The field of European economic governance and austerity policies: Exploratory elements (2002–2012)

Abstract In this paper, we establish the theoretical topography of a sample of these actors, their dispositions and their resources to grasp the relational dynamics (including the dynamics of inertia and of change) at work in the translation of the economic, social and political inputs into policy choices. This way of doing seems to us a good means to contribute to the current debate on the unexpected resilience of austerity policies and the need for ‘structural reforms’ at the EU level. How to explain, indeed, that whereas many observers thought after the first Obama election that the end of 2000 would mark a ‘lasting paradigm change’ to neo-Keynesianism the advisability of pursuing a new policy was so rapidly shut down? How to sociologically contribute to explain the strong continuity of the former paradigm inside European institutions and simultaneously the rather marginal adjustments it underwent?

Abstract The focus of this article is on the main aspects of economic governance in Greece during the period 2015–19 where the syriza-anel coalition party was in power. In August 2015, the syriza-anel government faced the dilemma either to accept a new agreement with the EU partners (as eventually happened) or go bankrupt and leave the Eurozone, becoming detached from EU solidarity mechanisms. A third program was agreed, offering Greece an additional €86 billion loan over a three-year period. The third programme was unnecessary considering that the syriza-anel governance inherited 0.8% growth rate and some progress in the structural reforms demanded during the first two agreements in 2010 and 2011. However, the political choices made had the consequence of Greece returning to recession in 2015 and 2016.

The article’s aim is to show the development of global and European actions in sustainability and digitalisation, which provide a background in the Baltic States’ efforts to streamline their economic governance according to modern challenges. The research focuses on revealing the essence of the European institutions’ activity in transforming the Baltic States’ economic growth towards more sustainable and digital policies. Therefore, the research methods include mainly, though not exclusively, the European Commission’s recommendations and actions concerning sustainability and digital agenda/economy in the Baltic States, for example, through analysis of these states’ “smart specialisation strategies” and their efficiency. Several Baltic States have already adopted sustainability and digital agenda plans and strategies. These aspects of modern growth are going to define the EU states and the Baltic countries progressive development in the years to come. Finally, the paper formulates some conclusions and recommendations, both theoretical and practical, in the Baltic States’ adaptations to new sustainability and digital paradigm in the countries’ perspective growth.

AbstractBackground: The European financial crisis has affected most of the EU member states, and European institutions have had to create new financial instruments to counter the impact. Most effects in the economic and political spheres can be attributed to high unemployment and changes in governments in peripheral countries (Greece, Ireland, Portugal, Spain and Romania). Objectives: The aim of this paper is to demonstrate the economic and political effects of the European financial crisis in some peripheral countries that have implemented austerity policies. Methods/Approach: The methodology used is mixed: an analysis of the primary economic variables of the selected countries in comparison to those of countries with low-risk premium was performed, and the relation between the bailouts and elections was presented. Results: The exacerbation of the crisis in the Eurozone is mainly due to the high political costs of austerity measures and not the high level of public spending and/or the alternations in the governments of peripheral countries. Conclusions: The European financial crisis is primarily a result of weak economic governance, and its effects are differentiated. The peripheral countries possess the highest rates of unemployment, and there is a higher tendency towards political instability in rescued countries.

The order and modalities of cross-member state redistribution as well as the net financial position of the member states are one of the most widely discussed aspects of European integration. The paper addresses selected issues in the current debate on the EU budget for the period 2007 to 2013 and introduces four scenarios. The first is identical to the European Commission's proposal; the second is based on reducing the budget to 1% of the EU's GNI, as proposed by the six net-payer countries, while maintaining the expenditure structure of the Commission's proposal. The next two scenarios represent radical reforms: one of them also features a '1% EU GNI'; however, the expenditures for providing 'EU-wide value-added' are left unchanged and it is envisaged that the requisite cuts will be made in the expenditures earmarked for cohesion. The other reform scenario is different from the former one in that the cohesion-related expenditures are left unchanged and the expenditures for providing 'EU-wide value-added' are reduced. After the comparison of the various scenarios, the allocation of transfers to the new member states in terms of the conditions prevailing in the different scenarios is analysed.

This article contributes to the debate about the history of the political economy of the European Economic Community (EEC). It retraces the efforts during the early years of the EEC to implement a form of ‘European economic programming’, that is, a more ‘dirigiste’ type of economic governance than is usually associated with European integration. Based on a variety of archives, it offers a new account of the making and failure of this project. It argues that, at the time, the idea of economic programming found many supporters, but its implementation largely failed for political as well as practical reasons. In so doing, it also brings to light the role of economists during the early years of European integration.

Sanctions are one of the toughest and most coercive tools available to the European Union (EU). They are increasingly used in order to respond to breaches of international norms and adverse security developments in the neighbourhood and beyond. However, the EU sanctions policy is facing a number of challenges related to the efficiency of decision-making, shortcomings in the coherent implementation of restrictive measures, as well as the adjustments to the post-Brexit relationship with the United Kingdom. This article analyses these key challenges for EU sanctions policy. Against the backdrop of an intensifying global competition, it points out the need to weatherproof this policy tool. The current debate on the future of the EU provides an opportunity to clarify the strategic rationale of EU sanctions and to fine-tune the sanctions machinery.

The paper compares the institutional development of skills formation in Lithuania and Ukraine by focusing on the implications of the post-communist transition and Europeanization and exploring the role of policy transfer. The research follows the theoretical approach of historical institutionalism and skills formation ecosystems. Despite similar critical junctures typical for the institutional development of skills formation in Lithuania and Ukraine within this timeframe, the existing differences of these development pathways can be explained by the different policy choices and different impacts of the institutional legacy. The main implication of integration with the EU for skills formation in Lithuania and Ukraine is related with enabling holistic and strategic institutional development of skills formation institutions. The paper concludes that policy transfer was one of the key driving forces and capacity-building sources in the development of skills formation institutions in both countries.

The pandemic crisis and the linked infodemic are extraordinary cases to test the EU capability to manage the disinformation disorder, especially towards young people. This paper aims to analyse the impact of the EU communicative actions regarding disinformation about Covid-19, on trust and sense of belonging in young Italian and Spanish university students. The research presents an exploratory and quantitative study that uses a second-generation multivariate analysis method. The results show that trust can be very well the resource on which EU communicative actions may positively impact. Nevertheless, our study reveals that the EU in-stitutions measures have not increased sense of belonging in EU integration.
