high irradiation levels and reduced demand. The solar potential was estimated using a simple methodology that applies several indexes that were proven reliable in a local context considering this particular sun path. The results demonstrate that the solar potential can meet the electric power demand of this city, and only the indicator related to employment is positive and substantially affected. The indicators related to the price of energy, emissions and fossil fuel dependency do not change significantly, unless a fuel-to-electricity transport system conversions take place.

The notion that digital-screen engagement decreases adolescent well-being has become a recurring feature in public, political, and scientific conversation. The current level of psychological evidence, however, is far removed from the certainty voiced by many commentators. There is little clear-cut evidence that screen time decreases adolescent well-being, and most psychological results are based on single-country, exploratory studies that rely on inaccurate but popular self-report measures of digital-screen engagement. In this study, which encompassed three nationally representative large-scale data sets from Ireland, the United States, and the United Kingdom ( N = 17,247 after data exclusions) and included time-use-diary measures of digital-screen engagement, we used both exploratory and confirmatory study designs to introduce methodological and analytical improvements to a growing psychological research area. We found little evidence for substantial negative associations between digital-screen engagement—measured throughout the day or particularly before bedtime—and adolescent well-being.

Background A robust evidence base is needed to develop sustainable cross-party solutions for public housing to promote well-being. The provision of public housing is politically contentious in New Zealand, as in many liberal democracies. Depending on the government, policies oscillate between encouraging sales of public housing stock and reducing investment and maintenance, and large-scale investment, provision, and regeneration of public housing. Aim We aimed to develop frameworks to evaluate the impact of public housing regeneration on tenant well-being at the apartment, complex, and community levels, and to inform future policies. Method Based on a systems approach and theory of change models, we developed a mixed methods quasi-experimental before-and-after outcomes evaluation frameworks, with control groups, for three public housing sites. This evaluation design had flexibility to accommodate real-world complexities, inherent in evaluating large-scale public health interventions, while maintaining scientific rigor to realize the full effects of interventions. Results Three evaluation frameworks for housing were developed. The evaluation at the apartment level confirmed proof of concept and viability of the framework and approach. This also showed that minor draught-stopping measures had a relatively big impact on indoor temperature and thermal comfort, which subsequently informed healthy housing standards. The complex and community-level evaluations are ongoing due to longer regeneration timeframes. Conclusion Public housing is one of central government’s larger social sector interventions, with Kāinga Ora – Homes and Communities the largest Crown entity. Evaluating public housing policies is important to develop an evidence base to inform best practice, rational, decision-making policy for the public as well as the private sector.

Abstract This paper examines the impact of fixed-term employment on well-being from a cross-national comparative perspective by testing (1) the effect heterogeneity across European countries, (2) to which extent Jahoda’s Latent Deprivation Model provides a sufficient micro-level explanation for the underlying mechanisms and (3) whether the macro-level factor of social cohesion weakens the micro-level impacts. We investigate the effects in both an upwards (permanent employment) and a downwards (unemployment) comparative control group design. Due to the mediating role of social contacts on the micro-level, we assume social cohesion on the country-level to moderate the main effects: A high degree of societal affiliation should substitute the function of social contacts in the work environment of individuals. Using microdata from the European Social Survey (ESS) 2012 for 23 countries and applying multilevel estimation procedures, we find that there is a remarkable variation in the effects across countries. Even though in each country fixed-term employees have a lower subjective well-being compared to permanent ones, the point estimates vary from .17 to 1.19 units. When comparing fixed-term employees to unemployed individuals, the coefficients even range from − .27 to 1.25 units. More specifically, a negative effect indicates that having a fixed-term contract is worse than unemployment in some countries. Moreover, pooled linear regression models reveal that Jahoda’s Latent Deprivation Model explains about three-quarters of the micro-level effect sizes for both directions. Eventually, social cohesion on the country-level diminishes the individual-level well-being differences between fixed-term employees and permanent individuals but not between fixed-term employees and the unemployed.

Depression cases have been reported among workers in the financial industries. Occupations in this industry are considered among the most stressful ones. This study aimed to examine the impact of depressive symptoms of financial workers in China on their productivity and well-being. A survey was conducted using a convenient sample of 1024 financial workers recruited from three large-scale financial organizations located in the north and south of China. The result of Hierarchical Regression Analyses shows that depressive symptoms of workers significantly impaired their work-life quality. Severity of depressive symptoms had significant positive relationships with three behavioral manifestations at works. These are, in order of decreasing effect size, turnover intention, presenteeism, and absenteeism. Specifically, depressive symptoms had a larger effect on presenteeism compared to absenteeism, which implies the unawareness or insufficient recognition of Chinese workers towards depression as an illness in comparison with other physical illnesses. Moreover, a Univariate Analysis was conducted to study the moderating effect of emotional labor on the relationship between the severity of depressive symptoms and presenteeism. An aggravating effect was found, displaying a greater damage of depressive symptoms to psychosocial functions of workers. Besides, depressive symptoms of workers also impaired their quality of life in aspects such as interpersonal relationships, life situation, and so on. This study provides evidence of impairments of depression in the workplace, urging the management to pay more attention to its employees' mental health no matter whether it is for the sake of the company's benefit or the employees' well-being.

