Ideal Types and Negotiated Identities: A Comparative Approach to the City-State

Historians often leave the comparative analysis of the city-state in Europe to their colleagues in political science and sociology. But two recent volumes—Scott, The City-State in Europe, and Gamberini and Lazzarini (eds.), The Italian Renaissance State—address a number of traditional assumptions about the differences between Italian and transalpine cities and the differences between princely and republican regimes. Both volumes show how historians can make a valuable interdisciplinary contribution to comparative analysis by paying attention to diverse historical trajectories and contingencies—along the way revealing the resilience of urban forms of political life long thought to have declined with the rise of the territorial state.

Forty Hall, built in 1629 for Nicholas Rainton (1569–1646), is one of a group of Jacobean and Carolean suburban villas around London. This type of house has its antecedents in medieval secret houses and Tudor lodges, and was influenced by Italian Renaissance models. It provided a convenient escape from the bustle and squalor of the City, whilst being close enough to stay in touch with business or court, and so was popular with aristocrats and merchants alike.Rainton was one of the latter, a wealthy London merchant who imported fine textiles, principally satin and taffeta, from Florence and Genoa. He took an active part in the corporate and political life of the City, including serving as Alderman of Aldgate Ward from 1621, Sheriff of the Ward in 1622 and Lord Mayor in 1632–33. He was also master of the Haberdashers’ Company in 1622–23 and 1632–33. His religious sympathies were firmly Puritan, and he consistently sided with Parliament in its disputes with the Crown in events leading up to the Civil War.

While the first half of the 14th century, during the period in which Siena was ruled by the elected officials known as the “Nine” (1287–1355), has tended to be considered the city’s political, economic, and cultural heyday, scholarship over the past decades has reassessed the period following the demographic disaster inflicted by the Black Death (1348). Siena remained an independent city-state through much of the Renaissance period, losing its independence to the Imperial forces of Emperor Charles V (1555), who then ceded it briefly to his son Philip (later Philip II) and who, in turn, sold the city in 1557 to Duke Cosimo de’ Medici to form part of the Medici dominions. Sienese political life throughout the 15th century was marked by complex wrangling between rival factions, although the republican system prevailed—with an intermission during the ascendancy of the quasi-prince Pandolfo Petrucci (c. 1503–1512) and his heirs (to 1525)—until its loss of independence. As a result, a pattern of civic patronage remained at the fore, with major commissions funded by and directed toward the main civic institutions, including the city hall (Palazzo Pubblico), cathedral, and public hospital (Santa Maria della Scala) as well as public infrastructure, such as gates, walls, and water supply. Based, in part, on the continuities of government and its institutions from the 14th century into the Renaissance period, the art of Siena has tended to be characterized in the scholarly literature by elements of tradition and continuity. Until relatively recently, 15th-century painting was viewed quite simplistically as slavishly continuing in the vein of the earlier century, characterized by gold backgrounds and religious iconography derived from local civic devotion and a resistance to stylistic innovation. Nevertheless, a wave of new studies over the past fifteen years has led to a reappraisal of the city’s artistic production. These works have tended to view the distinctive style that characterized Sienese art as consciously defining a local identity through painting, sculpture, and architecture that was unique, and intentionally different, from that of its close neighbor and competitor, Florence. Although there is no comparison between the volume of research conducted on Siena and that on major Renaissance cities such as Rome, Florence, and Venice, Siena has certainly earned the status of a place worthy of consideration among the significant sites of artistic production. This article reveals that English-language research on Sienese art is far from systematic, and it is surprising that many major artists have received only limited attention.

This paper attempts to differentiate the forms of political regime that held sway in the city of Florence over the century following the formation of the Florentine constitution in 1282. It aims to establish certain pragmatic criteria for distinguishing between these Signorie, and to incorporate these into a framework that may be of some value in subsequent comparative study of the politics of the Italian city state in the later Middle Ages. The method employed is inductive. The more conventional deductive approach is rejected because the setting up of definitions at the outset is likely to create the illusion that political forms existed in a pure state. Dictatorship, oligarchy and popular government did not exist in the form of “ideal types” but rather were characterized by frequent changes of form and function. During periods of challenge and struggle their true nature became more clearly discernible than in eras of relative quiescence and this fact in part explains the conflicting interpretations that have arisen.

