This study analyzes The Role of Digital Economy  to Enhancing Sustainable  Economic Development. The general objective of this research is to assist the government in determining the right policy on the implement of digital economy and its impact on the the sustainable economic development, especially in Indonesia. In Indonesia the digital economy has increasingly developed in the field of ecommerce. The ecommerce industry is not merely talking about buying and selling goods and services via the internet. But there are also other things in it such as inter-service providers, telecommunications providers and others. This is the reason why the ecommerce industry must be adapted to be able to push the economic pace forward. The government is currently declaring Indonesia as the largest digital economy in 2020 and is targeted to be the largest in Southeast Asia. One of the foundations of national development in this declaration is the digital sector. The government targets ecommerce transactions to reach US $ 130 billion and creates 1,000 technopreneur with a business value of US $ 10 billion in 2020.  Therefore this research will provide policy benefits in strengthening government institutions in order to control the implementation of digital economy in Indonesia so that it give the positive impact on the sustainable economic development to be able to prosper the community and have a positive impact on the environment and increasing the economic value.

The development of digital economy is to create market incentives, motivations, demand and needs for the use of digital technologies, products and services among transport companies, spheres of life, business and society for their efficiency, competitiveness and national development and welfare of the population. This article provides for the implementation of measures for the implementation of appropriate incentives for digitalization in the transport company, public and social spheres, awareness of existing challenges and tools for the development of digital infrastructure, acquisition of digital competencies by the staff of the transport company, as well as determines the critical areas and projects of digitalization, stimulation of the domestic market, use and consumption of digital technologies. The path to digital economy lies through the use and consumption of information, communication and digital technologies.

In 2020, the President of Russian Federation outlined new national goals in the form of achieving “digital maturity” of key sectors of the economy and social sphere (Presidential Decree No. 474 of July 21, 2020 “On the national development goals of Russian Federation for the period up to 2030”) … At the meeting of working group of State Council in January 2020, the head of the Ministry of Telecom and Mass Communications named seven areas of development of digital economy in the interests of citizens, business and the state, including “Digital economy - to business: drastic reduction of costs” and “Digital economy - to business: reduction of administrative pressure”. To create the conditions for introduction of new digital technologies in construction activities within the framework of “Digital Economy” program, a subgroup “Digital technologies for managing the development of territories and urban planning policy” was created. The current period - the period of a pandemic (its consequences) and introduction of a number of restrictions for a number of sectors of the economy - is also becoming a new stage for the implementation of digitalization in construction activities. The COVID-19 pandemic is one of those external threats that are unpredictable. It is impossible to predict their appearance, peculiarities of the course. As noted in the economic literature, this greatly complicates the counteraction, since it is impossible to develop a coherent and effective strategy of this kind in advance. Moreover, it is impossible to predict the duration of consequences of this threat, as well as the list of risks and threats to the economic security of construction enterprises caused by the COVID-19 pandemic.

At present, modem society is being formed in the context of global changes. Advances in information technology and telecommunications are transforming every sphere of human activity. The most dynamically developing innovative phenomenon is the ‘digital economy’. The transition to a digital economy is considered one of Russia’s most important national development priorities, as the level of digital substitution determines a country’s international competitiveness. At the same time, the Russian Federation’s entry into a new stage of economic development requires its own scientific solutions and the latest developments. This article discusses the positive aspects of the introduction of digital technologies at the economic and social level. The economic problems and risks posed by the emergence of a new era, the digital age, are investigated. The conclusion highlights the main areas of economic and information security in the digital economy.

The spread of digital technologies has led to the global digitalization of all types of public activities. The digital economy emerging during this process has become a leading factor in world economic growth and one of the criteria of national development. The digital economy is based on the Internet, which ensures the functioning of new business models, forms of social interaction and public diplomacy. The Internet governance system differs from other modern international systems of public and political relations in that the leading role in it is played by non-governmental organizations, in particular, the Internet Corporation for Assigned Names and Numbers (ICANN) and the Internet Society (ISOC). The activities of states are significantly limited by the basic properties of the system, which complicates the implementation of the state’s digital sovereignty. The aim of this article is to determine ways to resolve this discrepancy.Analyzing the current state of Internet governance, the authors outline the key characteristics that lead to potential conflict. These include decentralization, an insufficient evaluative level of accountability and lack of legitimacy. The authors analyze ICANN and ISOC toolkits and identify the key instruments that actually make organizations central to the Internet governance system. In conclusion, the authors provide recommendations for action by the international community to mitigate the identified imbalances.

Throughout history the development of the countries has been generated mainly by the impulse in two complementary axes: Science and Technology, and Trade. At present we are experiencing an exponential scientific and technological development and the Economy in all its fronts is driven by the intensive application of technology. According to these considerations, this research tries to expose the development of Innovation Management as a transversal mechanism to promote the different socioeconomic areas and especially those supported by engineering. To this end, use will be made of Technology Watch in order to identify the advances of the main research centres related to innovation in the world. Next, there will be an evaluation of the main models of Innovation Management and related methodologies that expose some of the existing Innovation Observatories in the world to finally make a proposal for Innovation Management applicable to the reality of Peru, so that it can be taken into consideration by stakeholders (Government, Academy, Business and Civil Society) committed to Innovation Management in the country
