Automatic Monitoring of Aviation Terminal Forecasts

One of the goals of the Automation of Field Operations and Services (AFOS) was to implement a computer program to automatically monitor aviation terminal forecasts at National Weather Service (NWS) forecast offices. Such a program has now been developed. The program can be initiated either automatically at predefined times or by the forecaster at any time. Once initiated, the program compares the information in the latest terminal forecast and surface airway observation at each designated terminal to a set of amendment and alert criteria. It then notifies the forecaster via an audio or visual alarm if any terminal forecast needs amending, or may need amending in the near future, due to changing weather conditions. The program successfully underwent extensive operational field tests at four National Weather Service forecast offices during 1983. Analysis of the test results showed that, overall, the program performed very well and was found to be useful by the forecasters. In early 1984, the program was issued to each of the National Weather Service regional headquarters for use by the individual field offices. In response to evaluations provided by the forecasters during the field tests, an improved program was developed and is being tested at several forecast offices.

Abstract Weather radar is now widely viewed by the general public in the United States via television, computers/tablets, and smartphones. Anyone can consult near-real-time maps and animations of weather radar data when weather conditions are a factor. However, the usefulness of weather radar data for each user depends on a complex interaction of factors. There have been few studies providing conceptual arguments and empirical data to better understand what the most important factors are and to comprehend patterns of public weather radar use across the United States. The first part of this research provides a basic conceptual framework for research investigating the usefulness of weather radar displays as a source of weather information and as a decision aid. The second part aims to uncover several factors that influence the perceived usefulness rating of the National Weather Service (NWS) website’s weather radar display at both national and regional levels using variables gathered from the 2014 NWS customer satisfaction survey alongside relevant geographic and climatological variables. Data analyses include spatial clustering and ordinal regression utilized within a generalized linear model methodology. Overall, respondents who are more familiar with the NWS and their products, as well as those who indicate they are more likely to take action based on information provided by the NWS, are more likely to find the NWS radar display useful. Geographically, the NWS radar display is most useful to persons residing in the southern United States. Lightning is the most important hazard associated with higher radar usefulness ratings.

The potential losses from spray applications of glyphosate [N-(phosphonomethyl)glycine] with and without the inclusion of a polymer thickening agent were evaluated in field tests, applied under identified weather conditions with a boom-nozzle ground sprayer, helicopter, and fixed-wing aircraft. The downwind transport and diffusion of the spray loss was assessed by means of Mylar fallout sheets, high volume air samplers, and 4-leaf wheat(Triticum aestivumL. ‘Anza’) plants. Lowest drift losses occurred, under 0.01 g/ha on fallout sheets at 100 m, with deflector fan nozzles (KGF) operating at a low pressure (7 kPa) on the ground sprayer. Drift losses from a helicopter equipped with micro-jet nozzles were only slightly higher, less than 0.03 g/ha on fallout sheets at 100 m. Drift losses from 8003 nozzles mounted on a ground sprayer and D-6 jet nozzles directed back on fixed wing aircraft produced much higher drift deposits, from 0.2 to 1.0 g/ha on fallout sheets at 100 m. The highest levels of drift losses were obtained with D-4 jet nozzles directed down on a helicopter, 5 g/ha on fallout sheets at 100 m. Some evidence of reduced airborne drift was apparent where the polymer thickening agent was used with aircraft and ground equipment. The test results indicate that significant reduction in drift losses were obtained with proper application equipment; however, the use of a polymer thickening agent reduced drift only slightly for certain applications.

The Earth’s shape concept develops as consecutive cognitive problems (e.g., the location of people and trees on the spherical Earth) are gradually resolved. Establishing the order of problem solving may be important for the organisation of teaching situations. This study attempted to determine the sequence of problems to be resolved based on tasks included in the EARTH2 test. The study covered a group of 444 children between 5 and 10 years of age. It captured the order in which children solve cognitive problems on the way to constructing a science-like concept. The test results were compared with previous studies. The importance of cultural influences connected to significant differences (24%) in test results was emphasised. Attention was drawn to the problem of the consistency of the mental model approach highlighted in the literature. The analysis of the individual sets of answers provided a high level of consistency of indications referring to the same model (36%), emphasising the importance of the concept of mental models.

AbstractTraditionally, marriage is a near universality in China. However, in the coming decades, owing to the growing sex imbalance, millions of men will be unable to marry. As a consequence, bachelorhood is becoming a new demographic concern, particularly affecting men from the most disadvantaged socio-economic groups. In China's cultural context today, heterosexual marriage remains a prerequisite for family formation and, in rural society particularly, the legitimate setting for sexual activity. Under such circumstances, bachelorhood is likely to produce privations on various fronts, the consequences of which for both the individual and the community are still largely unknown. This article focuses on the opinions and sexual behaviour of bachelors, and highlights significant variations from those of married men. It is based on the findings of an exploratory survey conducted in 2008 in selected villages in a rural county in Anhui province, referred to here as JC county. The survey provides insights into the more general situation of rural men unable to marry in a context of female shortage, and indicates the conditions a growing number of Chinese men will face in the near future.