Densification by greening, or what we can learn from Singapore (essay) Singapore, a city-state with a high population density, wants to give its population, its tourists and its economy a living and livable city and has developed the concept of the Garden City. Parks, nature reserves, forest, green corridors, trees, botanical gardens, horizontal and vertical greening of buildings, as well as popular participation, are all important for this vision of the city. Singapore is counting on dense construction alongside “greening” and biodiversity. Let us be prepared to learn from Singapore's example! Our land is also a non-renewable resource. To protect our ever more limited agricultural land, we should renounce any extension of building land, and free ourselves from the expanding carpets of suburban development. Let us build multiple urban neighbourhoods with mixed use and more biodiversity. Let us develop new types of communal gardens. Urban gardens in the widest sense – from private gardens to garden cooperatives, to parks and botanical gardens – are a part of our living space. The city should be our garden.

New Comedy was a Panhellenic phenomenon. It may be that a performance in Athens was still the acme of a comic playwright’s career, but Athens was no longer the exclusive venue of the genre. Yet Athens, or an idealized version of Athens, remained the setting or backdrop for New Comedy, whatever its provenance or intended audience. New Comedy was thus an important vehicle for the dissemination of the Athenian polis model throughout the Hellenistic world, and it was a factor in what has been termed ‘the great convergence’. The role of New Comedy in projecting an idealized image of the city-state may be compared to that of Hollywood movies in conveying a similarly romanticized, but not altogether false, conception of American democracy to populations around the world.

AbstractThis collaborative and comparative paper deals with the impact of Covid-19 on the use and governance of public space and street trade in particular in two major African cities. The importance of street trading for urban food security and urban-based livelihoods is beyond dispute. Trading on the streets does, however, not occur in neutral or abstract spaces, but rather in lived-in and contested spaces, governed by what is referred to as ‘street geographies’, evoking outbreaks of violence and repression. Vendors are subjected to the politics of municipalities and the state to modernize the socio-spatial ordering of the city and the urban food economy through restructuring, regulating, and restricting street vending. Street vendors are harassed, streets are swept clean, and hygiene standards imposed. We argue here that the everyday struggle for the street has intensified since and during the Covid-19 pandemic. Mobility and the use of urban space either being restricted by the city-state or being defended and opened up by street traders, is common to the situation in Harare and Kisumu. Covid-19, we pose, redefines, and creates ‘new’ street geographies. These geographies pivot on agency and creativity employed by street trade actors while navigating the lockdown measures imposed by state actors. Traders navigate the space or room for manoeuvre they create for themselves, but this space unfolds only temporarily, opens for a few only and closes for most of the street traders who become more uncertain and vulnerable than ever before, irrespective of whether they are licensed, paying rents for vending stalls to the city, or ‘illegally’ vending on the street.

Because many political science instructors come from another region or state; they feel insufficiently informed in teaching about the state and local government wherein they presently reside. Consequently, instructors generalize about these governments. Yet in many public universities and community colleges, students find the politics in their area pertinent and care less for comparative analysis. In truth, the students probably have a valid point, since the majority will reside in the state where they are attending college.

Mark Peterson's The City-State of Boston is a formidable work of history—prodigiously researched, lucidly written, immense in scope, and yet scrupulously detailed. A meticulous history of New England over more than two centuries, the book argues that Boston and its hinterland emerged as a city-state, a “self-governing republic” that was committed first and foremost to its own regional autonomy (p. 6). Rather than as a British colonial outpost or the birthplace of the American Revolution—the site of a nationalist struggle for independence—the book recovers Boston's long-lost tradition as a “polity in its own right,” a fervently independent hub of Atlantic trade whose true identity placed it in tension with the overtures of both the British Empire and, later, the American nation-state (p. 631).