<p>The GRACE satellite mission and its follow-on, GRACE-FO, have provided unprecedented opportunities to quantify the impact of climate extremes and human activities on total water storage at large scales. The approximately one-year data gap between the two GRACE missions needs to be filled to maintain data continuity and maximize mission benefits. There is strong interest in using machine learning (ML) algorithms to reconstruct GRACE-like data to fill this gap. So far, most studies attempted to train and select a single ML algorithm to work for global basins. However, hydrometeorological predictors may exhibit strong spatial variability which, in turn, may affect the performance of ML models. Existing studies have already shown that no single algorithm consistently outperformed others over all global basins. In this study, we applied an automated machine learning (AutoML) workflow to perform GRACE data reconstruction. AutoML represents a new paradigm for optimal model structure selection, hyperparameter tuning, and model ensemble stacking, addressing some of the most challenging issues related to ML applications. We demonstrated the AutoML workflow over the conterminous U.S. (CONUS) using six types of ML algorithms and multiple groups of meteorological and climatic variables as predictors. Results indicate that the AutoML-assisted gap filling achieved satisfactory performance over the CONUS. For the testing period (2014/06–2017/06), the mean gridwise Nash-Sutcliffe efficiency is around 0.85, the mean correlation coefficient is around 0.95, and the mean normalized root-mean square error is about 0.09. Trained models maintain good performance when extrapolating to the mission gap and to GRACE-FO periods (after 2017/06). Results further suggest that no single algorithm provides the best predictive performance over the entire CONUS, stressing the importance of using an end-to-end workflow to train, optimize, and combine multiple machine learning models to deliver robust performance, especially when building large-scale hydrological prediction systems and when predictor importance exhibits strong spatial variability.</p>

The preoccupation for the field of social security / identity security (a particular form of security of human communities in the absence of which it would not be possible to survive in history, protecting the memory and collective identity, maintaining social and cultural-symbolic cohesion in a society identity security has been steadily increasing over the last decades as a result of the European Union's enlargement and the interest shown by the European institutions for the protection of ethnic and religious specificities, the ethno-cultural identity of the communities and the prevention of democracy, exclusion and discrimination.The concept of social security belongs to the constructivist current (the current trend in which ethnicity is a phenomenon of continuous development built in everyday life that is manifested throughout life) and was developed in the early 1980s, starting with redefining security by certain such as COPRI - Copenhagen.Social security refers to the survival of a community as a cohesive unity; his referent object is large scale collective identities that can function independently of the state. Societal security is concerned with the ability to sustain, within acceptable acceptability conditions, the traditional elements of language, culture, identity, cultural and religious customs.Ole Waever's identity security (social security) refers to preserving, in acceptable conditions of evolution, the traditional patterns of language, culture, association, and national, religious and customary identity. Thus, we can say that social security refers to situations where companies perceive a threat to identity.Regarding the situation of Romania, though, during the two decades of transition to a democrathic regime, the responsibility of the Romanian citizen has come to be pursued with minority integration (wishing to ensure the identity security for them), adopting 200 dectrets by setting up institutions to deal in the areas of minority inclusion and allocating funding to support an organization that considers the role of the intrusional civil society to be more effective is still deficient in this area.The purpuse of this article is to explore the concepts of mionority, ethnicity, social integration, public minority integration policies, citizenship, integration and identity security, starting from the idea that identity should be understood both as a social process and as a power instrument.It will also review the impact of minority integration policies focusing on the Roma minority on identity security and outline the possible threats / opportunities for understanding and implementing the concept of identity security in public policies for minorities / Roma.

Local services and facilities in residential neighbourhoods play an important role towards the social sustainability of local residents. It is believed that having good provision and access to these local services and facilities would contribute significantly to the quality of life and residents’ well-being. The form of the neighbourhood influences the way people live in the neighbourhood. The way people settle in neighbourhood’s shapes the quality of life, the richness of the local economy, the level of social cohesion, the level of safety and the amount and the kind of human activities in public spaces. Different urban forms can have very different degrees of sustainability. Density is one of the urban form elements that have been research numerous times and proven to have an influence on the neighbourhood sustainability. Density is the most easily measured urban form element either at a macro level (city) or micro level (neighbourhood). This research discusses the impact of density on the micro scale through estimating its influence on access to local facilities. Through the use of household survey and supported by observation survey, this study findings on the impact of density on access and use of local facilities. The study concludes with establishing the findings of the survey to reflect and fit into the body of knowledge and how it would improve the guidelines and policy on social sustainability in improving the urban living as a whole.

ObjectivesNursing homes are hit relatively hard by the COVID-19 pandemic. Dutch long-term care (LTC) organisations installed outbreak teams (OTs) to coordinate COVID-19 infection prevention and control. LTC organisations and relevant national policy organisations expressed the need to share experiences from these OTs that can be applied directly in COVID-19 policy. The aim of the ‘COVID-19 management in nursing homes by outbreak teams’ (MINUTES) study is to describe the challenges, responses and the impact of the COVID-19 pandemic in Dutch nursing homes. In this first article, we describe the MINUTES Study and present data characteristics.DesignThis large-scale multicentre study has a qualitative design using manifest content analysis. The participating organisations shared their OT minutes and other meeting documents on a weekly basis. Data from week 16 (April) to week 53 (December) 2020 included the first two waves of COVID-19.SettingNational study with 41 large Dutch LTC organisations.ParticipantsThe LTC organisations represented 563 nursing home locations and almost 43 000 residents.ResultsAt least 36 of the 41 organisations had one or more SARS-CoV-2 infections among their residents. Most OTs were composed of management, medical staff, support services staff, policy advisors and communication specialists. Topics that emerged from the documents were: crisis management, isolation of residents, personal protective equipment and hygiene, staff, residents’ well-being, visitor policies, testing and vaccination.ConclusionsOT meeting minutes are a valuable data source to monitor the impact of and responses to COVID-19 in nursing homes. Depending on the course of the COVID-19 pandemic, data collection and analysis will continue until November 2021. The results are used directly in national and organisational COVID-19 policy.
