The purpose of this study is to determine the role of the Department of Agriculture in the empowerment of farmers' groups in the District Manuju Gowa and identify the factors supporting and inhibiting factors in the empowerment of farmer groups. This type of research used was descriptive research and data analysis is the analysis of qualitative data. While data collection techniques used by researchers is the observation, interview and documentation. The results of this study indicate that the role of the Department of Agriculture in the empowerment of farmers' groups in the District Manuju Gowa which include the delivery of training and counseling, help seed and fertilizer, and assistance agricultural technologies. The factors supporting in the empowerment of farmer groups in the District Manuju namely the support of the Central Government in the form of budget allocations in the state budget, help the Provincial Government, District Government. Then factor inhibiting in the empowerment of farmers' groups in the District Manuju is the application of what is obtained by the groups of training and counseling is still lacking because most still use traditional patterns of farming. Besides the lack of seed stock and fertilizer from the manufacturer is still less. Tujuan penelitian ini untuk mengetahui peranan Dinas Pertanian dalam pemberdayaan kelompok tani di Kecamatan Manuju Kabupaten Gowa dan mengidentifikasi faktor-faktor pendukung dan faktor faktor penghambat dalam pemberdayaan kelompok tani. Jenis penelitian yang di gunakan adalah penelitian deskriptif dan analisis data yaitu analisis data kualitatif. Sedangkan teknik pengumpulan data yang di gunakan peneliti adalah observasi, wawancara dan dokumentasi. Hasil penelitian ini menunjukkan bahwa peranan Dinas Pertanian dalam pemberdayaan kelompok tani di Kecamatan Manuju Kabupaten Gowa yang meliputi pemberian pelatihan dan penyuluhan, Bantuan bibit dan pupuk, dan bantuan teknologi pertanian. Adapun faktor pendukung dalam pemberdayaan kelompok tani di Kecamatan Manuju yaitu adanya bantuan dari Pemerintah Pusat berupa alokasi anggaran dalam APBN, bantuan Pemerintah Provinsi, Pemerintah Kabupaten. Kemudian faktor yang menghambat dalam pemberdayaan kelompok tani di Kecamatan Manuju adalah pengaplikasian dari apa yang didapatkan oleh kelompok tani dari pelatihan dan penyuluhan itu masih kurang karena kebanyakan masih menggunakan pola-pola tradisional dalam bertani. Selain itu kurangnya stok bibit maupun pupuk dari produsen.

This study aims to describe the factors that influence the performance-based budgeting Gorontalo provincial government by using descriptive research method approach. As for the background of this research is with the issuance of Law No. 17 of 2003 on State Finance which includes a variety of fundamental changes in the approach to budgeting. Such changes would require the support system that is more responsive budgeting, which could facilitate efforts to meet society's demands for improved government performance in the areas of development, quality of service and efficiency of resource utilization.Seeing the conditions in local and central government and supported by the applicable rules then it should budgeting system in Indonesia is still input-based budgeting system was replaced with that is able to respond to those changes. In its place is the State Budget Based on Job Performance or term that is more commonly used is the Performance-Based Budgeting. The process of drafting and targets to be achieved from performance-based budgeting system illustrates the opportunity for the regions to develop vision and mission and realize the wishes and expectations of society in accordance with the potential of the area in question.

AbstractThis article explores the role of district government in agricultural development in Vietnam's Long An province from 1954 to the present. It argues that it is only in the reform era that the district has begun to realise its potential as a 'transmission belt' between the higher authorities and the grassroots. Under the South Vietnamese regime and in the pre-reform era of the Socialist Republic of Vietnam, local initiative was stifled as policy was dictated from on high by central government, with disastrous consequences. In the reform era, district officials have been joined by 'associates of the state', such as agricultural extension officers, to develop innovative 'local' approaches to agricultural development. This has led to increased prosperity but also rising inequality. While the central government has been more willing to allow local experimentation under reform, its influence and interests are still felt, even at the district level. Most scholars emphasise a sharp break between pre-1975 and post-1975 Vietnam. By contrast, this article highlights the way in which there are important elements of continuity both between regimes and between the pre-reform and post-reform eras.

