New Minorities, Old Instruments? A Common but Differentiated System of Minority Protection

AbstractQuestions concerning whether and how the rights of minorities should be recognised in politics, and how to maintain and strengthen the bonds of community in ethnically diverse societies are among the most salient and vexing on the political agenda of many societies. All policies that seek to reconcile social cohesion, unity and diversity are confronted with a veritable mine-field of dilemmas. Whatever policy options, or mixes of policy options, one wants to choose, one has to face hard trade-offs and serious policy-problems that have been addressed, though in different ways, by moral and political philosophers, political theorists, social scientists, lawyers and by politicians and civil servants. The present paper contends that it is possible to address these issues by bridging two fields of research: minorities and migration. Studying the interaction and complementarities between old and new minority groups is a rather new task because so far these topics have been studied in isolation from each other. It is also an important task for future research in Europe where many states have established systems of old minority rights, but have not yet developed sound policies for the integration of new minority groups originating from migration.

Diversity and integration issues are undoubtedly amongst the most salient ones on today’s political agenda. Most European states have been searching for models and policies to accommodate diversity claims and integrate not only old minority groups, but increasingly also new minority groups stemming from international mobility flows. This article addresses these issues by bridging two fields of research: minorities and migration. Studying the interaction between ‘old’ and ‘new’ minority groups is not an obvious task since, so far, these topics have been studied in isolation from one other. The article investigates the alleged dichotomy between old and new minorities, their similarities and differences, especially in terms of rights and claims, and the potential extension of the scope of application of international instruments for the protection of minorities, such as the Framework Convention for the Protection on National Minorities (FCNM), as to include new minorities too. In the final part, the article analyses the states’ responses to diversity with the aim to develop a common model for minority integration encompassing old and new minority groups.

In international law, minority rights instruments have been traditionally conceived for, and applied to, old minority groups with the exclusion of new minority groups originating from migration. Yet, minority groups, irrespective of their being old or new minorities, can be subsumed under a common definition and have some basic common claims. This allows devising a common but differentiated set of rights and obligations for old and new minority groups alike. This paper argues that the extension of the scope of application of legal instruments of minority protection, such as the Framework Convention for the Protection of National Minorities (FCNM), is conceptually meaningful and beneficial to the integration of new minorities stemming from migration.

The scientific enterprise reflects society at large, and as such it actively disadvantages minority groups. From an ethical perspective, this system is unacceptable as it actively undermines principles of justice and social good, as well as the research principles of openness and public responsibility. Further, minority social scientists lead to better overall scientific products, meaning a diverse scientific body can also be considered an instrumental good. Thus, centering minority voices in science is an ethical imperative. This paper outlines what can be done to actively center these scientists, including changing the way metrics are used to assess the performance of individual scientists and altering the reward structure within academic science to promote heterogenous research groups.

This chapter discusses how narratives about security, extremism, and migration may be influenced by racist stereotyping, thereby undermining positive engagement between prison staff and Muslim prisoners in England and Wales. It argues that wider discourses about Muslim prisoners are dominated by a narrative of threat that draws strongly on anti-migrant feelings and racism, encouraged by growing scepticism about British multiculturalism and essentialist conceptualizations of minority groups. The chapter suggests that the damaging impact of this narrative can be challenged through better incorporation into practice of the insights of empirical research involving foreign and Muslim prisoners.

Abstract Background and objectives Among placental mammals, females undergo immunological shifts during pregnancy to accommodate the fetus (i.e. fetal tolerance). Fetal tolerance has primarily been characterized within post-industrial populations experiencing evolutionarily novel conditions (e.g. reduced pathogen exposure), which may shape maternal response to fetal antigens. This study investigates how ecological conditions affect maternal immune status during pregnancy by comparing the direction and magnitude of immunological changes associated with each trimester among the Tsimane (a subsistence population subjected to high pathogen load) and women in the USA. Methodology Data from the Tsimane Health and Life History Project (N = 935) and the National Health and Nutrition Examination Survey (N = 1395) were used to estimate population-specific effects of trimester on differential leukocyte count and C-reactive protein (CRP), a marker of systemic inflammation. Results In both populations, pregnancy was associated with increased neutrophil prevalence, reduced lymphocyte and eosinophil count and elevated CRP. Compared to their US counterparts, pregnant Tsimane women exhibited elevated lymphocyte and eosinophil counts, fewer neutrophils and monocytes and lower CRP. Total leukocyte count remained high and unchanged among pregnant Tsimane women while pregnant US women exhibited substantially elevated counts, resulting in overlapping leukocyte prevalence among all third-trimester individuals. Conclusions and implications Our findings indicate that ecological conditions shape non-pregnant immune baselines and the magnitude of immunological shifts during pregnancy via developmental constraints and current trade-offs. Future research should investigate how such flexibility impacts maternal health and disease susceptibility, particularly the degree to which chronic pathogen exposure might dampen inflammatory response to fetal antigens. Lay Summary This study compares immunological changes associated with pregnancy between the Tsimane (an Amazonian subsistence population) and individuals in the USA. Results suggest that while pregnancy enhances non-specific defenses and dampens both antigen-specific immunity and parasite/allergy response, ecological conditions strongly influence immune baselines and the magnitude of shifts during gestation.

