In the face of the ‘refugee crisis’, many European governments, even in traditionally liberal states, unilaterally introduced a number of restrictive and, often, controversial migration, asylum, and border control policies. The author argues that past legal-bureaucratic choices on migration and asylum policies, ongoing developments in international relations at that time, the structural and perceived capacity of receiving states to cope with the refugee influx, and long-standing migration-related security concerns influenced the responses of many European governments amid the mass population movement. However, the author also suggests that the surfacing of particular policies across Europe was related to the newly elected Greek government’s attempted U-turn from similar repressive and controversial policies during that time. In this regard, the author maintains that repressive and controversial migration, asylum, and border control policies cannot simply be abolished within the context of the eu common market and interdependence of eu internal and external controls.

This chapter explores the question of where the border has been controlled in Europe and the United States. The border is not a uniform area of control, but an area that is controlled at different points in different ways. Some points of control may indeed be somewhere on the lines of the map, while others may be deep within the territory of the state. Others, moreover, are far from the state itself, in the territory of other states. Border control varies and defines different aspects of the frontier. This chapter also explores variations in the regulation of people and trade. How is it possible to regulate movement of people across the border, in the face of economic forces that push for greater openness, while security concerns and powerful political forces push toward greater closure? The chapter examines whether the hardening of border control for people necessarily obstructs the growth of free trade.

O artigo analisa um tema pouco abordado na literatura brasileira de relações internacionais: a atuação das políticas externas do Brasil e do México para a criação do Grupo de Contadora (1983), Grupo de Apoio à Contadora (1985) e do Grupo do Rio (1987). Esses grupos tiveram papéis importantes nas tentativas de estabilização dos problemas políticos, econômicos e sociais da América Central a partir dos anos 1980. O artigo está dividido em quatro partes: i) compreensão da criação do Grupo de Contadora, do Grupo de Apoio à Contadora e a atuação do Brasil e do México, ii) destaque aos principais objetivos desses dois grupos, iii) explica o “dilema” das políticas externas do Brasil e do México diante das ações estadunidenses para a América Central e iv) e descreve a criação e os objetivos do Grupo do Rio. Por meio de uma pesquisa explicativa, onde é fundamental reunir informações sobre vários assuntos para entender de forma mais abrangente um tema específico, o artigo faz uso de fontes secundárias que analisam as relações internacionais da América Latina e os processos decisórios das políticas externas do Brasil e do México na década de 1980, além de algumas fontes primárias, como documentos oficiais dos acordos celebrados e declarações presidenciais disponíveis em arquivos dos sites eletrônicos da presidência ou chancelaria dos países. Conclui-se mostrando que os dois países foram fundamentais para o processo de estabilização política, principalmente na região centro-americana, não só pela importância histórica, política e econômica de cada um, mas também pelo fato de que a formação desses grupos foram importantes para dirimir litígios, acelerar a resolução de conflitos entre os países do continente, além de ter sido um período de aproximação e fortalecimento da relação bilateral Brasil-México.         ABSTRACT: The article analyzes a theme little addressed in the Brazilian literature of international relations: the performance of the foreign policies of Brazil and Mexico for the creation of the Contadora Group (1983), the Contadora Support Group (1985) and the Rio Group (1987). These groups played important roles in attempts to stabilize the political, economic and social problems of Central America from the 1980s onwards. The article is divided into four parts: i) an understanding of the creation of the Contadora Group, the Contadora Support Group and the actions of Brazil and Mexico, ii) highlighting the main objectives of these two groups, iii) explaining the "dilemma" of the foreign policies of Brazil and Mexico in the face of US actions for Central America, and iv) describing the creation and objectives of the Rio Group. By means of an explanatory survey, where it is essential to gather information on various subjects in order to understand more comprehensively a specific theme, the article makes use of secondary sources that analyze the international relations of Latin America and the decision-making processes of the foreign policies of Brazil and Mexico in the 1980s, in addition to some primary sources, such as official documents of the agreements signed and presidential declarations available on the archives of the electronic sites of the presidency or chancellery of the countries. It concludes by showing that both countries were fundamental to the process of political stabilization, especially in the Central American region, not only because of their historical, political and economic importance, but also because the formation of these groups was important to settle disputes, accelerate the resolution of conflicts between the countries of the continent, and was a period of rapprochement and strengthening of the bilateral relationship between Brazil and Mexico. The European refugee crisis has been communicated visually through images such as those of Alan Kurdi lying dead on the beach, by body bags on the harbor front of Lampedusa, by people walking through Europe and by border guards and fences. This article examines the broader visual environment within which EU policy-making took place from October 2013 to October 2015. It identifies ‘tragedy’ as the key term used by the EU to explain its actions and decisions and points out that discourses of humanitarianism and border control were both in place. The article provides a theoretical account of how humanitarianism and border control might be visualized by news photography. Adopting a multi-method design and analyzing a dataset of more than 1000 photos, the article presents a visual discourse analysis of five generic iconic motifs and a quantitative visual content analysis of shifts and continuity across four moments in time. The article connects these visual analyses to the policies and discourses of the EU holding that the ambiguity of the EU’s discourse was mirrored by the wider visual environment.