In line with regional autonomy that is oriented towards empowerment (emporwerment) and community guidance in the implementation of clean authority and free of corruption, collusion and nepotism, the public sector is often regarded as a nest of wasteful efficiency and institutional fund leakage that always loses money. But the public sector still has wide opportunities to improve the performance of the benefits of resources economically, effectively and efficiently. Knowing the performance measurement of the Sorong Regency government. Knowing the role of indicators in the Sorong Regency government. The method used in this study is descriptive qualitative. The purpose of this study to determine the role of local government in community empowerment Biringbulu corn farmers in the District of Gowa. This type of research used was descriptive research and data analysis is the analysis of qualitative data. Data collection techniques used are observation, interviews and documentation. The results showed that: The role of local government in empowering communities corn farmers are already well underway; FeAs already carry corn farmer training went well, but not maximized in because there are many farmer groups have not received training; and local governments to provide assistance for seeds, fertilizers as well as savings and loan assistance.Tujuan penelitian ini untuk mengetahui peran Pemerintah Daerah dalam pemberdayaan masyarakat petani jagung di Kecamatan Biringbulu Kabupaten Gowa. Jenis penelitian yang di gunakan adalah penelitian deskriptif dan analisis data adalah analisis data kualitatif. Teknik pengumpulan data yang di gunakan yaitu observasi, wawancara dan dokumentasi. Hasil penelitian menunjukkan bahwa: Peran pemerintah daerah dalam pemberdayaan masyarakat petani jagung sudah berjalan dengan baik; penyuluh lapangan sudah melaksanakan pelatihan petani jagung berjalan dengan baik, akan tetapi belum maksimal di karenakan masih banyak kelompok tani belum mendapatkan pelatihan; dan pemerintah daerah memberikan bantuan bibit, pupuk serta bantuan simpan pinjam.

This research was conducted to find out how far the competence of employees in the field of hospitality, especially in 4 star hotels in Berastagi city and to know how big the role of Karo district government in increasing the competence of employees working in hotel  in Berastagi. The method used in this research is qualitative method with descriptive research type which explain the actual condition that happened in the field with data collection technique through observation, interview and documentation. Based on the results of the research can be in the know that employees who work at hotels in Berastagi have never followed the certification of competence and management of 4 star hotels in Berastagi has not conducted a competency test for employees who work in hotels and Karo district government also has not done activities related to training or competency tests as a form of government support.

The role of Human Resource Strategy in addition to the District Financial Competence forms essential characteristics which show that an autonomous district can implement its district autonomy. This indicates the District has potential human resources beside  its own financial authority and capacity so that it reduces to minimum its dependency upon the central government, thus the District Pure Revenue makes up the biggest part of the District Finance apart from  the Balance and Loan District Fund.In carrying out its administration, the city government is to allot Routine and Development Spending. The types and the amount of the routine spending is allotted for the daily administration operations, the principal source of which is the Pure District Revenue and the Apportion of Tax and non-Tax Receipts  from  the  Provincial Government should care.folly be controlled to maintain the ha/lance. The result of the research shows that during the period of ten years, the last three years of which the Pure District Revenue and the Apportion of Tax and non-Tax Receipts from the Provincial Government turned to be smaller than the Routine Spending. This indicates there  was lack of strategy in the application for the independency in the District Autonomy. In additions, the results of the study reveals that one of the main causes of the low source of revenue is that the city administration did not get the portion from the Apportion of Tax for Motor Vehicle and Taxfor Change of Ownership of Motor Vehicle and also the Tariff of Test for Roadworthy of the Motor Vehiclefrom the Provincial Government.  Where as this is an district potential  resource for City Administration.Related to the above cases the Surabaya City Government will individually and/or conjointly in a short time propose the Central Government to shortly annul the Laws No.18of1997 on District  Tax and District  Retribution and issue new Laws and also call for the East Java Provincial Administration the apportion of Tax for Motor Vehicle and Tax for  Change  of Ownership of Motor  Vehicle and also the  Tariff of Test for  Roadworthy of the Motor Vehicle to the amount of at least 50% so as to cover the Routine Spending and acquire Distri ct Saving.

