Organisational Adventures in District Government in Long An Province: Central Regulation Versus Local Initiative

AbstractThis article explores the role of district government in agricultural development in Vietnam's Long An province from 1954 to the present. It argues that it is only in the reform era that the district has begun to realise its potential as a 'transmission belt' between the higher authorities and the grassroots. Under the South Vietnamese regime and in the pre-reform era of the Socialist Republic of Vietnam, local initiative was stifled as policy was dictated from on high by central government, with disastrous consequences. In the reform era, district officials have been joined by 'associates of the state', such as agricultural extension officers, to develop innovative 'local' approaches to agricultural development. This has led to increased prosperity but also rising inequality. While the central government has been more willing to allow local experimentation under reform, its influence and interests are still felt, even at the district level. Most scholars emphasise a sharp break between pre-1975 and post-1975 Vietnam. By contrast, this article highlights the way in which there are important elements of continuity both between regimes and between the pre-reform and post-reform eras.

Punjab has emerged as an important rice-producing state in the country. The state with 1.53 percent of the geographical area of the country produces more than 11 percent of total rice production in the country. The production of rice in Punjab increased more than 10 times due to an increase in area and yield. The growth of a rice crop at such a high rate over 20 years in Punjab is indeed a rare phenomenon in the history of agricultural development in the world. Due to extensive cultivation of rice in Punjab, the state has been over-exploiting the groundwater, more than its recharge. Most of the tube-well dominated districts of the state, witnessed the fall in water table more than 20 to 30 cm per year. To dispose of the paddy straw, the farmers of Punjab generally opt for burning it. This practice of burning of paddy straw besides nutrient loss is posing a serious problem for the public health and transportation system. Rice has now become a problematic crop for Punjab state due to its ill effects on its natural resources, that is, the water and soil environmental degradation. The Punjab Agricultural University experts and other committees estimated that the total groundwater recharge from all sources can sustain/support only 16-17 lakh ha of paddy in Punjab. The area under the crop increased to 29 lakh ha which was unsustainable in the long run. The area under rice in Punjab should be stabilized at 16-17 lakh ha and the remaining paddy area should be shifted to other crops like pulses, oilseeds, maize, fruits, and vegetables, etc. requiringless water, to achieve proper water balance. Thus diversification of some area from paddy is in the interest of Punjab farmers, State government and the Central government for long term food security on a sustainable basis.

In line with regional autonomy that is oriented towards empowerment (emporwerment) and community guidance in the implementation of clean authority and free of corruption, collusion and nepotism, the public sector is often regarded as a nest of wasteful efficiency and institutional fund leakage that always loses money. But the public sector still has wide opportunities to improve the performance of the benefits of resources economically, effectively and efficiently. Knowing the performance measurement of the Sorong Regency government. Knowing the role of indicators in the Sorong Regency government. The method used in this study is descriptive qualitative. It also gives the perspective about the factors that influences use of ICT by extension officers which are seen as playing an important role human development.

It considers the most problematic characteristics and factors of the slowdown of innovative development of domestic agricultural enterprises. The article analyzes the theoretical and practical aspects of decentralization as a foundation for the formation of local governments in Ukraine. The importance of introducing the reform of decentralization of power on the path of development of Ukraine as a democratic, social, legal state is proved. The activity of local self-government in the conditions of decentralization is currently a priority among the reforms in Ukraine, as new trends in state building of our country, formation of civil society institutions, optimization of the system of local self-government determine new conditions for decentralization. Traditionally, a constant view of decentralization as a process in which independent units that form the bearers of local self-government are formed in a centralized state requires the development of new approaches to the analysis of its content and, accordingly, the search for new opportunities to achieve the goal. The role of decentralization in the formation of the institution of local self-government is crucial. After all, decentralization is a kind of management system, in which part of the functions of central government is transferred to local governments. Decentralization is one of the forms of democracy development, which at the same time preserves the unity of the state and its institutions while expanding the possibilities of local self-government. It aims to activate the population to meet their own needs, to narrow the sphere of state influence on society, to reduce expenditures on the maintenance of the state apparatus. This process promotes direct democracy, as it involves the transfer of control of a number of local affairs directly into the hands of stakeholders. Thus, we can say that decentralization helps to build the civil society we so strive for. As a result of local government reform and decentralization of power, the basis of the new system of local self-government should be united territorial communities, which are formed on a voluntary basis in accordance with the statutory procedure with their own self-government bodies, including executive bodies. The reform should help improve the lives of Ukrainian citizens, as well as build a legal, modern, efficient and, most importantly, competitive European state.

The purpose of this study is to determine the role of the Department of Agriculture in the empowerment of farmers' groups in the District Manuju Gowa and identify the factors supporting and inhibiting factors in the empowerment of farmer groups. This type of research used was descriptive research and data analysis is the analysis of qualitative data. While data collection techniques used by researchers is the observation, interview and documentation. The results of this study indicate that the role of the Department of Agriculture in the empowerment of farmers' groups in the District Manuju Gowa which include the delivery of training and counseling, help seed and fertilizer, and assistance agricultural technologies. The factors supporting in the empowerment of farmer groups in the District Manuju namely the support of the Central Government in the form of budget allocations in the state budget, help the Provincial Government, District Government. Then factor inhibiting in the empowerment of farmers' groups in the District Manuju is the application of what is obtained by the groups of training and counseling is still lacking because most still use traditional patterns of farming. Besides the lack of seed stock and fertilizer from the manufacturer is still less. Tujuan penelitian ini untuk mengetahui peranan Dinas Pertanian dalam pemberdayaan kelompok tani di Kecamatan Manuju Kabupaten Gowa dan mengidentifikasi faktor-faktor pendukung dan faktor faktor penghambat dalam pemberdayaan kelompok tani. Jenis penelitian yang di gunakan adalah penelitian deskriptif dan analisis data yaitu analisis data kualitatif. Sedangkan teknik pengumpulan data yang di gunakan peneliti adalah observasi, wawancara dan dokumentasi. Hasil penelitian ini menunjukkan bahwa peranan Dinas Pertanian dalam pemberdayaan kelompok tani di Kecamatan Manuju Kabupaten Gowa yang meliputi pemberian pelatihan dan penyuluhan, Bantuan bibit dan pupuk, dan bantuan teknologi pertanian. Adapun faktor pendukung dalam pemberdayaan kelompok tani di Kecamatan Manuju yaitu adanya bantuan dari Pemerintah Pusat berupa alokasi anggaran dalam APBN, bantuan Pemerintah Provinsi, Pemerintah Kabupaten. Kemudian faktor yang menghambat dalam pemberdayaan kelompok tani di Kecamatan Manuju adalah pengaplikasian dari apa yang didapatkan oleh kelompok tani dari pelatihan dan penyuluhan itu masih kurang karena kebanyakan masih menggunakan pola-pola tradisional dalam bertani. Selain itu kurangnya stok bibit maupun pupuk dari produsen.

Widespread consideration of the role of the public sector was bound to develop in a society confronted by a serious economic crisis.The reforms of local government carried out in the 60s and 70s have not led to the strengthening of local authorities and their means, as claimed deceptively in politica! speeches, hut towards more influence by central government on these authorities and ultimately to its increased power over the administration of society.There is not doubt that the state in its diligence to run almost everything is not only failing in its task of governing hut is also putting society at risk. The administrations which come under the intermediary authorities could form a useful counterforce against the ever present invasion of the state.For reason of its reduced capabilities local government shows the first virtue of not being able to claim hegemony, but also of being an instrument close to the citizen and his control. Furthermore it could manage many tasks in the best way.
