Sacred Sites as a Threat to Environmental Justice?

AbstractI explore the intersection of environmental spirituality and environmental justice with special attention given to indigenous ecologies. Indigenous communities often employ the language of discrete “sacred sites” to protect portions of their lands from environmental harm. However, the concept of the sacred in Western traditions is typically accompanied by its binary opposite, the profane. Do protected sacred sites implicitly license harm to such “profane” sites as low-income sacrifice zones? Is environmental spirituality in tension with environmental justice? After explicating this problem, I resolve it by exploring indigenous notions of the sacred—notions that are not binary. Indigenous notions allow for treating some discrete lands as places of special power and healing while still maintaining that all lands are sacred and worthy of environmental protection. These are not hierarchical notions of the sacred but variegated ones (or what I call hózhó sacred weaves).

AbstractThe present research is aimed to evaluate the diverse husbandry practices, ethno-veterinary practices, socio-economic status and distressing constraints of camel pastoralists inhabiting desert (Thal) areas of Pakistan, where they maintain herds of Marecha and Barela dromedaries in extensive production regimes. For this purpose, 200 pastoralists were selected at random to fill out an on-site questionnaire. According to the farmers’ responses, it was perceived that their living status had improved in the last decades due to the progressive optimization of camel productivity and herdsmen responsiveness. In contrast, calf mortality rates, some traditional husbandry practices and the lack of market investments continued to be the major constraints affecting camel overall production. Ethno-veterinary medicines are widely applied as primary health care, thus influencing the general health, production potentials and relief of camels in the study region. With this scenario, concerned stakeholders and authorized institutions must re-evaluate the urgent needs of indigenous communities; their education and husbandry skills to promote economic/ financial support in low-income remote areas. In turn, traditional communities will be adapted to the changing socio-economic and cultural values with regard to camel husbandry and welfare. Current societal perceptions and demands within this livestock production industry, where camels are conceived as a sustainable food security animal, if accomplished to the highest possible extent, will increase effectiveness of the camel value chain and breeders’ quality of life will be noticeably enhanced. However, this success could be multiplied if government may devise community education, veterinary cover, marketing facilitates and interest-free small loans for pastoralists.

AbstractThis article explores the relationship between the Emberá–Wounaan and Akha Indigenous people and organized crime groups vying for control over natural resources in the Darién Gap of East Panama and West Colombia and the Golden Triangle (the area where the borders of Laos, Myanmar (Burma), and Thailand meet), respectively. From a southern green criminological perspective, we consider how organized crime groups trading in natural resources value Indigenous knowledge. We also examine the continued victimization of Indigenous people in relation to environmental harm and the tension between Indigenous peoples’ ecocentric values and the economic incentives presented to them for exploiting nature. By looking at the history of the coloniality and the socioeconomic context of these Indigenous communities, this article generates a discussion about the social framing of the Indigenous people as both victims and offenders in the illegal trade in natural resources, particularly considering the types of relationships established with dominant criminal groups present in their ancestral lands.

The Arctic Council is an intergovernmental forum promoting cooperation, coordination and interaction among Arctic states, indigenous communities, and peoples on issues of common importance. The rising geo-political importance of the Arctic and the onset of climate change has resulted in the Council becoming a focus of increasing interest from both inside and beyond the Arctic. This has resulted in new demands placed on the Council, attracting an increasing number of participants, and instigating a period of transformation as Arctic states work to find a way to balance conflicting demands to improve the Council’s effectiveness and take care of national interests. This paper considers whether, during this time of change, the Council is having an impact on the issues it was formed to address, i.e., environmental protection and sustainable development. To provide answers, it looks at how the Council reports on and evaluates progress towards the implementation of recommendations it makes regarding biodiversity, how it identifies where activities have had impacts and uncovers the mechanisms through which they were successful, to provide an insight into how the Arctic Council can be an agent of change.

In 2011, a company named Gogebic Taconite (GTAC) formed in order to develop the largest open-pit mine in the world—just upstream of the Bad River Band’s reservation on Lake Superior. Owned by Cline Resources Development (a company largely focused on coal), GTAC announced that, even without experience in iron mining, it would mine and process Wisconsin’s taconite ore body to take advantage of Asia’s building and steel commodities boom. The mine would have been sited just upstream of the reservation boundary, and the waters flowing out of the mine site would have contaminated water, fish, and Indigenous communities living downstream. After a multi-year battle, the tribe managed to stop the mine.

This study was conducted in Murut indigenous people inhibited two villages of Keningau district of Sabah Borneo which is blessed with vast cultural diversities. In this regard, 120 randomly selected households from the Nabaai and Gana tribes of Murut community were investigated with a view to identify their homestead plants, use pattern and also their Traditional Knowledge on plant utilization. Five major research tools (e.g., review of secondary information, key Informant interview, household survey with semi-structured questionnaire and focus group discussion) was employed in this study. It is found that the plant species found in the homestead of the Nabaai and Gana tribes are utilized for three main reasons i.e., i) food production, ii) medicine, and iii) fuel wood. There are 23 utilization pattern has been identified in this study which is much lesser than what was found a decade ago (68 utilization). The Nabaai and Gana tribes practice Traditional Knowledge in their daily life especially, in medicinal plant utilization. The findings also show that most of the Traditional Knowledge on plant utilization is lying with the respondents with low income group (59%) because of their high dependency on utilization of the surrounding resources in their daily life. Appropriate steps to preserve and conserve the Traditional Knowledge on plant utilization possessed and practiced by the Murut indigenous communities are deemed necessary before this huge nature treasure is forgotten.