An examination of U.S. immigration policy during the early Republic from a security perspective—a common analytical focus within the field of international relations—reveals the inadequacy of traditional economic and ideological interpretations. Security concerns, based on actual threats from Great Britain and Spain, permeated the arguments both for and against immigration. Those in favor of immigration hoped to strengthen the nation, primarily by providing soldiers and money for the military; those opposed to immigration feared that it would compromise national security by causing domestic unrest and exposing the new nation to espionage and terrorism. These issues are not unlike those that beset contemporary policymakers.

Abstract: The danger of the novel coronavirus has not yet come to an end, and new variants have begun to attack the world. What philosophy should humankind’s strategy be based on when human society as a group is fighting against Covid-19, as the pandemic ravages the world? Unfortunately, political leaders of various countries have failed to achieve the overall awareness of attacking the pandemic for a shared future for mankind so far. In the face of the pandemic, mankind as a whole urgently needs to break through the narrow nation-oriented ideology of seeking only self-protection. The International Community should establish a new type of international cooperation featuring the concept of harmony of "all things under heaven as a unity". The international relations system dominated by the power ofwestern discourse is now in a bottleneck. The main aim of this article is to study the ancient Chinese wisdom of "the Unity of Man and Heaven" philosophy and build a global harmonious community. The emergence and evolution of the literature dealing with interdependence in the international System is looked into. An attempt is made to show its significance and main points as well as its implications. The debates on interdependence within the North-American political context are regarded as solutions to the preceding issues on dependence. Interesting passages are dedicated to the impact of the interdependence theory on the interpretation of the international system, as illustrated by two schools of thought in foreign policy (Kissinger-Brzezinski). Linkage of the tactical and strategic aspects to the economic and political interrelation of international relations, as put forward by policy makers, has brought to the fore the difficulties and limits of negotiation in the face of competition and in the aftermath of confrontation. This paper offers subtle, yet positive, conclusions on the use of the interdependance theory in international policy.

The purpose of this article is to explore positioning and rebranding as tools for state security in global space, using the methodology of constructivism in international relations. The author hypothesizes that positioning the country as safe will be attractive only if there is a unifying factor based on the principles of consocial democracy. To achieve this purpose, the authors used several scientific approaches and methods: constructivism as a scientific paradigm; dialectical method; content analysis, and comparison. The article covers the following issues: Positioning and rebranding in modern conditions; Level of branding effectiveness in Ukraine; National identity as the basis for rebranding and state security; Rebranding states in the face of new challenges and threats. The essence of the conclusions is as follows: States will choose a partner for economic cooperation under difficult conditions in terms of political risks, benefits, and costs. This trend is about renewed positioning and rebranding to facilitate decisions on cooperation. The effectiveness of the existing state brand depends not only on creating an attractive external picture of the country’s positioning. Without a genuine alignment of the declared brand with the internal situation of the state, the political system as a whole, the congruent of the mental construct of the main political structures and the social environment, the brand will not be attractive to investors and the country will remain in an unstable environment.