Gender budgeting calls for including a gender perspective at all levels of governmental budgetary processes. While the literature on gender budgeting is interdisciplinary and covers a wide geographical range, it remains fragmented. This study uses a literature review to examine the current discourse on gender budgeting and to elicit avenues for future research. Our review shows that studies focus either on emerging economies, such as India or South Africa, or on countries in Europe. Drawing on an analytical framework, we find that most studies scrutinize the ex ante stages of gender budgeting, whereas less is known about the concurrent and ex post stages. Moreover, because little is known about the outcome and impact of gender budgeting, governments do not know what instruments function best in different settings. Given their ex ante focus, most studies on gender budgeting often either remain descriptive or analyse secondary data. Despite scholars from different disciplines contributing to the field of gender budgeting, several ‘blank spots’ remain, particularly in public sector accounting. Points for practitioners While current gender budgeting projects tend to focus on the ex ante stage of gender budgeting, future practitioner attention needs to focus on the equally important concurrent and ex post stages, which have received less attention thus far. An increasing number of governments worldwide are implementing gender budgeting projects. Governments need to evaluate the outcome and impact of these projects in a timely fashion, aiming at reducing structural inequalities related to gender. Gender budgeting is willingly adopted in times of prosperity and stability or when the scope of projects appears manageable. To avoid negative impacts on their achievements, policy makers need to put gender budgeting on the political agenda and institutionalize it in times of instability and crisis.

Abstract This research note unveils new archival evidence from Amnesty International's first twenty-five years (1961–1986) to shed light on the realization of international human rights as Amnesty balanced “nonpolitical politics” through multifaceted government relations. The research draws from minutes and reports of eighty meetings of Amnesty's executive leadership and interviews from the 1983 to 1985 Amnesty Oral History project, all collected from the International Institute of Social History. The records show that during this time Amnesty relied on government and foundation funding to exit a severe financial crisis. Amnesty also cultivated a private diplomatic network with governments for access and advocacy and conducted side bargains with closed countries for access and reforms. In one sense, the new evidence complicates the conventional wisdom that Amnesty was only financed from small, individual donors and stayed away from private government dealings. In another sense, the new data extend existing insights about INGO strategic action by revealing Amnesty's pragmatic trade-offs when maintaining arms–length relations with governments to better appreciate the organization's early challenges and accomplishments. The note ultimately contributes to scholarship on the strategic choices of INGOs and provides new data for future research on the agency of nonstate actors in global governance navigating complex government relations. Esta nota de investigación presenta nueva evidencia documental de los primeros 25 años de Amnistía Internacional (Amnesty International), de 1961 a 1986, para arrojar luz sobre el cumplimiento de las normas internacionales de derechos humanos mientras Amnistía balanceaba la “política no política” mediante relaciones gubernamentales polifacéticas. La investigación incorpora actas e informes de 80 reuniones del liderazgo ejecutivo de Amnistía y entrevistas de 1983 a 1985 del proyecto Historia Oral de Amnistía (Amnesty Oral History), recopiladas del Instituto Internacional de Historia Social. Los documentos muestran que, en ese momento, Amnistía necesitó financiación gubernamental y de fundaciones para salir de una crisis financiera grave. Amnistía también cultivó una red diplomática privada con gobiernos a cambio de acceso y defensa, y tuvo negocios paralelos con países cerrados a cambio de acceso y reformas. En un sentido, la nueva evidencia complica la sabiduría convencional de que Amnistía solo tuvo financiamiento de donantes pequeños e individuos y se mantuvo lejos de los negocios privados con gobiernos. En contraste, los nuevos datos amplían las percepciones existentes sobre la acción estratégica de organizaciones no gubernamentales internacionales (ONGI), revelando las concesiones pragmáticas de Amnistía al mantener relaciones independientes con gobiernos, y permiten apreciar mejor los desafíos y logros iniciales de la organización. Cette recherche s'appuie sur des minutes et rapports de 80 réunions de la haute direction d'Amnesty, ainsi que sur des entretiens qui ont eu lieu entre 1983 et 1985 dans le cadre du projet Oral History (Histoire orale) d'Amnesty. Ces données ont toutes été recueillies auprès de l'Institut International d'Histoire Sociale. Les archives montrent que durant cette période, Amnesty a dû compter sur le financement de gouvernements et de fondations pour sortir d'une grave crise financière. Amnesty a également cultivé un réseau diplomatique privé avec des gouvernements pour faciliter son accès et son plaidoyer dans le pays concerné tout en menant des négociations parallèles avec les pays fermés pour y favoriser son accès et les réformes. En un sens, les nouvelles preuves compliquent les idées reçues selon lesquelles Amnesty ne serait financée que par de petits donateurs individuels et resterait à l’écart des affaires gouvernementales privées. Mais en un autre sens, ces nouvelles données enrichissent les renseignements existants sur l'action stratégique des organisations non gouvernementales internationales en révélant qu'Amnesty s’était livrée à des compromis pragmatiques en entretenant des relations avec les gouvernements tout en restant à distance. Ces renseignements nous permettent donc de mieux apprécier les premiers défis et accomplissements de l'organisation. En définitive, cet exposé contribue aux études sur les choix stratégiques des organisations non gouvernementales internationales et fournit de nouvelles données pour les recherches futures sur l'intervention des acteurs non étatiques dans la gouvernance mondiale tandis qu'ils naviguent dans des relations gouvernementales complexes.