We need to rethink how we assess auditory processing disorder (APD). The current use of test batteries, while necessary and well accepted, is at risk of failing as the size of these batteries increases. To counter the statistical, fatigue, and clinical efficiency problems of large test batteries, we propose a hierarchical approach to APD assessment. This begins with an overall test of listening difficulty in which performance is measurably affected for anyone with an impaired ability to understand speech in difficult listening conditions. It proceeds with a master test battery containing a small number of single tests, each of which assesses a different group of skills necessary for understanding speech in difficult listening conditions. It ends with a detailed test battery, where the individual tests administered from this battery are only those that differentiate the skills assessed by the failed test(s) from the master test battery, so that the specific form of APD can be diagnosed. An example of how hierarchical interpretation of test results could be performed is illustrated using the Listening in Spatialized Noise—Sentences test (LiSN-S). Although consideration of what abilities fall within the realm of auditory processing should remain an important issue for research, we argue that patients will be best served by focusing on whether they have difficulty understanding speech, identifying the specific characteristics of this difficulty, and specifically remediating and/or managing those characteristics.

The purpose of this study was to evaluate outdoor PM2.5 infiltration into multifamily homes according to the building characteristics using regression models. Field test results from 23 multifamily homes were analyzed to investigate the infiltration factor and building characteristics including floor area, volume, outer surface area, building age, and airtightness. Correlation and regression analysis were then conducted to identify the building factor that is most strongly associated with the infiltration of outdoor PM2.5. The field tests revealed that the average PM2.5 infiltration factor was 0.71 (±0.19). The correlation analysis of the building characteristics and PM2.5 infiltration factor revealed that building airtightness metrics (ACH50, ELA/FA, and NL) had a statistically significant (p < 0.05) positive correlation (r = 0.70, 0.69, and 0.68, respectively) with the infiltration factor. Following the correlation analysis, a regression model for predicting PM2.5 infiltration based on the ACH50 airtightness index was proposed. The study confirmed that the outdoor-origin PM2.5 concentration in highly leaky units could be up to 1.59 times higher than that in airtight units.

The analytical and experiment research of In-Vessel Corium Retention (IVR) in the Chinese Pressurized-water Reactor 1000 MWe (CPR1000) are introduced. The IVR research consists of preliminary phase and detailed phase. The analysis of thermal failure, structural failure and penetration failure of Reactor Pressure Vessel (RPV) and the experimental research of External Reactor Vessel Cooling (ERVC) are performed at preliminary phase. Analysis results show that the RPV failure is the dominated by thermal failure mode and the probability of the thermal failure is very low. Test results show that the IVR success probability for CPR1000 is about 99% if the Critical Heat Flux (CHF) of CPR1000 is the same as that of AP600. Further works, including the ERVC enhancement design, the CHF test of the RPV outer wall and the recalculation of the IVR success probability for CPR1000, will be performed at detailed phase in the near future.

The 3# bulb turbine in Hongjiang Hydropower Plant has faced the problem of output deficiency since its commission in Sept. 2003, which caused a large economic loss. Following simple theoretical analyses on the main factors affecting the turbine’s output and efficiency, the field test schemes were determined to measure the shapes and intervals of guide vanes and runner blades of the 3#, 5# and 6# turbines. The test results discover that the average blade intervals of the 3# turbine are generally less than those of the 5# one. Suggestions on runner blade installation adjustment and combined curve modification are given.

AbstractPrevious work has considered tornado occurrence with respect to radar data, both WSR-88D and mobile research radars, and a few studies have examined techniques to potentially improve tornado warning performance. To date, though, there has been little work focusing on systematic, large-sample evaluation of National Weather Service (NWS) tornado warnings with respect to radar-observable quantities and the near-storm environment. In this work, three full years (2016–2018) of NWS tornado warnings across the contiguous United States were examined, in conjunction with supporting data in the few minutes preceding warning issuance, or tornado formation in the case of missed events. The investigation herein examines WSR-88D and Storm Prediction Center (SPC) mesoanalysis data associated with these tornado warnings with comparisons made to the current Warning Decision Training Division (WDTD) guidance.Combining low-level rotational velocity and the significant tornado parameter (STP), as used in prior work, shows promise as a means to estimate tornado warning performance, as well as relative changes in performance as criteria thresholds vary. For example, low-level rotational velocity peaking in excess of 30 kt (15 m s−1), in a near-storm environment which is not prohibitive for tornadoes (STP > 0), results in an increased probability of detection and reduced false alarms compared to observed NWS tornado warning metrics. Tornado warning false alarms can also be reduced through limiting warnings with weak (<30 kt), broad (>1nm) circulations in a poor (STP=0) environment, careful elimination of velocity data artifacts like sidelobe contamination, and through greater scrutiny of human-based tornado reports in otherwise questionable scenarios.