Currently, traditional design violations often occur that impact on economic losses. This remained the case even though Indonesia has a law design. One problem is the lack of effective implementation of the law in protecting traditional designs Celuk Silver. Therefore, how the impact of the law against legal culture transplant community craftsmen silver in Celuk Gianyar Bali in protecting traditional design in the era of globalization? How efforts to improve the legal culture community silversmith in Celuk Gianyar Bali in protecting traditional design motif in the era of globalization? For that type of normative legal research used socio-legal approach, the nature of descriptive research. Analyzed qualitatively. Law transplanted modern laws that have an impact on culture clash the laws of society that is sketched on the level of public knowledge silversmith about a law design only 20 %, while the related understanding silversmith about the content of the regulation 10%, while revenues silversmith against a law design only 8 %, and community artisans who did not know about a law design is 45 %, the remaining 17 % abstained. Therefore, efforts need to be done is to from a team to the youth Bali socializing, exploring, involving institutional organizations associated Balinese silversmiths in Bali to collect data and to receive input on drafting regulations that support protection of traditional craft design motif. However, the role of local government and communities had not been sufficient to achieve maximum results. Therefore, maximum effort is needed in doing the role of the central government in providing facilities and infrastructure for data collection by involving community organizations and local government silversmith preparing the legislation relating to the protection of traditional design motif silver Celuk Bali representing regional assets.

In the management of tourism sector, Pacitan regency can not be separated from the role of central government in meeting the economic needs and tourism infrastructure in Pacitan regency. The policy of regional autonomy has encouraged the Pacitan local government to manage its own finances in order to increase the regional fiscal independence. The research sample is district government of Pacitan determined by purposive sampling method. The method of analysis in this study is to use simple linear regression analysis. The analysis used is classical assumption test and simple linear regression analysis is used to know the influence between independent variable (X) that is tourism sector to dependent variable (Y) that is fiscal independence. From the results of research proved that the tourism sector positively affect the fiscal independence of the region Pacitan post-establishment of Geopark Gunungsewu. Disaster management always requires the role of many groups, but it requires the regulation of those roles the most. This study aims to analyze multi-stakeholder roles and challenges that arise in handling tsunami disasters in South Lampung. This research uses descriptive qualitative method where data is collected purposively from the local government, leaders of the community, and private organizations through interviews, observation and documentation. This study identify collaboration of the three parties that bring a positive impact on refugees and the role of the district government and provincial government at the forefront, while the private sector and community institutions begin to diminish their role. The challenges arise in disaster management are related to post-rehabilitation activities and anticipation of potential disasters that can still occur in the region in the future.

PurposeThe purpose of this study is to evaluate the implementation of accrual accounting among two layers of government in Sri Lanka. This study examines the process of diffusion and application among and between provincial governments and local governments to assess the barriers and enablers on the implementation of accrual accounting.Design/methodology/approachThe study relies on data collected through interviews with 30 accounting and finance personnel from all levels of government active in the diffusion process. Interviews were conducted to gather and assess their insights and perceptions on the diffusion of accrual accounting. The data are examined initially using Rogers (1995) “diffusion of innovation” theory to explain the factors influencing the diffusion and adoption of accrual accounting at two levels of government but the analysed primarily by comparing the perspectives of respondents between the different layers of government.FindingsThe findings show that the adoption of accrual accounting was more effective among local governments compared with provincial governments. The lack of effective communication and engagement from the leaders of the innovation failed to persuade provincial government adopters of the true value of the accounting reform. This is contrasted with local governments who openly adopted accrual accounting but not in response to pressure from provincial government, who have oversight responsibility for local governments, but in response to funding protocols initiated by the central government to account for grant funding.Research limitations/implicationsThe findings of the study should be interpreted with caution as the data are obtained from the narrow cohort of accounting and finance professionals and may not reflect the views or experience of all stakeholders involved in the diffusion of accrual accounting.Originality/valueThe paper contributes to the diffusion of accounting innovation literature by examining the role of key players in different layers of government, particularly visible among provincial governments where the lack of engagement delayed its commitment to the implementation of accrual accounting.