Abstract Background In December 2020, Public Health England with NHS Test and Trace initiated a pilot study in which close contacts of people with confirmed COVID-19 were given the option to carryout lateral flow device antigen tests at home, as an alternative to self-isolation for 10–14 days. In this study, we evaluated engagement with daily testing, and assessed levels of adherence to the rules relating to behaviour following positive or negative test results. Methods We conducted a service evaluation of the pilot study, examining survey responses from a subset of those who responded to an evaluation questionnaire. We used an online cross-sectional survey offered to adult contacts of confirmed COVID-19 cases who consented to daily testing. We used a comparison group of contacts who were not offered testing and instead self-isolated. Results Acceptability of daily testing was lower among survey respondents who were not offered the option of testing and among people from ethnic minority groups. Overall, 52% of respondents reported being more likely to share details of people that they had been in contact with following a positive test result, if they knew that their contacts would be offered the option of daily testing. Only 2% reported that they would be less likely to provide details of their contacts. On the days that they were trying to self-isolate, 19% of participants reported that they left the house, with no significant group differences. Following a negative test, 13% of respondents reported that they increased their contacts, but most (58%) reported having fewer risky contacts. Conclusions Our data suggest that daily testing is potentially acceptable, may facilitate sharing contact details of close contacts among those who test positive for COVID-19, and promote adherence to self-isolation. A better understanding is needed of how to make this option more acceptable for all households. The impact of receiving a negative test on behaviour remains a risk that needs to be monitored and mitigated by appropriate messaging. Future research should examine attitudes and behaviour in a context where infection levels are lower, testing is more familiar, and restrictions on activity have been reduced.

Abstract Background During the coming years, selected social housing areas in Denmark will undergo large structural changes as part of a political agenda. Previous studies on the effects of such interventions are inconclusive. Residential areas are important for the development of social relations and health. The aim of this study was to explore the associations between social relations and self-rated health (SRH) and the interaction with country of origin in an ethnically diverse social housing area undergoing demolition, and compare results with the municipality. Methods Data include multilingual interviewer driven surveys with residents aged 45+ years before demolition began in 2018 (N = 209) and during the demolition in 2019 (N = 132), and a health survey on municipality level (N = 1638). Information on social relations include contact frequency with and support from family, friends and neighbors. SRH was dichotomized into high/low. Descriptive and multivariate logistic regression analyses adjusted for age, sex and Western/non-Western origin are presented. Results In cross-sectional analyses from 2018, low contact frequency and low support increased the risk of low SRH, OR = 1.44 (0.63-3.29) and OR = 1.23 (0.62-2.48), especially when also having non-Western origin compared to having high contact frequency or support and Western origin, OR = 6.27 (1.80-21.84) and OR = 4.43 (1.68-11.69), respectively. The same association was seen in 2019 and on municipality level. Low contact frequency in 2018 was associated with higher risk of developing or maintaining low SRH in 2019 compared to the group with high contact frequency in 2018 in longitudinal analyses, OR = 3.04 (0.91-10.91). Conclusions Poor social relations increased the risk of low SRH, especially when also having non-Western origin. Having poor social relations before the demolition was associated with an increased risk of developing or maintaining low SRH during the demolition in an ethnically diverse social housing area. Key messages Having low contact frequency before area demolition in a social housing area in Denmark increased the risk of developing or maintaining low self-rated health after demolition had begun. Having poor social relations and non-Western origin is associated with a strong increased risk of low self-rated health in a deprived ethnic diverse social housing area in Denmark.

The Economic and Social Research Council recently published a Report commissioned from a committee chaired by Professor Edwards, a psychiatrist, so that the Council, and the social science community in general, might know what was good and bad in British social sciences, and where the promising future research opportunities lie over the next decade. Boldly called ‘Horizons and Opportunities in the Social Sciences’, the Report condensed the wisdom of social scientists, both British and foreign, and concludes with a broadly but not uncritically favourable picture of the British scene.