Federal Environmental Justice directives require transportation agencies responsible for planning and programming federal funds, including state departments of transportation and metropolitan planning organizations (MPOs), to identify and address disproportionately high and adverse human health and environmental impacts on minority and low-income populations. Despite issuance of federal and state guidance and training programs, many MPOs nationwide continue to seek clarity on effective environmental justice (EJ) approaches and procedural considerations. The South Central Pennsylvania Unified EJ Process and Methodology study was a year-long effort undertaken by a consortium of MPOs in Pennsylvania Department of Transportation (PennDOT) District 8 to identify a unified and replicable approach to implementing EJ in transportation planning. PennDOT, Federal Highway Administration PA Division, and Federal Transit Administration Region III provided technical assistance and support to the effort. The consortium engaged a technical assistance consultant to facilitate a collaborative process to identify a process framework, a set of analytical methodologies, and effective strategies for advancing EJ in the regional transportation planning process. The study demonstrated a model for convening regional, state, and federal partners to reach consensus around an effective EJ process and methodology. This paper provides an overview of the study process, findings related to the concerns of the participating MPOs, and a brief description of the recommended analytical approaches. The paper discusses lessons learned during the course of the study and considers additional work required to further enhance the EJ process.

Executive Order 12898 and subsequent U.S. Department of Transportation (DOT) orders require all state DOTs to complete environmental justice analyses to identify disproportionately high and adverse effects of programs, polices, and activities on minority populations and low-income populations. Many analysis techniques have emerged in practice and academic literature, but no official guidance has designated a preferred analysis approach. The passage of the Fixing America’s Surface Transportation Act introduced a number of new freight provisions for state DOTs, including a requirement to develop state freight plans to be eligible for funding through the National Highway Freight Program. This paper reviews the existing guidance for environmental justice analyses and documents the application of this guidance to an environmental justice analysis for the Minnesota Statewide Freight System Plan. The plan provides strategies and a policy framework for statewide freight stakeholders to guide planning efforts and investments in the state freight system. The paper concludes with a discussion of further considerations, strategies, and challenges facing freight planning practitioners in future freight environmental justice analyses.

The Arctic region is in crisis from the effects of climate change. The impacts of climate change pose a particular threat to Arctic indigenous communities. Because of the disproportionate impacts of climate change, these indigenous communities are environmental justice communities. Part I of this article discusses how indigenous nations are environmental justice communities and discusses the unique factors that may apply to environmental justice claims arising in Indian country. The article then presents two case studies to explore how, if at all, these concepts have been previously applied to environmental justice claims brought by various Arctic indigenous communities. Part II addresses the Inuit Circumpolar Conference’s petition to the Inter-American Commission on Human Rights. Part III considers the Native Village of Kivalina’s lawsuit against numerous private emitters of greenhouse gases. These case studies underscore the failure of international and domestic forums’ consideration of the special situation of Arctic indigenous peoples as environmental justice communities.

This article explores the tensions and interplay between human and non-human environmental victims from the point of view of eco-justice. The article begins by sketching out the broad contours of green victimology as a newly emerging area of intellectual engagement. Human victims of environmental harm are not widely recognised as victims of ‘crime’. Moreover, within the category ‘victim’, the non-human environmental victim is seldom considered worthy of attention. From an eco-justice perspective, victimhood can be conceptualised in terms of environmental justice (the victim is human), ecological justice (the victim is specific environments) and species justice (the victim is animals, and plants). Hierarchies of victims between and within each of these categories can be identified. One response to these hierarchies is to assert the notion of ‘equal victimhood’ (based on the notion, for example, that all species should be considered equal or that the natural environment has its own intrinsic worth). However, the eco-justice approach adopted in this article argues that context (both social and ecological) is vital to understanding and responding to specific instances of environmental victimisation. Particular circumstances must be taken into account in the conceptualisations of victimisation and in the moral weighing up of interests and harms in any given situation.

The study of settler colonialism has evolved from a nearly exclusive examination of the interplay of Indigeneity and white settler colonial domination to an engagement that has become attentive to questions of racialized migration. Because British settler colonies violently displaced Indigenous peoples without widespread exploitation of their labor, racialized migrant labor has played an important role in establishing and developing settler colonies, from the exploitation of enslaved and convict labor, to indentured and contract labor, and to contemporary iterations of guest and undocumented labor. The reliance on hyper-exploitable, deportable, or disposable classes of migrants has been an integral logic of settler colonialism in North America, rendering Indigenous communities even more vulnerable to dislocation, dispossession, and environmental harm. Asian North American cultural representation offers a rich site to explore settler colonial logics of land dispossession, resource extraction, relocation, urban redevelopment, and incarceration. In particular, Asian North American cultural production has often recycled settler colonial tropes that both denigrate and romanticize Indigenous cultures in claims for belonging that attempt to challenge the racial logics of civil, social, and political exclusion. In North America, the projection of a heroic “pioneer” identity aims to recover early Asian labor from historical obscurity by demonstrating its vital contributions to developing the settler nation. These expressions reinforce the value of Western civilization and industry over an empty, uncivilized, and unproductive Indigenous world. Asian American invocations of “local” identity in Hawai‘i similarly assert a romanticized identification with Indigenous cultures that obscures Asian Americans’ structural dominance and active role in the dispossession of Native Hawaiians. Alternatively, Asian North American cultural producers have also become strong voices in social and cultural movements to prioritize Indigenous self-determination, ecological protection, and decolonial anti-capitalism. Critical approaches to Asian North American representation have become increasingly attuned to reckoning with colonial complicity, exploring the ethics of responsibility, indebtedness, and solidarity with Indigenous communities.
